CORONAVIRUS DISEASE (COVID-19) ADVISORY AND MEETING PROCEDURE

On December 4, 2020, the Health Officer of Contra Costa County issued Order No HO-COVID19-37 that directed that all individuals living in the county to shelter at their place of residence except that they may leave to provide or receive certain essential services or engage in certain essential activities and work for essential businesses and governmental services.

Under the Governor’s Executive Order N-29-20, this meeting may utilize teleconferencing. As a precaution to protect the health and safety of staff, officials, and the general public. Committee members will not be physically in attendance, but will be available via video conference. There will be no physical location for members of the public to participate in the meeting. We encourage members of the public to shelter in place and access the meeting online using the web-video communication application, Zoom. Zoom participants will have the opportunity to speak during Public Comment (for topics not on the agenda), in addition to each of the agenized items.

Senior Citizen Advisory Committee Meeting Staff Report Date: March 1, 2021 From: Suzy Chow, Recreation Coordinator Subject: Feedback on 55+ Virtual Program Offerings Survey Recommended Action: Staff recommends that the Senior Advisory Committee review and provide feedback on the attached survey that will be sent out to the San Ramon 55+ community. Background: As part of the approved 2020-2021 goals, the Senior Advisory Committee established a goal to provide input on new virtual program offerings to meet the physical, educational, and social needs for the 55+ population in the San Ramon. The survey for 55+ virtual program offerings will assist staff in understanding the physical, educational, and social needs of the 55+ population in the San Ramon. Staff have worked to create a broad offering of new online fitness programs with current instructors but want to expand virtual program offerings to address other physical, education, and social offering needs. Staff have developed an online survey for the San Ramon 55+ community to provide specific feedback on what virtual programs they would like offered. Staff also look to gain a better understanding of the technical abilities of the 55+ community to take virtual programs, including understanding their familiarity with different virtual conference software. Additional questions will ask if the 55+ community would prefer outdoor programs in lieu of not being able to hold indoor programs. The 55+ virtual survey questions will be sent to all Encore members, past 55+ class registrants, and to the general public using Gov Delivery the City of San Ramon e-mail distribution software. Fiscal Impact: None Steps Following Approval: Staff will incorporate the feedback from the Senior Advisory Committee into the virtual survey prior to distribution. At the conclusion of the survey, staff will report all informational findings back to the Senior Advisory Committee and provide steps on how the information collected can be incorporated. Senior Citizen Advisory Committee Meeting Staff Report Date: March 1, 2021 From: Steve Cox, Recreation Supervisor Subject: Virtual Suggestion Box Recommended Action: Staff recommends that the Senior Advisory Committee provide feedback on the implementation of a virtual suggestion box. Background: As part of the approved 2020-2021 goals, the Senior Advisory Committee established a goal to review options for an electronic suggestion box to help facilitate communication between the staff, the Senior Center participants and the senior community. Due to the closure of the Alcosta Senior and Community Center due to the COVID-19 pandemic, the onsite suggestion box has been unavailable to the public. Staff are exploring sending a monthly informational e-mail to all previous participants of the Alcosta Senior and Community Center and would like to include a virtual suggestion box link. The link will direct inquires to an electronic survey that will ask that same set of questions that had been collected in the physical suggestion box. The virtual suggestion box link will include a request for suggestions and comments, optional name of submitter, optional phone number and e-mail address, and a line asking if the person wishes to be contacted. The submitted information will be collected through an electronic survey software such as Survey Monkey in which only City staff will have access. The virtual suggestion box link will be posted on the San Ramon 55+ webpage and added to other electronic communications such as the Encore newsletter. The responses will be collected each month electronically and provided to the Senior Advisory Committee secretary to be read publicly at the meeting for the whole committee. The Senior Advisory Committee will then have the opportunity to provide feedback on the collected suggestions and comments Fiscal Impact: None Steps Following Approval: Staff will incorporate feedback from the Senior Advisory Committee into the final version of the

