YANGON, 6 Dec — Mr Bounnhang Vorachith wasborn on 15 August 1937
at Na Village, Tha Pang ThongDistrict, Savannakhet Province. He
joined the revolu-tionary movement in 1952 and worked for the
Propa-ganda Unit of the Armed Forces in Savannakhet Prov-ince. In
1954 he was stationed at No 605 Battalion inHua Phan Province and
joined the Defence Unit of thetwo liberated Provinces of the Pa
Thet Lao Force. In1957 he went to Vietnam for studies. In 1961 he
wasbased at the No 01 Battalion of the Pa Thet Lao Forceand helped
the Commanding Committee in its prepara-tion for the liberation of
Luang Nam Tha Province in1962. After the liberation of Luang Nam
Tha, he wentto Vietnam to study at a military college.
In 1964 he was stationed at No 613 Battalion andbecame Chief of
the Organizational Committee of XiengKhuang Province in 1969 and
later in 1972 he wasappointed Deputy Chief of the North Front,
LuangPrabang Province. He joined the coalition in Luang

1999 to March 2001, he served as DeputyPrime Minister and Minister
of Finance. On 26 March2001, he was elected as Prime Minister of
theLao PDR by the 7th Ordinary Session of the 4th Leg-islature.

Cooperation between thegovernment and people : key toemergence
of democracy
The 10th waning day of Tazaungmon, 1366ME, is the 84th
anniversary of the National Day ofthe Union of Myanmar. It was on
this day that thenational education movement was launched andthis
movement served as a most powerful lever forindependence.
Chairman of the State Peace and Develop-ment Council
Commander-in-Chief of DefenceServices Senior General Than Shwe sent
a mes-sage on the 84th anniversary of the National Dayas previous
years. In his message, the Head ofState said that, at a time when
the fruits of thenational education promotion plans were
flour-ishing, it was necessary for the government andthe people to
work together for the emergence ofa peaceful, developed and
discipline-flourishingdemocracy, enlisting the united strength of
highly-qualified human resources.
Throughout the history of Myanmar, her na-tional people were
able to preserve and promotetheir dignity and integrity by daringly
wardingoff all foreign aggression and encroachments withunyielding
spirit. Although Myanmar had suf-fered loss of sovereignty and
independence for acertain period of time in history, the entire
nationwas able to regain the status as an independentnation and an
independent people. It was due tothe strong and dynamic patriotism,
national spiritand Union Spirit of the national people.
Our national goal is the emergence of a peace-ful, modern and
developed nation. Thanks to thecorrect leadership of the
government, its plausi-ble policies and the united and enthusiastic
par-ticipation of the entire national people, there havebeen
favourable conditions and results. In theeducation sector, for
instance, the enrollment rateat the elementary level has increased
up to 96.56per cent. It is because the national educationpromotion
projects are being implemented withthe cooperation of the people.
At present, thereare over 7.64 million students attending classes
atbasic education schools. In the higher educationsector, the
number of universities and colleges hasincreased up to 156 and over
900,000 students arestudying at these higher learning
institutions.
Because of the rapid development in scientificand technological
fields, the neo-colonialists areadopting new means, trying to
encroach on, domi-nate and manipulate others through social,
eco-nomic and cultural spheres and the media andinformation
industry. Therefore, we must haveconstant national awareness to
ward off theirperpetration. We would like to urge the
entirenational people to fully cooperate with the gov-ernment in
implementing the national educationpromotion plans and building the
nation into anew democracy.

The delegation was seen off at the Yangon Inter-national Airport

In his address, Maj-Gen Maung Oo said thatthe Ministry of

over K 29.9million from the first tosixth time and K11,841,900 for
the sev-enth time totalling over K41.9 million; that the aimof the
cash donation is notonly to contribute cash forthe ceremony to pay
re-spects to doyen literati butalso to forge unity be-tween
publishers andthose from recording stu-dios. In other words, it
isaimed at ensuring devel-opment of periodicals andrecording
world.
The government is
making all-out efforts forthe emergence of a peace-ful, modern
and developednation. In this connection,it has laid down and is
im-plementing the seven-point Road Map. Writersand musicians, who
havebeen dutiful in successiveeras, are to participate insuccessful
realization ofthe seven-point Road Mapby doing their bit. Thereare
5,141 printers, 1,009publishers and 1,262 fromrecording studios.
They arethe ones who haveemerged in the time of theState Peace and

internal andexternal destructive ele-ments who do not want tosee

with thegovernment in accord withthe press policy for na-tional
development whileendeavouring for devel-opment of literary andmusic
world.

