Nay: None. Under correspondence, the Board reviewed a letter from Margaret Johnson recognizing the improved road conditions. The Board reviewed a let- ter from David A. Weiderspon resigning his position as mem- ber of the Cheyenne County Fairboard. A motion was made by Olson, seconded by Sanders to accept the resignation of David A. Weiderspon from the Cheyenne County Fairboard. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None. The Board reviewed an application from Michael W. Coberley for general relief for payment of rent and utilities. County Attorney Paul Schaub has reviewed the application. In order for an application to be considered and approved, it must follow the guidelines set out in the General Relief Policy. One of the requirements to qualify for relief is legal set- tlement. Legal settlement is established by residing in the State of Nebraska for the period of 12 months and in Cheyenne County for at least 6 months. Mr. Coberley has failed to show legal settlement in Cheyenne County so is ineligible for gen- eral relief in Cheyenne County. A motion was made by Sanders, seconded by Olson to deny the claim of Michael W. Coberley because the applicant has failed to establish legal settlement in Cheyenne County as required by the Cheyenne County General Assistance Guidelines. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None. Doug Hart, Interim Highway Superintendent, updated the Board on road activities. Kip Miller, Treasurer of the Cheyenne County Fairboard, reported on the 2015 Cheyenne County Fair. Nay: None. A complete copy of the Resolution as adopted is on file at the Office of the County Clerk. The Board reviewed a let- ter from Herb “Harold” Haller resigning his position as a mem- ber of the Cheyenne County Fairboard. A motion was made by Olson, seconded by Sanders to accept the resignation of Herb “Harold” Haller from the Cheyenne County Fairboard effective August 17, 2015. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None. Annual Inventories for the fiscal year 2015-2016 were submitted for the following departments: Commissioners, Clerk, Treasurer, Assessor, Clerk of the District Court, County Court, Building and Grounds, Extension, Sheriff, Attorney, Weed, Veterans Service, Road, Emergency Communications Center and Region 21 Emergency Management. A motion was made by Olson, seconded by Sanders to approve the annual Inventories as submitted. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None. Ron Leal, Region 21 Emergency Manager, discussed the availability of grant funds to place sirens in Brownson, Sunol and Lorenzo all located in Cheyenne County, Nebraska. Leal presented a quote for each siren in the amount of $22,250.00. If the project is approved, 75% of the cost will be paid from grant funds. The County will be responsible for 25% of the cost. County Attorney Schaub will review the paperwork and report his rec- ommendation to the Board. At 8:45 A.M., a public hearing was held to review and consider approval of an application from Kristie Meints for a subdivision located in part of the South Half of the Northeast Quarter of Section 27, Township 15 North, Range 48 West of the 6th P.M., Cheyenne County, Nebraska, containing 5.30 acres, more or less, to be known as Patch of Heaven Subdivision. Also reviewed was an application to change zoning from Agricultural to Residential Estate. Planning and Zoning Administrator Colleen Terman was present. On July 27, 2015, the Planning and Zoning Commission approved the applications with the recom- mendation they be forwarded to the County Commissioners for approval. Ms. Terman stated that all of the pertinent docu- ments were in order. A motion was made by Sanders, second- ed by Olson to adopt Resolution 2015-24 approving the subdi- vision and rezoning requests. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None. A com- plete copy of the Resolution as adopted is on file at the Office of the County Clerk. The public hearing was declared closed at 8:50 A.M. The Board next reviewed and considered awarding the con- tract for the construction of a Livestock Exhibit Barn at the Cheyenne County Fairgrounds. The bids were opened at the July 20, 2015 Board meeting and were as follows: BIDDER BRAND SIZE AMOUNT Wieser Construction Co. B-C Steel building 100’ x 230’ x 18’ $368,600.00 Wamsley Construction Alliance Steel building 100’ x 230’ x 16’ $363,125.00 At the July 20th meeting, the Board tabled the awarding of the bid to the August 17, 2015 meeting. The Cheyenne County Board of Commissioners held an open and public meeting on Thursday, August 20, 2015 in the Cheyenne County District Courtroom, Cheyenne County Court House, 1000 10th Avenue, Sidney, Nebraska. A notice of this meeting was published in the Sidney Sun-Telegraph, aired on KSID Radio, posted on the bulletin board in the County Court House and on the Cheyenne County website. Copies of the agenda were post-ed on the Court House bulletin board and on the Cheyenne County website, transmitted to each Commissioner and kept current and available to the public at the County Clerk’s Office. Chairman Darrell J. Johnson called the meeting to order at 8:30 A.M., with the fol-lowing present:

