Inside this 2011 social report, theinsert “CEFA 40 years to winhunger and poverty”, which tracesthe motivations under the early yearsof the company and revives thestrategic relationship with the citizensin order to renew the directinvolvement's value of every personand community to the cooperationprograms.

The "Third World", and Africa in particular ,has been considered for a long time as a lostarea for economic growth. In these last twentyyears, however, something has moved: hugecountries like China, India and also Brazil haveawakened and, although with great difficulty,have found their progressive way; but alsosmall countries such as Botswana, Angola,Mozambique, Uganda, Tanzania have set off.Basically, the countries which present seriousinternal and external conflicts and high levelsof corruption are still at a stop. What haschanged? Globalization has spreadinformation, has led companies to invest in themost remote places in the world, education isnot ignored, the mistakes made in economicpolicy during the past have become clearer andmore avoidable. But today there is a dangerthat is becoming bigger and bigger, andnamely that the quickest and dynamic amongthese developing countries will benefit fromthe resources of the others and, even withinthe progressive countries, the division betweenthose who get rich and those who stays pooraccentuates. Today, it is therefore moreessential the presence of NGOs working amongthe poorest layers of all developing countries tostrengthen people’s capacities for a positiveand constructive reaction. Today, the primaryobjective is empowerment.

What matters most is spreading the ability ofself-maintaining of the poorest population andthis through projects focused on agriculturaleducation, processing of earth products inagro-industrial plants, crafts, management ofwater, energy distribution, export capacity onlocal and international markets in order toprevent an extreme dualism between thosewho succeed and those who are cut off,causing unbearable social tensions. On thisbasis we can start activities concerningeducation, hygiene and health, micro credit,because they harmonize with the productivecapacity of the community. But without amanufacturing base, the dependency fromassistance will continue and this will generatenot only the precariousness of life, but alsolack of dignity and passive attitudes. In fact, asthe Franciscan monks had already underlinedsince the Middle Ages, charity helps to survivebut, in order to live, it is necessary to produce.Work is the most important dimension of man,in which his likeness to God is best expressed:that creative God who made the world out ofnothing. Pater meus agricola est, reminded usJesus. With the work, also men contribute tothe creation, as they effectively use thoseexisting resources to support themselves andtheir families, getting always something new.

The mission is the heart of the activity of CEFAand the point of reference of the social reportwith the objective of reporting the activitycarried on by the organization, the verificationof respect of the mission.There is although a risk of ‘freezing’ themission in its own mode appropriate to thecapacity of evolution and transformation,which characterizes a non-governmentalorganization.To avoid this risk CEFA as developed the themeof the mission as a work in progress.In each edition of the social report CEFA hasadded new slogans (which define values) totheir mission, according to an increasing logic:Sustainability (2006); Social Support (2007);Unity (2008); Sobriety (2009); Pragmatism(2010). This year the social report highlightstwo key terms; “The History” and “Efficiency”.Terms that are apparently are not connectedbut in the true history of CEFA these twoterms are closely related. Only an organizationwhich knows how to use well and withefficiency its own resources can overtake thegoal of working for 40 years and still havingthe ambition to grow more. Efficiency definesthe red line of sobriety needed for the mainstrategic sources of investment, realised byCEFA in the course of its history.

Efficiency of the economic resources:knowing how to manage well the fundsthat the public administration, differentbusinesses and the single citizen has givento CEFA in all these yearsThese resources reached 6.073.391,76 eurosonly last year.Efficiency also in the use of the staff; notwasting skills and determination of thepeople that work at CEFA or just voluntarieswanting to help. Only last year employeesand voluntaries at CEFA involved in theprojects around the world reached 489;at least 700 were voluntaries that hadparticipated at the initiative “TU DOVE SEI?”,organized in honour of the International Dayof Alimentation, thread of the current socialreport. Social Efficiency: A good use of therelationships that have allowed CEFAto grow as a web, having an impact ondifferent areas and not only on the ones thatwork on the theme of development.History and efficiency of the economy,human resources and social life representelements of the CEFA mission and forwardthe experience gained from these elements,in a moment where all resources areincreasingly scarce.