Indonesia drafting stricter airsafety rules after plane crash
JAKARTA , 5 Dec— In the wake of a plane crash that killed 26 people
this week,
the Indonesian Ministry of Transportation is preparing a
regulation that willrequire air transportation operators to employ
more experienced pilots.
Minister Hatta Radjasa was quotedSaturday by The Jakarta Post
newspa-per as saying that the regulation would,among other things,
set minimum flighthours for pilots who fly commercialplanes and
ensure the airworthiness ofthe aircraft before takeoff.
“The operators will undergo a safetyaudit, where a team from the
transporta-tion ministry will check whether theirpilots meet the
minimum flight hoursrequirement and regular fleet mainte-nance is
conducted,” Hatta said.
He added that the regulation wasalso aimed at encouraging the
operatorsto beef up ground checks of their planesfor the sake of
passenger safety.
The minister did not go into details,
saying the regulation was being drafted. An MD-82 aircraft
belonging to
budget carrier Lion Air crashed at AdiSumarmo Airport in the
Central Javatown of Solo on Tuesday after it skiddedoff the wet
runway during a heavy rainand smashed into a wall.
Another aircraft belonging to Bouraqand an F-16 jet fighter also
skidded offthe runway at Hasanuddin Airport inMakassar.
“I am not going to say whether it washuman error or a mechanical
error or badweather which caused the crash, becausewe are still
conducting the investigationand we will announce the result after
wehave completed all necessary data,” theminister

Indonesia delivers militaryplane to Pakistan
JAKARTA, 5 Dec—Indonesia’s state aircraft manu-facturer PT
Dirgantara Indonesia (DI) delivered a CN-235 aircraft to the
Pakistan Air Force (PAF) on Friday.
The 40-seater airplane is the third of four airplanesordered by
the PAF, the company’s president director,Edwin Sudarmo, was quoted
as saying by the officialAntara news agency.

Ambassador to Indonesia Sayed MustafaAnwar Husain were also present
at the ceremony at theDirgantara factory in the West Java capital
of Bandungto witness the delivery.
Edwin said a similar type of aircraft designed forthe Pakistani
President will be delivered in January.
Under the 54-million-US-dollar contract signed in2004, the
company delivered the first of the four airplanesto PAF in February
this year and the second lastSeptember.“Three of the four airplanes
will be used tocarry troops and the other will be used as a

of the Microsoft softwarefrom November 2001 toJuly 2003 for a
Beijing-based TV and movie enter-tainment company, BeijingYanjing
Tianbao. TianjinMinzu made 4,000 discs ofthe same kind in 2002 for
atechnology companynamed Fangxiaojun Tech-nology, according to

confiscated the income of10,405 yuan (1,258 USdollars) of the
BeijingZhongxinlian and fined thecompany 80,000 yuan(9,673 US
dollars), whichwas the ceiling amount forsuch a violation
accordingto the Regulations on Pro-tection of Computer Soft-ware,
Wang said. TianjinMinzu was fined 10,000
yuan and confiscated its il-legal earning of 600 yuanfrom this

Four US troops, 16 others killed in Iraq
1,271 US troops killed since beginningof Iraq war
BAGHDAD , 5 Dec—As of Sunday, 5 December, 2004, at least
1,271members of the US military have died since the beginning of
the Iraq warin March 2003, according to an Associated Press count.
At least 988 died asa result of hostile action, the Defence
Department said as of Friday. Thefigures include three military
civilians. The department did not update itsnumbers over the
weekend.
The AP count is eleven higher thanthe Defence Department’s
tally, lastupdated at 10 am EST Friday.
The British military has reported 74deaths; Italy, 19; Poland,
13; Spain, 11;Ukraine, nine; Bulgaria, seven;Slovakia, three;
Estonia, Thailand andthe Netherlands, two each; and Den-mark, El
Salvador, Hungary and Latviahave reported one death each.
Since 1 May, 2003, when President
Bush declared that major combat opera-tions in Iraq had ended,
1,133 US mili-tary members have died, according toAP’s count. That
includes at least 879deaths resulting from hostile action,according
to the military’s numbers.

Four Iraqi guards killed in carbomb north of Baghdad
BAIJI(Iraq), 6 Dec— A suicide car bomb attackkilled the Iraqi
National Guard commander in Iraqiguerilla stronghold of Baiji and
three of his body-guards, a National Guard officer in the town
said.
Abu Bakr Salim said the attack targeted aconvoy carrying
Mohammed Jassim Rumaied,the local National Guard commander, who
waskilled.
Fourteen people were wounded in the attack, Salimsaid. Guerillas
fighting US-led troops and the interimIraqi government have
concentrated most of theirattacks in recent months on Iraqi

Schroeder says Germany, Chinaimportant force for world peace

securing peace and stability in the world, German Chancellor
GerhardSchroeder said.
In a written interview with Xinhua on the eve of histhree-day
visit to China starting Monday, Schroedersaid his talks with
Chinese leaders will aim at deepen-ing “strategic partnership” and
continuing the “veryclose political dialogue” between the two
countries.
The talks will cover a broad range of topics such ashow to
double bilateral trade volume by 2010, expandcultural and
environmental protection, deepen people-to-people contact and
contribute to solving interna-tional problems, he said.
Both countries share identical views on sustainedeconomic
development, protection of global resourcesand environment, and
narrowing of the North-Southgap, he said.

