1. BACKGROUND

1.1 Timelines, Recommendations and Guidelines for Members and Affiliated Clubs

Considering a gradual and phased-in return to playing soccer will start to occur across Nova Scotia as

Public Health continue to ease restrictions in a controlled and responsible way, Soccer Nova Scotia is

providing its recommendations and guidelines for members, affiliated clubs, administrators, coaches

and anyone organizing soccer related activity under the umbrella of Soccer Nova Scotia (i.e. sanctioned

soccer activity).

As COVID-19 evolves daily and may differ by area, Soccer Nova Scotia continues to follow the guidance

from the local health authorities and requires all members and affiliated clubs and anyone

organizing soccer activity in the province of Nova Scotia to do the same. We understand that each

municipality has potentially different restrictions and limitations for on-field bookings and activity,

therefore, we advise everyone to work with your local city/municipalities to adhere to any

appropriate requirements to ensure you are providing a safe environment for all participants.

On May 13, 2020 Canada Soccer released a News Article which outlined their Return to Soccer Guidelines

as part of their Safe Sport Roster. (News Article) Soccer Nova Scotia has been working with Nova Scotia

Health Authority to ensure we meet the health guidelines outlined in Nova Scotia for sport.

Below are the working timelines, guidelines, measures, and precautions to support a phased return to

soccer activity plan, with plans to have participants on the field started July 3rd at the earliest.

Accompanying this document are age stage appropriate sample sessions designed to work within the

guidelines and we encourage our members and affiliated clubs to use, tailored as appropriate, and

share with each other to support soccer activity for our organizations.

In meeting the requirements within Canada Soccer’s Return to Soccer guidelines and in consideration of Nova Scotia’s Health guidelines, Soccer Nova Scotia has developed these Return to Soccer Guidelines.

These Guidelines are meant to help support affiliated clubs/teams, administrators, coaches, referees

and anyone organizing soccer related activity under the Governance of Soccer Nova Scotia in their

decision-making surrounding Return to Soccer. The Soccer Nova Scotia “Return to Soccer Activity Plan” will be a 4-phase fluid approach as restricted are eased.

1.2 Working Timeline

The following timelines will continue to be implemented when the Nova Scotia health authority soften

restrictions to support each phased approach. The SNS phased approach is fluid and may change to

meet and follow public health restrictions. The following is being shared as we collectively work to

prepare accordingly. The Nova Scotia Provincial Health Authority announced that modified team

sport activity could resume, Soccer Nova Scotia and its member clubs agreed that no scheduled

soccer activity would take place prior to July 3rd. The July 3rd start dates allows Soccer Nova Scotia,

member clubs and individuals the time to successfully prepare a healthy, fun and safe environment

for participants while following the Canada Soccer Return to Soccer Guideline and the Provincial

Health Authority guidelines.

Phase 1 – Skipped due to easing of public health restrictions on June 18th, 2020– Return to Modified Training

(Phase 1)

**28- day minimum, including evaluation.

Phase 2 – Earliest start date of July 3, 2020 (as Agreed on by member clubs) – Intro to Small Group

Activity/ Small Sided Intra-Club Games (Phase 2)**

Phase 3 - Date TBA – Return to the NEW Regular Type Training & Games (Phase 3)**

Phase 4 – Date TBA – Return to Soccer (regular competition, games and training). Will not take place for

the 2020 Summer Season.

** Following the NS health authority guideline there will be a 28-day minimum phased cycle

including continual evaluation period prior to moving to the next phase. This timeline is fluid and

may change over time.

While we understand and appreciate the eagerness to prepare for when Return to Soccer

Activity happens, we ask that organizations do not develop protocols that are independent of

Soccer Nova Scotia, Nova Scotia Health Authority and Canada Soccer guidance. Organizations,

teams, and/or coaches that offer soccer activity and do not comply with these

recommendations and guidelines may have soccer activity sanctioning revoked at any time.

Soccer Nova Scotia would like to thank all the members, districts, clubs, individuals and

affiliated soccer programs across Nova Scotia for your patience and understanding during

these challenging times.

We ask organizations at all levels of membership to actively communicate our official information

updates to the members of their soccer community by posting this information on their website,

sharing it via email and using social media.

2. OVERVIEW

2.1. REGIONAL LIFTING OF SUSPENSISONS

Soccer Nova Scotia will continue to follow the Nova Scotia Health Authority and lessen

restrictions and the suspension of on-field soccer activity by individual

club/community/district as the conditions for the Return to Soccer are met.

