AREAS OF NOTE
1. Based on historical aerial photography, waste appears to extend beyond the property
boundary of the Site on the northern border, extending onto tax parcel 56211009350000 owned by Mr. Patrick Johnson.
2. This landfill was reportedly used by Cannon Mills (Plant 6), a textile plant.
3. A residence, constructed with raised floors (crawl space), may be located on the northern part of the Disposal Area. An enclosed storage building on slab is located on the southern part of the Disposal Area. An enclosed maintenance building on slab is located to the south of the Disposal Area on the Site.
4. Rowan-Cabarrus Community College, residences, office buildings, commercial buildings, car wash, and Liberty Primitive Baptist Church are located within 1,000 feet of the Disposal Area.
5. There is evidence of human activity on the Disposal Area as indicated by the storage
building, residence, and recent dumping of cinder blocks and wood, and a survey stake observed on the northeastern part of the Disposal Area.
6. The Site is being used for storage and maintenance buildings and a residence.
7. Potential landfill gas migration pathways observed on the Disposal Area and Site include
backfilled areas around underground utilities, former natural gas line, storage building, and the residence.
8. An unnamed perennial stream is located approximately 225 feet east of the Disposal Area.
9. A landfill slope with exposed debris was observed on the eastern part of the Disposal Area. Depressions and soil piles were observed at the bottom of the landfill slope on the northeastern part of the Disposal Area.
10. Exposed debris observed on the Disposal Area consisted of wood skids, 55-gallon drums,
scrap metal, broken concrete, hot-water heater, white goods, tires, glass bottles, paint can, metal cans, carpet, plastic bottles and containers, and bricks.
11. Settling cracks were observed on the northeastern corner of the storage building on the
Disposal Area.

SITE SUMMARY
1.0 SITE CONDITIONS
This section discusses the observed conditions on the Site, as defined as the properties (Tax
Parcels #56211017260000, 56211019510000, and 56211009350000) on which the Disposal
Area is located. The Disposal Area is defined as the area observed or reported to have been used
for waste placement or burial. The boundary (perimeter) of this area is the observed limit of
waste material based on field observations and the inferred limit based on a review of historical
aerial photographs. At this site, the northern part of the Disposal Area (Tax Parcel
56211009350000) could not be identified, so the Site Area and Disposal Area boundaries are
considered to be the same. The site visit was conducted on July 6, 2010. Photographs illustrating
site conditions are included in Appendix D.
The Site is located in Cabarrus County, near Concord, NC. Driving directions to the Site from
the intersection of Highway 601/29 (Concord Parkway North) and Interstate 85 are as follows:
1. South onto Highway 601/29 (Concord Parkway North) and drive approximately 3.3
miles.
2. Turn left onto McGill Avenue Northwest and drive approximately 0.3 mile.
3. Turn left onto Central Drive Northwest and continue approximately 370 feet.
4. Turn right onto Gurley Drive Northwest. The Site entrance will be located on the left side
of the road at 292 Gurley Drive Northwest. The Disposal Area entrance is located behind
the maintenance shop through the locked fence.

1.1 On-site Structures
A residence, constructed with raised floors (crawl space), may be located on the northern part of
the Disposal Area (northern extent of Disposal Area not visually evident). A storage building is
located on the southern part of the Disposal Area. A maintenance building is located to the south
of the Disposal Area on the Site. The storage and maintenance buildings are enclosed and on
slab. Settling cracks were observed on the northeastern corner of the storage building (Photo 6).
1.2 Current Site Usage
According to Mr. Curtis Cochran, property owner, the Site is used for access to the maintenance
and storage buildings. A residence, owned by Mr. Patrick Johnson, may be located on the
northern part of the Disposal Area. Observed evidence of recent human activity included the
recent dumping of concrete cinder blocks and wood, and a survey stake located on the
northeastern part of the Disposal Area.
1.3 On-Site Water Supply Wells and Intakes
No on-site water supply wells were observed on the Site during the site visit. No water meters
were observed on the Site during the site visit. A fire hydrant was observed on the southeastern
corner of Mr. Cochran’s property.
1.4 Surface Water Features
A drainage was observed on the southeastern part of the Disposal Area. The drainage was dry,
approximately 10 to 20 feet wide, and disposal material consisting of a tire was observed in the
drainage at the time of the site visit.