17 Iraqis killed inambush north of
Baghdad BAGHDAD, 6 Dec— At least 17 Iraqi civilians
working for a US contractor were killed and 13 otherswounded
Sunday when they were ambushed on theirway to work in Tikrit, north

We all Buddhists throughout the world are hon-oured and very
pleased to learn that the World Bud-dhist Summit will be held in
the Union of Myanmar inDecember 2004. This great and grand Buddhist
Sum-mit will be sponsored by the Government of the Unionof Myanmar.
The aims and objectives of holding theWorld Buddhist Summit are
mainly contributing to pro-motion and propagation of Buddhism
throughout theworld and to construct and enhance cooperation

Myanmar in 1980, 1985, 1990, 1995 and2000 respectively. Each

Tube-wells inauguratedin rural areas
BUDALIN, 27 Nov — A two-inch tube-well sunkwith the contribution
of wellwishers was put into serv-ice in PyuTu Village in Budalin
Township, SagaingDivision on 15 November.
Local people in PyuTu Village in Budalin Town-ship now get
sufficient drinking water.
Wellwishers U Kyaw Ho and Daw Thin Yin ofYangon provided K 1.25
million for sinking the tube-well.
Newly-sunk tube-well now supplies 1500 gal-lons of water per
hour to local people.
Budalin Township Development Affairs Depart-ment is sinking
tube-wells in the township under thesupervision of Sagaing Division
DAD.
Similarly, as part of a rural area water supplyproject, Pinlebu
Township Development Affairs De-partment has made arrangements for
sinking 11 tube-wells using the fund of the township DAD in the
vil-lages.
Up to 17 November, altogether seven tube-wellshave been sunk in
the township.
The Development Affairs Departments under theMinistry of
Progress of Border Areas and NationalRaces and Development Affairs
are making concertedefforts in sinking tube-wells in order to get
sufficientclean water in rural areas in states and divisions

knowledge to the li-brary.

the fourth day at the MyanmarConvention Centre here today.
Chairman of the Central Committee for Organiz-ing the Trade Fair
Deputy Minister for Commerce Brig-Gen Aung Tun and officials viewed
around the trade fairwhich was packed with visitors.
At the fair, wood-based furniture, electronic appli-ances,
traditional medicines, plastic pipes, personal goods,seafood,
traditional costumes, paints, foodstuff and sculp-tures are on
display. Cultural troupes from the Fine ArtsDepartment of Myanmar
and traditional cultural troupesfrom Thailand and Cambodia
entertained the audiencewith dances. Eight ministries, 135 local
companies and 21foreign companies participated in the fair, and the
numberof today’s visitors totalled to some 60,000. Today’s saleof
the trade fair fetched K 17,924,838. The sale from thebegining to
date fetched K 32,901,451 and the trade faircontinues until 7

US currency lawWASHINGTON, 5 Dec—
The US Government saidon Friday that neither Chinanor any other
major tradingpartner of the United Statesis violating a US law
againstcurrency manipulation togain unfair trade advan-tages.
In an annual report tothe US Congress, the Treas-ury Department
said that“no major trading partnerof the United States met
thetechnical requirements”laid out in the 1988 lawconcerning
problematiccurrency manipulations forunfair trade advantages.
A 1988 US law requiresthe Treasury Department toanalyze other
countries’exchange rate policies anddetermine whether
suchmanipulation is occurringand the US Government canimpose trade
sanction oncountries found in viola-tion of the law. On China,the
report said that “the USGovernment will pursuepersistently and
firmly itsapproach to promote eco-nomic, financial and mar-ket
reforms in China andassist China to move as soonas possible to a
flexible ex-change rate regime”.

Nine killed infactory fire
outsideMoscow
MOSCOW, 5 Dec— Ninepeople were killed when afire swept through a
two-storey furniture factory out-side Moscow, an official atthe
Emergency Ministrysaid on Saturday.
The official gave nofurther details but newsagencies reported
the firein the village ofPerkhushkovo broke out onFriday and raged
for sev-eral hours before fire bri-gade workers put it out.
Flames spread throughthe factory after polyurethanefoam caught
fire in a work-shop, Interfax reported.Seven other workers fromthe
plant were being treatedfor burns at a nearby hospi-tal, the news
agency said.

