This year-to-year fluctuation in capital spending by Council District is typical and should be expected to continue.
Snohomish County Public Works
In 2017, SWM maximized the revenue collected from ratepayers by securing approximately $11 million in non-ratepayer revenues. To highlight some of these additional revenue sources:
-Grants: SWM leveraged resources in 2017 to bring in almost $6 million in grant funding. Asignificant portion of this supported the construction of the Smith Island restoration project,which explains why expenditures in Council District 2 were significantly higher than SWM utilitycharges collected within that district (Exhibit 2). The remainder of the grant funds supportedother projects, such as surface water planning efforts, septic maintenance and education, andlakes health.
-REET II: In 2017, part of SWM’s allocation of REET II was used to support the Smith IslandRestoration project construction. REET II also supported efforts on the Ash & Maple drainageimprovement project in Council District 3, as well as a handful of culvert replacements in CouncilDistrict 1.
-Road Fund: In 2017, SWM’s receipt of County Road Fund dollars was used to support projectssuch as drainage improvements and fish passage culvert replacements in the County road right-of-way as well as NPDES required inspections of stormwater facilities located in the Countyright-of-way.