CEFA prepared the agreements for the merger between the centre foragricultural services (SHBE) and the private social association Tjeter Vizion.Once this objective was reached, the activities were aimed at ensuring thecorrect hand over of technical knowledge and materials to theassociation.

The activity for planting new vineyards, Zilavka and Blatina varieties,continued, with rooted grafts specifically produced in local nurseries.Materials have been delivered with advance payment of expenses, such aspoles and wires; 70% of the amount will have to be returned by thebeneficiaries. The working capacity of the wine-making cellar wasincreased. This year 20 tons of grapes have been processed for aproduction of around 14,000 litres of white and red wine.The Daorson cooperative presented its production at trade shows inBosnia-Herzegovina and took part in the Vinitaly in Verona, where thewines were presented at Arnaldo Caprai stand.

The project was officially started on 1/10/2011. During the initial stage thesituation of the regional and National oil sector was studied, withmeetings with institutions and private entities. During the first stage, somestaff members were selected, such as the agronomist, with whom the firstversion of the questionnaires for farmers was drawn up. With regard totraining, a meeting with the National Delegation for Education was held inorder to present the project. In collaboration with AIDECA association andeducators an entrance test was produced to be taken by beneficiaries ofliteracy courses.

Information meetings were organized in provincial areas with socialservices, centres for foreigners, employment centres, trade unions, Italianand foreign volunteers’ associations, ASP and local institutions. Interviewswere held with potential candidates, which led to the selection of 5beneficiaries. At the same time in Morocco a search was conducted foremployment possibilities.

Support was given to cooperatives ATD and AIDECA that are taking partin the project, so that they can be a guide and a reference for the smalllocal associations representing the civil society. Training was provided tothese associations. Training continued to be provided to olive growersabout olive growing techniques. The cooperative Viaggi e Miraggiorganized workshops on the tourists’ management addressed to themanagers of village associations.

Almost 1.500 of displaced people have been identified for the”Cash for Work” programme to rehabilitate the drains, followingfixed criteria. The farmers final beneficiaries of the project havealready been identified. Fifteen kilos of mais and five kilos of beanshave been delivered to 2000 farmers. In addition, the monitoringwork to check the right use of the seeds has been carried outtogether with the supervision of the drain rehabilitation works.A payment system within voucher has been introduced for the worksperformed by the displaced people.

The criteria for the selection of beneficiaries were defined: projectimplementation committees were set up, consisting of members ofthe local community, members of the local authorities and CEFAstaff. The project beneficiaries were selected by using PIC method(project implementation committees). Irrigation canals wereregenerated, together with a voucher system for the payment ofwork done by the beneficiaries.

The purpose and the goals of the project have already beenpresented to the communities of the concerning areas.Implementing committees have been created by local communitymembers of institutions and CEFA. Final beneficiaries of the projecthave been selected following standards identified by FAO. Twentykilos of mais seed and fifty kilos of urea have been delivered (each)to 5.500 farmers and six kilos of sesame to 1.500 farmers. Sometests have been carried out between the farmers to check the rightemployment of the seeds.

Another step has been the recruitment of local human resourcesnecessary for the project activities. Research of information and analysis ofbeneficiaries. Training sessions have been organized for farmers, on datepalms, vegetables cultivation and post-harvest time best practices.Committees have been constituted for water management and forestimation of canals rehabilitation costs: two of the canals have been putback in function. Three nurseries have been created , and their managershave received an adequate training.

Three irrigation infrastructures have been planned through topographicmapping, Liban, Fornari and Bakoro river basins, and it have been madethe analysis of recent agriculture seasons. It has been bought and installeda machine for the automatic selection of sesame seeds and two machineshave been installed for high quality sesame oil production through coldpressure system. Eight tones of chemical products have been imported tobe used for cultures protection.

Five Channels and two basins for the collecting of water have beenrehabilitated with the collaboration of the local community. This resultmade again 6.191 hectares fertile. 42 tons of corn seeds, 13 tons beanseeds and 27 tons sesame seeds and other sowing preparations for 1.700hectares were suppied.

