Extract from Article 2, 2.1:
Classification is the appraisement given by the Society for its client, at a certain date, following surveys by its Surveyors along the lines specified in Articles 3 and 4 hereafter on the level of compliance of a Unit to its Rules or part of them.

Article 3, 3.2:
The Society only is qualified to apply its Rules and to interpret them. Any reference to them has no effect unless it involves the Society’s intervention.
Extract from Article 4 :
The Society, acting by reference to its Rules:
-reviews the construction arrangements of the Units as shown on the documents presented by the Client;
-conducts surveys at the place of their construction;
-classes Units and enters their class in its Register;
-surveys periodically the Units in service to note that the requirements for the maintenance of class are met

Extract of BV Rules for the Classification of Steel Ships:

The Rules published by the Society give the requirements for the assignment and maintenance of classification for seagoing ships.
The general conditions of classification are laid down in the Marine Division General Conditions.

Structural, mechanical and electrical requirements for ships
In addition to the requirements contained elsewhere in the present regulations, ships shall be designed, constructed and maintained in compliance with the structural, mechanical and electrical requirements of a classification society which is recognized by the Administration in accordance with the provisions of regulation XI/1, or with applicable national standards of the Administration which provide an equivalent level of safety

Application:
The effective date of entry into force of any amendments to the Rules is indicated on the inside front page of the Rules or in the Relevant Section
In principle, the applicable Rules for assignment of class to a new ship are those in force at the date of contract for construction
The rule requirements related to assignment, maintenance and withdrawal of the class of ships already in operation are applicable from the date of their entry into force (example for surveys of ships in service: “…applicable for surveys commenced on or after the…”)

The date of “contract for construction” of a ship is the date on which the contract to build the ship is signed between the Owner and the Shipbuilder.

SOLAS Chapter II-1, Part A-1, Reg.3-2:
“Protective coatings of dedicated seawater ballast tanks in all types of ships and double-side skin spaces of bulk carriers”:
► 1 Paragraphs 2 and 4 of this regulation shall apply to ships of not less than 500 gross tonnage:
► .1 for which the building contract is placed on or after 1 July 2008; or
► .2 in the absence of a building contract, the keels of which are laid or which are at a similar stage of construction on or after 1 January 2009; or
► .3 the delivery of which is on or after 1 July 2012.

► Introduction of the new BV notation CPS(WBT), ( NR 530 ).
► « Coating performance standard » related to protective coatings in dedicated seawater ballast tanks of ships of not less than 500 grt and double-side skin spaces arranged in bulk carriers of length greater than or equal to 150 m.
► Additional service feature (MANDATORY) for bulk carriers and oil tankers subject to the Common Structural Rules and Contracted for Construction on or after the 8th December 2006.
