EXECUTIVE SUMMARY

1. THE PROJECT

1.1 With a view to address the problems o f urban areas through the introduction o f municipal reforms and sustainable infi-astructural investments the Department o f Municipal Administration and Urban Development (MAUD) o f the Government o f Andhra Pradesh i s in the process o f preparing the Andhra Pradesh Urban Reform and Municipal Services Project (APURMSP). The project development objective i s to support urban reforms to improve ci ty management and upgrade and expand municipal services through provision o f physical infrastructure with particular focus o n reducing urban poverty.

1.2 The project has two major components, the first deals with state level urban reforms and the second with urban investments at the ULB level. The project includes urban reforms l ike reform o f various Acts, reform o f property taxes, introduction o f computerised processes for registration o f documents, levy o f reasonable user charges for urban services, reform o f municipal financial management system, establishing benchmarking and monitoring system, improving urban land planning and management and strengthening o f the Andhra Pradesh Urban Development and Infrastructure Finance Corporation (APUDLFC).

1.3 On the other hand, the investment component includes area upgrading including on-site water supply and on-plot sanitation, secondary and tertiary roads, storm water drainage, water supply and sewerage disposal, sanitation, footpaths, solid waste management including disposal, street lighting, parks and green spaces, serviced areas and informal and formal urban markets, bus stops, off-site infrastructure linking slums to c i ty networks, subject to adequate bulk capacity where required, and critical city-wide infrastructure.

1.4 In v iew o f this, the Government o f Andhra Pradesh initiated a Social and Environment Assessment study which i s intended to identify the key social and environmental issues that are relevant to the project, Le., those that arise as a result o f i ts objectives and design and/or affect the achievement o f i t s objectiveshmplementation o f i t s design. The assessment becomes important because, the majori ty o f stakeholders who would be affected by projects are the poor and the weaker sections o f the society and a meaningful intervention o f the government would be desirable to see that this reform and the investment process i s successfully implemented in the future without any adverse impact o n the people.

1.5 The Social and Environmental assessment includes collection o f the statewide social and environmental baseline data f rom the available secondary sources, social and environmental assessment through pr imary f ield surveys in select municipalities and towns in the state, an assessment o f the institutional capacity o f the municipal staff for handling the social and environmental responsibilities, a study o f the policy, legal and the administrative framework for municipal administration and urban development and

finally, the preparation o f various strategies and plans for better implementation and execution o f the APURMSP. In view o f this, the SEA study constitutes various outputs, namely:

The report presents a detailed analysis o f the baseline social and environmental scenario in Andhra Pradesh and reveals the following:

The proportion o f population living in urban areas in the state stood at 27.08% compared to 27.78 % for the country. Higher urbanisation and concentration o f population are bound to be associated with more problems in the cities and towns, especially congestion and shortage o f civic services and infrastructure. The total percentage o f BPL population in these towns i s around 19.87 with Class-111 towns having the highest BPL population with 37.05% followed by Class-I1 towns (24.77%). The percentage o f BPL population in the Class-I towns (1 7.82%). Backward classes constitute a l i t t le over 37% o f the State population o f 746 lakhs (1998). The total tribal population o f Andhra Pradesh according to 1991 Census i s 41.99 lakhs, constituting about 6.30% o f the total population o f the State. There are 33 Scheduled Tribal Communities l iving in the State. The SCs constitute around 16% o f the total population, according to the 1991 Census. The population o f disabled persons (excluding Mentally Disabled) in the state was estimated at 12.72 lakhs accounting for 3% o f the total population o f the state. The total number o f applicants on the live register o f employment exchanges in the State at the end o f October 2000 stood at 31.32 lakhs. The educated unemployed in the State during this period were 27.72 lakhs and the rest 3.60 lakhs were unskilled. The literacy rate for Andhra Pradesh as per the provisional population works out to 61.11% in 2001 as against 44.09% in 1991. The literacy rate among SCs i s only 3 1.56% while that amongst the tribals i s 17.16%. Wi th the falling forest cover and the decrease in area under cultivation, the pressures are increasing on land usage pattern.

3 The assault on rivers from population growth, agricultural modemisation, urbanisation and industrialisation i s enormous and i s growing day by day.

