DepEd Region 8 Director Luisa Bautista-Yu, who is the Eastern Visayas Regional Chairman of the Boy Scouts of the Philippines, told the Philippine Information Agency that Vice President Binay is scheduled to be the Keynote Speaker for the Scout Summit. The two high-ranking government officials will be joined by the National Officials of the Boy and Girl Scouts of the Philippines, Director Yu added. The Scout Summit is organized by the Boy and Girl Scout of the Philippines consortium of Councils together with the Department of Education Region 8, Director Yu said. Participants to the said event per division are the Schools Division Superintendent, two Division Boy/Girl Scouting Coordinators, all Public Schools District Supervisors, all Secondary School Heads, All Central Elementary Schools Principals, 1 PTA Federation President, All Council Scout Executives and 1 SK Federation Chairman. Around 885 scouting advocates are expected to attend from the different divisions in Region 8 with the Leyte Council sending the most number of delegates totaling 395; Samar Council and Calbayog City Council with 202; Northern Samar Council with 156 and Eastern Samar Council with 132. Boy Scouts of the Philippines is the leading provider of progressive outdoor-based non-formal education committed to develop morally straight, disciplined, concerned, self-reliant citizens in the best tradition of World Scouting. The Environmental Management Bureau (EMB) of Department of Environment and Natural Resources (DENR) in the region has intensified its campaign for the preservation of the ozone layer , a fragile shield of gas that protects the Earth from the harmful portion of the rays of the sun.This is in accordance with the global observance of the International day for the Preservation of the Ozone layer every September 16 as proclaimed by the UN general assembly.This is also part of the efforts of the Philippine Government to implement programs in phasing out ozone-depleting substances or ODS like CFCs that were used as cooling chemicals for refregirators and airconditioners, blowing agents and propellant for spray cans, among others that causes health and environmental problems.Engr. In 2012, it was reported that the ozone hole has shrunk and was recorded to be the smallest in the last decade. It has also protected human health by avoding millions of cases of fatal skin cancer and eye cataracts.The theme for this year’s observance “A healthy atmosphere, the future we want.’(PIA-8)

NFA-Biliran starts selling regular milled local rice

An official of the National Food Authority (NFA) in Biliran province

on Monday, Sept 16, disclosed that the agency started to sell regular milled local rice to its accredited retail outlets effective today, Monday, September 16, 2013. Milagros O. Caneja, provincial economist of NFA-Biliran, informed that the authority to sell regular milled local rice was granted by the NFA regional office in Eastern Visayas this week based on earlier request of NFA-Biliran for an authority to sell regular milled local rice. Caneja said that the NFA regional office only allowed the 60:40 disposal ratio based on the authority granted. Each NFA accredited retail outlet is given daily allocation of four bags of regular milled local rice and two bags iron fortified rice, Caneja said. However, she clarified that the daily allocation of regular milled local rice to the NFA accredited retail outlet will be made available depending on the supply of the local palay stocks for milling in NFA-Biliran. It was learned that NFA-Biliran has stocks inventory of 2,219 bags of local rice and 21,301 bags of palay for milling as of September 13, 2013. She added that the regular milled local rice now sold by NFA accredited retail outlets in the market and in the barangays has the same retail price at P27 per kilo. She also advised the consumers to look at the price label on the NFA regular milled local rice now sold by NFA accredited retail outlet in the market to avoid buying this type of rice at a price the same with the commercial rice. NFA accredited retail outlet caught overpricing NFA regular milled local rice will face sanctions in accordance with the guidelines set by the agency for its accredited retail outlets. The Department of Agriculture Regional Field Office- 8 recently conducted

a demonstration on the operation of the combine harvester spearheaded a demonstration on the operation of the Combine Harvester at Barangay Balocawehay, Abuyog, Leyte. Engineer Pruto Adora, DA-8 focal person on Postharvest and Mechanization said the activity was aimed at promoting the use of combine harvester for efficient farm operation, by farmers and people’s organization The activity was conducted by the Regional Agricultural Engineering Division (RAED) in support of the Postharvest and Mechanization Program, Engr. Adora said. Farmers in Abuyog and the neighboring towns as well as the members of the Leyte Seed Multipurpose Cooperative participated in the said activity. Engr. Adora explained that combine harvester is a machine that merges postharvest activities such as gathering, harvesting, threshing, cleaning and bagging of rice in just one field operation.