The activity was aimed at searching for the best techniques of storage inorder to use them in the area of the project. There were educationalmoments that involved farmers about the good methods to be used inthe stage of after collecting of corn and craftsmen about the advancedwelding techniques in order to build metallic silos. Demonstrations werecarried out to show the farmers and the dealers the different kinds ofstorages above and below ground. 3.500 dam liners were bought andsupplied (for belowground storage) and 4.500 metallic silos.Agricultural rihabilitation and diversification of irrigation system with highpotentiality in South SomaliaFive Channels and two basins for the collecting of water have beenrehabilitated with the collaboration of the local community. This resultmade again 6.191 hectares fertile. 42 tons of corn seeds, 13 tons beanseeds and 27 tons sesame seeds and other sowing preparations for 1.700hectares were suppied.

The system consisting of 3 sections: Consulting/support, Educationand Reintegration for minor guests was finally made official.Particular attention was devoted to the promotion of physical andeducational development of minor guests by holding recreationalworkshops. Educational and awareness-raising programmes weredeveloped for the prevention and treatment of HIV/AIDS. Somepremises of Nairobi Children’s Remand Home were restructured.Training courses on fostercare were organized in order toencourage potential parents to fostercare a child.

Withregard to horticulture, 12 containers were delivered, with acapacity of 5,000 l water each and seeds and other materials forirrigation were provided. kembro chickens were distributed and240 kg of feed. Many training activities were organized, specificfor each sector, namely 183 interventions divided into 40 groups.

The project officially started in November 2011. Specific agreements werereached and the related authorizations were obtained from the localauthorities. The work plans were planned, updated and completed. Thelocal staff was selected and hired. A meeting was organized for thepresentation of the project in the premises of the local authorities.Planning and implementation of a baseline survey consisting of interviewsto children, adults, local authorities and stakeholders. This will allow tohave a clear overview on minors’ labour.

The project officially started on 13th June. Activities carried out include:increasing safety and prevention of natural disaster risk in the school ofPaquixic; the “Puesto de salud” (medical dispensary) that had totally beendestroyed by a landslide. An access road was built. A geological feasibilitystudy was carried out in the school Oficial Rural Mixta of Paquixic.Training courses were held in the schools and communities on topics suchas water, the forest, urban waste management and prevention of naturaldisasters.

On average we have assisted 250 minors a year. In 80% of the cases it waspossible to bring them back to the family of origin or a larger family; in theother cases the minor is now living in assistance centres. These excellentresults could be reached also thanks to government staff working togetherwith CEFA staff, so that they could be trained and replace CEFApermanently at the end of the process. In 2011 the replacement wascompleted and CEFA could hand over the various initiatives to the localAdministration, which is now able to continue the activities according tothe proposed methods, successfully tested by CEFA on the field. Thereforethe Child sponsorship programme is closed.

The project aims at ensuring the attendance of 6 years of primary schooland 3 years of middle school to Maya indigenous girls, in order to preventthem from having just a domestic future. Every year the project involvesaround 250 young girls, with a little grant and provision of a school kit.An after-school activity is carried out with supplementary courses incomputer, typewriting and English.

“Africa Milk Project”adopts a class at Njombe

350The five kindergartens are well equipped, with water hygienic services,they are open to all the children of the village and they ensure a dailymeal, sanitary, pre-educational and recreational assistance to the current350 children. The objective is to increase the number of children and thequality of learning to the existing primary schools, where, thanks to theSAD, an efficient library was built. Taking into account the improvementsthat have taken place in the village thanks to the project of self-development in CEFA, we laid the groundwork for an exit strategy ofthree-year course of SAD who will need to bring to the takeover of localstaff in the independent management of kindergartens.For this purpose, a mill was built for pressing sunflower seed whoseproducts will go to support the costs of future management ofkindergartens.

CEFA ha implemented the programme of distribution of milk, at areasonable price, in the primary schools of Njombe.The number of schools involved in the programme: “Milk in schools” was57 and the beneficiaries students were 23.300.204.892 cartons of milk of 250cl were distributed; this adds up to 51.223litres of milk.

The project started in August 2011. The geological map of the territoryhas been implemented with the farmers of Cacao and other local farmers,the farming representatives have been identified for the importantinterlocutor which could bring success to the project.The project then went on to selecting and recruiting most of the localstaff. A TRAVEL AMONG PEOPLE AND IDEAS by Francesco Tosi

“Do not stop to rest when the road is straight andyou can take only that one; keep walking as sooneror later it will split into several roads or it will evenmix up with the ground. Only at that moment youwould need to stop and take advantage to sit downand think about all the roads you have gone down,to see among the ones in front of you which one isyours”.

