Commuter Benefits

Transit Subsidy Work duty station must be within the

United States SI provides up to $270 for mass transit,

based on actual cost (parking at metro or bus stations is not included in costs)

If transit expense is less than $270, transit subsidy should be reflective of actual cost

If transit expense exceeds $270, then employee may elect to deduct additional expenses from pay through post-tax payroll deduction

Total subsidy/payroll deductions can not exceed $500

Pre-Tax Commuter Benefits Parking expenses: up to $270 pre-tax payroll

Commuter Benefits

SmarTrip Card provides access to 3 separate accounts:

A TRANSIT account, which is funded by SI through WageWorks A PARKING account, which is funded by your payroll deductions through WageWorks A PERSONAL account, which is funded by you at fare vending machines

NOTE: The funds loaded to the TRANSIT account can only be used for transit fares and not for parking. The funds loaded to the Parking Account can only be used for parking expenses and not for transit

fares. Funds in the PERSONAL ACCOUNT can be used for either parking or transit expenses. When using your SmarTrip card, funds will be deducted from the employer funded accounts first

(TRANSIT or PARKING accounts) and then from the PERSONAL account.

All employees are eligible (including intermittent).

Note: You should wait one pay period (until the first Monday following the pay period in which you were hired) to enroll so WageWorks has your eligibility record in their database.

Must enroll by 10th of the month 1 month prior to the benefit month. Example: Complete online enrollment by June 10th for July benefits. Refer to the hand-out for helpful tips, definitions, and FAQs.

Commuter Bicycle Reimbursement Program

All Smithsonian employees are eligible.

Receive reimbursement for reasonable expenses incurred for the purchase of a bicycle or bicycle improvements, repair and storage if the bicycle is regularly used for travel between the employee’s home and place of employment.

Commuter Bicycle Reimbursement Program

Get reimbursed up to $20 per qualified bicycle month (not to exceed $240 per year) for eligible expenses. Benefit is considered taxable and will be added to employee’s

W-2. CANNOT use concurrently with transit subsidy and/or pre-tax

parking

emergency prescription replacement, medical case management, medical payment arrangements) where travel is outside of 100 mile radius outside the individuals primary residence

Worldwide travel assistance (lost/stolen baggage assistance, lost passport/travel documents, ATM locator, roadside assistance, emergency telephone interpretation, legal referrals/bail bond)

VIP Concierge services (restaurant referrals and reservations, event ticketing, ground transportation coordination etc.)

Security Assistance Services (security evacuation assistance, 24 hour response services to assist employees and their families during an incident, global risk analysis , up to the minute information on current world situations)

Identity theft assistance (account activity monitoring, financial account investigation, credit review and fraud detector, criminal prosecution assistance)

Claim Definitions

TWO TYPES OF CLAIMS

Traumatic (CA-1 form)An injury that is sustained in one work shift is filed as a Traumatic Injury.

Occupational Disease (CA-2 form)An injury that is sustained over more than one work shift is filed as an Occupational Disease.

Workers’ Compensation

If you are injured on the job: The Dept. of Labor (DOL) will issue via mail your claim number and instructions on how to submit bills. DOL will issue a claim number via the AIRS tool for CA-1 or CA-2 within 24 hours. Submit medical reports and bills timely! Surgery, physical therapy, and other procedures must be pre-authorized.

Continuation of Pay (COP) Period

This is only applicable to traumatic injury (CA-1) claims.

Continues pay up to 45 calendar days from date of injury.

Usually starts day after injury.

Must provide medical documentation within 10 business days.

Must file claim (CA-1 form) within 30 calendar days.

Do not use your own leave or your own medical insurance!

Supervisor can issue CA-16 form for emergency medical treatment.

Eligible employees and dependents who are or become eligible under CHIP (Children’s Health Insurance Program) or Medicaid may enroll in the federal FEHB plan. Dependent Eligibility Rules

Children are covered under their parent’s FEHB health plan enrollment until age 26.

For the Federal Employees’ Dental and Vision Insurance Program (FEDVIP), the Federal Employees Group Life Insurance Program (FEGLI) and the Federal Employees’ Long Term Care Insurance Program (FLTCIP), the dependent age limit is age 22.

Automatic Enrollment

New Employees and Rehired Employees with a break in service 3% of your base salary To opt out of the Automatic Enrollment, you must complete form TSP-1. To avoid any

automatic payroll deductions, this form must be submitted to OHR within 14 calendar days of your EOD date. If you wish to receive a refund of the automatic payroll deductions, you must

complete and send form TSP-25 directly to the Thrift Saving Plan by the deadline stated in the TSP welcome letter (you will receive this letter directly from TSP once they receive your initial contribution). To make changes (increase, decrease, or terminate) to your TSP election, you must

TSP Roth Option

How does Roth TSP compare to traditional TSP? Roth contributions are taken out of your pay check after your income is taxed. When you withdraw funds from your Roth balance, you will receive your Roth

contributions tax free since you have already paid taxes on the contributions. You also won’t pay taxes on any earnings, as long as you’re at least age 59½(or disabled) and your withdrawal is made at least 5 years after the beginning of the year in which you made your first Roth contribution. Traditional (pre-tax) contributions, which lower your current taxable income, give you a

tax break today. They grow in your account tax-deferred, but when you withdraw your money, you pay taxes on both the contributions and their earnings.

TSP-Roth Option You might benefit from making Roth TSP contributions if:

• You are in a low tax bracket now, but think your tax rate may be higher in retirement. With Roth, your contributions are taxed at your current lower rate, and you avoid paying taxes at the expected higher rate in the future.

• You are not in a low tax bracket now, but anticipate that your marginal Federal tax rate will increase in the coming years.

• You are a uniformed services member making contributions from tax-exempt pay earned in a combat zone. If you elect Roth contributions, you will not pay taxes on either your Roth contributions or their earnings (as long as you satisfy the age and 5-year holding requirements mentioned earlier).

• You want tax diversification and see an advantage in making after-tax contributions so that you can have tax-free withdrawals in retirement.

• You are age 50 or older and deployed to a combat zone while making catch-up contributions. You will be able to continue these contributions if they are Roth contributions. (You can’t make catch-up contributions to your traditional TSP balance from tax exempt pay).

TSP Roth-How does it work?

Current Federal employees-Money already in your account when you begin making Roth contributions will remain part of your traditional balance. You will not be able to convert it to Roth.

The combined total of your Roth and tax-deferred traditional contributions in 2020 cannot exceed the elective deferral limit of $19,500, or the catch-up contribution limit of $6,500.

Agency contributions will always be part of your traditional (non-Roth) balance.

Any contribution allocation or interfund transfer will apply to the investment of both your Roth and traditional contributions or balances.

TSP Roth-How does it work?

You will be able to transfer Roth 401(k), Roth 403(b), and Roth 457(b) (but not Roth IRA) money into the Roth balance in your TSP account. Pre-tax transfers will continue to be placed in your traditional balance.

You will be able to take loans, in-service withdrawals, and partial withdrawals from your account as before. They will come out of your account on a pro rata basis — with a proportional amount from your traditional and Roth balances.

When you withdraw your account, you will be able to separately transfer any portion of your Roth and traditional balances to IRAs or other eligible employer plans.
