The purpose of this ballot is to elect FIVE (5) members to the SanDiego Chapter’s Executive Committee and give an advisory voteon the length of terms for "ExCom" members. The ExCom governs and acts on behalf of the Chapter, so it is very importantthat you vote. Each person elected will serve a two-year term.

EXECUTIVE COMMITTEE CANDIDATES (BALLOT ON PAGE 19)

We in the San Diego Chapter of theSierra Club play a vital role in our com-munity, both through our conservationand political efforts and through ouroutings and other activities. Protectingand enjoying the environment go handin hand, but it is unique to combinethese in a single organization. This isour strength, but it does not comewithout effort. Different focuses meansdifferent priorities, and this leads todisagreements. Financial difficultiesexacerbate the situation.

It is up to the ExecutiveCommittee to look at the Chapter as awhole and create an environmentwhere all groups prosper. To do this,ExCom needs to listen to and workconstructively with all Chapter entities.Getting the Chapter on sound financialfooting is essential, but we also needbetter communication so we can under-stand each other’s needs and worktogether to achieve our common goals.

The challenges we face as wecontinue to "explore, enjoy and protect"the environment in San Diego andImperial Counties are daunting. To dothis, we need sound finances, goodcommunication and cooperation, and apositive, can-do spirit. With your vote,I will work to achieve these goals.

My qualifications: Sierra Clubmember for 18 years, actively involvedin the SD Chapter since 1996. Currently,Co-Chair and Treasurer of theConservation Committee and Co-Chairof the Conservation Action Network(CAN). Back-packer and outdoorenthusiast since childhood. In my sparetime I am a chemistry professor at SDSUwhere I teach General Chemistry and doresearch on chemical sensors.

I am running for re-election because somany of our great volunteer membershave asked me to continue my activerole in the Chapter.

The Chapter is currently fac-ing great financial difficulties. Ourdaily expenses and mandatory expens-es (insurance for outings, dues to theNational and state Club, publicationcosts) have increased dramatically overthe past two years while donationshave continued to lag. Difficult deci-sions will be required in the next fewmonths and ExCom will need strongleadership. Experience in the workingsof the Club both financially and organi-zationally will be required to help over-come our current crisis.

As an active member of theClub and current member of ExCom, Ihave the knowledge and skillsrequired, and will continue to be com-mitted to responsible fiscal manage-ment in support of the most importantresource our organization possesses,you the members.

I am an active member of andcurrently Chair of the PoliticalCommittee, Manager of the ChapterBookstore, have served as Chair of theMembership Committee, serve onnumerous subcommittees, and am atthe Club’s offices on an almost dailybasis. I am also a member of the mayorof San Diego’s EnvironmentalAdvisory Committee and serve as amember of the city’s Housing AdvisoryBoard.

Endorsed by Chapter Chair EllenShively, North County Group ChairDavid Butler, members Larry Klaasen,Glenn Torbet, Jim and Edie Harmon,and numerous volunteer members.

As a 20 year member of the Sierra Club,I have participated in Outings, Singles,land use, and political activities. Whata pleasure it’s been to meet so manydedicated people!

With a background in engineering andbusiness management, my focus is ongoals and tangible results.

MY GOALS FOR EXCOM:• Improved fundraising, to allow alarger office and the continuation ofthree or more paid staff.

• Strengthening the committee structure.

• Renewed emphasis on objectives andmeasurable progress.

• Close coordination with Audubon,National Wildlife Federation, etc.

• Close involvement in current regional, county and city planning,which will guide development for thenext 10-20 years. Smart Growth mustbe truly smart, with better mass transit,more parks, and firm protections forrural areas, habitat, wetlands andcanyons.

Our politicians have promised that newdevelopment will improve or maintainthe quality of life, and I want to holdthem to their word!

If reelected, I will strive to achievethree goals:

(1) Attainment of fiscal accountabilityand responsibility by section, commit-tee, group, and ExCom officers.

(2) Replenishment of the Chapter’streasury.

(3) Enhancement of the Chapter’simage to the media, elected officials,regulators, and voters.

To achieve those lofty goals I will worktirelessly to persuade the Nationalboard to restructure the revenue shar-ing, cut overhead to the Chapter, andeliminate unfunded mandates. At aminimum, I will demand that the duescollected by National be passed throughto the Chapter in a sufficient allocationto defer the costs of operating our office,employment of at least two full timechapter employees and one contractor,and payment of administrative over-head mandated by the Board.

I believe I am highly qualified for con-tinued service on EXCOM. During myprevious term, I have not only learnedthe intricacies of Club financial manage-ment and chapter administration, butalso I have become aware of the needsand operations of our Chapter.