2.2. Conditions for Return to Soccer: Phase 2 Return to Modified Games / Activity

Before soccer activities can occur anywhere in Nova Scotia, ALL of the following conditions must

be met;

The following four steps have been complete and will continue to be monitored and adjusted

on an as needed basis.

1. The Federal & Provincial Governments ease lockdown restrictions in Nova Scotia

2. The Nova Scotia Government in co-ordination with Nova Scotia Health Authority and

Sport Nova Scotia allows organized sport to resume.

3. Municipal Governments allow organized sport to access fields (Municipal owned or

Private).

4. Soccer Nova Scotia’s Return to Soccer Activity Plan is presented to and approved

or deemed compliant to Provincial Health Regulations as determined by:

Strang)/ Sport Nova Scotia

➡ Canada Soccer

2.4. Key Internal Conditions

1. Individual Member Clubs agree to adhere to the “Return to Soccer Activity Plan” Guidelines as presented in this document.

2. Member clubs will complete the Risk Assessment Tool developed by Canada Soccer,

receive feedback on identified risks and approval from Soccer Nova Scotia to

proceed.

3. Member clubs must have at a minimum 2 individuals (i.e. President, Administrative

Lead & Technical Lead) attend a scheduled consultation phone call with Soccer Nova

Scotia.

3. STEPS FOR RETURN TO SOCCER ACTIVITY

3.1. RETURN TO SOCCER PROCESS - PHASE 1-2

3.2. RISK ASSESMENT PROCESS

1. Interested clubs contact Soccer Nova Scotia to receive the Canada Soccer’s Risk Assessment Tool (CSRAT)

2. Individual Clubs review the SNS Return to Soccer Activity Plan and understand their clubs’ operational practices in relation to the plan

3. Individual Clubs complete the self-assessment Risk Assessment Tool and submit to Canada Soccer

after reviewing and understanding the Soccer Nova Scotia Return to Soccer Activity Plan

4. The individual who submits the Risk Assessment Tool will receive an email confirmation from

Canada Soccer with an evaluation of current practice and the risk associated with operating. Once

the club receive an approved (Low to Very Low) Risk Assessment the club notified Soccer Nova

Scotia

4. OPERATIONAL GUIDELINES FOR RETURN TO SOCCER

4.1. OPERATIONAL GUIDELINES

Soccer Nova Scotia, in consultation with Canada Soccer and the Nova Scotia Health Authority,

continues to monitor the most recent developments surrounding the Coronavirus (COVID-19)

pandemic. To support our game moving forward and taking into consideration the most up

to date information and recommendations, the following guidelines are required for a

phased-in Return to Soccer Activity.

This information used within this plan were published using the information available from

the Nova Scotia Government as of June 24th, 2020. The Nova Scotia Government may publish

additional guidance specifically for team sports. Upon publication, if there are any

discrepancies between these Guidelines and the guidance for team sports, the latter will

apply. All guidelines adhere to the most recent public health orders as posted on the Nova

Scotia Government Corona Virus Response website.

Any on field soccer activity MUST meet the minimum standards provided in these guidelines to offer

any on field sanctioned soccer activity in Nova Scotia.

4.2. GATHERING RESTIRICTIONS EASED AND EXPLAINED

Provincial Changes as of June 18, 2020 (please note these are fluid and SNS will work

with member clubs as these restrictions are eased.

Family household bubbles are replaced with a 10-person gathering limit without

social distancing. People in a group are not required to be exclusive but they are

strongly encouraged to maintain a consistent group. This is especially important

for Nova Scotians who are more at risk of complications from COVID-19.

Gathering limit increased to 50 people for indoor and outdoor gatherings

with social distancing of two metres or six feet.

4.3. TRAINING SESSION NUMBERS

All activity must comply with current Provincial Social Distancing / Gathering

Limit restrictions issued by the Government of Nova Scotia

Social Distanced Sessions of 50 Individuals MUST maintain physical distancing of

at least 2 meters from each other

Contact Groups of 10 are permitted without social distancing, multiple groups of

10 can train simultaneously, near one another. While maintain Public Health

Protocols.

Each group of 10 must be at least 2 meters apart; increasing the distance

is actively encouraged

Maximum of 50 people per field including spectators, participants and coaches

Clubs are responsible to monitor the group of 50 limit per field

All training sessions must abide by coach to player ratio (next slide) It is

encouraged that coaches stay with their designated training group for the

duration of a session

Groups of 10 must remain the same within in one training session, for contact

tracing purposes. It is encouraged that groups of 10 (total participants) remain

consistent as much as possible with membership’s health and wellbeing in mind

SNS and member clubs need to follow the gathering limit, unless your group has an exemption

identified in the Health Protection Act Order.

