NOTICE OF RACE
Organizing Authority: Rock Sailing and Water Ski Club
International 14 Prince of Wales Cup and 2017 UK National
Championships
28th August -1st September 2017
in conjunction with the GBR International 14 Class
Association
RULES
1.1 The regatta will be governed by the rules as defined in The
Racing Rules of Sailing.
1.2 The Royal Yachting Association National prescriptions will
apply.
1.3 Rule 31 is changed so that marks other than starting and
finishing marks may be touched without penalty.
1.4 Rule 44.1 is changed so that the Two-Turns Penalty is
replaced by the One-Turn Penalty.
1.5 If there is a conflict between languages the English text
will take precedence.
ADVERTISING
Boats may be required to display advertising chosen and supplied
by the organizing authority.
ELIGIBILITY & ENTRY
1.6 The regatta is open to all International 14 class
dinghies.
1.7 Eligible boats may enter by completing the online form on
the Class website and submitting the entry fee.
1.8 The Fleet will be divided into Classics and Moderns.
Classics and Modern boats will race together, but Classics may sail
shorter courses, except for the Prince of Wales Cup Race, when all
boats will sail the same course.
1.9 Competitors under 18 years of age during the event shall
submit signed Parent/Guardian Declarations before racing (download
from I14 website).

1.11 Race Schedule:The intended race schedule is as follows,
though it is subject to amendment by the race committee to take
advantage of prevailing conditions. The procedure to make any
change will be described in the sailing instructions:

1.12 The scheduled time of the warning signal for the first race
each day will be 12:00.
1.13 The sailing instructions will specify a time on the last
day of racing after which no warning signal may be made.
EQUIPMENT INSPECTION
1.14 Boats may be inspected at any time for compliance with
class rules.
1.15 At registration competitors shall show a valid measurement
certificate for their boat.
SAILING INSTRUCTIONS
1.16 The sailing instructions will be published on the event
website, and will be available at registration.

THE COURSES AND COURSE AREA
1.18 The POW Cup race course will be a combination of triangular
and windward/leeward legs. Other races will use windward/leeward
courses held in the Padstow Bay area.
1.19 The diagram below shows the race areas proposed – these
will be subject to prevailing weather conditions and any relevant
special direction from the Padstow Harbour Master.
SCORING
1.20 One race is required to be completed to constitute a
series.
1.21 For the 3-race mini-series a boat’s series score will be
the total of her race scores divisible by 2, with no excluded
score. A boats series rank in the mini-series will count as a two
race scores.
1.22 For the points trophy for the week a boats series score
will be the total of all individual trophy race scores except the
Prince of Wales Cup. The highest score will be discarded
11.SUPPORT BOATS
11.1Support boats shall register at the Race Office during the
registration period and meet any associated berthing and launching
costs.
11.2Support boats must at all times obey directions that may be
given by the Race Committee. If support boats do not follow the
directions of the Race Committee, the relevant competitor may be
penalized.
12.RADIO COMMUNICATION
12.1Except in an emergency, a boat shall neither make nor
receive radio transmissions, text messages or cellular phone calls
while racing unless using equipment provided by the Organizing
Authority.
13.BERTHING
13.1Whilst ashore, boats shall be kept in the designated boat
park area as directed by Rock Sailing Club.

15.MEDIA RIGHTS
Competitors automatically grant to the organizing authority
without payment the right in perpetuity to make, use and show any
motion pictures, still pictures and live, taped or filmed
television of or relating to the event.
16.RISK STATEMENT
16.1 Rule 4 of the Racing Rules of Sailing states: “The
responsibility for a boat’s decision to participate in a race or to
continue racing is hers alone.”
16.2Sailing is by its nature an unpredictable sport and
therefore inherently involves an element of risk. By taking part in
the event, each competitor agrees and acknowledges that:
(a) They are aware of the inherent element of risk involved in
the sport and accept responsibility for the exposure of themselves,
their crew and their boat to such inherent risk whilst taking part
in the event;
(b) They are responsible for the safety of themselves, their
crew, their boat and their other property whether afloat or
ashore;
(c) They accept responsibility for any injury, damage or loss to
the extent caused by their own actions or omission;
(d) Their boat is in good order, equipped to sail in the event
and they are fit to participate;
(e) The provision of a race management team, patrol boats and
other officials and volunteers by the event organizer does not
relieve them of their own responsibilities;
(f) The provision of patrol boat cover is limited to such
assistance, particularly in extreme weather conditions, as can be
practically provided in the circumstances.
INSURANCE
Each participating boat shall be insured with valid third-party
liability insurance with a minimum cover of £2 million per event or
the equivalent.