3 The estimated ground water potential o f the state i s 35,290 MCM. Out o f this, 15% o f the total ground water potential i s used for drinking and industrial purposes. Due to the exploitation o f ground water by the deep bore-wells the ground water leve l has gone down drastically in some areas. Groundwater in the state i s also highly susceptible to contamination because o f human activity and through the leaching o f surface materials.

9 The ambient air quality in a few urban centres o f the state, l i k e Hyderabad, Visakhapatnam, and Vijayawada has been deteriorating over the past few years due to various factors I ike emissions f rom vehicles, thermal plants, and industries.

9 Due to urbanisation and industrialisation, large volumes o f solid waste and sewerage are discharged o n the land without any treatment. Most o f the towns are not provided with sewerage systems and pol lut ion o f the water bodies through untreated sewage i s a common sight.

9 Mos t o f the urban local bodies have to upgrade their existing infrastructure in order to comply with the rules and require substantial capital investment.

Policies Legal and Administrative Framework

1.7 Although AP has taken many initiatives to address these issues, appropriate polices are required to minimise and effectively manage the social and environmental impacts that are associated with greater urbanization. These include regulation and management o f urban growth, investments in civic infrastructure, focused programmes and schemes aimed at the vulnerable sections such as the urban poor, ST/SC population, women and children and better municipal management.

The CMAPP process will form the basis for identification o f sub-projects under APURMSP. CMAPP-is a participatory process involving the Council, representatives o f CBOs like N A C s and SHGs, and CSOs l ike Bar Associations, Trade and Industry, Academic Institutions, NGOs, media, municipal officials.

5. FINDINGS FROM STAKEHOLDER CONSULTATIONS

1.12 Consultations and Focus Group Discussions (FGDs) with the stakeholders and administering the household and town questionnaires in selected towns were undertaken by the study team. The key issues that emerged f rom these stakeholder consultations are highlighted below:

Sound consultation mechanisms must be put in place for greater involvement o f people in project planning and implementation. Coordination o f the Municipal authorities with other departments must be enhanced. A proper grievance redressal mechanism in the municipal i ty i s required to address the queries o f the people affected by any project. Another important social issue i s the issue o f resettlement and rehabilitation (R&R) o f displaced persons as a result o f any development infrastructure project. Lack o f proper po l icy and action plan in this regard i s hampering efforts at the ULB level to do justice to the affected persons.

sub-project may affect these components both positively and negatively, directly and indirectly. The possible generic impacts due to infrastructure investments on various environmental components are l ike change in land use, adverse affects on flora and fauna, change in air quality, change in water quality, etc.

8. PLANS AND STRATEGIES

1.18 Clear strategies and plans are needed for better management o f social and environmental issues during the implementation o f projects in the urban areas. In view o f this, three plans have been suggested for the better implementation o f projects considering their sustainability, both socially and environmentally.

> Social and Environmental Capacity Building Action Plan (SECAP): This includes an institutional plan to build capacities for social and environmental management and monitoring o f sub-projects, based on findings o f the institutional assessment and the analysis o f issues that might need to be addressed. The plan covers relevant agencies, staffing requirements, roles and responsibilities o f key staff, and training.

P Information and Consultation Strategy (ICs): Information and Consultation Strategy represents a module for carrying out consultations and generating and managing information for the purpose o f successful implementation o f the projects in l ine with the social and environmental considerations that may arise in a project cycle. I t identifies the roles o f the institutions and involvement o f various stakeholders in enhancing the consultation mechanisms within the APURMSP.

P Monitoring and Management Plans: An important component o f the project management system i s monitoring and management o f the social and environmental dimensions o f the project. The Social Monitoring & Management Plan proposes various mitigation and other measures to overcome adverse social impacts. The mitigation or other measures are proposed in detail to each and every identified social issue along with the monitoring strategy and the probable contingency measures that can be taken up. The Environmental Management Plan, as part o f overall project management strategy, includes the management o f environmental issues incorporated in the project cycle that covers al l the stages o f a sub-project investment from identification o f an investment til l the completion o f the sub-project and post completiodmonitoringl operational phases o f the investment. The proposed monitoring plan i s based on a set o f indicators, which outline the state o f environment and about the project activities.
