Phase 1 - Problem or Opportunity - Burnt Dam Bridge
Problem / Opportunity Statement
· The study will identify and evaluate alternatives to replace, rehabilitate, repurpose, or retire the Burnt Dam Bridge withrespect to natural environments (fish habitat and water features, terrestrial ecosystems, vegetation, wildlife, species atrisk), cultural environments (First Nations, heritage, archeological), socio-economic environments (accessibility for localresidents during construction, cost, impacts to municipal/emergency services, property impacts), and transportationenvironments (detour route during construction, roadway safety, traffic operations and consideration for AADT volumes).
Study Area
· The Study Area generally covers the Township of Havelock-Belmont-Methuen, with specific attention being given to thearea within the immediate vicinity of the bridge and the surrounding residential and recreational areas.
· Burnt Dam Bridge (Bridge #099047) was constructed in its current location around 1970. The structure was designed to1911 standards, indicating that the bridge was relocated to its current location and thus substantially older than fifty yearsold. The Burnt Dam Bridge conveys a single lane of alternating traffic (load posted for 5 tonne) on an unopened andunmaintained township road, in the north-south direction over the North River at the Burnt Dam, which is managed by theMinistry of Natural Resources and Forestry. The North River flows to the east from Round Lake through the Burnt Damand under Burnt Dam Bridge before flowing into Belmont Lake.
· The Study Area meets the following criteria indicative of archaeological potential (MTCS Standards & Guidelines forConsultant Archaeologists, Section 1.3.1)Water sources: primary, secondary, or past water source (North River)
Purpose of Study
· Burnt Dam Bridge has been identified through structural inspection to be in need of structural intervention in the nearfuture, in addition the structure is older than its intended design life when constructed. The deterioration of the bridgebrings into question its ability to perform its functional requirements without structural intervention. The purpose of thisStudy is to evaluate alternatives for the replacement, rehabilitation, retirement, or repurposing of the Burnt Dam Bridgewith respect to the cultural heritage of the bridge, archeological significance of the surrounding area, and potentialenvironmental impacts of the respective alternatives. The findings of the Study will allow the County of Peterborough toproceed with preferred solution identified throughout the Schedule 'A+' Environmental Assessment process.
Public and Review Agency Consultation
· A "Notice of Study Commencement" was previously published and sent to review agencies and identified stakeholders toreview.
· This Public Information Centre (PIC) is intended to provide an opportunity for members of the public to review anddiscuss the project with the County of Peterborough and its representatives, provide input for consideration during theplanning of this project, express any concerns with respect to proposed alternatives and the preferred solution, anddiscuss potential impacts associated with construction related to the project.
· Continuing Indigenous Consultation.

Do Nothing
- This alternative has been included as a basis for comparison to other alternatives.
Replacement
- This Alternative will generally include replacement of the structure with a new single span structure,
on the existing abutments. The replacement bridge will have a 75 year design life.
Rehabilitation
- Rehabilitation of the bridge will include installation of approach guide rail, installation of a code
compliant barrier, and replacement of the deck. A load posting will remain in place, and the
rehabilitation will extend the life of the bridge by up to 10 years.
Repurposing
- This Alternative will generally include closure of Burnt Dam Road to vehicular traffic at the bridge
location, as well as rehabilitation of the bridge which will include replacement of the deck. The
crossing will be maintained for pedestrian and off road vehicle use.
Retirement
- This Alternative will generally include closure of Burnt Dam Road at the bridge location. The
crossing will be removed. This will result in recreational traffic being directed to alternate routes.
