2008-20-Senate-OJ: Welcome to the Members and Invitees of the Senate.
The Chairman welcomed all Senators and Invitees. He welcomed the new
member Prof. Ramakar Jha(CE) to the Senate.
2008-20-Senate-02: To confirm the minutes of 181h & 191h meetings of the Senate held on 13.06.08 & 23.07.08 respectively.
The draft minutes of 18th and 19th meetings of the Senate, provisionally approved by the "Chairman, Senate were circulated to all members. Comments I suggestions in the.following items have beenreceived.
Dean (Students' Affairs) has pointed out an error in recording under item!. It should read "Spring 2007-2008" instead of "Spring :2008-2009". The correction in the minutes may be approved.
Annexure- Al (Pg. 8- 9)
The Senate confirmed the mi,iutes of 18th and 191h meeting of the Senate with the above correction.
2008-20-Senate-03: Refort on Comments/suggestions and Action Taken on the decision of181 1 & 191h meetings of the Senate held on 13.06.08 & 23.07.08 respectively.
The Senate noted the summary of actions taken against the decisions of the Senate in its 18th & 19th Meetings held on 13.06.08 & 23.07.08 respectively.
Further Senate requested all departments to take proactive steps to complete the following for Research scholars:
• Enrolment within one week• Provisional registration within one month• Final registration within one year

Departments to identify similar courses which , can be offered to different specializations within the . department : to save time and workload of faculty members. 1, •
All M.Tech programmes should run irrespectiv� of the number of students taken admission. This will be reviewed after 3 years to check if there is any improvement in strength. The breakup for sanctioned strength for the PG: programmes to be shown as 15 + 5 (Sponsored) instead of 20. Senate advised Director to take steps for admission of students in M.Sc. programmes from IIT, JAM.MCA 61h semester students may be granted tuition fee waiver by theDirector to the extent of 80%.It is proposed to start the 5 years integrated M.Sc.· from the academicyear 2009-2010 with initial intake as 15 and departments arerequested to design their syllabus accordingly.HOD CS pointed out that there is a disparity in our Placement policywith reference to the core companies. Hence Senate decided to havea structured seminar to frame a policy on placement of our Institute.

2008-20 -Senate-06: Filling up of seats in NITs - Special provision for few States / UTs for 2008-2009.
As per Ministry of Human Resource Development, letter No.F-23-12/2008 TS III dated 19th July, 2008, CCB has allotted 11 students to take admission at our Institute under special provision for a Jew States /UTs for the year 2008-2009. Accordingly, all 11 students have taken admission at our Institute, over and above the existing strength of 475 seats in B.Tech.

2008-20-Senate-16: Disposal of personal files of students graduated by 200.0.
As per the order of Director, all mark sheets of all graduating students by 2000, available in their personal files are preserved and put in the Arch files. Remaining papers in personal files seem to be useless and occupy a lot of space.
Senate approved to destroy unnecessary papers from the personal files of all students graduated by 2000 by burning process and advised Dean(AA) to work out a policy for future.

a) Appointment of Adjunct Faculty.
The Director emphasized on appointment of adjunct faculty at ourInstitute. Regulations relating to Adjunct Faculty given in Annexure-A9.
Annexure -A9 (Pg. 47 - 51) b) Inclusion of student members in the senate.
The Board in its 6th meeting vide resolution No.BOG-6(2005)-15 dt.28,01.2005 had decided to include three student representative (one eachfrom UG, PG and Ph. D. Programmes) inthe senate subject to approvalfrom MHRD. Senate requested the administration to take up the matterwith MHRD for approval. However, Chairman Senate may nominatethree students to the senate as invitees. The students representatives willbe present only during the discussion as indicated in the Senate Agenda.
c) Consideration of residential requirement for Ph.D. students.Department of Chemical Engineering have selected the followingcandidates for the Ph.D. programme:1) Mr. Karunakar Mahalik and2) Mr. Deepak Samal.They have requested to condone six months stay in the Institute at astretch to fulfill the residential requirement. Instead they have requestedthree convenient slots of two months stay within 2 years from the date oftaking admission.
Item 'c' is deferred to the next Senate meeting.
d) Fixing up the date for the 21st Senate meeting.
The 21st Senate meeting will be held on l 'l1h December, 2008 (tentative).

