Dear UOS Member and Friend; I want to give the membership a comprehensive update as to the future of our building (when it will be deter-mined , its location, size, features, etc) be provided to all of our members. As I mentioned in a previous com-munication to our members, in February, the UOS board authorized a ‘Siting Committee’ to determine wheth-er a “South” option is a viable option for the UOS membership to consider along with the current “North” op-tion (our current site, not specifically a size or building type) which is viable. The Board required 3 prelimi-nary hurdles need to be resolved In order for the South option to be viable AND to be presented as an OPTION to the UOS Board (“Board”) and its Membership. These are the preliminary hurdles that must be overcome: 1. A vote in favor of removing the deed restrictions currently preventing a house of worship on the 5 lots adjacent to the Willow Meadows Baptist Church (WMBC) by more than 50% of the members (homeowners) of the Willow Meadows Civic Club (WMCC); 2. A permanent parking easement by the WM Baptist Church; and 3. Securing contracts for the purchase of the 5 homes adjacent to WMBC.

The Board’s authorization to the Siting Committee to pursue the above is strictly for the purposes of allowing the UOS membership to consider two different site options. If the South option does not become viable or is not selected by the UOS membership, UOS will remain in Willow Meadows and pursue its options to build on our current site. There are a few questions that I have been asked about that I cannot currently answer - these questions (some of which are below) will be vetted and answers in due time: 1. In the event that the South option is chosen, what will that building look like exactly and what can reasona-bly fit within the 5 lots? (Ie: sukkah, playground, mikveh, fencing, 2 story, etc). Further, is the building and site plan (attached) that was presented to the WMCC Board exactly what must be built if in fact the proposed Amendment (attached) passes AND UOS eventually votes to select the South option?

2. In the event that the South option is chosen, what will become of the current property. No official discus-sion or decision has taken place at the UOS Board or otherwise. I have heard many suggestions and even been advised by a few what has already been decided or offered to UOS, and all of those responses are just rumors. This is a major question that will be discussed if and when the South option becomes viable and the UOS Community decides to pursue that option. How much will each option cost and will that be component of the determination of which site is selected? Since we have not gotten to the point of pricing different options, I can only say that costs including the issues of fundraising will certainly play a role in the decision process at both the UOS Board level and the UOS membership presentation if the South option passed the hurdles described above. In addition to the above information, with the help of Irv Rotter and Robert Levy we have assembled the fol-lowing information bites that will hopefully provide a more thorough understanding of the South process. My goal as well as that of the Executive and the Board is to provide the membership with all material infor-mation regarding building a new Synagogue so that when a membership vote on our path forward is held, hopefully right after the High Holidays in September, everyone will feel that they have received all the infor-mation needed to make an informed decision. The following is a general update (including some repetition of items discussed above)

Demolition of our existing building

On April 9, we began demolition of our the sanctuary and the classrooms that were used for the UOS Montes-sori school. We expect demolition to be completed within the next 2 to 4 weeks. When the demolition is com-pleted, the only portion of the existing building that will remain will be Freedman Hall. We are investigating the purchase and installation of temporary buildings where the school wing was located to give our member-ship more space for programming and to enable the Rabbi and staff to have offices on site.

