How can PNG benefit? How to use data to track progress of PNG

towards SDGs and Vision 2050

Page 2: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

90% of the world’s data was created in the last 2 years.

Page 3: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

In the online world, our digital trace allows businesses to target people effectively, every day.

Can we bring the same data analytics to ensure those in the most need get access to better healthcare, sanitation facilities & other development schemes?

Page 4: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

In the online world, our digital trace allows businesses to target us effectively.

Can we bring the same data-analytics to ensure those in the most need get access to better healthcare, sanitation facilities & other development schemes?

Do we need a Census in 2021?

Can we create a real-time, updated, 360-degree citizen profile view?

How data is being

used across the

world?1

Learnings from Africa in opening up their data

Page 6: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

Africa is deciding to open out their data. Most countries have created a data portal.

Examples from

India2Case studies around how data was effectively used in decision-making in India

Page 16: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

Collecting data for

160,000 individuals

to track in real time. C1Using mobile-based technology to collect data for 160,000 individuals to drive targeted impact.

Page 17: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

Needs running water and electricity

Chandrapur’s diversity needs microplanning — unique, targeted development plans for every individual, household, village, and block.

Needs electricity

Toilet not functionalNot included in food distribution

No toilet

Page 18: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

However, this wasn’t the only issue. There were

3 additional challenges

to deal with…

Page 19: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

This type of micro-planning generally takes 6 to 9 months.

9 months

We had just 90 days for the entire initiative.90 days

1. Collecting data with 900 volunteers2. Analyzing 80 development indicators3. Creating 290 village profiles4. Making a 40-point overall development plan

1

Page 20: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

Some areas had poor infrastructure.2

People had to walk kilometers to sync the data collected each day.

Only 5% of Chandrapur’s population is computer literate.

Much of Chandrapur doesn’t have phone or even internet connectivity.

Page 21: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

There were baseline data inconsistencies3

24 villages were reported in two different provinces

Volunteers reported that certain existing villages did not exist.

Certain villages were discovered during microplanning and not in baseline data.

This project helped the district administration understand the socioeconomic dynamics and development challenges of each village by creating a robust village requirement sheet for each and every village in Mul, Pomburna, and Jiwati.

Monitoring 89 ministries

serving 1.2 billion

people in one place. C2Using a web platform to help connect and understand the Government of India’s work across 89 national ministries

Page 30: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

There was no central framework for reviewing across ministries in India

No framework to look at indicators and measuring outcome of the indicators.

Page 31: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

There is no way the Prime Minister could have known that 14 out of 25 activities are completed by the Ministry of Civil Aviation

and 12 activities are ongoing for the Ministry of Health.

Page 32: SocialCops and UN Papua New Guinea: Presentation for Data Stocktaking Workshop

The Solution:

Track all ministries using one framework

1 2 3 4

Create a set of indicators and outcomes to measure for each ministry in consultation with the ministries.

Give user rights to ensure that the users can input data on the platform every quarter.

Let people comment and interact with the data on the same dashboard to ensure proper action and follow-up.

Create a dashboard that lets you track the outcome points and actions against outcomes, for each sector and ministry.

One of the great mistakes is to judge policies and programs by their intentions rather than their results.

3. Health & wellbeingThis Goal is concerned with Health related parameters

3.1 By 2030, reduce the global maternal mortality ratio to less than 70 per 100,000 live births

3.2 By 2030, end preventable deaths of newborns and children under 5 years of age, with all countries aiming to reduce neonatal mortality to at least as low as 12 per 1,000 live births and under-5 mortality to at least as low as 25 per 1,000 live births

3.3 By 2030, end the epidemics of AIDS, tuberculosis, malaria and neglected tropical diseases and combat hepatitis, water-borne diseases and other communicable diseases

3.4 By 2030, reduce by one third premature mortality from non communicable diseases through prevention and…

Ensuring healthy lives and promoting the well-being for all at all ages is essential to sustainable development. Significant strides have been made in increasing life expectancy and reducing some of the common killers associated with child and maternal mortality. Major progress has been made on increasing access to clean water and sanitation, reducing malaria, tuberculosis… Read more here.
