At a Glance

Unlike scorers, stay entirety of the tournament.

Rank-order all legislators at the end of sessions (top 8 count as judge scores)

Adjudicate disputes of order; keep fairness; stay in background. This is a student led activity. Only step in when absolutely necessary.

Both parliamentarian and PO should keep recency tables as a cross-check

Return folder after each session.

Do not make rulings if not sure; contact the tab room.

Set the ToneRemind students that their chief purpose is to debate legislation; no misuse of parliamentary procedure will be tolerated (e.g., they may not “impeach” the PO)

Treat this with the decorum it deserves. People can be witty when appropriate, and can enjoy themselves when debating, but they should treat the activity with respect.

If more than one agenda is proposed, they must adopt one by majority vote - may use show of hands or standing vote

Allow candidates to give 30-second to 1-minute speeches espousing qualifications

Ask students to cast a legible vote (suggest paper larger than sq. inch)

Keep recesses short - do not allow more than 15 minutes of recesses during an individual session (with exception of finals).

Account for the “whole legislator” – skills, knowledge, disposition.

Use seating chart and alphabetized roster to keep notes as you go.

Because of the seriousness of the tournament, mentally separate yourselves from your students. Of course we want them to succeed, but fairness is of the paramount importance. Treat them like any other student, and rank them as such.
