MEETING

The Ross County Board of Commissioners met on this day, September 21, 2020 in regular session.

Mr. Corcoran opened the meeting by leading the Pledge of Allegiance.

Mr. R. Douglas Corcoran, President, called the meeting to order at 9:07 a.m., with Vice President Stephen Neal and Dwight A. Garrettin attendance.

THEN & NOW CERTIFICATES APPROVEDMr. Neal moved, Mr. Garrett seconded, the Ross County Board of Commissioners approve "Then & Now" Certificates, dated September14, 2020 through September 18, 2020 in the amount of $40,984. 20 prepared by the Office of the Ross County Auditor and certified bythe auditor as to the appropriation of funds for the purpose of encumbering the sum of the contract(s) or order(s) outlined therein, or theimminent collection of funds for credit to the appropriated fund(s) of the county, and as to the availability of funds for transfer withinthe appropriate department(s).

CONTRACT AWARD - WPCLF BATCH 5 CONSTRUCTION CONTRACT 2019 FUNDINGMr. Neal moved, Mr. Garrett seconded, that a contract be awarded to, Duncan and Daniels Enterprises LLC in the amount of $39,385.61for replacement of 3 household sewer systems, in Ross County, Ohio, according to a bid proposal submitted August 17, 2020.

CONDITIONAL AWARD LETTER - CHIP 2020Mr. Garrett moved, Mr. Neal seconded, to sign the conditional award letter for the PY 2020 Community Housing and PreservationCHIP) Program, so we may receive the grant agreement.

CONTRACT AWARD - BRIDGE NO. ROS- TR234- 0035 CHAPEL CREEK ROADMr. Neal moved, Mr. Garrett seconded, to enter into a contract between the Ross County Board of Commissioners and U.S Bridge DBAOhio Bridge Corporation, for furnishing one galvanized steel bridge for Chapel Creed Road ( T.R. 234) Bridge No. ROS- T0234- 0035, inthe amount of $69,495. 00.

CONTRACT AWARD – RETROREFLECTIVE PAVEMENT MARKINGMr. Garrett moved, Mr. Neal seconded, that a contract be awarded to The Aero- Mark Company LLC, in the amount of $85,500. 53 forfurnishing and installation of retroreflective pavement markings (striping) on various county and township road in Ross County, Ohio, according to a bid proposal submitted September 14, 2020, and upon recommendation of the Ross County Engineer.

Main St. (LCNB), 15 N. Paint St. (Alley) and the lot directly behind the countycourthouse for the amount of $ 6,655.00 payable to Nationwide Contractors LLC from account code 100- 01-03-7204 CapitalImprovements.

PAYMENT REQUEST – AMERICAS BEST VALUE HOTEL – COVID19Mr. Garrett moved, Mr. Neal seconded, to approve payment to Americas Best Value Hotel for COVID19 Non- Congregate Sheltering, August 14- September 15/2020 for the amount of $6,276.27.

CONTRACT AMENDED – CORONAVIRUS RELIEF FUND SCOJFSMr. Neal moved, Mr. Garrett seconded, the Coronavirus Relief Fund (CFR) agreement with South Central Ohio Job and Family Services, for $250,000. 00 (Two Hundred Fifty Thousand Dollars) for the purpose of Section C Permissible use of Funds, Economic Supports , beamended to $450,000.00. This will increase the contract with Community Action to a minimum of $375,000.00 and the remaining

75,000. 00 will be used for utility assistance and rental and mortgage assistance through SCOJFS.

MINUTES APPROVED – ROSS COUNTY INVESTMENT ADVISORY COMMITTEEMr. Garrett moved, Mr. Neal seconded, to approve the minutes from the March 9, 2020 Ross County Investment Advisory Committee.

SUBJECTS BROUGHT BEFORE THE BOARD

Mr. Cosenza spoke with Andy Wettersten, IT Coordinator and it has been determined that Mr. Wettersten will submit a request to fundthe remaining balance for the Board of Elections cameras and additional cameras at the Ross County Service Center, to the DataProcessing Board, and then submit the request to the commissioners for approval at a later date.

Mr. Cosenza spent time meeting with the Ross County Sheriff and discussed allowing more construction workers to gain access to workon the jail roof.

Mr. Cosenza is now meeting with the Law Enforcement Complex Construction team every Thu rsday at 1:00pm. In their last meetingthey discussed the delay in bringing in hardware for the project due to COVID – 19. Because of the delay there will now be a change inthe start and end date for the project, which will be determined at a later date.

The Board Discussed the CARES Act funding and how we could use it to better our community through this time. It was considered, wecould have the 8 districts hire an additional nurse per building until the end of December, as well as possibly having free testing forstudents that meet the requirements. Commissioner Garrett is going to call the County Superintendent and see what our options may be. It will be brought to the board at a later date.
