INTRODUCTION

The Shoreline Survey Program-Cycle II conducted by the Bureau of Wastewater Treatment'sCompliance Monitoring Section (eMS) between 1998 and 2013 has resulted in the identificationof 4,392 outfalls including 427 Combined Sewer Overflows (eSO), 357 storm outfalls and otheroutfalls such as highway drains and non-city owned drains. A total of 380 contaminateddischarges representing a flow of 4.16 MOD were identified. Since then, 362 of thesecontaminated discharges have been abated, representing a flow of 4.07 MOD, of which 235discharging pipes are city-owned and the remainder, 127, falls under the jurisdiction ofNYSDEC. Currently NYCDEP has six (6) contaminated discharge pipes under abatementinvestigation, or 0.05 MOD, whereas 12 pipes under the jurisdiction of NYSDEC remain to beabated or 0.04 MOD. Therefore, the benefit has been a 97.8 % abatement rate of contaminateddry weather discharges.

As an enhancement and modification of the two-year cycle of surveying the City's coastal watersunder the Shoreline Survey Program, a "SENTINEL MONITORING PROGRAM" wasdesigned, in cooperation with NYSDEC, to monitor specific sampling areas for fecal colifonn (araw sewage indicator) in water bodies throughout New York City. NYCDEP currently performssentinel monitoring at eighty ambient monitoring stations in accordance with the current SPDESpennit Stonnwater Management Program. When a survey of the shoreline is performed, allshoreline survey protocols described in the Untreated Discharges Section of the SPDES pennitare followed.

The goal of the Sentinel Monitoring Program is the periodic monitoring and sampling ofambient stations throughout New York City's harbor. Quarterly fecal colifonn sampling isconducted at eighty stations. Sampling is performed after a dry antecedent period of forty eighthours and during various tidal cycles and seasons to ensure statistical integrity. The samplingresults are compared to an established baseline. If sampling results are above the baseline triggerlimits, NYCDEP aggressively pursues field investigations and surveillance of the adjacentshoreline of such sentinel stations to determine the source and cause of the contamination.Immediate actions are implemented to abate any found illegal discharges

OPERATIONAL PLAN

For 2013, an interim baseline of200 fecal/l 00 mL, based on NYSDEC water quality standards,was assigned to all 80 sentinel stations. A mini-shoreline investigation was conducted for anyexceedance of that baseline. The interim baseline was selected as a conservative approach due tothe on-going development of new statistically significant baselines consistent with the membranefilter method of analysis for fecal coliform. Using the interim baseline of 200 recallIOD mLresulted in eMS conducting 24 additional investigations than it would have under the oldbaseline numbers.

Because a total of eight results are needed for each station to ensure a statistically significantresult when calculating the new baselines, the 200 fecal/IOO mL baselines will also be usedduring 2014. The 2015 report will detail the new station-specific baseline numbers.

Each site is identified by a station number. Its location in the water is pinpointed using latitudeand longitude coordinates from a Global Positioning System Navigator. Details of the SentinelMonitoring Program such as coordinate system. site map, analytical result, and baseline aredescribed through the following tables, graphs and maps.

JAM-OOS & Thurston BasinAs of today, eMS personnel have fully investigated the list submitted by our contractorHazen & Sawyer of 123 possible illegal connections to the storm sewer in Queens. Theresults are as follows:

1. Eighty six (86) establishments were found to be properly connected to the sanitarysewer.

2. Thirty five (35) establishments were found to be connected to the storm sewer andwere reconnected to the sanitary sewer.

3. Two (2) establishments were found to have illicit connections to the storm sewer.but have no sewer fronting their propenies; 95-11 222nd Street and 143-61 225th

Street.

eMS personnel will continue monitoring the remaining two cases and promptly reportthe status. Please refer to Item Number 3288.

The status of the sanitary waste discharge from the house located at1427 Hart Place, Brooklyn, NY 11224, remains unchanged as stated in the prior reports(no sanitary or combined sewer fronting the property). CMS personnel will continueinvestigating the area for any other illegal connections to the stonn sewer that affect theoutfall CI-664. Please refer to Item Number 3621.

HP-OIO & Bronx RiverThe investigation to detennine the source(s) of contaminated dry-weather discharge fromHP-OlO is still ongoing. DEP has excavated the buried manholes and videotaped thestonn line. The case was promptly referred to the Bureau of Water and Sewer Operations(BWSO) for further investigation. Please refer to Item Number 3374.

