STC – International

STC-Group Holding B.V. is a full subsidiary of the STC-Group, based in Rotterdam, The

Netherlands. The STC-Group comprises on one hand the regular activities connected to

vocational education on various levels, from lower vocational education and secondary school

specialized in the logistic sector, up to the level of BSc Maritime Officer and a Master’s degree

in Transport. On the other hand it offers commercial activities in the field of maritime

professional training, consultancy and operational research. The STC-Group utilizes state-of

the-art simulators and employs a highly skilled and experienced staff of 500 professionals. Most

activities are tailor-made to the specific requirements of the customer. In the year 2000, the

STC-Group was certified by DNV as the first education and training institute in The Netherlands

to obtain the ‘Investor in People’ distinction, and it has kept this quality mark ever since.

STC B.V., a subsidiary of the STC-Group Holding B.V., is located in Rotterdam and activities

are concentrated in the locations at the Lloydstraat, Wilhelminakade, Waalhaven and

Quarantaineweg. The consultancy, research and training activities of STC B.V. cover a full

range within the shipping, port and transport sectors. STC B.V. conducts the complimentary

core activities of maritime consultancy, operational research and training by combining

advanced simulation with the capabilities of a highly skilled and knowledgeable staff for both

vessel and shore related activities. These activities are conducted at their premises or may be

“on location” at those of the client. It is an ISO 9001:2008 certified company. Furthermore STC

B.V. complies with the “DNV GL Standards for Maritime Training Providers” and also develops

and maintains its own bridge simulator system in accordance with DNG GL Class A according

to “DNV GL Standards for Maritime simulator systems” in order to assure the quality of both our

training and simulators. In addition, the Dutch Ministry of Transport has certified the simulators

and several training courses of STC B.V.

Consultancy, Operational Research and Training

Within the field of Consultancy STC-Group Holding B.V. offers services for both nautical and

shore-based needs.

Within the field of Operational Research STC-Group specialises in the following: Port

Development and Optimisation; Tug Performance Studies; Assessment Centre Methodology;

Risk Assessment; Human Factors; Marine Policy Related Studies; Ship Hydrodynamics; and

Accident Reconstruction. Using its full mission bridge simulators in an interactive configuration,

complex jetty mooring operations and offshore tow-outs of FPSO’s can be fully pre-planned and

trial manoeuvres conducted by future mooring masters and tow masters.

Within the field of Training, STC-Group concentrates on both nautical and shore related training

and education. STC-Group offers an in depth curriculum of proficiency training, backed by

refresher courses.

Training activities include Engine Room Resource Management; Bridge Resource

Management; Joystick manoeuvring; Ship Handling; VTS and VTMIS training; Marine Pilot

training; Voyage Management; as well as a full range of

STCW ancillary courses required by seagoing personnel. All non-STCW courses can be tailor-

made to the meet the needs of the customer.

In addition, the STC-Group owns an associate company with the ‘KNRM’ (Royal Netherlands

Sea Rescue Institution): STC-KNRM. STC-KNRM provides ‘emergency response’ training for

professionals from the Offshore & Maritime sectors in a modern ‘state of the art’ training centre,

which is conveniently situated in the middle of the Rotterdam Harbour Area.

STC-KNRM is ISO certificated and approved by NOGEPA, OPITO, IVW/STCW and OLF (for

the Norwegian Supplement to the BOSIET/FOET OPITO Training) accepted. In addition to

Emergency Response Training, STC-KNRM provides her clients with on-board/on location

training and consultancy and/or audits on various aspects of maritime safety, including fast craft

training.

STC-International – worldwide activities

The development of foreign activities is one of the goals and priorities of the STC-Group. Next

to the intrinsic motivation to offer public facilities in the areas of education and training to

developing countries in a drive to improve transport and maritime knowledge and competencies

in these countries, whilst at the same time, the strategy to strengthen the STC-Group’s internal

basis also applies in this case and serves as a point of departure. An increasing number of

clients in our portfolio are operating worldwide and want to have the same educational and

training levels existing in Europe.

STC-International operates joint venture training institutes in Vietnam, Philippines, Oman and

South Africa, Namibia, Mozambique as well as Kenya to mention only a few. Most of the

institutes are equipped with the same simulators and training facilities as in Rotterdam. In the

near future STC will expand their activities in other parts of the world. Activities executed in

these training centres are not only courses on transport and shipping management, but also

short courses such as Bridge Resource Management, Engine room Resource Management,

Ship Handling and safety courses.