1.5 Disposal Area
Access to the Disposal Area is from Gurley Drive Northwest through a locked fence on the west
side of the maintenance building (Photo 3). The Disposal Area occupies 1.3 acres based on the
estimated Disposal Area perimeter shown on Figures 1 through 3.
The ground surface of the Disposal Area slopes relatively uniformly toward the east. A
comparison of the topography from the 1969 USGS 7.5 minute topographic quadrangle map (10
foot contours, based on 1965 aerial photography) with the 2009 topographic map from NCDOT
(4 foot contours), suggests that the central part of the Disposal Area may have been filled with up
to 5 feet of material to a relatively level surface. The drainage along the southeastern part of the
Disposal Area appears to have been filled in with material up to 5 feet and has been shifted to the
north and east, along the southeastern perimeter of the Site. The LiDAR Shaded Relief Map
(Figure 5) indicates a distinct slope along the southern property boundary of tax parcel
56211009350000 and that the Disposal Area is a relatively leveled surface except along the
eastern perimeter of the Disposal Area.
The depth of waste is estimated based on a comparison of topographic maps of different vintages
constructed using different methods. The reported years of operation were from about 1920 to
the late 1960s, so the 1969 USGS map may have represented the land surface at or near the end
of the disposal period. Differences between elevations on the maps may reflect actual elevation
changes or may be apparent differences due to the different map making methods. The elevation
comparisons are approximate and differences in scale and methods of mapping are not sufficient
to evaluate some changes in topography.

GPS coordinates were taken of the Disposal Area perimeter. The approximate Disposal Area
perimeter is illustrated on the figures and on aerial photographs in Appendix E. A table of GPS
coordinates for the Site entrance and the Disposal Area perimeter is presented in Table 1. The
Disposal Area perimeter location is approximate and is based on visual observations made at the
time of the site visit and interpretation of aerial photographs. Figures 4 and 5 show LiDAR
shaded relief superimposed on the Disposal Area.
1.6 Disposal Area Conditions
The Disposal Area was covered with grass, deciduous trees approximately three to ten inches in
diameter, vines, a storage building, and residence. Disposal material was observed along a
landfill slope which was approximately 10 feet high. The disposal material consisted of wood
glass bottles, paint can, metal cans, carpet, plastic bottles and containers, and bricks. Soil piles
and small depressions, approximately two feet in diameter, were observed along the bottom of
the landfill slope.
The observed Disposal Area was on multiple tax parcels, Parcel Numbers 56211017260000,
56211019510000, and 56211009350000. The northern, southern, and western perimeters of the
Disposal Area were not visually evident so the property boundaries were selected as the Disposal
Area perimeter. The eastern part of the Disposal Area was visually evident by the exposed
disposal material along the landfill slope which extended to the property boundary.
Attempts were made to contact Mr. Patrick Johnson, property owner of Parcel 56211009350000.
Schnabel did not receive permission from Mr. Johnson to access his property. His property was
viewed from Mr. Cochran’s northern property. Coordinates of points on the estimated perimeter
of the Disposal Area are listed on Table 1.
Other than described above, no notable erosion, hummocky topography, offensive odors, stained
or discolored soils, or slope failures were observed during the site visit.

1.7 Evidence of Human Activity
During the site visit evidence of recent dumping of concrete cinder blocks and wood was
observed on the northeastern part of the Disposal Area (Photo 11). A survey stake was observed
on the northeastern corner of the Disposal Area. A storage building on slab is located on the
southern part of the Disposal Area. A residence, with raised floors (crawl space) is located on the
northern part of the Disposal Area.
1.8 Potential Landfill Gas Migration Pathways
There were visible or evident potential gas migration pathways observed on the Disposal Area
and Site. Potential gas migration pathways located on the Disposal Area and Site were:
• Backfill around underground electric line: near the residence, storage building, and
maintenance building along the western side of the Disposal Area and Site.
• Backfill along former natural gas line leading to storage building.
• Storage building: on the southern part of Disposal Area.
• Residence: on the northern part of the Disposal Area.
1.9 Physical Barriers
Site access is provided by a gravel driveway from Gurley Drive Northwest. Site access for
vehicles is blocked by a lockable fence on the western side of the maintenance building (Photo
3). The steep landfill slope is difficult to walk or climb over on the eastern part of the Disposal
Area.

