    EXECUTIVE SUMMARY The Cairns and Hinterland Hospital and Health Service (CHHHS) has the responsibility of providing public

    Hospital and health services to a population of approximately 250,000 people. The outer western region of

    the Service encompasses extremely remote communities and it is estimated that 14% of the population are

    Indigenous Australian. The CHHHS is committed to improving the health and wellbeing of all people in Far

    North Queensland with a budget of $936M and 4,849 FTE.

    As a key member of this large and diverse organisation, the Service Director / DON &M, Rural and Remote

    Services will provide leadership, management, innovation and excellence to meet patients care and service

    delivery needs across the continuum of care. The Service Director /DON &M, Rural and Remote Services will

    be responsible for engaging with others to lead and manage complex resources to ensure high quality care is

    provided in complex clinical environments in rural and remote settings.

    This is an exciting opportunity to join contribute to the development of the for Cairns and Hinterland

    Hospital and Health Services. Reporting operationally to the Executive Director Rural and Remote Services

    and professionally to the Executive Director of Nursing & Midwifery.

    The successful applicant will need to demonstrate inter alia:

    • Nursing registration with AHPRA

    • Demonstrated and advanced knowledge and application of contemporary nursing and midwifery practice and

    standards across a range of nursing and midwifery services (Preferably within a rural and remote setting)

    • Outstanding verbal and written communication skills, including demonstrated ability to create/review/present

    executive-level documents that create a clear, concise and compelling narrative to support the achievement of

    rural and remote health outcomes.

    • Demonstrated ability to provide effective advanced level leadership, management and organisational skills.

    • Demonstrated ability to manage change and support all team members (clinical and non-clinical) through the

    implementation of change initiatives to sustainability.

    • Effectively manages staff within Human Resource Management (HRM) framework and builds trust and rapport

    with the team by utilising contemporary human resource and people management strategies.

    • Demonstrates an understanding of strategic and operational planning and implementation to achieve

    organisational goals.

    • Demonstrates an understands financial principles and takes responsibility for meeting budgets, remaining cost

    focused and working within funding limits.

    GEOGRAPHIC REGION: The Cairns and Hinterland HHS is the primary provider of health services to residents of the Cairns and

    Hinterland region, and specialist services to the Torres and Cape region. Services are provided over a large

    geographical area and a range of facilities, from a large tertiary hospital in Cairns to facilities in rural and

    remote areas.

    Cairns Hospital is the primary provider of specialised and referral services for the region, with broader general

    surgical, medical and primary care services provided at other facilities across the Tablelands, Innisfail and

    Mossman/Port Douglas areas.

    The Cairns and Hinterland HHS covers an area of 142,900 square kilometres from Tully in the south, Cow Bay in the north and Croydon in the west. In addition to the provision of acute services throughout the region, the Cairns and Hinterland HHS provides a number of clinics and general practice services through Primary Health Centres that enable the provision of services in rural and remote areas of the Cairns and Hinterland HHS.

    Service Director / Director of Nursing and Midwifery Rural and Remote Services

    POSITION PURPOSE

    The Service Director/ DON&M, Rural Remote Services Midwifery has responsibility for strategic leadership,

    management, innovation and excellence to meet patient care and service delivery needs across the continuum

    of care for the CHHHS Rural and Remote Services. The position is responsible for engaging with others to lead

    manage and coordinate a complex set of interdependent resources to ensure the provision of the highest

    quality patient care services in complex clinical environments in the rural and remote setting.

    This crucial leadership position provides high level, effective, strategic and operational leadership for the

    management and planning of nursing and midwifery services for rural and remote services within the CHHHS,

    to ensure the provision of quality, safe, effective and timely services.

    Specifically, the role is accountable to the Executive Director Rural and Remote Services for:

    • nursing and midwifery practice within the Rural and Remote Services of the CHHHS, leadership of

    the nursing and midwifery service, and effective coordination of resources.