Furthermore, long-term contracts are in place with a number of international partners. One

example is the cooperation with the Kazakh-British Technical University in Almaty, Kazakhstan.

STC-Group is responsible for managing the Kazakhstan Maritime Academy (KMA). STC-Group

provides the professional teaching staff for maritime subjects and provides consultancy in

related fields such as Maritime Simulators, Workshops and apprenticeship of KMA cadets.

Examples of international projects are:

a. In conjunction with the Royal Dutch Ship-owners Association (KVNR), the STC-Group supports a maritime academy in the Philippines and manages a nautical training centre: Netherlands Shipping Training Centre (NSTC). This centre, located in Palompon, provides maritime courses and practical nautical training in accordance with the guidelines of the STCW Convention and supplies hundreds of young officers to the Dutch merchant navy each year. This location provides facilities that can be deployed for trainings such as basic firefighting, basic fire protection, personal safety et cetera. It also houses a set of Kongsberg bridge and ECDIS simulators;

b. The Kazakhstan Maritime Academy (KMA), located in Almaty, Kazakhstan, is an initiative by Tengizchevroil (a consortium of oil companies), the Kazakh British University and the STC-Group. The KMA was founded to meet the increasing demand for well-educated and qualified seafarers for the growing tanker fleet operating in the Caspian Sea, the Black Sea and other seas. In 2011, the STC-Group won the international requested tender and took the lead in the development of the maritime education of the KMA. The KMA academic program started in August 2012. The STC-Group is responsible for the four-year educational program and the advanced Kongsberg bridge, engine room and cargo handling simulators. All nautical and technical courses are delivered in English and taught by STC teachers. Furthermore, the STC-Group is developing an extensive train-the-trainer program to educate local teachers.

c. Founded in 2005, IMCO (International Maritime College Oman) is a joint venture between the Oman government and the STC-Group Holding. IMCO offers Bachelor’s-level courses for navigation (helmsman and marine engineer), logistics (including port logistics) and the processing industry. IMCO is the only educational institution in the Gulf Region to offer a complete package of courses for navigation, logistics and the port-based processing industry. Since February 2016, STC-Group’s Netherlands Maritime University (NMU) offers a full-time Master of Science Shipping and Transport in Oman.

d. Maritime Education and Human Resource Center (UT-STC) located in Ho Chi Minh City; Vietnam was founded in 2005 and became fully operational in 2006 when the bridge-, cargo- and engine room simulators were installed. UT-STC is a modern, well equipped training Center with 4 DNV approved full mission bridge simulators, a cargo simulator, an engine room simulator and computer based training facilities. Both the cargo and engine room simulators were delivered by Kongsberg Maritime. Furthermore there are training facilities available for firefighting and lifesaving courses as required under STCW.

e. During its entire existence, STC-Group has not only been training its own teachers and

instructors proper didactical teaching methods, course development and training methods with and without simulators. It has also been providing future (STCW) instructors with didactical courses all over the world, including courses following the IMO model courses for Train the Instructor (6.09); Train the Simulator Trainer and Assessor (6.10); and Train the Assessor (3.12). Participants in these courses came from i.e. the Netherlands, Colombia, Kazakhstan, the Philippines, Oman, Brazil, Vietnam and Georgia.

Educational model

To do this STC-Group always works according to its educational model, in which not only the

learning objective is acknowledged, but also the way different people learn. This results in

courses specifically tailored to the target group, building up the knowledge using first theory and

gradually using more interactive and complicated equipment. Eventually this will result in the

use of full mission simulators or training facilities in which all competencies can be tested and

trained in an integrated manner.

STC- Southern Africa

STC-Southern Africa (Pty) Ltd is a leading South African Level 2 BBBEE company and a

subsidiary company of the internationally renowned, STC-International based in The

Netherlands. With the full backing from STC-International and STC-Group, STC-SA is able to

draw from an international pool of resources, expertise and experience and therefore can

provide the Sub-Saharan region and beyond with not only world class maritime, port and

logistics simulators, but also a proven combination of a wide range of well-established and

accredited education and training programmes, research support, as well as consultancy

services for the logistics and maritime sectors.

Since 2001, STC-SA has entrenched itself as a leading training and consultancy provider for the

maritime transport and logistics sector within the Southern African region. This has resulted

from our modus operandi of not looking for ‘quick-fix’ training and consultancy solutions but

focusing on developing long-term relationships with our clients and partners and ensuring that

we facilitate a structured migration of knowledge during all our programmes ensuring self-

sustainability at the completion of the project.