1.10 Other Pertinent Information
Some history of the Site was obtained during conversations with persons familiar with the Site.
The information obtained indicates that:
• Mr. Rick Payne, Public Works Director for Cabarrus County, did not know the
location of the Gurley Drive Landfill, the landfill operation dates, who owned the
landfill, or what was placed in the landfill.
o He suggested contacting the City of Concord Solid Waste Services Department
because the Gurley Drive Landfill was within the Concord city limit.
• Mr. Darrell Overcash, Maintenance Supervisor for Atlantic American Properties, Inc.,
stated that Cannon Mills did own land near Kannapolis in Rowan and Cabarrus
County, but he was not familiar with the Gurley Drive Landfill.
o He stated that the land near Gurley Drive was sold off to other buyers and is
not owned by Atlantic American Properties, Inc.
o Cannon Mills was a textile industry, but he does not know what disposal
materials were place in the Gurley Drive Landfill.
• Mr. Curtis “Gene” Cochran, property owner, was aware that the Gurley Drive Landfill
was on his property and he provided verbal permission to walk his property.
o He is not familiar with the limits of the landfill, but he did know that the
landfill was approximately a few acres in size.
o He did not know any historical information in regards to the landfill. He stated
that it operated long before he moved into the Gurley Drive area.
o He owned the property for 12 to 14 years and material has not been placed on
this property since he has been the owner.
o Seven to eight years ago, personnel walked the Site and tested soil on his
property. He stated that northing, to his knowledge, was found to be of concern
on his property. He did not have available records in regards to this
investigation.
o He owns two buildings on the Site and one warehouse is located on the
Disposal Area. He stated that the landfill is now covered in grass and trees.

Residences and buildings are located on adjacent properties around the landfill.
Mr. Cochran stated that the City of Concord approved the development of
residential and commercial lots surrounding the landfill.
o Residences near and adjacent to the landfill are on public water.
o He did not have any additional contacts who may be familiar with the history
of the landfill or the area during the 1920s to 1950s.
• Mr. Allen Scott, Solid Waste Director for the City of Concord, was not familiar with
the Gurley Drive Landfill.
o Residences within the Gurley Drive area are on public water.
o He has conducted research on the Gurley Drive Landfill because personnel in
the Solid Waste Department did not have any historical information in regards
to this landfill. He did not find any information referencing the landfill on any
historical drawings from that area.
o He stated that the Army Corps of Engineers conducted a stream restoration
project near that area about three years ago, but research on property
information in that area did not uncovered history of a landfill.
o Cannon Mills owned and operated the landfill. Cannon Mills had a plant, Plant
6, located within that area off of McGill Avenue. He stated that Plant 6 would
have used that landfill.
o He did not know what materials may have been placed in the landfill from
Plant 6. He stated that at the end of the Cannon Mills operation, sheets of
fabric were produced. Dyeing of fabric was not performed at Plant 6. He said
ash from fabric production might have been buried at the Site.
• Mr. Larry Miller, life-long resident of the Gurley Drive area, was aware that the
Gurley Drive Landfill was located near Gurley Drive Northwest.
o He recalled working for his Uncle as a teenager for the Cannon Mills, Plant 6,
and carrying corrugated boxes and paper used to wrap yarn to this landfill from
Plant 6. He stated that the landfill was in operation from the 1940s to early
1950s.

o Mr. Miller stated that Cannon Mills, Plant 6, and residents from the area,
known today as the Sidestown - Shankletown Community, used the landfill.
He stated that corrugated boxes and paper used to wrap yarn from Cannon
Mills, Plant 6 was placed in the landfill. He does not recall any hazardous
waste being dumped at this Site or any commercial vehicles dumping into this
landfill. Residents from the area did dispose of household garbage into this
landfill because they were not provided with garbage collection services by the
City or County.
o Mr. Miller stated that Mr. John Calvin Nesbitt and Mr. Grady Lomax, two life-
long residents of the area, may know more information in regards to this Site.
• Mr. John Calvin Nesbitt, life-long resident, stated that the location of the landfill is not
at the end of Gurley Drive, but at the end of Suncrest Terrace Northwest. Mr. Nesbitt
said that the last house on Suncrest Terrace Northwest is probably sitting right on top
of where the dump was located.
o Mr. Nesbitt says he grew up in this community and also worked in Cannon Mills,
Plant 6. The community used the dump to dispose of household waste, but
Cannon Mills also disposed of waste in this dump. Cannon Mills disposed of a
variety of good material that people would retrieve and reuse, such as spools with
thread, cotton, wood, cardboard, and paper. He indicated that Cannon Mills did
not dispose of any chemicals or barrels in this dump. According to Mr. and Mrs.
Nesbitt, “There is nothing in the dump that is dirty or would harm anyone.” Mr.
Nesbitt says the people from Gurley Drive also disposed of their material in the
dump. He and others used to walk through the dump as they walked to work at
Cannon Mills.
Notes from conversations with people familiar with the site are included in Appendix C. The
information obtained from these conversations has not been verified or confirmed.