    • providing authoritative counsel in relation to nursing and midwifery services within the rural and

    remote setting, and participating in the development and implementation of service plans and

    governance systems, working closely with other operational and clinical directors to achieve planned

    service outcomes within Rural and Remote Services

    • operational management of Rural and Remote Services.

    KEY DUTIES AND RESPONSIBILITIES

    This Service Director/ DON&M, Rural and Remote Services, is accountable for leading, planning, implementing

    and evaluating the delivery of services across the rural facilities within the CHHHS and Rural and Remote

    Services Directorate. The position reports operationally to the Executive Director Rural and Remote Services,

    and professionally to the Executive Director of Nursing and Midwifery and works in collaboration with the

    directors of nursing and midwifery across Rural and Remote Services to ensure coordinated operational and

    clinical governance across the directorate.

    The CHHHS is seeking an employee who is a registered nurse/midwife with the following capabilities:

    • Autonomous decision making based on nursing, midwifery and broader health policy and

    regulatory frameworks from a tactical and operational perspective

    • Practice in co-operative partnership with multi-

    • Work collaboratively with Nurse Grade 13 and other executive members in aspects of clinical

    SELECTION CRITERIA

    1. Demonstrated advanced and broad knowledge and application of contemporary nursing and

    midwifery practice and standards across a range of nursing and midwifery services (preferably within

    a rural and remote setting).

    2. Demonstrated ability to provide effective advanced level leadership, management and organisational

    skills including a high level of comprehensive analytical and problem-solving skills and facility

    management.

    3. Demonstrated ability to negotiate, influence and gain support from appropriate staff at a strategic

    level to reach patient care focused solutions and organisational outcomes.

    4. Demonstrated ability to manage change and support all team members (clinical and non-clinical)

    through the implementation of change initiatives to sustainability.

    5. Outstanding verbal and written communication skills, including demonstrated ability to

    create/review/present executive-level documents that create a clear, concise and compelling

    narrative to support the achievement of rural and remote health outcomes.

    patient centred care and practice through quality management and research and evidence-based

    14. Demonstrates advanced leadership expert knowledge of contemporary nursing midwifery practice

    and theory and the ability to utilise transformational leadership skills and sound management practice

    to plan, communicate, analyse and achieve quality patient, nursing and fiscal outcomes across areas

    of responsibility within Rural and Remote Services.

    15. Be accountable for the application of contemporary human resource management principles to

    ensure that the unit working environment meets legislative standards and Queensland Department

    of Health policy

    QUALIFICATIONS & CONDITIONS The incumbent must:

    1. Nursing registration with the Australian Heath Practitioner Registration Authority (AHPRA).

    Appointment to this position requires proof of qualification and/or registration including any

    necessary endorsements, to be provided to the employing service prior to the commencement of

    duty. Certified copies of the required information must be provided to the appropriate

    supervisor/manager if you are the preferred candidate for employment.

    2. It is a condition of employment for the employee in this role to be, and remain, vaccinated against or

    non-susceptible to the following Vaccine Preventable Diseases (VPDs) during their employment:

    Measles, Mumps, Rubella (MMR), Varicella (chicken pox) and Pertussis (whooping cough).

    Existing staff engaged prior to 1 July 2016 (and have not had a break in service) are not subject to

    this new condition of employment unless they are moving from one Hospital and Health Service to

    another Hospital and Health Service within Queensland). Existing staff that have previously

    submitted this evidence since 1 July 2016 will not be required to resubmit.

    3 It is a condition of employment for the employee in this role to be vaccinated against or not

    susceptible to Hepatitis B. Proof of vaccination or non-susceptibility is a condition of employment for

    all staff (new and existing) who have direct contact with patients or who in the course of their work

    may be exposed to blood/body fluids or contaminated sharps.

    strategies, clinical governance, patient safety and professional issues related to nursing and midwifery staff in

    Rural and Remote Services.

    REMUNERATION Value up to $178 119 p.a., comprising salary $156 113p.a., employer contribution to superannuation

    (up to 12.75%) and annual leave loading (up to 17.5%)

    Your opportunity

    The Service Director / Director of Nursing and Midwifery (Rural and Remote Services) is accountable for

    leading, planning, implementing and evaluating the delivery of services across the rural facilities within the

    Cairns and Hinterland Hospital and Health Service. The position works in collaboration with Directors of

    Nursing and Midwifery to ensure coordinated operational and clinical governance across the Rural and

    Remote Services directorate.

    Your role

    The purpose of the role to have responsibility for strategic leadership, management, innovation and

    excellence to meet patient care and service delivery needs across the continuum of care for the Cairns

    and Hinterland Hospital and Health Service Rural and Remote Services. The position is responsible for

    engaging with others to lead manage and coordinate a complex set of interdependent resources to

    ensure the provision of the highest quality patient care services in complex clinical environments in the

    rural and remote setting.

    This crucial leadership position provides high level, effective, strategic and operational leadership for the

    management and planning of nursing and midwifery services for rural and remote services within the

    CHHHS, to ensure the provision of quality, safe, effective and timely services.

    Specifically, the role is accountable to the Executive Director Rural and Remote Services for:

    nursing and midwifery practice within the Rural and Remote Services of the CHHHS, leadership of the

    nursing and midwifery service, and effective coordination of resources.

    providing authoritative counsel in relation to nursing and midwifery services within the rural and

    remote setting, and participating in the development and implementation of service plans and

    governance systems, working closely with other operational and clinical directors to achieve planned

    service outcomes within Rural and Remote Services

    operational management of Rural and Remote Services.

    Additionally, the position works in close collaboration with Executive Director of Nursing and Midwifery,

    and other senior staff, to develop and oversee health strategies, clinical governance, patient safety and

    professional issues related to nursing and midwifery staff in Rural and Remote Services.

    This position reports operationally to the Executive Director Rural and Remote Services, and

    professionally to the Executive Director of Nursing and Midwifery.

    Fulfil the responsibilities of this role in accordance with QPS values as outlined above.

    Follow defined service quality standards, occupational health and safety policies and procedures relating

    to the work being undertaken in order to ensure high quality, safe services and workplaces.

    Implement and monitor the organisation’s quality standards, occupational health and safety policies,

    procedures and programs and provide clinical governance in the relevant work area.

    Utilise advanced and effective leadership skills including high level communication and interpersonal

    skills in coordinating and liaising with the inter-professional team to establish and enhance professional

    working relationships across Rural and Remote Services.

    Critically analyses practices and works collaboratively to develop strategic networks and provides clinical

    leadership within hospital and interdisciplinary health care teams to promote the safety, security and

    personal integrity of individuals and groups.

    Demonstrate expertise in human, material, and financial resource management including developing and

    integrating contemporary policies and practices to optimise the health service outcomes and

    performance targets. In particular, ensures robust plans are developed to meet the KPIs related to the

    Rural and Remote Services portfolio, as outlined in the CHHHS service level agreement with the

    Department of Health.

    Oversee the operational management of the major rural and remote facilities (Yarrabah, Mossman, Tully,

    Babinda, Mareeba, Innisfail, and Atherton hospitals), including line management of the relevant directors

    of nursing that manage these facilities.

    Strategically lead the directors of nursing and midwifery for the major rural and remote facilities

    (Yarrabah, Mossman, Tully, Babinda, Mareeba, Innisfail, and Atherton hospitals) to ensure an effective

    and cohesive team that provides the leadership and management required to effectively manage the day

    to day operations within a framework of quality and safety.

    Work in collaboration with the Executive Director of Nursing and Midwifery to lead a professional,

    capable rural and remote nursing and midwifery workforce committed to patient outcomes in the

    application of evidence based models of care and professional practice standards in achievement of

    current and projected service demands throughout Rural and Remote Services in relation to patient flow,

    after hours management and community interface.

    Responsible for the guiding and developing staff within ascribed positions and portfolios to achieve

    service improvement to advance the service, practice management and workforce capability.