I remain dedicated to the retention ofthe Hi Sierran in its present format andthe frequency of publication, as well asthe renovation and maintenance of theFoster Lodge.

Sierra Club Service Highlights:1996-97Stopped building on banks of SanDieguito River Park.

1998-99Chair Parks Committee, ConservationCommittee, Zoo Working Group,Carlsbad’s Box Canyon planting barrierprogram – thwarted blasting, RamonaSalvation Army Camp EIR call, CityCanyons Task Force.

2001-02Land Use Committee - focused onRegional transit & road planning andthe County General Plan 2020.Politically active.

Who am I? An engineer and an attorney, I practicedClean Water Law and successfullydefended the first unified stormwaterand point source discharge permitagainst challenge by the shipyards (probono). My husband Ken and I havebeen members since 1981 – and havethree sons, Matthew 10, Jeshua 8 andDaniel 3.

Philosophy:Build consensus to produce results.Longtime leaders in the club honoredme by asking me to serve the earth inthis way. A strategic thinker, I will helpthe club be an effective local voice.

My name is Kenneth Smokoska and Ihave been a member of the Sierra Clubfor almost 20 years, the Los Padres chap-ter first and the last 4 years here in SanDiego.

I currently chair Air Qualityand serve on the Energy, Fund Raisingand Transportation committees. I havealways been an outings type of guy(Yosemite, Paria, Canyon de Chelly,Sespe and others). That was until I start-ed the Ventura County Clean AirCoalition. We were a collaboration ofenvironmental, government, educationand business groups that received aDepartment of Energy "Clean Cities"designation for all of SouthernCalifornia (SCAG & VCOG). I have theskills to bring diverse parties together toachieve measurable results.

Our chapter needs to raise thefunds necessary to promote, developand expand our many successful proj-ects. I will bring creative professionalleadership to the chapter and I ask foryour vote.

ARGUMENT AGAINST CHANGING EXCOM MEMBERS’TERM OF OFFICE FROM 2 YEARSTO 3 YEARS

I oppose changing the present Bylawrule for ExCom members from a two-year term to three years, for three reasons:

1. We are not likely to attract bettercandidates by the change. It may havethe opposite effect, deterring attractivecandidates unwilling to make such along commitment.

2. The present Bylaw is not a "termlimit" law, as we know it in the politi-cal arena. Any ExCom member may,under the present rule, run for re-elec-tion to a new two-year term as manytimes as they desire – as several pres-ent members are now doing.

3. If an ExCom member is unable, orunwilling, to run for a new two-yearterm under the present rule, he/sheprobably will not be sufficiently moti-vated to be an effective member dur-ing the third year of a three year term.

ARGUMENT IN FAVOR OF CHANGING EXCOM MEMBERS’ TERMS OFOFFICE FROM 2 YEARS TO 3 YEARS

In 1997/98 a ballot measure was presented to the Chapter membership askingthem to decrease ExCom terms from 3 years to 2 years. The proposal passedwithout much interest from the membership-at-large.

In the year prior to the change, ExCom had experienced a large turnoverrate due to resignations, and it had been difficult to recruit new members to run.The thinking at the time was that it would be easier to recruit and keep peoplefor a 2-year term versus a 3-year term. Since the change, it has proven no easierto recruit people and there continues to be a high turnover.

Another unfortunate side-effect has been that shorter terms have madeit more difficult for ExCom to govern effectively. We have found that the com-plex problems which arise within the chapter are best addressed by building pro-grams for long-term solutions, something that is compromised by shorter terms.

A related consideration is the dramatic learning curve a new ExCommember faces once elected. Each member is expected to grasp chapter finances,budgeting, management, issues between groups, and ongoing policy issues con-cerning National and State chapters. Add to this a myriad of other importantpolicy and procedural matters associated with being a Chapter of a largeNational organization, and it is clear that ExCom members need time at theirpost to govern the chapter most effectively.

Given these considerations, and the fact that ExCom members workwith volunteers, it makes sense to have a system that helps retain them. It is withthis in mind that we recommend that you vote to change ExCom terms of serv-ice back to 3 years, with no more than one third (1/3) of the total members to beelected at any one time.

The grade is a 3-part code describing the difficulty of the outing. The first part,a capital letter, refers to the difficulty of the trip; the second part, a number,states the number of miles that will be traveled on the longest day; and the lastpart, another capital letter, refers to the total elevation gain or loss for the day.

For environmental reasons, the Sierra Club strongly recommends car pooling.However, for insurance reasons, COLs cannot arrange car pools, althoughmembers may voluntarily arrange them among themselves.
