ICT can help Regions in realizing this objectives but they have to change the way to look at them: New ICT interpretation: not only tecnological instruments (broadband, portals, eGovernment) but a crucial opportunity to increase the socio- economic development and the harmonization of territories, an active sustain to equality and participation; Proactive role: PA has to change his role from simple sponsor for private iniziatives to catalizer, to create the best conditions, doing the first steps on a new way.
