While emphasizing that he re-mains optimistic about the futureof the Hornets in New Orleans,NBA Commissioner David Sternstopped short of making a long-term commitment to fans of thecity’s nascent basketball franchise.

Asked if he could alleviatefears that the club would relocateto another city after the 2008-2009season if fans fail to meet atten-dance benchmarks set forth in theclub’s new deal with the state,Stern declined, saying he did not“want to make false promises.”

Crime statistics for the fourth quarter of 2007,released late Wednesday by the New Orleans Po-lice Department, show a 25 percent increase in vi-olent crime over last year in raw numbers, but noincrease on a per-capita basis, compared with thesame period last year.

The NOPD quietly released its fourth quarter2007 crime statistics late Wednesday and did notrespond to requests for comment.

The city’s shifting residency numbers maketypical comparisons of crime rates difficult. Thedepartment’s per-capita analysis uses populationfigures from the Greater New Orleans Data Cen-ter, which has typically estimated the populationhigher than other researchers. For the fourthquarter of 2007, the NOPD uses a populationnumber of 318,177.

Another estimate from December, by GCRand Associates, put the population at slightly lessthan 300,000.

The department’s figures compared only thefourth quarter statistics from 2006 and 2007, notthe full-year figures. The raw numbers show a 25percent jump in reported violent crime in the lastthree months of 2007 when compared with theprevious year. Nonviolent crime increased about 8percent, and total crime rose nearly 11 percent.

The largest spikes were reported in armedrobberies (25 percent), rapes (30 percent) and as-saults (33 percent.) Both simple robbery and bur-glary categories decreased.

When examined on a per-capita basis, the vio-lent crime rate stayed relatively flat. Meanwhile,

The Treasury Department es-timates that state residents canexpect checks totaling about$1.6 billion, with some beingmailed as early as May.

Under the program, individu-als are eligible for up to $600,and couples can get as much as$1,200. People with at least$ 3 , 0 0 0 i ne a r n e d i n -come, or thosewith at least$3,000 fromany combina-tion of SocialSecurity, Rail-road Retire-ment funds,and Social Se-curity disabil-ity or veter-ans’ benefits,w o u l d g e t$300 per indi-vidual or $600per couple.

Considering Ray Nagin is a lame duck with noannounced plans to run for another elected office,the New Orleans mayor continued to raise andspend money at a robust clip last year, taking inabout $200,000 and disbursing even more, accord-ing to his campaign finance report filed with thestate.

Whenever he is asked about his political fu-ture, Nagin offers a stock answer, saying only thathe wants to keep his options open. He is barredby law from seeking a third mayoral term.

On his campaign report, which includes a boxlabeled “office sought,” Nagin used the responsehe has since his 2006 re-election: “Major OfficeTBD (to be determined).”

But while he stays mum about his options, Na-gin has kept his fundraising operation in highgear.

In 2007, he collected about $212,000 from 128donors, including many repeat contributors whodo business with City Hall. The list is especiallythick with architects and engineers, who poniedup about one-third of the total.

With hundreds of millions of dollars in federaland state aid for repairs expected to begin flowingin the months ahead, it is perhaps no surprise thatcompanies looking to play a role in the city’s re-covery would make campaign contributions to the

BATON ROUGE — A new financial snagthreatens to add tens of millions ofdollars to the cost of coastal restora-tion projects, much of which would bebilled to the state, Army Corps of En-gineers officials said Wednesday.

The Mississippi River Commis-sion, the federal body that oversees

use of the river and its tributaries, isinsisting that the corps and the statepay for dredging the river to removeany shoaling caused by diversionsbuilt to restore the state’s wetlands,Col. Al Lee, commander of the corps’New Orleans District office, said dur-ing a meeting of the Breaux Act TaskForce, a federal-state panel that Leeleads.

Diversions — essentially holes cutin river walls to allow sediment to flowback into the marsh — also lowerriver levels, thus allowing more sedi-ment to build up on the river bottom.
