As exchange with credits involves mutual recognition of qualifications and credit transfer, its operation requires certain conditions. Therefore what is proposed here is short-term student exchange between APRU member universities as a first step, which can promote substantial cooperation between the members and lead to future joint degree programs or credit programs .