Senior Citizens Advisory Committee Date: March 1, 2021 From: Steve Cox, Recreation Supervisor Re: February Program Report The City of San Ramon has prioritized supporting the senior population who must remain home during the current State and County public health order to shelter in place. The Parks and Community Services Department continues to provide a variety of services including senior-specific resources available online. The Alcosta Senior and Community Center has been closed to the public including all programs, activities, and rentals since March 13, 2020. Senior Nutrition Program The Senior Nutrition Program has continued to provide meals to seniors in the San Ramon community, but in an altered manner. Each Tuesday, a 5-day meal pack of cold meals is available to individuals, ages 60+. These packaged meals come in the home-delivered format, which includes a frozen 3-compartment tray for the entrée with side dishes, as well as bread, milk, fruit, and other cold-packed items. Two fresh meals are now included each week for a total of 7 days’ worth of meals. Orders are placed by calling the Alcosta Senior and Community Center at (925) 973-3250 to request the 5-day meal pack by 12pm each Monday. All meal packs are available for delivery or curbside pick-up at the Alcosta Senior and Community Center, 11:00am - 1:30pm, each Tuesday. February Senior Meals February marks 11 months that staff at the Alcosta Senior and Community Center have provided weekly distribution of Senior Nutrition Program meals to older adults in San Ramon. The senior meal distribution consisted of 3,080 meals that were delivered or picked up at the Center during February. For a cumulative 33,543 meals since the start of the pandemic. To accompany the meals, staff coordinate both delivery and curbside pickup of donated goods, non-perishable foods, toiletries and cleaning supplies, masks, face shields and a weekly packet with information and fun seasonal activities. Each Tuesday, staff continue to collaborate with Police Department staff, as well as the Contra Costa Transit Authority (CCTA) (providing 6-7 Paratransit drivers) for senior meal delivery to approximately 80 seniors. Concurrently, four Parks and Community Services staff expedite meal pickup and support to approximately 31 seniors.

February Celebrations A special packet of activities and information accompanied the Senior Nutrition Program meals on Tuesday, February 9, to celebrate both Chinese New Year and Valentine’s Day. An informational page about the annual holiday, provided by a San Ramon resident, was included to share the history and traditions with seniors. Valentine’s Day origami, activities, and vaccine information were also part of the packet. Additionally, staff worked with Panda Express in San Ramon to donate fortune cookies to accompany the packet. A surprise Valentine’s Day Craft Project was available for drive-thru pickup on Thursday, February 11, at the Alcosta Senior and Community Center. The themed bags included a DIY rock-painting project, a heart shaped bag clip or jar opener, hot chocolate spoon or snack, candies, and information from our Senior Outreach sponsor, The Reutlinger Community. 25 seniors picked up a surprise craft bag and 25 additional bags were provided to seniors with the Nutrition Program meals on February 16. Staff received a lot of smiles and warm wishes from the older adults who received the special themed project bags.

Senior Services The City of San Ramon set up a Senior Hotline in both English and Mandarin, which seniors are encouraged to call Monday–Friday, 8:30 a.m.–5 p.m., to register for meal delivery through the Senior Nutrition Program and request needed items (ex: food items, paper goods, prescription pick-up, etc.). 2,474 calls have been received to date with inquires about services and programs for seniors in the community. Senior Hotline- English & Mandarin The City of San Ramon continues to operate the Senior Hotline, which seniors can call Monday–Friday, 8:30 a.m.–5 p.m., to sign up for meal delivery through the Senior Nutrition Program and request items they are in need of (ex: food items, paper goods, prescription pick-up, etc.) so that staff can help. All calls are being answered, logged, or rerouted accordingly. Staff are available to answer and respond to the senior community needs. San Ramon has been working with over 112 isolated seniors each week to provide them with meals and other basic items while the shelter-in-place mandate remains. Over Items requested included toilet paper, paper towels, laundry soap, dish soap, toothpaste, bar soap, shampoo and conditioner, tissue paper, canned goods, and other non-perishable goods. The donated items are distributed to any senior in San Ramon who requests items because they should not leave their homes at this time for their safety. As donated items are received, staff match the donated items with the requests by seniors in need and make deliveries to the seniors’ homes. Programs City staff have been working closely with Senior Centers from neighboring cities and popular fitness instructors to offer virtual fitness classes concurrently. Currently, San Ramon partnered with the City of Dublin for Balance, Agility & Strength classes (2 days/ week), and with the City of Walnut Creek to offer Virtual Senior Fitness (4 days/ week). One benefit of shared classes is that if a class has low enrollment, the class does not cancel due to the shared nature, but can build up participants over time. Staff are looking to add more online and in the park classes to the 55+ fitness offerings.