262 Wilson Avenue, Staten IslandIn response to a request for assistance from NYS-DEC to investigate a complaint ofseptic odor and dry weather discharge along the creek adjacent to the property located at262 Wilson Avenue, Staten Island, CMS conducted an investigation. The Creek's waterwas observed to be clear with no sewage smell and the samples taken at the creek testednegative for fecal colifonn. The results of the investigation were reported to DEC.

NYC Aquarium, Coney IslandThe overflows from the Aqua Theatre and Sea Cliff exhibit have been redirected from thestonn sewer to the designated SPDES outfall (CI-0200328). The Aquarium is in theprocess of rerouting the holding ponds and the "seal" holding tank overflows from thesanitary sewer to the SPDES outfall.

25 Tricia Way, Staten IslandIn response to a request from DEC to investigate a complaint of a possible illegaldischarge to Tottenville Beach from a residence located at 25 Tricia Way Staten Island,CMS personnel conducted a joint investigation with NYS-DEC. The complaint statedthat a pipe was installed from the property's septic system to the beach. Upon inspectionno such pipe was found. In addition the house has been vacated and is under repairs fromhurricane Sandy. Since there are no sewers, further investigation and regulatory actionwill be handled by NYS-DEC.

DRY WEATHER DISCHARGES

Atlantic Express. BronxIn response to a request by the EPA to investigate a complaint of possible discharge fromAtlantic Express (399 Exterior Street, Bronx) contaminated with oil entering the HarlemRiver, CMS conducted an investigation. Effluent from the oil and water separator on thepremises of the Atlantic Express was found to be discharging to a combined sewer alongExterior Street. The results of the investigation were reported to the EPA.

JAM-006 & Bergen BasinIn response to a request from NYS-DEC regarding white foam observed at the outfalldesignated as JAM-006, eMS personnel conducted an investigation. Upon inspection, nofoam was observed at the outfall. All regulators leading to JAM-006 outfall were checkedand found to be working properly. Subsequent inspections of the outfall during low tideresulted in no foam observed. The results of the investigation were reported to NYSDEC.

8B-353 - Flushing Meadows Corona Park, QueensIn response to a citizen complaint of a dry weather discharge at Meridian Road &Flushing Creek CMS personnel started an investigation during low tide and observed adry weather discharge at the privately-owned outfall designated as 8B-353. CMSpersonnel immediately expanded the investigation and located a construction sitebelonging to the Long Island Railroad. At the time of the inspection, the LIRR personnelwere pumping out groundwater from the site, which entered a nearby catch basin situatedalong Meridian Road. To confinn that the water from the construction site was the sourceof the dry weather discharge, eMS personnel introduced dye to the catch basin whichwas subsequently observed at the outfall. The results of the investigation were reported toNYS DEC.

OH-539 - 116 39th Street, BrooklynIn response to a request from BWSO to verify whether or not the business located at 11639th Street (Paradise Plastics) was connected to OH-539 storm sewer, CMS personnelconducted a dye test. The dye was observed in the storm sewer and subsequentlydischarged to the Gowanus Bay from the above-referenced outfall. There is no sanitarysewer fronting the establishment within 100 feet, but a Commissioner's Order was issuedfor the property owner to submit plans describing how they plan to connect to the nearestsanitary sewer.

WEATHER REPORT

The third quarter monitoring and sampling of ambient sampling stations began on July 01and ended on September 3D, 2013. During this quarter, all eighty sentinel stations weresampled. During this quarter a total of8.64 inches of precipitation fell.

MINI-SHORELINE SURVEY RESULTS

8-1: Allev Creek & Northern BoulevardA mini shoreline survey of the Alley Creek was conducted in mid-August. The surveycovered the entire shoreline of the creek and the surrounding area. No discharge wasobserved.

8-6: Entrance to Flushing River, wlo Whitestone ExpresswavA mini shoreline survey of the Flushing River was conducted by the beginning ofAugust. The survey covered the shoreline of the river between Roosevelt Avenue and 31 st

Road. No discharge was observed.

8-7: Bronx River. s/o East Gun Hill RoadA mini shoreline survey of the Bronx River was conducted by the beginning ofSeptember. The survey targeted all the outfalls on both east and west sides of the BronxRiver, starting north of East Gun Hill Road and proceeded northward to the WestchesterCounty border. Two (2) outfalls with highly elevated fecal coliform level, originatingfrom Westchester County were identified to be the source of exceedance at the sentinelstations. The Compliance Monitoring Section has notified the NYSDEC of this ongoingproblem.

8-10: Hallets Cove & 30lh DriveA mini shoreline survey of the Hallets Cove was conducted by the beginning ofSeptember. The survey covered the shoreline of the cove between 28th Street and 34th

Avenue. No discharge was observed.