DA-8 demo promotes use of Rice combine harvester for efficient farm operation

This equipment offers a faster and more efficient way of postharvest activities, Engr. Adora said. Moreover, this limits the labor force requirement since only three (3) people are needed to operate. Thus, it is more beneficial to farmers’ organizations that often times lack manpower, he added.The distribution of combine harvesters and other machineries is one of DA’s interventions for the farmers in the country, Engr. Adora disclose. The government shoulders 85 % of the cost of farm machinery while the remaining 15% is the recipients’ equity.Engr. Adora said to date, four combine harvesters have already been distributed in Eastern Visayas. Eastern Samar and Northern Samar already acquired one each while the province of Samar already have two.Moreover, Engr. Adora said that for an organization to be able to avail of this equipment, it should conform or comply with the following requirements: organized group; registered with DEC and DOLE; and, it should be rice- producing organization. Leadership training pushes youth to be peace-builders

and advocates of development

The recently held youth leadership training for peace attended by 130

secondary students of San Jorge National School was aimed to make the youth become peace builders and advocates of development. Lt Col Glenjun Calambuhay of the the 43rd Infantry Battalion based in San Jorge, Samar in an interview, said that the youth is the usual target of threat groups. “Because of the youth adventurism, idealism and sometime eagerness to join the armed struggle, they become primary targets of deception,” Calambuhay said in a phone interview today.

The activity was spearheaded by the 43rd IB, Department of Education and the Office of the Presidential Adviser on the Peace Process (OPAPP). Aside from discouraging them to join the insurgents, the army official also said that the students listened to government agencies present their services. “We want them to be aware of the government’s services and empower them to demand if necessary,” the official added. This is part of the IPSP Bayanihan where the army partners with different agencies to inform the public especially the youth about the dangers of joining

the armed struggle. “The youth for peace leadership training seeks to transform the youth into peace builders and catalyst for development,” he said. The youth also gained valuable information as they listened to the Commission on Human Rights (CHR), Technical Education Skills and Development Authority (TESDA), Philippine Drug Enforcement Agency (PDEA) and a priest who offered spiritual guidance. The youth for peace leaders also held a torch parade, planted 400 fruit bearing trees and committed to uphold peace in their own way. PNP’s anti-illegal drugs campaign scores anew

“There will be no sacred cows and nobody will be spared in our anti-

illegal drugs campaign”. This is the statement released by Police Region 8 Director Police Chief Supt. Elmer R. Soria after a successful anti-illegal drugs operations were conducted separately in Catbalogan City and Tacloban City recently by the Regional Special Operations Group (RSOG) of the Police Regional Office 8 (PRO8). Reports from PRO8 disclosed that two suspected drug pushers including the son of a city councilor were arrested in a hotel room in Catbalogan City together with his cohort while the other one was nabbed in Tacloban City last week. Soria identified the suspects as Roel Arcales, son of Catbalogan City councilor and former mayor Ernesto Arcales and Anthonie Lou Bugal, alleged to be a former member of Philippine Army and a native of Javier Leyte. The province of Southern Leyte will be implementing the “Sustansya Kini”

program to help address the food needs, provide alternative source of food and improve nutrition of Southern Leyte?os living within and below the poverty line. Based on the presentation of Provincial Planning and Development Office staff Catalina Samaco, “Sustansya Kini” program needs wide information at the barangay level with the target beneficiaries, advocating the proper waste disposal and segregating the biodegradable from non-biodegradable wastes, and making compost pit out of the segregated wastes which eventually produces organic fertilizer. “This can benefit the fruit/vegebale garden not only of the target households but thorughout the barangay/locality.’ “Every household is mandated to plant vegetables within their area, while fruit and vegetable seedlings will be distributed by the host LGU through the Office of Agricultural Services, to be placed in a nursery and seed banks,” she disclosed. The said program will focus on the Pantawid Pamilyang Pilipino Program (4Ps), wasted children , among other families, as beneficiaries, to uplift