4.6. TRAINING SESSION – EQUIPMENT & HEADING / HAND CONTACT

Coach should set-up all cones and equipment used for training

Players should not move nets or equipment

Each player brings their own ball (if possible)

Equipment that is shared (team balls, cones, nets, etc.) should only be handled

(using hands) by the designated group leaders

All equipment must be sanitized between sessions

Heading and hand contact with the ball is permitted only within designated

groups of 10

If pinnies are used, they must be washed after every session. Alternative and

recommended solution is for players to bring 2 colours to every session (light

and dark)

4.7. TRAVEL RESTRICTIONS

Travel is not authorized to events/competition outside of Nova Scotia

Stage 2 – stay within own community, no formal competition structure,

exhibition games or tournaments

Stage 2 – No club vs. club competition

Stage 2 – Intra-club modified activities and games permitted only within

participants registered within one club and while maintaining Public Health

Protocols

4.8. PROLONGED PHYSICAL CONTACT/ TEAM MEETINGS

Prolonged physical contact (i.e. team/group meetings/discussions, embraces,

etc.) is discouraged

4.9. CONTACT TRACING EXPLAINED

Contact Tracing Required - Contact tracing logs for all participants must be

completed for every training session/ activity.

Contact Tracing Logs must be available to be accessed quickly to ensure efficient

contact tracing

Contact Tracing logs can be done online or completed onsite by a responsible

adult Records must be maintained for a minimum of 6 weeks

Contact groups of 10 must be recorded each session

OR when socially distancing all participants must be recorded for

contact tracing (max 50 per field)

4.10. TRAINING SESSION HYGIENE

All Hygiene requirements remain in affect from Stage 1 Documentation

Consideration must be given to the arrival and departure of players that

supports social distancing requirements

Clubs/facility operator to provide signage outlining physical distancing and

hygiene guidelines and should be visibly posted

Minimal use of bathroom facilities, sanitization is required between uses, check

with owner of fields

In emergency situations, bathroom facilities need to be sanitized before and

after use by authorized person only

All activities are required to have, at minimum, hand sanitizer readily available

(provided by coach/club/ or each player)

4.11. GENERAL ACTIVITY REQUIREMENTS

All soccer activity must comply by these basic safety requirements:

4.12.ORGANIZATIONAL GUIDELINES (Organizations must abide by these guidelines)

Registration All participants must be registered for “2020 Summer Season” as per the established process with the Soccer Nova Scotia Policies in the Demosphere Registration System.

All Participants (or parents/guardians if under 18 years of age) must sign an Informed

Consent – Assumption of Risk Waiver plus provide a Declaration of Compliance prior to

participating in any sanctioned soccer activity. Provided by Soccer Nova Scotia.

Scheduling Activities must be scheduled to allow a buffer between sessions and avoid an overlap of

players on the field and/or congestion during pick-up / drop-off. The recommendation is

to have a 15-20-minute buffer between sessions and pick-up and drop off.

Participation Participation must be limited to physical distancing measures, players must be able to

understand and adhere to the distancing measures and recommendations issued by the Nova

Scotia Government.

A parent, guardian or older sibling must participate in on field activities with children in Active

Start (U7 and below).

Groups The activity must be limited to Small Groups of 10

Groups of 10 must physically distance from other groups, minimum 6 feet apart

Soccer Application: The recommendation is solely to in-Club activity and

MUST keep to within District Geographical boundaries.

Spectators Spectators will be on a club by club basis. Spectators count in the 50 person gathering

numbers. Parents must drop off & pick-up their child at the established entrances and exits, it

is recommended parents stay nearby in case of an emergency/injury. With exemption to Active

Start and Fundamentals programs (parents must participate).

Equipment All club/team equipment used during training sessions must be cleaned and sanitized both

before and after every session by coach and or referee instructor. All personal (own ball and

water bottle) must be cleaned upon entrance and exit to the field.

Personal Belongings Adequate placement for personal belongings / bags must be considered and planned for.

Recommendation players place their belongings 6 feet apart at all times. (i.e in the end zone or

sideline of their own designated training area)

Food & Water No sharing of water bottles or communal water coolers

Individual participants must bring their own water

Personal Protective

Equipment

Provide your staff/coaches with any protective items required by the health authorities and

ensure that each member of your staff washes and/or sanitizes their hands regularly.