2008-I9'"Senate-04: To reconsider penaJties imposed on students against ragging related
offences.
The Senate, in its last meeting had imposed penalties on students found gui!ty on various ragging related offences. Director has subsequently received a representation signed by nearly. 500 students assuring their initiative towards end of this ugly practice; More than 500 students assembled in the Bhubaneswar Behera Auditorium on Monday, the 21st
July 2008, and appealed to the administration for forgiveness to their friends in return of perpetual end to ragging.in NIT Rouikela.
Some of the penalties approved by the Senate involve deregistration during current semester as well as ineligibility from campus placement starting immediately. On the basis of the magnitude i of the students' appeal and the sincerity expressed by them, the D.irector proposed reconsideration, particularly when students appear to be sincere in their promise. He observed that Institute has received such: assurance in the past from a single batch and it is seen that that batch did keep their promise. Now, a similar response has been received from the entire undergraduate student community and it will be prudent to revise the penalty for all students involved in ragging related offences.
The Senate deliberated on the issue and decided the following:
Responding to the appeal by the entire undergraduate student community
and referring to an earlier case vide no: NITR/PS.11 (0)/2003 dated 27.09.2003, the penalties imposed by the Senate vide Item No: 2008-18-
Senate-l O on ragging related offences shall be partially kept in abeyance and will be reviewed from time ·to time. The penalties will stand waived only if the phenomenon of ragging is completely vanished from the Institute.
The Senate, however, awarded the following token punishments to the students involved in ragging incidents in addition to the steps kept under abeyance.

meeting held on 14.08.2008, 15.10.2008, 20'.10.2008 and 07.11.2008 respectively.
Tht! Committee went through the various cases of New Enrolment, Provisional Registration, Final Registration, Withdrawal and submission of thesis from out side. The details of such cases are appended. The following special cases are recommended to Senate for approval / decision.
1) Waiver of course work for Mr. Sankarsan Rauta, RolJ No. 50602005
Mr. S. Rauta has completed M.E. long before 8 years. As per regulation he is supposed to complete at least 8 credits of course Work for his Ph.D. degree.
RPEC recommends the waiver of course work on the strength of the following justification given by_ his DSC.
The candidate is persuing Ph.D. in the broad area of Power System. Mr.S.Rauta is teaching the following courses of Power Systems in Autumn/ Spring Semester.
I. Extra High Voltage Transmission (EE-607) - 4 credits2. Machine Analysis (EE-605) - 4 credits.
Besides, he was teaching Industrial Power Control & Drives in old PG programme. All the above courses are relevant to his research. Therefore, the same may be considered for equivalence of not taking further course work.
It may be noted that according to 2004-05-Senate-09 the course credit requirement is not compulsory and is left to the DSC of that scholar for final decision for the Institute faculty with M.Tech./M.Phil degree obtain earlier than 8 years ago and who have enrolled or will enroll Ph.D. degree in future in the same discipline.

The committee met on 10.09.2008 at 5.15 PM in the Board Room of the Institute to discuss about the Examination Malpractice of Sri M.Venkatesh, Roll No.10505024 during Spring Examination-2008.
The committee has gone through all mid-semester and end.-semester examination answer scripts of Sri Venkatesh.
Following are the findings:
1. No discrepancies are observed in the answer scripts of mid-semester examination.2. No discrepancies are observed in the following three papers of End-semester examination.
3. (a) In the paper MN-384 : Mineral Processing Technology, the writing on the mainanswer book and in additional answer books (2 nos.) differ. considerably. The writing on the additional answer books is simiiar to the writing of the papers mentioned in (1) and (2) above.
(b) The writing on main answer book is more compact and majority of the ·writing doesnot c01Tespond to the questions asked in the examination. Out of this around 14 pageshave been crossed.
4. · (a) In the paper MN-366 : Geo Mechanics-I, the writing patteq1 of the additional answerbook is similar to the answers of (1) and (2) above. Hov,1ever, all the answers written
.... ·--In the -adaTffonar-answer book are repeatations ·or whatever is written in the main ans\ver book.
(b) The pattern of writing in main answer book is different at different pages. Asignificant portion of written script contains writing with pencil. ln many places thepencil writing has been erased and answers have been written in pen; that are in linewith the normal writing in other papers. At many places, the style of writing in pendoes not match with the writing in any other papers.