At least 21 killed as bus hurtles into ravine GUATEMALA CITY , 5
Dec—A bus carrying Evangelical Christians to a
religious meeting in Guatemala crashed and hurtled into a
ravine, killing atleast 21 people, officials said on Saturday.
The bus carrying thechurchgoers was travellingalong a steeply
descend-ing, winding road about110 miles from GuatemalaCity when it
collided withanother bus late on Friday.
“The bus comingdown the hill collided withanother bus coming
theother way. The first one
lost control and fell 165feet into a ravine,” fire de-partment
spokesman JoseOtoniel Rivera toldReuters.
Eighteen people werekilled immediately and atleast three others
died afterbeing taken to a hospital.Four children and the busdriver
were among the
dead. Thirteen people wereinjured. No one on the otherbus was
killed.

Several people injured as chemicalplant explodes in US
WASHINGTON , 5 Dec— Numerous explosions occurred in a wax plant
inHouston, the south-central US state of Texas, Friday evening
injuring severalpeople, an NBC report said.
The explosions atMarcus Oil and Chemi-cal, in southwest
Houston,shot flames into the skythat could be seen
severalkilometers away, the NBCreport said.
Four people workingin the warehouse at thetime of the explosion
werenot injured, but a HoustonFire Department captainand one
firefighter wereinjured. One received
burns to his hand whilethe other injured his back,the report
cited officialsas saying.
Eight nearby residentssought treatment at a localhospital for
minor inju-ries, with five of them in-jured at a church acrossthe
street from the plant.The church was damagedin the blasts.
Firefighters were sentto the plant and the Hou-
ston Fire Department wasgoing door-to-door toevacuate residents
in a four-block area east of the plant.Others were being asked
toshelter-in-place as a pre-caution, which requiredresidents to go
inside theirhouses, shut all doors andwindows, turn off air

BEIJING, 6 Dec — Nicolas Cage logged a thirdweekend atop the
North American box office onSunday with his action-adventure
“NationalTreasure”.
One of the hardest-hit films was director OliverStone’s
“Alexander,” which earned an estimated $4.7million in the three
days beginning Friday, losingabout two-thirds of its
opening-weekend tally as itdropped one place to No 7.
“National Treasure” dug up an estimated $17.1million, taking its

cooperationagainst terrorism during the third Hispano-Moroccan
Judicial Meeting,General Council of the Judicial Power of Spain
said on Friday.
The meeting, held lastweek at the Moroccancapital of Rabat, was
at-tended by the judicial bod-ies of Spain and Moroccoto discuss
fighting terror-ism and organized crimesin an effective way.
The General Councilof the Judicial Power ofSpain and the
SupremeCourt of Morocco an-nounced in the final dec-laration that
they havemade great progress inprotecting the rights of the
victims of the most vio-lent crimes.
The meeting also pro-duced a list of liaisonjudges between the

BA investigates security lapses atHeathrow Airport
LONDON, 5 Dec — The British Airways (BA) launched an
investigationinto major security lapses at Heathrow Airport
following a report releasedFriday that an undercovered journalist
entered the airline’s restricted areaswithout any check.
Sky News reportedthat its reporter had re-peatedly accessed
re-stricted areas at theworld’s busiest airport,saying airport
officescontaining confidentialsecurity documents andout-of-bounds
airside ar-eas were easily breached.
He managed to walkby passenger planes justhours before they
weredue to take off, Sky Newssaid.
The reporter returnedto the airport on a number
of occasions at night andcarrying only a broom,which was used to
es-cape the attention of se-curity. Only once was hechallenged by
securitystaff, but even then notasked for security cre-dentials
before being al-lowed to carry on.
He also entered an un-locked BA office withkey manuals inside.
Themanuals detailed the air-line’s security proce-dures, such as
how staffare supposed to respond
to bomb threats, how theyare vetted before joiningand procedures
for ne-gotiating with hijackers.
On another occasion,the reporter brokethrough what shouldhave
been a watertightcordon keeping the pub-lic away from

JOHANNESBURG, 6 Dec — Collisions on South Africa’s roads on the
first
weekend of the festive season have claimed the lives of at least
six adults anda five-month-old baby and left 20 people injured,
officials said on Saturday.
The baby and itsmother were killed whena BMW speeding alongthe
N1 highway from CapeTown lost control atBellville and jumped
themedian, landing on top ofthe family’s Audi, on itsway from
Paarl, not faraway from Cape Town.
The child’s father anda four-year-old brotherwere in critical
conditionsin the KuilsrivierMediclinic, according toa report from
South Afri-can Press Association.
All three occupants of
the BMW, thought to havebeen drunk at the time,were killed, one

Anti-DopingAgency)," International Association of Athletics