Activity organizers must ensure personal protective equipment is immediately available IF

first aid treatment is required.

Recommendation that a family member attend to injured player if available. If not possible,

attending person must wear medical gloves and mask when 2 metre distance cannot be

maintained.

Health Check Include the daily requirement for any and all staff/coaches and participants to provide

electronic, written OR verbal confirmation as per a “COVID-19 symptoms” to ensure they are not experiencing any symptoms related to COVID-19. See Appendix 5

Contact Tracing Required - Contact tracing logs for all participants and parents/guardians dropping off players

must be completed for every training activity and be available to be accessed quickly to

ensure efficient contact tracing. Contact Tracing logs can be done online or completed onsite

by a responsible adult. Records must be maintained for a minimum of 6 weeks. See contact

training explained 4. 9

4.13.SOCCER TRAINING COVID-19 HEALTH & SAFETY GUIDELINES

The following provide the health and safety precautions that must be followed to ensure

the reduction of exposure and/or spread of Covid-19 during soccer training.

Only trained or certified persons may be responsible for overseeing soccer activity

(Coach or referee instructor).

Preference should be given to a select group of coaches or referee instructors (Academy

staff/ instructors, Technical Directors, etc.) to lead training sessions.

Limit the number of instructors/ team staff (coaches, managers, referees etc.) that are

on-field, noting the requirement to have a specific number of coaches to lead the session

and all while adhering to the ‘Rule of Two’.

Position players or referees in designated and well spaced-out stations/areas on the field,

that follow current Provincial Health Protocols, including social distancing, see examples

at the end of the document. Groups of 10 must be six feet or 2 meters apart, the

recommendation is to allow more space between contact groups.

Use of Equipment

in Training

Use cones and signage to identify physical barriers for player upon entry and exit,

session activities, and for player drop-off & pick-up to ensure 2-meter social distancing

is maintained.

Set-Up: Coaches must take charge of set up and collection of equipment

Use of Equipment: Exercise caution with any and all equipment that is being used

and players should avoid touching equipment with their hands.

Equipment Sharing training: Try to restrict sharing of soccer balls between groups of

10 or individuals when planning a socially distanced training session of 10+ individuals.

Players are encouraged to bring their own, sanitized ball to training sessions. If there is

switching or passing of the ball during session activities, chest, hand and head use is

not permitted.

If the ball is shared for activities, the following must be implemented:

• Players cannot use their hands or head to touch the ball.

Non-ball sharing training (groups of 10 + while social distancing): Use of head, chest and

hands is permitted when each individual has their own ball or is participating with a

member of their family or family bubble.

Sanitize: Coaches Clean and disinfect equipment pre and post session. Players to sanitize

their own ball upon ingress and egress.

Session activities when sharing balls: Note ball contact areas should use feet and thighs

only – Note: chest and head are problematic areas.

Contact Tracing Required: Contact tracing logs listing all participants must be completed for every training

session and kept on file for a minimum of 6 weeks. This can be done using the Contact

Tracing sheet in appendix 1. Alternatively, Demosphere’s TeamNet team communication

tool may be used. The coach does have the capability to set the availability on someone’s behalf. See Contact Tracing explain 4.9.

APPENDIX 5: PROVINCIAL SYMPTOM REPORT PROCESS

COVID-19: symptoms, self-isolation and when to seek help

If you’re worried you’ve been exposed to COVID-19, you may need to call 811 to see if you should be

tested. You may also need to self-isolate.

SYMPTOMS OF COVID-19 INCLUDE:

• fever (chills, sweats)

• cough or worsening of a previous cough

• sore throat

• headache

• shortness of breath

• muscle aches

• sneezing

• nasal congestion or runny nose

• hoarse voice

• diarrhea

• unusual fatigue

• loss of sense of smell or taste

• red, purple or blueish lesions on the feet, toes or fingers without clear cause

The severity of COVID-19 symptoms can range from mild to severe, and in some cases, can lead to death.

Current information suggests most people don't experience severe illness or need to be hospitalized.

If you think you or a participant might have been exposed to COVID-19 if you’ve travelled. The Government of Nova Scotia, under the authority of the Health Protection Act, requires anyone who has

travelled outside Nova Scotia to self-isolate for 14 days from the day they get back to the province, even

if they don't have symptoms. As a club please ensure you know that no participants, coaches or family

members of participants have traveled outside of the province within 14 days.

