The cities selected for testing the application of study for informal urban

settlements, were Pakdasht & Mallard, located some 40 kilometers southeast of

the metropolitan capital, Tehran.

The selected cities:

1- Pakdasht: in 2014, Pakdasht has an estimated population of about 200.000.

At the time of writing Pakdasht experiences several problems which adversely

affect the quality of life in the city.

Some of the major problems in Pakdasht include:

The Tehran-Mashhad highway, a main busy intercity road passes through the

Pakdasht urban fabric;

Insufficient urban services and infrastructure;

Lack of an adequate urban access network;

Cultural inconsistency among diverse minority groups;

High rate crime, juvenile delinquency and lack of safety and security

Lack of place attachment;

Traffic consequently, inaccessibility for commuters;

The existence of multiple informal settlements;

Urban sprawl and encroachment In Parchin and Jajrood natural reserves, in

particular by informal settlements;

The existence of vast production plants and brick kilns within the city boundaries

Opportunities

Some of the major opportunities in pakdasht include:

Availability of cheap land, originally used for agriculture and later turned into

informal residential settlements;

The existence of vast area with agricultural and horticultural land use;

An abundance of cheap labor;

Several manufacturing plants, hence a ,multitude of employment opportunities;

Being located in the vicinity of a major transportation highway;

The quality of buildings is drastically better as compared with informal settlements

To test the indicators in pakdasht city, three informal settlements were

selected in different parts of the city pursuant to an initial study. These

include Qarb-e-Ostad Shahriyar in the north, vosat Avenue (Qohe) in the

southwest, Zeynabiyeh in the north. Questionnaires in the south were

designed and filled by all residents of one of the three locations and by a

selected sample of residents of the other two.

The next city selected for testing the application of study for informal urban

settlements, was Mallard, located some 50 kilometers southwest of the

metropolitan of Tehran.