Despite our International roots and support, STC-SA has a full understanding of the unique

needs and demands of the African continent and is therefore able to offer an ‘Africanised’

approach to our clients' needs, whilst still ensuring the highest international standards and best

practices are maintained.

The STC-International has executed several academic, consultancy and technical assistance

projects for maritime academies worldwide, including, but not limited to, Estonia, Latvia,

Lithuania, and Indonesia and is currently executing projects in the Philippines, Oman, United

Arab Emirates, Kazakhstan, Brazil, India, Indonesia and South Africa. The subsidized

department under the STC-Group is fully recognised by the Dutch Ministries of Education,

Culture and Science, Foreign Affairs and Transport, Infrastructure and Water Management to

conduct study lines at undergraduate, graduate level for all ship’s duties as well as post

graduate programmes for the port logistic sector.

STC employs a number of key experts to ensure the most adequate professional team possible

for project. The experience within the STC team is demonstrated on both a practical and

academic level, through utilizing ex-professional managers of the transport industry. All

consultants are fully conversant in the English language and have experience of teaching for

many nationalities worldwide.

STCW officer degree programs (Deck Officer, Marine Engineering Officer) and all STCW

model courses, serving the shipping lines, cruise lines, and offshore (OPITO and NOGEPA

safety training, ROV), dredging, hydrographic and sea fisheries industries, ISM, ISPS

Code, IMDG Code, ISGOTT, IMO STCW White-listing.

b. Cluster: ports and terminals

Port management, marine services (VTS, pilots), containers, dry, liquid and neo bulk

handling and storage, all related terminal equipment, ISPS Code, IMDG Code, ISGOTT.

c. Cluster: transport and logistics

Inland waterway transport, road transport, rail transport, air transport, pipeline transport,

ship’s agent, forwarding agent, cargo handling, warehousing, EU customs organisation,

Process operation and industrial maintenance including refineries and power plant

operations.

Competency, rules and regulations, efficiency, safety and security are key issues in the services

provided globally.

STC-SA Maritime Training Centre

The STC-SA Maritime Training Centre was established on 21 October 2011 and is ideally

situated within the port of Cape Town. The location of our training facility was strategically

chosen to enable meeting the growing demands to close the training gap within the local

maritime, transport and logistics’ sectors whilst ensuring that within short notice we can satisfy

the training needs of our neighbours within Sub-Sahara region.

STC-SA is a multipurpose/multi-faceted training and education training centre that offers an

onsite South African Maritime Safety Authority (SAMSA) approved doctor for seafarer medical

fitness certificates, conference facilities, workshops, classrooms and simulation laboratories.

All learning opportunities presented at the Training Centre conform to local and international

requirements, standards and Conventions and are regularly externally reviewed in order to

ensure that STC-SA meet the dynamic demands of the local and international maritime,

transport and logistic sectors.

Moreover, STC-SA is a registered ISO 9001:2008 company through DNV. This means that our

Quality Management System (QMS) has been independently verified and found to be compliant

with the international standard. Finally, STC-SA is an Accredited Training Provider with the

Transport Education Training Authority (TETA) and SAMSA (South African Maritime Safety

Authority).

Duration The duration of the course is between approximately 10 days, depending on the level of English, experience and skills of participants. The final duration of the course will be determined before starting the course depending on the entry level of participants.

Assessment and certification Instructors will assess the candidates through the observation of practical skills and a short written exam. Upon successful completion of the course an international recognised STCW certificate will be issued by STC.

Number of participants The minimum number of participants is 8 and the maximum is 16.

For whom Those who want to work on ships as a Rating in the Engine Room on ships powered by main propulsion of 750 kW propulsion power or more.

Safety Familiarisation Training

For whom This course is intended for all persons employed, or who intend to be employed onboard ships.

Objective Learn to work onboard ship in a safe and secure way; learn to behave in a socially responsible and consensual manner and learn basic emergency survival techniques.

Course outcomes On completion of the course the participant should, amongst others, be able to:

• Survive at sea in the event of abandoning ship

• Understand how to fight, extinguish and prevent fire

• Take immediate action upon encountering an accident or other medical emergency onboard

• To comply with emergency procedures

• Be able to minimize the risk to the marine environment

• Observe safe working practices.

• Manage effective human relationships onboard of a ship

Training information The course is based on the STCW ‘78, as amended Section A-VI/1 paragraph 1. Teaching methods includes lectures, discussions, case studies, group work and practical training.

Duration The duration of the course is 2 days.

Assessment and certification Instructors will assess the candidates through the observation of practical skills and a short written exam. Upon successful completion of the course and the practical modules, an internationally recognised STCW certificate will be issued by STC.

