SOME KEY POINTS

• Culture is more than behaviors, customs, values & beliefs, heritage,

customs, rituals, ceremonies… art and aesthetics

• Culture is also influenced by the types of governance and institutions

serving society, religion, food, economics, architecture … and family

structure that a country’s citizens espouse and use. And now by the

types of technologies that embrace and advocate

• Yes, there is such a thing as Digital Culture or eCulture

DIGITAL CULTURE IS:

• The manifested behaviors and attitudes of the communication

technologies (incl. the internet, all types of networks, social media,

etc.), personalized technologies, smart devices, digital images,

interconnected databases … and sensors used in everyday life and

work. Digital Culture is part of an ever-involving culture that

follows the 19th Century’s Print Culture, and the 20th Century’s

Electronic Broadcast Culture (incl. telegraph, radio, and TV).

accessible with reasonable effort

• Only 10% of the city’s and European Culture (approximately 300

million objects) are currently digitized. The other 90% has to be

digitized the next few years

• Countries will have to create/develop Knowledge Warehouses

where that information can be stored, shared and maintained

SMART CITY DOCTRINES

• Doctrine 1: Consider urban life before urban place; consider urban place before technology

• Doctrine 2: People should be at the center of all planning. Citizens First.

– Frictionless experience (within limits). Creative Destruction will not please everyone

– Technology should follow/support the experience

• Doctrine 3: Citizen and Community Involvement are essential in co-visioning, co-inventing and co-creating

the future

– The future belongs to everyone … and everyone should have a voice (not by simple votes, but by active participation in real

time)

• Doctrine 4: Apply inclusivity

• All segments of society must move into the future in lockstep mode. Another way of saying this is: Leave no one

– The avalanche of new technologies will increase in speed and continue forever, renting current models inadequate or

obsolete

– Demonstrate flexibility and adaptability, over an extended timeframe

– No permanent solutions for temporary problems

• Doctrine 7: Apply Creative Destruction approaches

– It requires courage and determination

– Smart Cities is about creating a new civilization and way of life. Bold decisions must be made, even if some of them are

unpopular. Example: Smart Education and Smart Government obsolete current systems in place

– Creative Destruction must be augmented with Transformation Management

– Holistic view for wholesome living

– It’s a mutual (and holistic) world: introduce bottom-up and top-down Initiatives

– Demonstrate that the sustainability, scalability and resilience are valid over an extended timeframe

– Form/forge more PPPs (Public-Private Partnerships)

• Doctrine 13: Make Innovation the “engine” of the new society/civilization

– Form new Innovation Hubs / Solution Labs that help all segments of society (not just entrepreneurs and startup companies

– Encourage, promote, cultivate and advance the Innovation Culture

– Take advantage of the new Autonomous Vehicles and the new options that they offer
