SIKARAN - DEFENSIVE TACTICS FOR THE PEACE OFFICER

All martial arts in essence may be classified as Defensive Tactics. However, there are arts

that are effective in some situations but not in others. Take the case of "submission arts." When

you and your opponent are on the ground, knowledge of joint manipulation is necessary and may

mean victory or defeat. In Law Enforcement applications, however, most encounters are applied

while upright. In fact, Peace Officers are drilled to have the upper hand while on his feet. This is

the case where Sikaran may be the art of choice.

Aware of this advantage, President Ferdinand Marcos, an expert in the grappling

art, with the concurrence of the Presidential Security Command (PSC), then headed by General

Fabian Ver; General Jose Lukban of the National Bureau of Investigation (NBI); and Colonel

Ramon Cannu of the Metropolitan Command (Metrocom) agreed to adopt Sikaran (Foot-fighting

Art of the Philippines) the official Defensive Tactic of the Presidential Security Agency (PSA).

In 1969, now Retired Lt. Colonel Meliton C. Geronimo, then a Captain of the Philippine

Air Force, was commissioned by President Ferdinand Marcos to put up a team to train the agents

of the Presidential Command in the Defensive Tactics of Sikaran. Captain Geronimo assigned

Director for Research and Standards to select the Instructional Team. Querubin, has just returned

from Malaysia, where he was the Chief Foreign Karate Instructor of the Karate Association of

Malaysia.

The other composition of the team are: 5th Degree Black Belt Jaime Geronimo (who later

became a Police Officer; 4th Degree Angeles Sanchez, who later became a Sikaran instructor at

the Philippine Military Academy; 3rd Degree Rodrigo Espiritu, who later became the Team

Captain of the Philippine Navy Sikaran team; 2nd Degree Ramon Valdenor, who later became

the Security Officer of Press Secretary Francisco Tatad, until the latter retired from political life;

and 2nd Degree Black Belt Serafin Pangilinan, who later became a Police Officer. The team also

trained instructors within the unit so there will be continuity in training of the defensive tactics

that are relevant to their job.

There are several Police Agencies, Military Units, and Private Security Agencies that

have adopted Sikaran as their primary Defensive Tactics. The Military Police Brigade underwent

Sikaran Training under Elpidio Seletaria, Jr., (now 8th Degree Black Belt of the World Sikaran

Brotherhood of the Philippines and concurrently International Coordinator, and Presidential

Assistant for Legal Affairs.

From 1962 to 2010, Sikaran was the Defensive tactics of the Philippine College of

Criminology under Professor Jose Sidlacan. He was also the Defensive Tactics Instructor at the

National Police Academy in Tagaytay City. He is now retired, with the rank of 8th Degree

Black Belt from the World Sikaran Brotherhood of the Philippines.

Several members of the Integrated National Police, were also trained in Sikaran by

Mantas-Marangal Louelle Lledo, Jr. (9th Degree Red and White Belt), at the Police Academy in

Fort Bonifacio.

There are numerous Sikaran Black Belts who taught Sikaran privately. Danny Chu, is an

8th Degree Black Belt who has taught Sikaran, both here and in the Kingdom of Saudi Arabia,

not only as a martial sport but also as a Defensive Tactic to Law Enforcement Agencies. With

the spread of Sikaran worldwide, even the Department of Homeland Security of the United

States has taken notice of the effectiveness of Sikaran as a Defensive Tactic.

For his volunteer service in the training of the non-commissioned officers, his Excellency

President Barack Obama, presented Mantas-Marangal Louelle Lledo, Jr. a Gold Pin and an

Award of Excellence.

Prior to deployment to Afghanistan, these non-commissioned officers assigned at the Fort

Dix US Army Training Command, received a crash course in the Filipino Martial Arts under

2012 THE YEAR UNITED STATES GOVERNMENT RECOGNIZES THE ROLE OF

THE FILIPINO MARTIAL ARTS IN NATIONAL SECURITY

September 11, 2001, marks the deadliest terrorist attack on American soil. On that day,

now more commonly known as the infamous 9/11, nineteen Al-Qaeda terrorists under the

leadership of Osama Bin Ladin, hijacked four United States Airplanes and killed over 6,000

people, and injuring twice as many.

