Ram Navami - Rama’s BirthdayLord Rama was born on Navami Tithi during Shukla Paksha of Chaitra month. Each year this day is celebrated as birthday of Lord Rama. Lord Rama was born during Madhyahna period which is middle of Hindu day. Madhyahna which prevails for six Ghatis (approximately 2 hours and 24 minutes) is the most auspicious time to perform Rama Navami Puja rituals. The mid-point of Madhyahna marks the moment when Shri Rama was born and temples symbolize this moment as birth moment of Lord Rama. The chanting of Shri Rama and celebration reaches its peak during this time.
Due to widespread use of western clock and Gregorian calendar people assume 12 p.m. as Madhyahna moment. This could have been correct if sunrise and sunset occur exactly at 6 a.m. and 6 p.m. respectively but at most places sunrise and sunset timings are different from six O’clock. Hence the exact time to celebrate birthday of Lord Rama falls between 11 a.m. and 1 p.m. for most Indian cities. INTRODUCTION

SALIENT FEATURES• It establishes the State Real Estate Regulatory Authority for that particular state as the government
body to be approached for redressal of grievances against any builder. This will happen once every state ratifies this Act and establishes a state authority on the lines set up in the law.
• This law vests authority on the real estate regulator to govern both residential and commercial real estate transactions.
• This law makes it mandatory for developers to post all information on issues such as project plan, layout, government approvals, land title status, sub-contractors to the project, schedule for completion with the State Real Estate Regulatory Authority (RERA) and then in effect pass this information on to the consumers.
• The current practice of selling on the basis of ambiguous super built-up area for a real estate project will come to a stop as this law makes it illegal. Carpet area has been clearly defined in the law.
• The maximum jail term for a developer who violates the order of the appellate tribunal of the RERA is three years with or without a fine.
• Currently, if a project is delayed, then the developer does not suffer in any way. Now, the law ensures that any delay in project completion will make the developer liable to pay the same interest as the EMI being paid by the consumer to the bank back to the consumer
• The developer cannot make any changes to the plan that had been sold without the written consent of the buyer.
• This puts paid to a common and unpopular practice by developers to increase the cost of projects.
• Lastly, every project measuring more than 500 square metres or more than eight apartments will have to be registered with the RERA.
• The law mandates every builder to keep 70% of collection from every project in Separate Bank Account.

MAJOR PROVISIONS
REGISTRATION
Who is liable to get Registration from RERA?All commercial real estate projects where the land is over 500 square metres.
All residential real estate projects where the land is over 500 square meters or eight apartments, to register with the Real Estate Regulatory Authority (RERA) for launching a project.
For on-going projects which have not received completion certificate on the date of commencement of the Act, will have to seek
registration within 3 months.
Real estate agents who facilitate selling or purchase of properties must take prior registration from RERA.
Such agents will be issued a single registration number for each State or Union Territory, which must be quoted by the agent in every sale facilitated by him.

What is the Process of
Registration?Applicant has to file an application for registration with RERA in prescribed form along with prescribed fees and documents.
Application for registration must be either approved or rejected within a period of 30 days from the date of application by the RERA.
On successful registration, the promoter of the project will be provided with a registration number, a login id and password for the applicants to fill up essential details on the website of the RERA.
What is the Penalty for failure to get Register?
A penalty of up to 10 percent of the project cost or three years’ imprisonment may be imposed.

Construction QA/QCQuality control during the construction process is extremely important in order to safeguard the value of the owner’s investment. Process Technical Services QAQC personnel can perform checks and tests throughout the construction process, providing the project owner assurance that the project is being built according to specifications.
The first step in establishing the requirement for construction QAQC is to develop an overview of the entire quality program. A quality management plan is essential and the form of the construction organization needs to be established.
The responsibilities and authorities of the various principals in the construction QAQC organization need to be established. These include the Environmental Protection Agency (EPA), the project owner, the engineer of record, the construction manager, and the construction contractors. Included in this assignment of responsibilities is the Construction Manager’s quality assurance personnel and the contractor’s quality control personnel.
Contractor’s that are under consideration to perform the work must submit their construction QAQC plans for review and acceptance. The construction manager will maintain all submittal files via a combination of a secure document filing and storage system, and a computerized document tracking system.
General construction inspection and verification requirements include inspections, QC testing, QA testing, establishing construction acceptance criteria, construction audits, compliance with handling, storage, packaging, preservation, and delivery requirements, and material identification
and traceability.
Inspections will uncover construction deficiencies. These will need to be identified, reported and corrective and preventive action taken.
Document handling and retention procedures are important. Records must be updated on a daily basis and a daily construction report issued. The construction QAQC plan requires that all construction drawings be stored and that As-Built drawings be prepared and reviewed.
For any construction activity the EPA requires submittals that conform to regulation and must be approved by the EPA prior to construction.
Field changes for QAQC will be limited to the construction QAQC plan and contractor quality control plan changes. Changes to construction processes or design plans and specifications are governed by the remedial action work plan and design change order procedures.
The project owner, the construction manager, site manager, or construction quality assurance officer may initiate revisions to this construction QAQC plan. It may be revised whenever it becomes apparent that the construction QAQC procedures or controls are inadequate to support work being produced in conformance with the specified quality requirements, or are deemed to be more excessive than required to support work being produced in conformance with the specified quality requirements.
Construction of a process plant is complex undertaking. However, the project owner is well advised to invest in QAQC services in order to prevent poor quality construction that may

result in serious project delays and substantial cost over-runs. Process Technical Services has experienced and qualified personnel that are familiar with construction QAQC procedures and are available to establish a construction program for your project, or to provide support for an established construction QAQC project team.

After Almost 7 hours, a day long discussion and crossing all the setbacks moved by the opposition parties, finally Lok Sabha managed to pass following four bills which were earlier passed by Union Cabinet on March 20, 2017:-

near about 0.5 percentage points in its first year of implementation.
Slabs in the GST – The four slabs in the GST are 5%, 12%, 18% and 28%.
All the four bills after a day long discussion, finally approved by the Lower House of Parliament, next would be presented before the upper house of Parliament.