This is what an African old man told meremembering what he heard from his father and thefather of his father.But what is CEFA? Is there an identity behind thiscollective name? Is there a fil rouge over the timeand in the variety of the geographical areas? At thevery first beginning, CEFA, before starting fieldwork,focused on the elaboration of a thought andstrategy of development aid through internationalvolunteering; its contribution to the creation of theItalian and European law on this matter wasimportant. Later on CEFA started the fieldwork, bytrying to match the nobility of the ideal with therealism of the concrete situations in which CEFAworked. As time passed by, CEFA had the chanceto get precious recommendations from theexperience of “finished” projects, which actuallypassed to the self management of the localcommunities, by evaluating their concretesustainability over time, after the Italian NGO left.And so, as time passed by, CEFA dimensions andinterventions areas changed, while the sectors andthe operational modes increased. Nevertheless, themix of thoughts and action, ideal and realism, basedon the idea that development is a matter ofmankind, of considering mankind as a resource, thefundamental resource of a project, still remains.The right words, I believe, to think about CEFA 40years of life. For us looking back means to start anew trip among people and ideas. It means startingfrom a small international volunteering organizationborn in a world way different from the current one.In that moment we started a path that nobodyknew where it would have led us; the ideal which

was moving us was clear and the desire to work formore fairness among the populations was strong.Today this path hasn’t stopped yet and offers us thememory of a large amount of people and of entirecommunities involved in the actions that CEFA hasrooted in three continents, from the farmers of themountains in Tanzania to the Basaka fishers of theKasai river in Congo, to the populations of Kenyaand South Sudan, to the farmers of Somalia,Morocco, Albania, Bosnia, to the Maya families inGuatemala and more others. And together withthese also the faces of hundreds of volunteers anddevelopment workers who created the plot ofthose stories, of those who have allowed to carryout the projects with their work within CEFA in Italyand finally of those people, many, who, with theircontribution and their trust, have accompanied andmade real these extraordinary feats of goodwill menand women.Hence the special attention to training, to theinvolvement of people and of the community, thepriority to a gradual and sustainable over timedevelopment, to the global growth of a community,by putting the economical growth side by side withthe development of a democratic consciousness,becoming real through organizational forms capableof guaranteeing participation and responsibility.Hence the constant connotation of developmentprojects and not simply of emergency management;and wherever an emergency needs to be faced,CEFA’s challenge is to pass as soon as possible torehabilitation, that is to conditions which allow tostart development processes. Hence also theconstant difficulty in communicating the reality ofour interventions, realities which often reducedevelopment aid to, though enthralling, slogansand images of pity. The challenge today is to matchthe continuity with the novelty and complexity ofthe present, in light of the old thematic and battlespartially forgotten because of the insistent need todo something. The present is a result of the pastand if lived in the responsibility, it can enrich thefuture that we cannot foresee but for sure address.

The Support at distance (SAD) represents thatfine connection thread between us and thedisadvantaged children. By its very nature it isan act destined to change our lives, first of all,because you are no longer the same afterknowing the reality of those who suffer. SADalso aims at involving the communities who livearound children, establishing better andpermanent rules in favour of little kids. Like allworks of CEFA, SAD is also thought to become,as soon as possible, a responsibility of the localcommunity.In the light of an already fifteen-year-oldexperience, have our SAD projects achieved thisgoal? This question is intertwined with thesame philosophy of CEFA, that, as known, hasin self development and in self management itskeywords. Its projects always aim at taking localpeople to assume their responsibility not onlyfor the various “technical” interventions, butalso for the social ones accompanying them, asin the case of SAD. If the general goal of selfdevelopment is reached, with a subsequentimprovement of the economic level of thepopulation, it is also possible to create theconditions for a self-management of socialinitiatives. At this point it is to verify if the“SAD” interventions, that have beenconsolidated for a long time, embrace thispremise. In Albania, where the intervention ofCEFA ended some years ago, children care goeson thanks to a voluntary association led byCEFA.At Ikondo (Tanzania) 5 kindergartens are goingto become self managed, and this is possiblenow through the fees that the families (with anincreased family income due to the success ofself-development projects implemented by