Number of participants The minimum number of participants is 8 and the maximum is 16.

Basic Safety Training

For whom This course is intended for all persons employed, or who intend to be employed onboard ships.

Objective Learn to work onboard ship in a safe and secure way; learn to behave in a socially responsible and consensual manner and learn basic emergency survival techniques.

Advanced Fire Fighting

For whom

Advanced Fire Fighting is mandatory for all seafarers designated to control and manage fire-fighting operations onboard ships.

Objective

Control and manage fire fighting operations onboard ships with particular emphasis on

organisation, tactics and command. To organise and train fire parties; inspect and service fire-

detection and -extinguishing systems and equipment; investigate and compile reports on

accidents involving fire.

Course outcomes

On completion of the course the participant should, amongst others, be able to:

• Execute the correct fire-fighting methods at sea and in port

• Organise and train fire parties

• Investigate and compile reports on incidents involving fire

• Execute ventilation, fuel and electrical systems control

• Analyse the impact of fire fighting operations on a ships’ stability

Training information In order to join the course, the participant must hold a valid Basic Training Certificate. The course is conducted in accordance with the Standards of Training, Certification and Watchkeeping (STCW) Code Section A-VI/3. Teaching methods includes a combination of lectures, discussion, case studies and practical training.

Duration The duration of the course is 2 days.

Assessment and certification Instructors will assess the candidates through the observation of practical skills and a short written exam. Upon successful completion of the course and the practical modules, an international recognised STCW certificate will be issued by STC.

Number of participants The minimum number of participants is 8 and the maximum is 16.

Medical First Aid

For whom Seafarers who provide Medical First Aid onboard.

Objective To be able to apply immediate first aid in the event of accident or illness onboard.

Course outcomes On completion of the course the participant should, amongst others, be able to:

• Execute immediate actions in case of any medical emergency such as cardiac arrest, drowning and asphyxia

• Apply the MFAG in case of accidents involving Dangerous Goods

• Describe the body structure and functions

• Handle spinal injuries, burns, scald and accidents caused by electricity

• Handle fractures, dislocation and muscular injuries

• Provide medical care in case of distress, hypothermia or cold exposure

• Demonstrate a basic knowledge of pharmacology and sterilisation

• Handle psychological/psychiatric problems

Training information For admission to the course a valid elementary first aid certificate (or a similar standard) is required. The course is conducted in accordance with the Standards of Training, Certification and Watchkeeping (STCW) 1978 (as amended) Section A-VI/4, table A-VI/4-1. Teaching methods include lectures, discussions, case studies and practical training.

Duration The duration of the course is 3 days.

Assessment and certification Instructors will assess the candidates through the observation of practical skills and a short written exam. Upon successful completion of the course and the practical modules, an international recognised STCW certificate will be issued by STC.

Number of participants The minimum number of participants is 8 and the maximum is 16.

Ships Security Officer / ISPS (International Ship and Port Security

Code)

For whom This course is intended for those who may be designated to perform the duties and responsibilities of a Ship Security Officer or anyone involved in maritime security

Objective To be able to undertake the duties and responsibilities as Ship Security Officer.

Course outcomes On completion of the course the participant should, amongst others, be able to:

• Assess security levels

Seafarers with Designated Security Duties Training

For whom This course is intended for all seafarers who are designated to perform security duties as laid out in the STCW ’78, as amended in 2010 and the ISPS code.

Objective To train the seafarer in how to maintain the security duties as set out in the ships security plan and how to practically conduct security duties and inspection by use of proper equipment and systems.

Course outcomes On completion of the course the participant should, amongst others, be able to:

• Maintain conditions as set out in the ship security plan

• Recognise security threats and risks

• Undertake security inspections of the ship

• Properly use any security equipment and systems that might be found onboard.

Security Awareness Training

For whom This course is intended for all seafarers employed or engaged, in any capacity onboard a ship which requires complying with the ISPS code.

Objective To train the seafarer how to contribute to the safety and security onboard through heighted awareness, and being able to recognise security threats and being vigilant in various situations.

Course outcomes On completion of the course the participant should, amongst others, be able to:

• Have basic knowledge about security terms and definition used onboard

• Have knowledge about security policies

• Have knowledge about the various safety and security contingency plans used onboard

• Recognise potential security threats

• Handle security related information correctly

• Explain the various exercise requirements under IMO related to safety and security

Crisis Management and Human Behaviour

For whom This course is intended for personnel having responsibility for the safety of passengers onboard in emergency situations.

