General country background
• Joined the UNFCCC in 1995• Status under the UNFCCC
– Non-Annex 1 Party to the UNFCCC
• No emission reduction targets
• Joined the Kyoto Protocol – 16 December, 2004
Status of the National Communication
• First National Communication: completed in July 2002– Launched at COP8, India;
• Followed up by a Technology Needs Assessment: completed in November 2004;
• Second National Communication: in-process – Stocktaking exercise completed in October 2004 – SNC project started in March 2005– Planned to be finalized by March 2009

Institutional framework for Climate Change in Albania
• Climate Change issues rely upon the the Climate Change Unit/Program (CCU/P):– Hosted by the Ministry of Environment, Forests and
Water Administration of Albania;– Funded jointly from UNDP and GoA and some other

– The MoEFWA is responsible for implementation of the KP in the Republic of Albania
– Forest definition for the purposes of the KP/CDM projects• Amendment to the Law No. 9890 dated 20.03.2008 on the “Environmental
Protection” – Gives the responsibility to the Minister of Environment of Albania to issue rules
and procedures for hosting the CDM projects in Albania• Memoranda of Understanding / Agreements:
