The Scenic Hills budget has two sections, the OperatingBudget and the Reserves Budget. The Operating Budgetis, as the name implies, for the day-to-day operation ofour association, things like water, electricity, gas, trashpick-up, gardening, insurance, etc. The Reserves Budgetis a collection of reserved monies for long-termmaintenance, items such as roofs, unit painting, roadmaintenance, etc. Your SH HOA is mindful of theimportance of regular maintenance and the importanceof not deferring maintenance. Each month a portion ofall monthly assessments goes into the Reserves Budgetto make sure money will always be available for thesereserved/bigger maintenance projects. By funding theReserves Budget adequately the SH HOA hopes toalleviate the need for special assessments. Specialassessments can still be necessary in emergencies, butthoughtful planning reduces the need for surprises.

SH HOA regularly hires professionals to conduct a reserve study. California law requires reservestudies to be conducted every 3 years; Scenic Hills HOA has opted to conduct annual reservestudies. The reserve study carefully looks at the status of our community in terms of the useful lifeof our units and amenities (pool heaters, irrigation, pumps, roofs, roads, unit paint, etc.). A report isprepared and shared with the board which guides the board in preparing future budgets. The goal isto make sure there is adequate money in the Reserve account to cover expenses as the useful life ofelements in our community becomes close to exhaustion.

A good example is car maintenance. All vehicles need regular maintenance such as oil changes, newtires, etc. If regular maintenance is deferred the engine will eventually blow-up and tires will fail.Often deferred maintenance becomes more expensive than if regular maintenance had beenperformed. Another example is the 2021 condominium collapse in Florida. Evidence shows extremedeferred maintenance, to such a degree that the whole building fell down with deadlyconsequences. The SH board has just received the report from our most recent reserve study. Wewill share the results and it will help the board formulate the budget for 2022.

The new Recreational Access Rulestated below became effective onJuly 13, 2021.

Recreational Access Rule: Golf,Gym, Pool and Tennis Courts.Children under age 14 requireresident adult (18+) supervision.

Residents are not permitted to make any changes to the Common Area without express writtenpermission of the BOD. This includes planting or altering the Common Area in any way.HOA will not approve, use or install plants, trees, or other landscape supplies purchased byresidents. Residents are not permitted to plant anything themselves except within their patioarea.Plants within the patio area of residents are the responsibility of the resident. Patios must bemaintained in good repair by the resident and kept in clean and sanitary condition. Plants ortrees should be selected with the ultimate growth habit and size carefully considered for thespace available.Nothing is allowed to sit on or be attached or affixed to Pony Walls, Fences or Railings.In the Common Area, decorative items (including statues, birdbaths, pots, fountains, signs, etc.)are strictly limited to three (3) per unit. The maximum height of one (1) item may up to 48inches; the other two allowed items may be up to 30 inches high. All decorative items must bedesigned for outdoor use and maintained in good and clean condition at all times. A matchedset of walkway lights is allowed under the 3-item rule (above) and will be considered as one (1)item for the entire set.Furniture and plastic or other artificial plants are not permitted in the Common Area.Sprinklers and other water system components may not be altered by anyone but theAssociation's gardeners.Nothing may be placed on grassy areas, as such items interfere with mowing. Alloweddecorative items (see #5) may be placed on concrete walkways adjacent to units or on steps,provided that no potted plants may be placed on steps at any time.The Association's Gardeners are not permitted to act upon resident requests until they havebeen specifically approved by the BOD. Procedure is for the resident to fill out a "MaintenanceRequest Form" found in a box by clubhouse entrance and deposit the completed form in the boxprovided there for that purpose.

Do you like to sing but don't want a weekly commitmentfor rehearsals? Then Roger Lamb, a professional choraldirector and Scenic Hills resident, invites you to join theScenic Hills Singers. This group is entering its fourth year and performs twice ayear for our community. One concert is at Christmas andthe other is in the late spring or early summer. Only four/2-hour rehearsals are scheduled for each concert. Because of a limited rehearsal schedule and singing 4-harmony, you MUST be able to read music and have sungin either a community, college, church, or school choirsometime during your lifetime. The first 15 to 30 minutes of the meeting is open forcomments and questions from anyone in thecommunity. If you have a question or commentplease keep it brief so everyone can be heard.Once the open session of the meeting is over,community members are expected to remain silent.The easiest way to do this is to mute your audiofeed. INFORMATION ABOUT MONTHLY HOA DUESScenic Hills monthly HOA dues of $371.00 are payable on the first of each month. In order to avoid a latefee of $36.50, dues must be in the office by the 15th of each month. On the rare occasion you don’treceive a monthly statement, please be aware that the dues are still due on the first of the month. Checks received before the first of the month will not be posted until the first of the month. For example,if you send your October payment on 9/22/2021, your payment will not be posted until at least10/01/2021. Also, if you are looking at your checking account statement to see if your check has cleared,give it about three weeks to clear the bank.

Ways to Pay Your Dues:1) Drop off your dues in the box outside the clubhouse door.

2) Mail your dues through the US Postal Service to26207 Rainbow Glen Drive, Newhall, CA 91321

3) Set up an email notification with the office so you receive an email of your monthly statement4) Set up a bill pay through your bank. The payment will be sent to the HOA office.

One final note ~ please keep your contact information (address of residence and phone number)

current with the office in case it is necessary to contact you.

Who is Copper Eagle?Copper Eagle is our security company. They patrol ourcommunity at scheduled times and enforce our parking rules. How do they differ from the Sheriff’s Department? The Sheriff Officers handle life-threatening situations, criminal activities and policing of our public spaces when suspiciousbehavior is observed.

Please don’t put furniture in the common areas .As we always say, what seems to be attractive foryou is not necessarily ok with your neighbors.Please pick up after your pets AND bring it home.Dumping it in your neighbor’s trash is notacceptable, particularly if the trash has beenpicked up already. Please do not place pet waste in trash cans onthe golf course. Please do not plant things in the common areas.We cannot plant everything that a givenhomeowner might want, and we will not removecurrent plants to make room for what a particularowner may request.Please do not put trellises directly against thestucco. If you are growing a vine or climbingplant, please make sure it stands away from thestucco. Damage has been found due to this, andit costs money (think potential increased HOAdues) to repair it.Please do not feed the wildlife! Rodents aredrawn to the bird feeders in common areas. Donot put out dog food for the coyotes, or lettuceand carrots for the bunnies. We do not want toresort to using poisons because we know it killsother animals in a domino effect. Please do yourpart to help us keep our community free ofvermin and pests.

What is the due date for the HOA dues?The HOA dues statement is a courtesy—yourdues are due by the first of each month, with orwithout statements. A grace period gives youuntil the 15th of the month without incurring alate fee.

What is the lawn and landscape maintenance schedule? The lawns are done once a week, the greens onthe golf course twice a week, and the generallandscape (trimming, leaves, needles, etc.) every 6 weeks. So, if you see the gardenersaround your home today, the next time will bein 6 weeks. When people say “I haven’t seenthem for over a month,” that is normal.

What can I do with the leaves on my patio?Bags with leaves from your patio can be put onthe curb every Monday and will be picked up.

a) Overnight guests may park in resident's driveway orin guest parking for a maximum of 30 days in a rolling90‐day period and must display a current and validvisitor parking permit.

b) For additional guest vehicles, residents must obtainand display a temporary guest parking permit. Thisincludes short term use such as construction or move‐in. Short term is defined as 14 days in a 6‐month period.The temporary permit is issued as a courtesy and maybe revoked without notice.

c) Parking must be either in the resident’s driveway orguest parking.

d) Another resident’s Guest Permit may not be used forthe same vehicle in order to allow that vehicle to beparked for more than a total 30 days in a rolling 90‐dayperiod as stated in section 2a above.

e) When the use of a guest pass has reached its 30‐daylimit, a warning notice will be placed on the vehicle,and the next time it will be towed at the owner’sexpense.

a. Vehicles may not be parked in driveways or guest parking without a valid parking permit.b. Fire lanes are for emergency vehicles only. No parking is allowed in them at any time unless the driver is present.Vehicles in violation will be towed at the owner’s expense.c. Recreational vehicles may park on Rainbow Glen Drive or Avenue of the Oaks for a maximum of 24 hours per month.A permit for this can be obtained from the office.d. No sleeping is allowed overnight in any vehicle anywhere on the roads, streets, parking or common areas.e. No recreational vehicle, trailer, coach, camper, van, truck, dune buggy, boat, motorcycle, automobile or other motorvehicle shall be parked or stored in any unit driveway or in or about the private streets, private driveways, recreationalareas or common areas except in strict compliance with the rules and regulations adopted by the HOA Board ~ PerArticle VIII, Page 28, Section 18: Parking and Vehicle of the CC&Rsf. Visitor parking rules will not be enforced during holidays, such as, New Years, Memorial Day, 4th of July, Labor Day,Thanksgiving and Christmas.

a) Residents having one or two licensed drivers with one ortwo licensed vehicles must always park both vehicles in thegarage overnight.

b) A third licensed driver, with a third vehicle registeredwith the resident's address, shall park in their residencedriveway provided there is space and display a validAdditional Vehicle Permit (AVP).

c) A fourth licensed driver, with a fourth vehicle registeredwith the resident’s address, shall also park in the drivewayprovided there is space, or in guest parking and display avalid Additional Vehicle Permit (AVP).

d) Additional Vehicle Permit fee must be renewed annually.Please check with the office for the current rate.

e) A temporary parking permit can also be obtained fromthe office if moving, having work done requiring garagestorage, or in the event of garage door failure.

PARKING IN SCENIC HILLSAvoid being towed—know the parking rules. Keep this information and the calendar chart with your parking permit soyou can quickly review the regulations when you need to use the parking permit.