    Integrates nursing, midwifery and advanced health care knowledge, skills and attitudes specific to

    service requirements by ensuring an evidence-based learning environment, and by encouraging and

    participating in learning activities/opportunities for self and others.

    Actively participates in clinical governance, strategic direction and priorities for quality improvement into

    clinical service that establishes a quality and integrated risk management framework to optimise

    performance

    Act as a role model by demonstrating contemporary nursing and midwifery knowledge and skills in

    nursing practice and health service management and functions in accordance with current legislation,

    professional standards and codes of conduct.

    Support the Executive Director Rural and Remote Services and work collaboratively with the Director of

    Rural Medical Services and other members of the Rural and Remote Services leadership team to

    develop and implement the annual operating plan for Rural and Remote Services to meet the strategic

    direction of the CHHHS.

    Work in partnership with the directors of nursing within Rural and Remote Services to ensure the

    portfolio and CHHHS achieves accreditation requirements.

    Work collaboratively with the Executive Director Rural and Remote Services, Director of Rural Medical

    Services and other members of the Rural and Remote Services leadership team to ensure the portfolio

    actively delivers on revenue targets.

    Drive nursing workforce planning through the utilisation of the Business Planning Framework: Nursing

    Resources (BPF), to develop and monitor yearly nursing operational budgets and nursing and midwifery

    workloads for Rural and Remote Services in collaboration with the Executive Director of Rural and

    Remote Services and Executive Director of Nursing and Midwifery.

    Support and respond to decisions and directions of the Cairns and Hinterland Hospital and Health Board

    in the provision and delivery of health services.

    Demonstrate research expertise and provides strategic advice and leadership in research directions,

    within the context of delivering healthcare services in rural and remote areas.

    Actively participate in clinical governance, strategic direction and priorities for quality improvement into

    clinical service that establishes a quality and integrated risk management framework to optimise

    performance.

    Strategically plan and respond appropriately to provide expert support and direction to manage and

    improve patient flow, access and community interface services to address needs and projections within

    Rural and Remote Services.

    Accountable for taking the lead role in managing and evaluating rural and remote service business to

    ensure optimal levels of services are provided within available funds, and that staffing levels are

    maintained and agreed target levels for achieved for the services areas of responsibility.

    Comply with and utilise procedures, policies, regulations and standards which impact upon the position,

    including contemporary human resource management requirements and practices, such as workplace

    Autonomy & Key Accountabilities

    Service Director / Director of Nursing and Midwifery (Rural and Remote Services) is a registered

    nurse/midwife with the following capabilities:

    Autonomous decision making based on nursing, midwifery and broader health policy and regulatory

    frameworks from a tactical and operational perspective

    Practice in co-operative partnership with multi-disciplinary executive members and other leadership

    groups.

    Accountable for clinical and corporate governance within Rural and Remote Services.

    Work collaboratively with Nurse Grade 13 and other executive members in aspects of clinical

    governance.

    Apply professional and clinical expertise in partnership with the Nurse Grade 13 and multidisciplinary

    stakeholders.

    Nursing registration with the Australian Heath Practitioner Registration Authority (AHPRA). Appointment

    The following are highly desirable but not mandatory:

    Educational qualifications at Master’s level or evidence of enrolment in Masters course with completion

    within four years of enrolment

    Experience in senior nursing positions

    An advanced management qualification

    Current (contemporary) midwifery registration

    It is a condition of employment for the employee in this role to be, and remain, vaccinated against or

    non-susceptible to the following Vaccine Preventable Diseases (VPDs) during their employment:

    Measles, Mumps, Rubella (MMR), Varicella (chicken pox) and Pertussis (whooping cough). Existing staff engaged prior to 1 July 2016 (and have not had a break in service) are not subject to this new condition of employment

    unless they are moving from one Hospital and Health Service to another Hospital and Health Service within Queensland).

    Existing staff that have previously submitted this evidence since 1 July 2016 will not be required to resubmit.

    It is a condition of employment for the employee in this role to be vaccinated against or not susceptible to