Steven L. Olson Commissioner of the First District, Darrell J. Johnson, Commissioner of the Second District, Philip E. Sanders, Commissioner of the Third District, Beth E. Fiegenschuh, County Clerk and Clerk to the Board.

Everyone present participat-ed in the Pledge of Allegiance.

The current agenda was reviewed. A motion was made by Olson, seconded by Sanders to approve the current agenda as presented. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None.

The Board discussed the proposed 2015-2016 Cheyenne County budget. Budget Making Authority Pete Peterson was present. The following offi-cials appeared: Building and Grounds Superintendent Roger Conley, Veterans Service Officer Ron Gusman, Weed Superintendent Brian Hiett, Treasurer Diane Scott, Clerk of the District Court Debra Hume, Sheriff John Jenson, Interim Highway Superintendent Doug Hart, County Attorney Paul Schaub, Communications Center Director Heidi Gillespie and Extension Educator Karen DeBoer.

The meeting was recessed at 2:45 P.M.

At 3:45 P.M., the meeting was reconvened in the District Courtroom with all members present. Also present was Clerk Fiegenschuh and Budget Making Authority Pete Peterson.

The discussion of the 2015-2016 budget continued.

There being no further busi-ness to come before the Board, the meeting was adjourned at 4:45 P.M.

Under correspondence, the Board reviewed a letter from Margaret Johnson recognizing the improved road conditions.

The Board reviewed a let-ter from David A. Weiderspon resigning his position as mem-ber of the Cheyenne County Fairboard. A motion was made by Olson, seconded by Sanders to accept the resignation of David A. Weiderspon from the Cheyenne County Fairboard. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None.

The Board reviewed an application from Michael W. Coberley for general relief for payment of rent and utilities. County Attorney Paul Schaub has reviewed the application. In order for an application to be considered and approved, it must follow the guidelines set out in the General Relief Policy. One of the requirements to qualify for relief is legal set-tlement. Legal settlement is established by residing in the State of Nebraska for the period of 12 months and in Cheyenne

County for at least 6 months. Mr. Coberley has failed to show legal settlement in Cheyenne County so is ineligible for gen-eral relief in Cheyenne County. A motion was made by Sanders, seconded by Olson to deny the claim of Michael W. Coberley because the applicant has failed to establish legal settlement in Cheyenne County as required by the Cheyenne County General Assistance Guidelines. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None.

Doug Hart, Interim Highway Superintendent, updated the Board on road activities.

Kip Miller, Treasurer of the Cheyenne County Fairboard, reported on the 2015 Cheyenne County Fair.

There were no comments from the public.

There being no further busi-ness to come before the Board, Chairman Johnson declared the meeting adjourned at 9:15 A.M.

Annual Inventories for the fiscal year 2015-2016 were submitted for the following departments: Commissioners, Clerk, Treasurer, Assessor, Clerk of the District Court, County Court, Building and Grounds, Extension, Sheriff, Attorney, Weed, Veterans Service, Road, Emergency Communications Center and Region 21 Emergency Management. Ron Leal, Region 21 Emergency Manager, discussed the availability of grant funds to place sirens in Brownson, Sunol and Lorenzo all located in Cheyenne County, Nebraska. Leal presented a quote for each siren in the amount of $22,250.00. If the project is approved, 75% of the cost will be paid from grant funds. The County will be responsible for 25% of the cost. County Attorney Schaub will review the paperwork and report his rec-ommendation to the Board.

