IMPORTANT MEETINGS WITH OFFICIALS OF GOVT AND ASSOCIATIONS
25.4.2006:
Meeting with High Commissioner, Indian Embassy
Visited the office of Indian High Commissioner of India and the Second Secretary. The High Commissioner Sri R L Narayan was very kind enough to spare his time and spend some time with us. Regarding opportunities for Indian pharma exporters, he expressed that there is a good potential for Indian exporters, but, there is a need for more interaction with the officials. He has suggested the following two points:
a) To extend invitation to the Drug Regulatory authorities of Malaysia to visit India so that they can see the Indian manufacturing facilities and understand the quality measures taken by the Indian manufacturers
b) There is a proposal for Non-Tariff Trade Barriers agreement between India and Malaysia which is pending for finalization. If this agreement comes into effect, Malaysia will be getting more benefited. So, the High Commissioner advised bring to the notice of the concerned official in the Ministry to negotiate for more liberalized certification procedures for Indian Pharma exporters while finalizing the agreement.

Inauguration of Show and Press conference
The organizers have given very good importance to the Council. The show was inaugurated by the Hon’ble Health Minister for Health, Malaysia. After inauguration of the show, the organizers of Asian Healthcare and Pharma Show have arranged a lunch for the Health Minister of Malaysia where myself, Ambassadors of Australia, England, Austria and Egypt have attended. I had an opportunity of explaining about Pharmexcil briefly to the Health Minister of Malaysia. The lunch was followed by Press Conference where I had accompanied the Health Minister.
During Health Minister’s discussion with Press the following points were understood:
a) Malaysian Govt. is increasing its budget on Health considerably this yearb) Lot of importance is being given to for the promotion of medical tourism in
Malaysia

c) More importance is being given to the traditional medicinal systems. Proposing to start traditional medical treatment in three Govt. hospitals along with allopathic medicine
d) Looking for strategic partners to develop biotechnology products in Malaysia.
After his discussions with the Press, I had an opportunity to tell about Indian Pharma Industry and about the role of Pharmexcil.

Malaysian Palm Oil Promotion Council:
Met Mr. Hassan Ismail, Malaysian Palm Oil Promotion Council to know more about its and promotional assistance extended by the Govt. It is understood that Govt. of Malaysia had opened offices in India, Bangladesh, Nepal, Thailand etc. to bring aware in those countries about the uses of Palm oil. Govt. will invite the interested parties to Malaysia to see the plants of the local palm oil producers. Govt. bears 100% expenditure of the visit of the parties coming to Malaysia. Govt. also encourages participation in the international exhibitions and bears almost all the expenditure.
Austrian Embassy:
There was a stall by Austrian embassy in the exhibition, where there were about 5 medical equipment manufacturers have participated through the embassy. It is understood from the embassy that Govt. of Austria do not extend any financial assistance for its exporters except that embassies collects lot of trade information and statistics, disseminate it among exporters, encourages participation in the international exhibitions.
Pharmaceuticals Export Promotion Council, Egypt
Dr. Sherine Hassan Helmy, Vice Chairman of Pharco Corporation, Egypt is the Chairman of Egypt Pharmaceuticals Export Promotion Council, who has visited our stall. It is understood from him that Govt. of Egypt extends financial assistance to the extent of 85% for the exporters who are participating in international exhibitions, including cost of travel, hotel, stall charges etc.

Meeting with the Director, National Pharmaceutical Control Beureu, Ministry of Health, Malaysia:
Indian Embassy helped us to fix up an appointment with the Eisah A Rahman, Director of National Pharmaceutical Control Bureau, Ministry of Health, Malaysia. Met the director

along with 6 of our members who have participated through our Council at 3.00 p.m. on 28.4.2006 and Sri Sham K Mudgil, Commercial Secretary of Indian Embassy has joined us in the meeting.
Along with the Director another four of her deputies have participated in the meeting. After self introduction, I have explained her about our Council, its role and our purpose of visiting. I have told her that it is general feeling among our members that registration process is taking lot of time.
She had explained that since the fee charged by Malaysian govt. towards registration of products (US$ 250 for pharmaceuticals, 125 for herbal products and US$ 25 for cosmetics), the number of applications is more and the staff is unable to cope with the pressure of applications. To avoid such delays, there are taking lot of steps like making three separate channels for drugs, herbal products and cosmetics, making the registration process on-line, increasing the staff etc. By this, they are now able to process the applications of herbal and cosmetics products within 4-6 months time.
To avoid unnecessary delay, she had asked us to advise our members to submit the application duly completed and along with all required documents.
While appreciating India’s caliber in the areas of manufacturing facilities, clinical trials R&D etc. the Director said that it is essential for more interaction with Indian Drug Regulatory authorities to understand the procedures followed by them in regulating the Indian drug Industry, how bio-equality studies are carried out and certified by the authorities etc.
As suggested by the Indian embassy earlier, have extended invitation, on behalf our Council, to the Director and her team to visit India at their convenience and assured them that meetings with Drug Controller General of India, plant visits (APIs, Formulations, Biological products, herbal products) etc. will be arranged. She was very happy about our invitation. Official invitation has to be extended through our embassy.
They also would like to know more about the procedures followed in the sale of bulk vaccines, training facilities available in India for testing Indian medicine systems.
During the discussions, it is understood that there are 78 Pharmaceutical product manufacturing units in Malaysia out of which 4 are API manufacturing units. About 140Herbal product manufacturing units are there and most of them are very small. No biotech unit is there in Malaysia and Govt. is very much interested in starting a manufacturing unit in Malaysia.
The meeting was followed by light snacks arranged by them.