(c) Large portion of the writing in the answer book has not been asked in the examination.In nine pages of writing the student has marked ''Rough". The writing in these pages isvery compact and quantity of writing is inproportionately high when compared to thenomial writing.
From the above findings, the committee concludes that ·the main answer books of paper MN-384 : Mineral Processing Technology and the paper MN-366 : Geo Mechanics-I have beenwritten outside the. examination halJ prior to the commencement of examination. Thecommittee feels stro11gly on it on the basis of the past two records. of malpractice of SriVenkatesh .
The committee recommends to take suitable punitive measures. The minimum should be thescratching of all end-semester papers of Sri M. Venkatesh.

An institute of higher learning is essentially a place where scholars of appropriate disciplines congregate to study, experiment, discuss, teach and propagate their knowledge. NIT Rourkela is no exception.
While most of the scholars engaged in research and teaching remain in full time employment, an institute also provides research opportunity to visiting and part time scholars. Exchange of research personnel is an avenue through which an institute creates opportunities for many more scholars than is possible with salaried employees. It is a process that benefits not only the institute but also the scholars themselves.
Such research personnel are found among those of other universities, R&D laboratories, industry and among the general populace. Such dual responsibilities are particularly relevant in Indian context. Engineers and managers employed in industry convey valuable industrial experience to the next generation through their teaching activities, and in turn, gather research tools and a spirit of scientific enquiry from the institute. It leads to invention of new products, processes and manufacturing techniques and to optimized operation of existing facilities. In short, the system of adjunct faculty creates a win-win situation for the institute, the industry and the nation.
The Adjunct Faculty programme of NIT Rourkela is based on the following principles and procedures.
1. The Institute welcomes adjunct faculty from R&D Laboratories, Industry, Governmentand from self employed scientific, technical and other R&D professionals. There isno limit on the number of such faculty positions.
2. No rernuneration, fee, salary or honorarium shall be paid to an adjunct professor. Hewill, however, be eligible for reimbursement of travel expenses at actuals (subject toregulations applicable to regular faculty), local hospitality and expenses made onteaching or research activity.
3. The adjunct faculty shall be treated as a member of the department's faculty foracademic purposes. The members will have full access to the laboratories they areattached to. They will carry out research, guide student projects, offer theory andlaboratory classes as per their own discretion and convenience of the departments.There is no lower or upper limit on the volume or level of activity an adjunct facultycan carry out.
4. Adjunct faculty can serve as co-investigators in externally funded R&D andconsultancy projects, subject to the consent of their principal employers. In specialcircumstances they can serve as principal investigators with approval of the director.
5. Adjunct faculty shall normally not be given major administrative responsibility within adepartment.

6. Adjunct faculty shall not be eligible to enroll in an academic programme leading to adegree of NIT Rourkela.

8. Proposals can be received .;my time of the year, but will be considered by theappropriate committee according to a given schedule. · The committee willrecommend the suitability of proposed faculty member to NITR's academic ·programme and the designation (Professor or Assistant Professor) to be awarded.The decision of the Director shall be binding. All such appointments will be reportedto the Institute Senate.

A Ph.D. degree in .;my branch of engineering, science, humanities or management with five years of professional experience after Ph.D., or
A Bachelor's degree in Engineering or Master's Degree in science or humanities followed bY at least 15 years of professional experience in responsible and technically challenging. positions.
In either case, the proposed faculty member must hold a senior and responsible position in his own organization. As a part of his day to day activity he must be dealing with professional subjects and should be in a position of exploiting R&D in his own work.
10. Adjunct faculty members are expected to collaborate with regular faculty in R&D andpedagogic activities benefitting not only NIT Rourkela, but also their · ownorganizations. There is no upper limit on how much brain power a faculty memberdedicates to such academic activity or how much time he spends on it. The instituteshall, however, review the contribution of all adjunct faculty on annual basis. Facultymembers who are unable to devote at least an hour a week (average) or are notfinding a common interest with other faculty members of his department may beadvised to discontinue.