CEFA) have begun to pay for the attendance oftheir children in kindergarten.A similar perspective is presented for SAD milkin the Njombe schools (Tanzania), where theachievement of a balance between costs andbenefits of the Kiwanda will enable theinstitution to provide independently the socialrole of a facilitated milk distribution in schools.Finally there remain the last two cases of SAD:the one in Somalia, which has been interruptedbecause of the armed conflict still ongoing,and the one in Kenya, where the intent was tobring water to schools. This has been achievedwith the construction of a great aqueduct inthe Meru Region, whose management hasgone into local hands and which is workingwell. In the city of Nairobi, on the other hand,SAD has worked for the family reunification ofabandoned minors.Today the project, taken over by stateauthorities, continues to reach about two outof three reinstatements against the continuousprevious failures.And finally, here is Guatemala, where theancestral customs, with their symbolicmeaning, concerning the full submission of thefemale figure, have allowed continuousviolence against women and girls themselves.With the SAD we have been involved for tenyears in giving a school education, and in somecases a professional one to the Maya girls.This intervention has created a group ofmothers and girls, about a thousand, nowaware of children rights. There are frequentcases of arranged marriages, imposed byparents since the age of twelve. In conclusionthe situation seems to us very positive andconfirms the goodness of the undertaken path

The added value, which is calculated byreclassifying data from the balance sheet, isused to further two aims: to calculate howmuch has been raised through public andprivate contributions and how these funds havebeen distributed to the various projects. Theresults show that 55.7% of the totalcontributions is directed to CEFA’s projects.16.1% is used to pay and train local staff,which has an immediate and positive influenceon the local economy. 21% is used to payexpatriate staff’s salaries and only 6.9% is usedto cover management costs. The social balanceis strongly linked to the economic balance, butalso includes quantitative and qualitativeinformation about the projects’ progress andabout the various activities realized during theyear.

During 2010, Agency for non-profit organization has published “guide lines for the preparation of thesocial non-profit organizations” that present edition has taken into consideration regarding theselection of indicators.

How was 2011?We worked hard on the projects in the leastdeveloped countries, in particular in the newlyborn state of South Sudan, where we becamea reference point for the communities of threecounties in the Lake region to solve the foodsecurity problem which has been affectingthem forever.After assigning the projects in Bosnia andAlbania to local associations, we opened afruitful dialogue with Turkey and a localassociation of migrants, fled from Ben Ali’sdictatorship and now willing to exploit theItalian experience to favour the democratictransition of their country.The same commitment and energy have beenput on communication, fundraising andtraining activities on least developed countriesin Italy, activities that we deem strategic nowand for the future. These have been developedonly thanks to private resources and were agood 20% of the 2011 social report. One ofthe most involving campaigns of the year wasthe event which took place on October 16th,the World Food Day, at Piazza Maggiore inBologna, which on this occasion was set with10.000 white plates. It has been a“subsidiarity” best practice: the private sector(funding providers) cooperated with the publicsector ( sponsors: municipality, province,

region) and the civil society (about 500volunteers) which CEFA represents.As far as human resources are concerned, wemanaged to involve 1.020 young people inactivities of counseling, training and selection.These activities allowed us to get to knowthem, to support them first with internships inItaly and abroad and then with more long-termcollaborations.What are the perspectives for 2012?There is an urgent need to create supportinggroups, CEFA’s friends. A network of peoplewho can anywhere in Italy support all thecampaigns which start from Bologna in orderto keep this economical independence whichCEFA is so proud of.How were your beginnings at CEFA?It was back in the 80s: I met Senator Bersaniduring the university and I started volunteeringin CEFA offices. After my graduation he offeredme to work with him where there were alreadyvolunteering friends who are now advisers ofthe organization. In Bologna there were onlyfew non- governmental organizations andCEFA was one of those. Working closely withthe Senator has been a privilege. He is asynthesis of extraordinary operative, politicaland relational skills and his activities havealways found inspiration from the Church’ssocial doctrine.