Objective To have general and working knowledge of crisis management skills in passenger ships in order to be able to manage crisis situations.

Course outcome(s) On completion of the course the participant should, amongst others, be able to:

• Organise shipboard emergency procedures

• Optimise the use of resources in an emergency situation

• Control response to emergency

• Control passengers and other personnel during emergency situations

• Establish and maintain effective communications

Training information The course is conducted in accordance with the Standards of Training, Certification and Watchkeeping (STCW) Code as amended Section A-V/2 paragraph 6. Teaching methods includes lectures, discussions, case studies and group work.

Duration The duration of the course is 2 days.

For whom This course is intended for all persons employed, or who intend to be employed onboard ships, which already holds a valid or recently expired certificate of competency in the following disciplines with a validity of 5 years only:

• Basic training, STCW regulation VI/1.1

• Survival craft and Rescue boats (other than FRB), STCW regulation VI/2.1

• Advanced Fire Fighting. STCW regulation VI/3

Objective To refresh already acquired knowledge in the above disciplines to the standards of the STCW ’78 as amended in 2010 and the administration of STCW courses internationally.

Pilot Training

STC is able to provide Marine Pilot Training and Continued Proficiency Training for existing pilots. Entry qualification criteria for the Pilot training programme is a minimum of an Operational level STCW Certificate of Competency as an Officer in Charge of a Navigational Watch on ships of 500 gross tons or more. This programme will cover the generic theoretical elements at Nortear Training Academy and practical elements in our state of the art full mission ship handling simulator, onboard training aboard our training vessel, Delfshaven, in Rotterdam, Netherlands as well as practical application in the respective ports. The practical elements will be tailored to suit the specific training needs of individual ports. This includes on the job training with qualified Pilots by means of a structured programme which will be managed by STC together with a training mentor within each port. Tug master’s program – Port Limited

For whom This course is designed in accordance with the Omani Ministerial directive for certification of tug

personnel and manning of tugs and would enable participants to have required knowledge for

working as tug master.

Topics • Understand Tug Operations

• Maneuver and handle the Tug (Simulator/on the job Training)

• Describe construction and stability of various tugs.

• Describe common emergency procedures and precautions to be taken.

Training information The course is conducted in accordance with IMO Circular: Ship/Port interface, availability of tug assistance, of September 8, 2003. Teaching methods include lectures, discussions, case studies and practical training on the Bridge simulators.

Duration The duration of the course is 12months, depending on the level of English, experience and skills of participants.

VTS Training

STC offers VTS training in corporation with her strategic partner, STC- International from Holland. STC offers tailor-made courses to meet the specific requirements of the client and is able to deliver a complete VTS training program in accordance with the IMO international Guidelines for Vessel Traffic Services, resolution A857(20) and the IALA recommendation V103.

The training courses are:

• V103\1 Basic VTS Operator training.

• V103\2 VTS Supervisor training.

• V103\3 On the Job Operator training. Depending on the intake level of the candidates, the length of the course will vary. Depending on the level of services provided by the VTS, the candidate operator can be trained up to Information Service, Navigational Assistance Service or Traffic Organization Service level. The duration/content of these courses will vary accordingly.

Assessment To determine the level of knowledge attitude and skills a person must possess to perform properly in his/her function or task, STC B.V. usually executes a ‘Didactic Task Analysis’ (DTA). This DTA is the fundamental basis for a functional or task-oriented training. Within the stipulated field of knowledge, a connection is made between the level of required Attitude, Skills and Knowledge (ASK Methodology).

Approach A GAP Analysis is made between the collected information of the current situation (DTA) and the recommended level of competence of the IALA model course V103\1 Basic VTS Operator training. The result of this Gap Analysis will be the basis for the training program. STC has conducted VTS training all around the world for the last 15 years, some examples are listed below:

have sufficient knowledge of the English language.

The full amount of the course fees must have been paid to Nortear Training Academy (NTA)

before any certificates will be issued.

In the event of complaints about the course content and/ or STC staff, the complaints should be

sent to NTA in writing only.

All course material used during the course and this short course brochure carries the copyright

of STC. No part of the course material may be reproduced, stored in a retrieval system or

transmitted in any form or by any means without the prior written permission from STC.

All short courses are approved internationally and have been endorsed by IMPA.

Although this brochure has been made with the utmost care, NTA cannot confirm the price of a

Short Course until you have received a proposal from NTA.

NTA reserves the right to cancel a course if there are insufficient participants. Course fees

already paid to NTA will be refunded if the course is cancelled completely.