Siting Committee At the last meeting of the UOS Board, a committee was appointed to investigate alternative sites for a new building. The committee is co-chaired by Uri Ghelman and Irv Rotter and includes David Davies, Robert Levy, Nava Miller, Ira Mitzner and Max Reichenthal. The committee has been tasked with assessing the via-bility of keeping the Synagogue in its present location (the North Option) or moving south of 610 near Willow Meadow Baptist Church (the South Option). It is expected that the Committee will deliver a recommendation to the Board as to whether one or both options are viable. The Board will make a recommendation to the membership as to whether one or both options are viable. The final determination as to the location of the Synagogue (assuming two viable options) will be determined by a full UOS membership vote. South Option--Developments There are a number of conditions that need to be satisfied before the South Option can be consid-ered viable. These conditions include: obtaining options to purchase the land upon which a new synagogue could be built (None of the moneys paid to purchase the land options were UOS funds (the funds were provid-ed by individuals), obtaining adequate permanent parking rights at the Willow Meadow Baptist parking lot and obtaining approval of Willow Meadows Civic Club (Home Owners Association) to remove the deed re-strictions on the properties where the new Synagogue could be built. In order to assist in determining the viability of the South Option, the UOS Board allocated funds for the re-tention of an architect to prepare a rendering of the new Synagogue assuming it was built on the South op-tion. The committee members working on the South Option selected Studio Red as its architect . There are on-going negotiations with Willow Meadows Baptist Church regarding parking access though no agreements have been finalized. The members working on the South Option in consultation with Uri Ghelman selected Studio Red as the archi-tect to prepare a rendering of the Synagogue on the proposed South Option site. The rendering (attached) has been prepared and has been shared with members of the UOS Executive and the Board of the Willow Mead-ows Civic Club (the Homeowners' Association). It is important to remember that a rendering serves a limited purpose--it is not necessarily what the Synagogue will look like, rather it is intended to demonstrate to the Homeowners' Association that the Synagogue would fit on the site as well as indicate the scale of the project so that the neighbors can assess the impact the project will have on the neighborhood generally and the sur-rounding homes in particular. There is considerably less to report on the North Option, in large part, because the Siting Committee deter-mined that it would be best to defer action until there was greater visibility as to the viability of South Option. Max Reichenthal and Robert Levy are working on the North Option. It is likely that Studio Red will begin working on the North Option in the near future The land for the North Option is under the Synagogue's control and the parking is in place. Because the Synagogue Site was grandfathered, no Homeowners' Association ap-proval is required . Over the next several weeks and months, I expect that work on the North Option and the South Option will continue. While the members working on the South Option are collecting ballot signatures, we expect to retain a General Contractor to review materials prepared by Studio Red for both the North Option and the South Op-tion and to provide the membership with a preliminary estimate of the costs for each option. While we hope these estimates will be as close as possible to an apples-to apples comparison as possible, there will be differ-ences. For example, the North Option will have a lower cost of land because UOS already owns the land to be used whereas the Synagogue will have to buy the land for the South Option. Conversely, while both options must be built 2 feet above the 500 Yr Flood Plain, because of the differences in grade, the North Option will have to be built slightly higher to be above the flood plain than the South Option and will likely have certain additional building costs that the South Option will not.

What the Membership Can Do There is considerable work that needs to be done on both the North Option and the South Option. Members of the Siting Committee working on each option would welcome additional assistance. If you are interested in working on either option please contact Nava Miller (South Option), Robert Levy (North Option) or me. I recognize that we are about to enter into a difficult period. Many members feel passionately about where the Synagogue should be located. In these moments it is often easy to lose sight of the broader objective—maintaining and enhancing the extraordinary community that is UOS. I urge you to keep that thought upper-most in your minds as you think about the issues regarding the new building. The Board, its Executive and the Siting Committee are committed to making the process of selecting the North Option or the South Option as transparent a process as possible. You should feel free to contact me ([email protected]) or any of the members of the Siting Committee if you have any questions. We are hoping that all work on both options will be completed by mid to late summer and if the South option becomes viable, we hope to schedule a vote of the membership on how we proceed by either Option shortly after the Yomim Noraim and Sukkot. Information of the upcoming Town Hall Meeting TOWN HALL MEETING TO DISCUSS POSSIBLE RELOCATION OF UNITED ORTHODOX SYNAGOGUES A town hall meeting to discuss a possible re-location of United Orthodox Synagogues to an area south of 610 near the Willow Meadows Baptist Church will take place in the Fellowship Hall at Willow Meadows Baptist Church on Sunday, April 29 at 6:30 PM. Representatives of the UOS Siting Committee (the committee of the UOS board that is considering alternative sites) working on the “South Option” will present information on the South Option and answer questions from the Willow Meadows community. Please make sure to attend to get the facts from those directly involved. Best Regards, Rick