S-78: Bergen Basin & 163rd AvenueA mini shoreline survey of the Bergen Basin was conducted by the beginning ofSeptember. The survey covered the entire shoreline of the basin. No discharge wasobserved. This station encompasses an area near JFK Airport; the area is controlled byPort Authority. Access to the basin is very limited due to airport security.

DRY WEATHER DISCHARGES

706 Shore Road, QueensAn investigation was conducted by CMS personnel in response to a citizen complaint ofsanitary waste being discharged to the waterway from a private home located at 706Shore Road. CMS met with representatives of the Douglas Manor Association. Theysuspected the newly installed pipe to be for septic overflow; however our investigationrevealed that the pipe is for roof drain runoff only. Therefore this case is now closed.

OH-005 & Gowanus CanalIn response to a request from the Riverkeeper regarding a possible dry weather dischargeat the outfall designated as OH-005 (Carroll Street & Gowanus Canal), CMS personnelbegan an investigation. A dye test confirmed an illegal connection to OH-005 stormsewer from 430 Carroll Street, a mobile vendor supply company. CMS personnel issued aCommissioner's Order to the property owner Carroll Street Holdings LLC (5 East lih

Street, Manhattan) to cease the illegal discharge and reconnect to the sanitary sewer.

On October 8, 2013, final dye test was performed on the establishment's sink andbathroom to verify the connection to the sanitary sewer. Dye was observed in the sanitarysewer. As a result of the dye test, this case is closed. Please refer to Item Number 5275.

Bay Street & Water Street, Staten Island, PR-172In response to a complaint of sanitary waste in the storm sewer from contactors workinga capital project at Front & Water Streets, CMS conducted an investigation. A dye testrevealed that sanitary waste was discharging into the stonn sewer through a bypasswindow possibly resulting from a sanitary sewer back up. DEP's Bureau of Water andSewer Operations (BWSO) removed the surcharge conditions in the sanitary sewer,resulting in no further discharge to the storm sewer. As of August 28, 2013, this case isclosed. Please refer to Item Number 5276

Cedar Grove Beach, Staten Island (OB-619, OB-609 & OB-610)In response to a request from NYC - Department of Health regarding elevated fecalcoliform levels at Cedar Grove Beach, CMS personnel began an investigation. There arethree (3) MS4 outfalls: OB-619, OB-609, and OB-610, in the vicinity of the Cedar GroveBeach and five samples for fecal coliform were taken in the sUlTounding area of theoutfa11s. The results were negative for fecal and the contractor, Difagio Industry, wasobserved pumping out ground water to the storm sewer tributary to OB-609 while in theprocess of replacing a water main and sewer. Therefore the discharge observed in theOB-609 sewer line was a result of the dewatering of groundwater. The results of theinvestigation were reported to NYC ~ Department of Health.

DRY WEATHER DISCHARGES

109 Walworth Street, BrooklvnIn response to a request from NYS-DEC I Brooklyn D.A. regarding a possible illegaldischarge at the establishment located at 109 Walworth Street, Brooklyn, CMS personnelperformed a joint investigation with NYS-DEC. CMS personnel installed auto samplersupstream and downstream of the establishment. This procedure was continued for twoweeks and samples were delivered to the lab. The results of the investigation werereported to Brooklyn D.A.

NCQ-632 - 57-01 Flushing AvenueIn response to a request from DEP's BWSO regarding an illegal discharge from theestablishment at 57-01 Flushing Ave to the storm sewer, CMS personnel began aninvestigation.

Upon inspection CMS observed that three companies occupy the building; PrecisionStone Works Inc., Basin Haulage Inc. and Allied Compactor Services Inc. CMSpersonnel dye tested each business which resulted in dye observed in the storm sewer oneach occasion. As a result Commissioner's Orders were subsequently issued to eachbusiness to remove the unlawful connection to the storm sewer and reconnect to thesanitary sewer. NYS DEC was notified of the dry weather discharge to Newtown Creek.Please refer to Item Nwnber 5926.

7th Street Basin & Gowanus CanalIn response to a request from the Riverkeeper regarding possible dry weather dischargeat OH-519, OH-563 and OH-566, CMS personnel conducted ajoint investigation withNYS-DEC. Dye tests were conducted at the following establishments fronting theoutfalls;

1. NYC MTA (Sign preparation)2. Royal Home Linen (distribution warehouse)

The dye from each test was observed in the combined sewer only. No dye was observedat the outfalls. The results of the investigation were reported to the Riverkeeper.
