    The Next Generation Network presents a

    persuasive value proposition to network

    operators. Functionality is decoupled fromhardware, allowing the operator much

    more flexibility in installing, configuring,

    growing, and operating the various com-

    ponents of the network. Its design affords

    significant revenue and cost advantages.

    On the revenue side, by centralizing appli-

    cations and service control, you can intro-

    As indicated in Figure 1, recent studies

    confirm that reductions in operational

    Network deployment plans by major net-work operators.

    Widespread recognition of the need to mi-

    grate to the Next Generation Network

    does not, however, diminish the pressure

    to do so in a financially sound manner. In-

    deed, the economic slowdown in much of

    the world is driving many operators to ex-

    pand their early thinking on how best to

    implement the Next Generation Network.

    Many operators seek extension solutions,

    in which TDM investment is capped and

    the Next Generation Network is deployedto accommodate their ever-growing voice

    networks. Other operators pursue replace-

    ment solutions in which Next Generation

    Network elements replace faulty or manu-

    facturer-discontinued TDM switches. To-

    day, we recognize that many of you are

    considering overlay solutions in which in-

    vestment in the Next Generation Network

    is incremental to and independent of your

    legacy systems.

    Appreciating the Implications

    Heightened interest in the overlay approachreflects two broad trends:

    a) Market challenges are fostering a

    change in investment priorities

    Many operators are experiencing erosion

    in their core voice business as a result of

    economic contraction, wireless substitu-

    tion, competition from new entrants and

    premise-based solutions. Without voice

    line growth as a driver, they are shifting

    their investment priorities away from cap

    and grow scenarios. Under constrained

    budgets, replacement projects and net-work overhauls that will help operators

    save future operating expenses are losing

    favor to small-scale projects that address

    more immediate concerns. Overlay solu-

    tions offer an incremental, success-based

    approach to building the Next Generation

    Network. After the aggressive cost cutting

    of recent years, operators are now focused

    on solutions that will help them increase

    top-line revenues.

    With many operators having achieved

    ommendable improvements in their bal-

    nce sheets, the push toward qualitativegrowth is overtaking the need for quanti-

    ative growth. This has set the tone for

    evenue-, margin- and market-driven pur-

    hasing behavior. Many network operators

    re revising their view of service and fea-

    ure requirements. They are becoming less

    oncerned with replicating CLASS 5 fea-

    ure sets and more interested in delivering

    net gains in functionality. Multimedia ca-

    pabilities will enhance their position in the

    ommunications value chain. After up-

    grading much of their network to support

    wo-way digital communications, manyable operators in the race to triple play

    are allocating investment toward voice

    elephony.

    b) At the same time, market opportuni-

    ies for new services are becoming clearer

    Successful trials and initial VoIP rollouts

    re assuaging users concerns over VoIP

    echnology and Quality of Service.

    One-wire cost advantages of IP telephony

    re driving more enterprises toward IP so-

    utions above and beyond IP contact cen-

    ers. A proliferation of native IP clients andbroadband access subscribers is rapidly ex-

    panding the addressable market for con-

    verged services and applications. An over-

    ay approach helps the network operator

    ccommodate demand for new services

    without touching the CLASS 5 network.

    A lower-cost service platform will help op-

    erators achieve highly competitive pricing,

    which will further stimulate demand.

    Regulators are continuing down the path

    of forming policies that encourage infra-structure investment that is tied to the de-

    ployment of broadband-enabled services.

    Softswitch, along with the SURPASS hiG

    Family of Media Gateways and the

    NetManager i-suite.

    over IP, as well as support of standards-

    SURPASS NGN Overlay Solutions are

    managed using the NetManager i-suite

    of four products: NetManager iNMC,

    iPMC, iSMC, and iSSC. NetManager

    iNMC is a client-server based Element

    Management System (EMS) providing

    graphical management interfaces for
