Guidelines and then the only dataset that will be captured will
be with the name of the farmer. There is a potential for large
scale data duplication or unclean data. Recommendation is to
use biometrics(iris / fingerprint) at one time registration and
the cross verification of the same every time to ensure
accuracy. Add the need to incorporate a master data
management system which prevents de-duplication at
creation time amd can operate as the system of truth for all
farmer data.

dessimation to farmers, direct farmer to retailer and
consumer transactions enablement,farmer to farmer
transactions enablement, inputting and dessimation/display
of current and future pricing trends to farmers,
administration module for complete marketing department
etc. Also all the existing modules needs to be integrated into
E-Pagathi modules and data bases. Most of them are
envisioned in the functional requirements of the RFP,
however a revenue model is not suggested. Should the
Vendor come up with a pricing model for this ?

the same, the SI may, during the course of the
designing SRS, identify all other areas needing BPR,

Annexure 4 : Based on the BPR framework, improved
To-Be processes have been designed for these
rationalized services. A few To-Be processes are
discussed next for indicative scope covering process
description, responsibility matrix, service levels and
change requirements. These To-Be processes are the
core mechanism for processing the service requests
and detail out the optimum way by which the service
request will be processed and finally delivered to the
applicant.
Please confirm our assumption that GoAP has put a
consultant in place for process re-engineering work and GoAP
shall make available of AS-IS and To Be process for the
Primary sector RFP that are already approved by GoAP to the
SI selected for this opportunity. SI need to implement
software for those processes. Only in case of any new
process to be covered, SI shall do BPR for the same that may
get approved by GoAP within shortest time to ensure tight
timelines are met. Kindly elaborate the approval process for a
sample BPR.
Process re-engineering and forms re-
engineering is the responsibility of the
selected SI. As mentioned in the scope of
work and deliverables, the selected SI
needs to undertake these activities as
part of the Systems Study phase and
submit the updated FRS and get the