2.0 VICINITY CONDITIONS
This section describes the observed general conditions in the vicinity of the Site, as defined by an
area within 1,000 feet of the perimeter of the Disposal Area. Photographs illustrating vicinity
conditions are included in Appendix D.
2.1 Structures Located on Adjacent Properties
Structures described in this section are located on adjacent properties that have a shared property
boundary with the Site.
Residences are located to the north, west, and south of the Site on multiple tax parcels on Gurley
Drive Northwest, Central Drive Northwest, and Suncrest Terrace Northwest. These structures are
shown on Figure 2 and on aerial photographs in Appendix E.
2.2 Water Supply Wells and Intakes
Water supply wells or well houses were not observed at residences along Gurley Drive
Northwest and Central Drive Northwest within a 1,000-foot radius of the Disposal Area. Water
meters were observed in the yards of several of the residences within 1,000 feet of the Site. Fire
hydrants were observed within 1,000 feet of the Site. According to Mr. Allen Scott, Solid Waste
Director for the City of Concord, the area within 1,000 feet of the Disposal Area perimeter is
served by a public water supply.
No public water supply wells or intakes were listed on the NCDENR Public Water Supply
Section’s database (as of January 2010) within two miles of the Disposal Area.

2.3 Current Land Usage
Property in the vicinity of the Site is primarily residential. Land usage at the time of the site visit
within 1,000 feet of the Disposal Area perimeter was:
North: Residences, Liberty Primitive Baptist Church, apparent side- to up-gradient direction from the Site.
South: Residences, office buildings, commercial buildings, car wash, apparent side- to up-gradient direction from the Site.
East: Residences, wooded, unnamed perennial stream, apparent down-gradient direction from the Site.
West: Rowan-Cabarrus Community College, residences, apparent up-gradient direction from the Site.
2.4 Surface Water Features
An unnamed perennial stream is located approximately 225 feet from the eastern perimeter of the
Disposal Area. The unnamed perennial stream flows to the south into a pond which is located
within 1,000 feet of the Disposal Area to the southeast.

3.0 AERIAL PHOTOGRAPHY REVIEW
Aerial photographs were reviewed for the years 1938, 1956, 1968, 1976, 1983, 1993, 2001, and
2009. The estimated reported years of operation of the Site were from about 1920 to the late
1960s. Observations of each of the photographs are included in the following table. Copies of the
aerial photographs are included in Appendix E. Some aerial photographs are reproductions of
original aerial photographs and have some distortion; therefore, overlaid Disposal Area
Boundaries and other features may vary from their actual locations. Hand drawn lines and
notations on the photographs denote soils mapping information drawn on the original
photographs by the USDA NRCS.
Flight Year Observations Source
1938 Disposal Area is undeveloped. An area in the northern part of the Disposal Area is cleared. A dirt road trends northwest to southeast near the northern perimeter of the Disposal Area, connecting the Disposal Area to Central Drive Northwest. North of the Site, the area is partly disturbed with lighter color vegetation. Scattered residences are visible along Central Drive Northwest and McGill Avenue Northwest. The NRCS has drawn in a stream to the east of the Site.

1956 Disposal Area is cleared in the northern and western portions. The eastern and southern parts are covered with dark, dense vegetation. The dirt road, located on the property to the north of the Site, extends into the Disposal Area on the northeastern corner. The dirt road connects the Disposal Area to Evans Street Northwest. The NRCS has drawn a drainage to the stream (seen in the 1938 aerial photograph) in the southeastern part of the Disposal Area. The property to the north of the Site is disturbed with dirt roads and cleared areas. Residences are visible to the west of the Disposal Area.

1968 Disposal Area appears disturbed in the western part. The eastern half of the Disposal Area remains covered with dark, dense vegetation. A building is visible to the south of the Disposal Area. The dirt road is visible from the Disposal Area to Evans Street Northwest. The property to the north of the Site is disturbed adjacent to the north of the Gurley Drive Landfill. Residences are visible to the west and south of the landfill.

1976 The majority of the Disposal Area is cleared. A building is located on the southwest corner of the Disposal Area. Unknown objects are visible on the central part of the Disposal Area. The western half of the property to the north of the Site is cleared to Evans Street Northwest and the eastern half of that property is covered with dark, dense vegetation.

1983 The majority of the Disposal Area is cleared. The Site and surrounding properties appear similar to the 1976 aerial photograph.

1993 The Disposal Area is covered with low vegetation, except in the southeastern part. The property to the north is not covered with dense vegetation. More residences are visible to the west of the Site.

2001 The Disposal Area is covered with grass and trees which are apparent along the eastern perimeter. A residence is located in the northern part of the Disposal Area. The property to the north of the Site is developed with residential homes along Suncrest Terrace Northwest.

He indicated that Cannon Mills did not dispose of any chemicals or barrels in this dump. According to Mr. and Mrs. Nesbitt, “There is nothing in the dump that is dirty or would harm anyone.” Mr. Nesbitt says the people from Gurley Drive also disposed of their material in the dump.
