SIR LUDWIG GUTTMAN DENTAL CENTRE STRATFORD E20An NHS flagship Health Centre is being assembled in the Olympic Park at Stratford, E20 and the NHS hopes this will form the basis of a new era in the provision of health services.

Built as part of the Olympic Village on redundant railway land to serve the needs of the Competitors and Officials, the Sir Ludwig Guttman Centre is one of the two largest non-hospital NHS Buildings in the country and is rapidly developing into a flagship centre for serving the health and wellbeing needs of this new and growing community.

The centre encompasses out-sourced GP services as well as a range of other NHS Services to serve the local area helping to reduce hospital visits and allow GP.s Consultants and other clinicians from secondary and community care services to work together more closely.

Seeing an opportunity to expand the world renowned facilities for dental education and training based in the new Dental School and Hospital in Whitechapel, a Partnership between Queen Mary University of London and Barts NHS Trust has produced a state of the art facility for training and dental care for the people of East London.

Anxious to provide this facility to fit in with the academic year planning of the University, a professional team was assembled by the Queen Mary Capital Projects Department working closely with Barts NHS Trust Dental Department and the senior Academic staff at Queen Mary University, a proposal was quickly developed and approved by the Management team.

Architecture, Mechanical & Electrical

Optimizing the space to provide a functional clinic to support the business case requirement of twenty five dental chairs, four of which are sedation bays, into a space that previously housed

only ten surgeries proved to be a planning challenge but with the help of the Architect, Hal Jones of Ansell and Bailey, working closely with the academic and dental staff a workable layout

was quickly established.The Engineering challenges in servicing twenty five chairs are

not common; these were taken head on by the Mechanical and Electrical Engineers at The Richard Stevens Partnership.

Project Management.

Managing a project in a working health centre was achieved by a close collaboration with experienced health sector Principal Contractor, Logan Construction who maintained a strong

management team on site throughout the project to deal with the logistical and holistic requirements of the project.

The Project Manager for Queen Mary, Sean Donnelly of Cosford Associates, gave praise to all the team, “to produce a clinic with

the challenges this project presented in the time available has been a credit to all companies and individuals involved, I’m very

proud to have been associated with such a committed team”.

QS & CDMc.

Asked what the most decisive decisions were made in the project, Geoff Cooch of Cooch and Associates the QS and CDMc said, “clear

decisions from the Dental Team at Barts and QM helped to give confidence to the Design Team. Deadlines were set for decisions critical

to the delivery of the project. Analysis of the long lead-in items and detailed programming enabled the PM to make brave high value pre

purchases of the major capital items which were mission critical. At the end of the project, all the dental kit, x-ray equipment and IT

installation all arrived on time and the timely delivery of these made the final stages, where inevitable logistical challenges occur, more

bearable and less stressful as a result of this forward thinking”.

Principle Contractor & Supply Chain.

Darren Warner the Contracts Manager and his Site Manager, Mike Burke, were appreciative of the support they got from their

trusted suppliers and supply chain, including EMS, Maybourne and Russell, Fine Interiors and Modwood who were all critical in the

delivery of the project on time.

End User.

Now that the centre is up and running, the Matron in charge, Jodie Carter has said that the provision of the working facility on time

and having the help of the project team at hand has helped her and her team to transition into full operation without having the

distraction of ironing out teething problems with the installation. The help and guidance form the Project Manager, Sean Donnelly,

has been key to this smooth transition.

Client & Key Stakeholder.

Professor Mike Curtis, Dean of Dentistry at Queen Mary, explained "It was a terrific achievement by all involved to develop

the initial idea to place a new dental outreach centre on the Olympic Park into reality in such a short period of time. Our staff

and students and the local population will benefit enormously from these first rate facilities for dental education and care. Particular thanks are owed to the project team who led on the design and construction of the new clinic - an exceptional team effort with

effective project management."

Client & Key Stakeholder.

Asked to review the way in which the project was managed and delivered, Beverley Weston, Assistant Director Estates and

Facilities (Capital Projects) for Queen Mary University said, “Sean did an excellent job managing this project with its’ diverse and

complex stakeholder group. The project had a fixed opening date and Sean pulled together an experienced team that rose to the challenge. Sean lead not only the right programme but also a

procurement strategy that provided value for money throughout the supply chain bringing in the project on time and under
