Minutes of the meeting of Programme Approval Board - Mid Day Meal (PAB-MDM)on 15'" February, 2017 : Karnataka
The meeting of the Programme Approval Board-Mid-Day Meal (PAB-MDM) was heldin New Delhi on 15*^ February, 2017. The list of participants in the meeting is enclosed atAnnexure-I.
The agenda before the PAB-MDM was:
I. To review the status and progress of the implementation of Mid-Day Meal Scheme forthe State of Karnataka.
n. To consider the Annual Work Plan and Budget (AWP&B) 2017-18 proposal ofKarnataka for MDM Scheme.
2. Shri G. Vijaya Bhaskar, Director MDM, Department of School Education and Literacy,Government of India welcomed the members of PAB-MDM and other participants. He requestedJoint Secretary (EE.I), Department of School Education & Literacy to make his opening remarks.Joint Secretary (EE.I) appreciated State Government's good practices/Initiatives vIz.Coverage ofchildren of class IX and X under Mid - day meal, additional payment of Rs.1000 to head cook &Rs.900 per month to helpers from State budget, E-transfer of funds In advance, additionalcontribution of Rs. 355.10 lakh under MME component and Ksheera Bhagya Yojana. He furtherapplauded State's efforts for conducting social audit, cooks training on safety & quality Issuesthrough Shuchl-RuchI, standard Operating Procedures for schools to ensure safety & quality InMDM, IPG usage In 99% schools. Kitchen gardens In 27289 schools and Usage of Fortified ricein Dharawar, Ballary & Bengaluru districts on pilot basis etc.
3. Shrl. Ajay Seth, Principal Secretary, Primary and Secondary Education, Govt. ofKarnataka briefed the PAB about the Implementation of MDMS In the State and made apresentation on the performance of Mid-Day Meal Scheme during the first three quarters of2016-17 and the Initiatives taken by the State Government for improving the effectiveness of thescheme. Dr. Mridula Sircar, Consultant, Technical Support Group-Mid Day Meal (TSG-MDM),Ed GIL India Ltd, presented an analysis of the performance of the State In the Implementation ofMid-Day Meal Scheme during the first three quarters of the year 2016-17.
4. The following issues were discussed during the meeting:
4.1 Coverage of children: Joint Secretary (EE.!) mentioned that there is a significant
difference in the proportion of children covered at primary and upper primary level against
the State level coverage of 90% against enrolment In the Districts viz Bengaluru (N),
Bengaluru (S) & Dharwad in Primary level and in Dharwad in upper Primary level. He
further mentioned that Dhanwad was a low performing district last year also and advised the
State officials to take necessary steps to check the drop in coverage, and give special focus
on Dharwad.
4.2 Kitchen-cum-stores: Joint Secretary (EE.I) advised the State officials to complete the
construction of 948 kitchen-cum-stores in a time bound manner and further mentioned that
Proposal for 1293 kitchen as submitted by the State based on PWD SOR will be considered.
4.3 MOM MIS-Web Portal: Joint Secretary (EE. I) mentioned about the mismatch in the data
entered in MDM-MIS and data provided in AWP&B 2017-18 viz Coverage of children,
working days, cooking cost & Food Grain utilization, LPG usage etc. he further advised the
State to ensure that quality data is entered and there should be proper synchronization of

* During 2016-17, 118886 cook-cum-helpers were approved. The State has submitted a proposal ofreduction of cook-cum-heipers from 118886 to 118199. The total number of cook-cum-helpers forapproval for the year 2017-18 is 118199.* Subject to Submission of fresh proposal by State Government as per the approval of PAB-MDM 2016-17.
6. The State is advised to disseminate the approvals of the resources to all the field functionaries
in the State and districts so as to enable all the eligible institutions to ensure that every child
attending an eligible school must be served hot cooked midday meals on all school days
irrespective of the approvals of PAB-MDM.
7. The quantification of central assistance of Rs. 472.7693 Crores has been done as per existing
norms on the basis of number of children and working days approved by PAB-MDM for the year
2017-18. The Component- wise approval of funds for 2017-18 is enclosed at Appendix-! If the
norms for cooking cost or any other component are revised during 2017-18, the quantification of
central assistance would also be revised accordingly.