Hijacked by terrorists were American Airlines Flight 11, United Airlines Flight 175,

American Airlines Flight 77, and United Airlines Flight 93. Ironically, these terrorists learned

how to fly here in the United States.

American Airlines Flight 11, coming from Boston, en route to Los Angeles was

deliberately crashed into the North Tower of the World Trade Center in New York City. A few

minutes later United Airlines Flight 175, coming also from Boston and en route also to Los

Angeles was crashed into the South Tower of the World Trade Center. Within several minutes,

both towers collapsed taking with them all the other buildings in the center rending the World

Trade Center in complete ruins.

American Airlines Flight 11, coming from Dulles International Airport in Virginia, en

route to Los Angeles was crashed on the western side of the Pentagon housing the Department of

Defense. United Airlines Flight 93 coming from Newark International Airport en route to San

Francisco, was going to be crashed into the White House in Washington, DC. Only the heroic

takeover of the passengers averted this disaster causing the plane to crash into a field near

Shanksville, Pennsylvania, killing everybody onboard.

This attack made a terrible impact on the American psyche and no longer did the world

believe that The United States is invincible. The actual attack was unthinkable. However, the

aftermath is even worse. Foreign and domestic policies of the United States have changed.

Reaction to the attack was varied, both nationally and internationally.

In the United States, the Department of Homeland Security, was created. The US

Congress passed the Patriot Act, making it easier to detect and prosecute terrorism and other

crimes. The Patriot Act, gave law enforcement broader powers such as invasion of privacy of

citizens, warrantless surveillance of of telecommunications, and eavesdropping on telephone and

email communications between the United States and people overseas.

With the spread of nationalism, hate crimes increased. People who were perceived as

Muslims or of Middle Eastern origin reported incidents of harassment and discrimination. People

from India, such as the Sikhs were targeted simply because they wear turbans. Middle

Easterners, whether followers of Islam or not were looked upon as an enemy of the United

States.

The Department of Homeland Security formed the Transportation Security

Administration. Passengers were required to take off their belts, their shoes, and jackets as they

passed a metal detector. A 360-degree body-check machine was put in place. Hand carried items

were scrutinized. Only

liquid less than 3 fluid

ounces, were allowed

to be taken. Bottled

water and soda were

allowed in the security

area, but only if they

were purchased inside

the security area. One

wonders if they were

also checked for

explosives. Even nail

cutters were perceived

as weapons and were

not allowed in the

carry-on items. Safety

pins used for children

diapers were not

allowed. Some hailed

the strict laws, while

others did not and

laughed at it. Some

even claimed that the

United States if over-

reacting.

To protect the

travelling passengers

inside the plane,

incognito armed Air

Marshals were

assigned in every

flight. These Air

Marshals are trained in

not only weapons, but also more importantly in-unarmed combat. In the search for an effective

unarmed combat art, the Filipino Art of Sikaran was given priority.

Sikaran is practiced all over the world as a very exciting sport. However, as a sport,

Sikaran is watered down. As a combative art, Sikaran is easy to learn and apply in a wider

spectrum of situations. This makes Sikaran the ideal combat art for the Federal Air Marshals.

This letter of Edward Lawson, Lead Instructor of the Federal Air Marshal Service officially

authenticates and bears witness to the effectiveness of Sikaran in the lineage of Grandmaster

Meliton C. Geronimo of the World Sikaran Brotherhood of the Philippines.

On August 8, 2015, the Bicol Regional Sikaran Invitational Championship Tournament

was held at the Guinobatan Albay Sports Center, in conjunction with the Guinobatan

Longganista Festival of 2015. The affair, hosted by the Kapatirang Sikaran ng Bicol, was held in

cooperation with the Red Tribe Sikaran Arnis Club.

