PROPOSED AMENDMENT In the schedule: -

I. Against the post at serial No.4 for the existing entries in column No.7, the following shall be substituted: -

a) 75% by initial recruitment, b) 25% by promotion on seniority cum fitness basis from amongst the Statistical Assistants BS-11 and Field Assistants (Stat) / Crop Reporters upgraded to

BS-11 upon successful completion of training & Qualifying post training examination as their proportional strength by ratio 20% & 80% i.e. (1:4) respectively working in Crop Reporting Service, having at least 10 years experience as such.

c) Optional subject of Statistical methods in column No.5 & 6 shall be substituted as Optional Paper of Statistics.

II. Against serial No.5 under column No.7, the existing entry shall be substituted as under: -

a) By initial recruitment.

III. Against serial No.6 under column No.5 & 6, the existing entry shall be substituted as under: -

a) i. Matric with 3 years Field Assistant Training Course from Agri. Training Institute.

ii. If none is available with qualifications as at (i) above then Graduate with Stat: Economics / & Mathematics

Subject: - AMENDMENTS IN SERVICE RULES OF STATISTICAL OFFICER BS-17 CROP REPORTING SERVICE, AGRICULTURE DEPARTMENT.

The Directorate of Agriculture, Crop Reporting Service sent a requisition of 20 posts of

Statistical Officer to the Punjab Public Service Commission as per Directorate Service Rules of 1986.

The Punjab Public Service Commission (PPSC), Lahore then advertised 20 posts of

Statistical Officers (BS-17), Directorate Crop Reporting Service, Agriculture Department, for

recruitment on contract basis for a period of five years, on a requisition of Agriculture Department

(Annex-A), the PPSC made reference to Secretary Agriculture, seeking clarification regarding

qualification requirement for recruitment against the said posts (Annex-B)

2. As per Directorate of Agriculture Crop Reporting Service Rules, 1986, the qualification

for initial recruitment is as follows:

i. Master’s Degree (2nd Divn.) in Statistics / Mathematics / Economics with optional subject of Statistical methods from a recognized University: and

ii. One year’s experience in the collection and tabulation of data and / or Application of Statistical methods and graphic presentation of data and / or application

OR iii. Master’s Degree from a foreign recognized university (other than an Indian University)

in Statistics Mathematics / Economics (Annex-c).

3. As per aforestated qualification, a Masters’ in Economics is eligible to apply if he has

studies an ‘optional’ subject of “Statistical Methods” from a recognized university. Whereas, a few

candidates applies for the post of Statistical Officer in PPSC who had studied a ‘compulsory subject of

‘Statistics for Economics’ rather than the optional subject of ‘Statistical Methods’. The Chairman

Department of Economics, Punjab University, Lahore vide his letter dated 16-10-2008, addressed to

Director Recruitment-II/Secretary, PPSC, certified that ‘Statistics for Economics’ (Paper-IV) was a

compulsory paper on Statistical Methods in the syllabus of MA Economics / M.Sc. Economics. The

Statistical Course for the post of Statistical Officer was sufficient to meet the requirement of the post.

He, therefore, proposed that students having degrees of MA/M.Sc. Economics be permitted to appear

in the interview as well as written test for the said post (Annex-D).

4. Director of Agriculture (CRS) did not agree with the stated position due to existing

Service Rules. Consequently, a meeting was chaired by AS (Admn) in which the aggrieved candidate,

Director (CRS) and DS (A-II) were present. It was a consensus view that candidate’s plea carried a lot

of weight and required to be deliberated further. It was, therefore, decided that till any decision is taken

on the subject, PPSC be requested to pend further action on earlier reply sent by Agriculture

Department (Annex-E). The Case was submitted to Secretary Agriculture for seeking approval of view

point of Chairman, Economics Department, Punjab Qualification Equivalence Determination

Committee for consideration:

5. The Government of the Punjab has notified and constituted the following Qualification

Equivalence Determination Committee (QEDC) for each Administrative Department with the

following composition (Annex-F).

a) Administrative Secretary Chairmanb) Secretary, Punjab Public Service Commission Memberc) Representative of Regulation Wing, S & GAD Member

not below the rank of Deputy Secretary. d) Representative in the relevant field or fields from the Member

Concerned University to be nominated by Secretary Education.

6. The QEDC is authorized to consider and approve cases for determination of equivalent

qualification for a specific post / category of posts on a reference made either by the Administrative

Department itself or the Punjab Public Service Commission.

7. The meeting was held on 02-07-2009 in the Committee room of Agriculture

Department under the Chairmanship of Secretary Agriculture. The QEDC approved the amendments in

qualification of Statistical Officer of Crop Reporting Service & Government of the Punjab, Agriculture

Department issued a notification in this regard which is reproduced as under: -

“In pursuance of decision of the Higher Education Commission vide notification No.8-1HEC/A&A/2006/75 dated 14-01-2006 and consequent upon approval accorded by the Qualification Equivalence Determination Committee (QEDC) of Agriculture Department, the qualification of M.A. / M.Sc. Economics with compulsory paper of Statistics for Economics has been equated with Master’s Degree in Economics with optional subject of statistical methods (copy enclosed)”.

8. On the direction of Government of the Punjab, Agriculture Department, Director of

Agriculture, Crop Reporting Service submit the case for necessary amendments in the service rules for

the post of Statistical Officer, Crop Reporting Service to the Regulation Wing of S&GAD.

9. Schedule of Crop Reporting Service, Agriculture Department service rule for the post of

Statistical Officer is at flag-H for approval please.