At 8:45 A.M., a public hearing was held to review and consider approval of an application from Kristie Meints for a subdivision located in part of the South Half of the Northeast Quarter of Section 27, Township 15 North, Range 48 West of the 6th P.M., Cheyenne County, Nebraska, containing 5.30 acres, more or less, to be known as Patch of Heaven Subdivision. Also reviewed was an application to change zoning from Agricultural to Residential Estate. Planning and Zoning Administrator Colleen Terman was present. On July 27, 2015, the Planning and Zoning Commission approved the applications with the recom-mendation they be forwarded to the County Commissioners for approval. Ms. Terman stated that all of the pertinent docu-ments were in order. A motion was made by Sanders, second-ed by Olson to adopt Resolution 2015-24 approving the subdi-vision and rezoning requests. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None. A com-plete copy of the Resolution as adopted is on file at the Office of the County Clerk.

The public hearing was declared closed at 8:50 A.M.

Kip Miller and John Wieser from Wieser Construction Company. Chairman Johnson explained that the use of the Livestock Exhibit Barn would be considered by the Board of Commissioners on a case-by-case basis. Mr. Kurz offered a comparison of the two bids and recommended the bid from Wieser Construction Company be accepted. The funding for this building will be provided by insurance proceeds from the hail damage to the old build-ings, donations and grant funds. A motion was made by Sanders, seconded by Olson to accept the bid from Wieser Construction Company in the amount of $368,600.00 contingent upon the receipt by the Cheyenne County Treasurer of all funds necessary to finance the proj-ect. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None.

County Attorney Paul Schaub presented job descrip-tions for the County Weed Superintendent, Building and Grounds Superintendent and Veterans Service Officer for Board review. A motion was made by Sanders, seconded

by Olson to approve the job descriptions as reviewed. Roll Call: Aye: Sanders, Johnson, Olson. Nay: None. The job description for the Planning and Zoning Administrator will be reviewed at a later time.

Next, the Board examined a General Relief application from Nancy Sherman for pay-ment of burial costs for George Sherman. County Attorney Paul Schaub has reviewed the application. It was his opin-ion that Mrs. Sherman qualifies for assistance in the amount of $1,500.00. A motion was made by Sanders, seconded by Olson to approve the General Assistance application of Nancy Sherman for payment of burial expenses for George Sherman in the amount of $1,500.00. Roll Call: Aye: Johnson, Olson, Sanders. Nay: None.

County Attorney Paul Schaub and Clerk of the District Court Debra Hume presented Subgrant documents between The Nebraska Department of Health and Human Services Division of Children and Family Services Child Support Enforcement and the Cheyenne County Attorney and Clerk of the District Court.

This Subgrant allows the County to be reimbursed for the per-centage of time and expens-es attributable to child sup-port enforcement activities. A motion was made by Olson, seconded by Sanders to approve the Subgrant Agreement for the County Attorney and the Subgrant Agreement for the Clerk of the District Court as presented. The term of each of the Agreements is October 1, 2015 through September 30, 2016. Roll Call: Aye: Olson, Sanders, Johnson. Nay: None.

Finally, the Board reviewed a Crime Commission Grant Award 15-CB-510. County Attorney Schaub explained that Cheyenne and Deuel Counties have an opportunity to participate in the Georgetown Capstone Project to support the need of youth services and diverting youth from entering the criminal jus-tice system. The purpose of the grant is to have funds avail-able to develop a position for a Diversion Program Coordinator. A motion was made by Olson, seconded by Sanders to approve the Crime Commission Grant Award 15-CB-510. Roll Call: Aye: Sanders, Johnson, Olson.

requested approval to turn over the Tax Sale Certificate to the County Attorney for foreclo-sure on Lots 9 and 10, Block 1 West Gurley Nelson’s 2nd Addition to Gurley, Cheyenne County, Nebraska. A motion was made by Sanders, sec-onded by Olson to adopt Resolution 2015-25 authorizing the County Treasurer to turn over the above-described Tax Sale Certificate to the Cheyenne County Attorney for foreclosure.