WHEN TO CALL 811

If you have any one of the COVID-19 symptoms, or any other symptoms that concern you, call 811 for

assessment by a nurse.

TESTING

Nova Scotia Health Authority has established COVID-19 assessment centres. If you need in-person

assessment, 811 will refer you to a centre. Don't go to a COVID-19 assessment centre unless 811 referred

you.

WHEN TO SELF-ISOLATE

You need to self-isolate for 14 days if you:

• are waiting for your COVID-19 test results

• have tested positive for COVID-19

• have tested negative for COVID-19, but had close contact with someone who has or is

suspected to have COVID-19

• have been told by Public Health that you may have been exposed and need to self-isolate

• are returning from travel outside Nova Scotia, even if you don't have symptoms

SELF- ISOLATION MEANS:

• avoid sport, work, school or other public areas

• limit contact with people you live with

• use a separate bedroom and bathroom, if you can

• take and record your temperature daily and avoid fever reducing medications (like acetaminophen

and ibuprofen)

• have groceries and other supplies delivered

• avoid anyone with chronic conditions or a compromised immune system, and older adults

• don't have visitors to your home

• don't use public transit or taxis

• stay home (you can go on your deck or balcony or in your yard, but you need to avoid contact with

other people)

• call 811 for assessment if you have any one of the symptoms

IN YOUR HOME:

• keep shared spaces (like kitchens and bathrooms) clean and well ventilated

mL of bleach per 250 mL of water, or 20mL per litre

• wash clothes and linens using your regular laundry soap and water (60-90°C)

• don't share personal items, like toothbrushes, clothing, towels or drinks

• use disposable gloves and protective clothing (like plastic aprons) when cleaning anything soiled with

bodily fluids, if available

FEDERAL SUPPORT FOR SELF-ISOLATING:

The Government of Canada has additional resources about how to self isolate and how to care for

someone with COVID-19.

REDUCING THE SPREAD OF COVID-19

Protect yourself and help reduce the spread of COVID-19 in your home and your community by:

• keeping your hands clean (wash your hands with soap and water regularly or use hand sanitizer)

• coughing and sneezing into a tissue or your elbow (not your hand)

• not touching your eyes, nose or mouth

• cleaning your living space (like countertops, tables and bathrooms) every day

• practising social distancing (limiting your contact with other people and staying 2 metres or 6 feet

away from them)

APPENDIX 6: CLUB COVID RISK COMMUNICATION PLAN & REPORTING PROCESS

IF A PARTICIPANT TESTS POSITIVE FOR COVID-19

When anyone tests positive for COVID-19, Public Health contacts them directly. They'll work with the

person to identify all close contacts and conduct a risk assessment to determine if any of their close

contacts need to self-isolate.

Public Health will directly contact anyone who needs to self-isolate. In some cases, this means Public

Health will contact the participants club if they were at training when they might have been contagious.

If Public Health doesn't contact your club or Soccer Nova Scotia, that means they decided the risk to

people at your club was low. You don't need to do anything if Public Health doesn't contact you, and

participants who weren't directly contacted can continue going to scheduled activity

If any of your participants need to stay home, you can't ask them for a doctor's note. Your participants

will contact you when Public Health has cleared them to return to activity.

ENSURE CONFIDENTIALITY

It is important that any targeted communicable disease interventions:

• are non-stigmatizing; and

• respect the confidentiality of all persons involved.

This includes maintaining privacy for people who are:

• seeking health care

• in self-isolation; or

• involved in contact tracing or outbreak investigation

CLEAR COMMUNICATION ACCOUNTABILITY

• Soccer Nova Scotia in coordination with clubs is responsible for the communication on any suspected

and/ or COVID out-break within the Soccer Community. Public Health will be in contact with the

appropriate people should there be COVID-19 exposure

• Club Presidents are accountable for operations of their clubs. Club Presidents and/ or designated staff

member must have a solid and clear reporting system to Soccer Nova Scotia’s Executive Director

• Coaches have a solid reporting system to their Club President and / or designated staff member or

board of directors

• Referee instructors have a solid reporting system to Soccer Nova Scotia’s Executive Director/ and or

Referee Development Officer

RESPONSIBILITIES

• Club must have a designated person(s) to lead media activities and tasked with managing all external

communication along with Soccer Nova Scotia and Provincial and Municipal government official, the

general public, and the media. (Please identify who the club spokes person will be)

• Club must have clear communication via email, and social media channels (include proactive

messaging about the status of club events, including changes and cancellations
