Universal access is within our reach

• UN Advisory Group on Energy and Climate Change  has called for universal access to energy by 2030

• Role of energy access is clear to meet MDGs– Require investment of $41 billion from 2010 to 2015, or 

only 0.06% of global GDP

• Require action on the ground –

replicate good  models and scale them up

Energy Access Projects: LPG

• Sungas

LPG Project  (Distribution Network)

– ADB is investing up to $8  million for a 25 % stake 

in Sungas

LLC.

– Sungas

will build LPG 

distribution centers in 6 

Afghan cities.

– 230,000 households will  switch from solid fuels to 

LPG by 2019

Energy Access Projects: Biogas

• VIE: $19 m loan  component for biogas

• Line of credit to local  banks to finance up to  40,000 systems

• Output‐based subsidy  for20,000 households

• Scaling up existing  program

• Replicating in LAO, BHU

• “Lighting for All”– working with TERI, other stakeholders to develop regional 

off‐grid lighting platform under Energy for All Partnership– focused on  entrepreneurship, quality assurance, 

financing, policy advocacy, consumer awareness– Priority countries: Cambodia, Indonesia, Vietnam, India, 

Bangladesh , and/or Philippines