This once a year affair, is proudly dubbed by the locals as a "romantic attachment or episode

between Bicolano lovers of the martial arts," and their local culture.

BALANGKAS NG KAMPANA

PATTERN OF THE BELL OR 4-DIRECTIONS PATTERN

The Balangkas ng Kampana (Pattern of the Bell), derived its name for the 4-directions of attack,

which like the bell will ring no matter what part you hit. Another reason that is known only to

those who are close to Meliton Geronimo, Kampana (Bell) is the nickname given to him by his

SIKARAN masters to herald his birth. He also has the ability to hit multiple opponents when

surrounded.

When Balangkas ng Kampana were first adopted the only techniques were the five basic kicks,

the PILATIK (front kick), the SIPAKOT (roundhouse kick), the PADYAK PATAGILID (side

thrust kick), the PADYAK PATALIKOD or SIPANG KABAYO (back thrust kick) and the

BIYAKID (spinning heel kick). Incorporated in each balangkas are open hand blocks and other

hand techniques. A kicking block SIPAKAN (crescent kick), is also incorporated. There are 5

Balangkas ng Kampana , which are performed in both right-handed and left handed- fighter

orientation. For variation, some enterprising instructors incorporated various hand and leg

techniques in different sequences but still called it Balangkas ng Kampana

1. Take your position in the middle of the arena and assume parallel toes stance.

2. Slide left foot next to right foot to assume open toes stance and bring right fist

on left palm.

3. Tip head about 10 degrees forward.

4. With right fist still on left palm bring head up and in a loud and clear voice

state the name of the balangkas.

5. Slide left foot to the left and assume parallel toes stance.

6. Assume a left fighting stance facing A at the same time executing a left upper

outward open hand block breathing thru the mouth.

7. Execute a left roundhouse kick.

8. As you bring left foot down to original position execute a left vertical punch to the

nose.

9. Follow up with a right vertical punch to the throat pulling left open hand in- front

of the chest.

10. Execute a right roundhouse kick.

generation heir to the Geronimo Sikaran lineage. He came from the

line of Sikaran haris. His Grandfather, Cipriano Geronimo was the

last Hari of Baras, Rizal. His Great-grandfather Bonifacio

Geronimo, was the last Hari ng mga Hari. Supremo Meliton C.

Geronimo is the acknowledged Highest Authority of Sikaran since

November 6, 1966. On March 7, 2015, The Presidency and title of

Sikaran Authority were passed on the Pantas Meliton S. Geronimo,

ng Taguig ay nagbibigay ng libreng pagsasanay sa SIKARAN at ARNIS.

Ang grupo po namin ang SIKARAN-ARNIS TAGUIG ay handang maglingkod sa lahat

ng mga batang Pinoy edad 10-12 taong gulang. Makipag ugnayan lamang po kayo sa ating

Youth Sports Development Office dito sa TAGUIG. Ito ay po ay libre naming ituturo sa lahat ng

mga kabataang interesadong matututo...

Ang isa po sa mga layunin namin ay maimulat ang ating mga kabataan sa ating

pambansang larong ARNIS at SIKARAN. Ito ang dapat na ating tinatangkilik, hindi ang mga

modernong martial arts na pumasok dito sa ating bansang Pilipinas.

Kaming mga tagapagsanay ng ARNIS at SIKARAN ay kayang gawing ang lahat ng iba

at ibang dayuhang larong palakasan na elemento lamang ng ARNIS at SIKARAN.

Maraming mga dayuhan ang dumadayo pa dito sa ating minamahal na bansang pilipinas

upang magsanay o mag-aral lamang ng ARNIS at SIKARAN.

Kaya ano pa po ang inyong inaantay mga kapwa ko Pilipino...Mahalin Ang Sariling Atin.

Sabi pa nga ng ating bayaning si Dr.JOSE RIZAL,,,"Ang hindi marunong magmahal sa