their livelihood income and improve nutritional status, among others. “The targeting system for the program’s beneficiaries was also based on the Community-based Management System (CBMS) survey at the barangay level,” Samaco added during the meeting held with the Provincial Nutrition Action Team, Thursday at Supercha Restaurant composed of different government agencies in the locality. “The Implementation of the project will be LGU-based,” she added. It is expected that the impact of the “sustansya kini” program will be wide reach, better health and nutrition and environmental protection basing on the program’s design. While the effect of the program at the household level will be food security, more savings and an additional income for the target families, Samaco added. The whole day activity hosted by the Provincial Health Services Office also discussed the 2011 Upgrading of Nutritional Status of Filipino Children and other Population Group, the 8th National Nutrition Survey 2013, Feedback on the 3rd Quarter Provincial and City Action Officers’ meeting and presentation of the Provincial Nutrition Council Annual Investment Plan 2014. Caspe informed further that by now, the Voters List of some 41,953 voters in the city is now ready to be posted in their office perimeters, and any interested individual can check if his name appears in the list. He also reported that the city has some 149 precincts which will be manned by 449 teachers as Board of Election Inspectors(BEI). The City COMELEC Supervisor announced on air, that would-be candidates should be ready to bring their documents to the COMELEC Office from October 11 to 17 with their Certificates of Candidacy (COCs)and Documentary Stamps to fast track the process. Meanwhile, the Philippine National Police Provincial Office (ESPPO) have likewise started their series of planning conferences in order to address some concerns, e.g. personnel who are to watch round the clock the barangay election amidst their lack of manpower. PNP likewise considers the importance of the number of personnel who will be assigned to the Quick Action Teams. It was reported further, that there are 441 Polling Centers in the entire province. Together with the Philippine Army and PNP, the COMELEC’s Provincial Joint Coordinating Council is in thick preparations, working together as a team, to ensure another peaceful and credible election. a very personal choice-election, and unless controlled with so much openness, sportsmanship and gracefulness in accepting defeat, emotions could be heightened that might end up with gaps or misunderstandings between and amongst families, relatives and friends. In anticipation of the traditional increases in agricultural products and

other basic goods during the holidays, the Department of Agriculture (DA) in Eastern Visayas has urged local government units (LGUs) in the region to reactivate its respective Local Price Coordinating Councils (LPCCs). Evelyn Mionda, DA regional chief of Agribusiness and Marketing Assistance Division (AMAD) said that while prices and supplies of agricultural products particularly livestock and poultry remain steady at this time, prices of products basically change as the holiday season starts reason why LGUs should reorganize their LPCCs. The regional agriculture office has already reactivated the Regional

Task Force on Price and Volume Watch in anticipation of price adjustments on agricultural products from September until late January next year. The reactivation is a step taken by the agriculture office to prevent any runaway prices of agriculture products to check perceived shortages during the Christmas season, Mionda explained.The AMAD chief informed that LPCCs is expected to facilitate close coordination among agencies in rationalizing and implementing programs to stabilize prices and supplies. In addition, the council has a mandate to conduct in-depth analysis on cause of rice fluctuations and recommend steps to correct unwarranted price increases and supply shortages. (PIA-8)

were nabbed in a buybust operation at GV hotel along Rizal Avenue Catbalogan City after the poseur-buyer bought from Arcales one big heat-sealed plastic sachet, locally known as “bulto” which allegedly contains suspected “shabu” granules with a street value of P4,000. Also confiscated from the suspects were 16 heat-sealed plastic sachet containing suspected “shabu” weighing more or less 4 grams worth P20,000.00 and four pieces P1,000-bills used as buybust money. Subsequently, the team also confiscated several drug paraphernalia that includes one unit Diamond Model 500 digital weighing scale; improvised tooters; lighters; 2 scissors; empty sachets; and aluminum foils. One .45 caliber Colt pistol with two magazines loaded with six ammunitions each and two unit Samsung mobile phones were also seized by the police.

The suspected drugs paraphernalia and marked money were brought to the Regional Crime Laboratory Office 8 for appropriate examination while suspects were detained at the lock-up cell of Catbalogan City Police Station while drug charges were being filed. Meanwhile, Another drug suspect identified as Paolo Villanueva of Neptune St. Phase 4 V&G Subdivision was arrested by RSOG team after selling P1000 worth of suspected “shabu” to a poseur-buyer in brgy. 95-A Caibaan Tacloban City. The suspect was brought to PDEA office for safekeeping while drug charges were filed against him. Meanwhile, the recovered illegal drugs were subjected to laboratory examination. Inabaknon entries must be provided with a translation either in Waray, Filipino or English. Entries in short stories and plays must be accompanied by a one-page summary. All entries must be originally written in Waray or Inabaknon and not a translation from other languages and should not have been published nor has won in any contest. Entries must be submitted in four copies (one original and three photocopies), double spaced on an 8 1/2 x 11 inches letter size bond paper with one inch margin on both sides. Pages should

A barangay captain or notary public must attest to the originality and authenticity of the entry and for archival purposes, a writer is required to email a copy of the entry to [email protected] or send a softcopy in DVD format together with other requirements to Chito S.
