1.0 INTRODUCTION Weston & Sampson Engineers, Inc., (Weston & Sampson) has prepared this semi-annual monitoring report on behalf of Maska US, Inc. for their property located at Pearson Industrial Park (hereinafter referred to as the “Site”) in Bradford, Vermont. This report is subject to the limitations described in Section 6.0 and a list of commonly used acronyms is provided in Section 7.0. The Site is currently monitored on a semi-annual basis in the spring and fall of each year. Groundwater is monitored and sampled in the spring and fall, while indoor air quality is sampled in the fall only. The fall 2014 groundwater sampling event took place between October 16, 2014 and October 30, 2014. Based on the spring 2014 monitoring results Weston and Sampson recommended and the State of Vermont approved, the elimination of MW-26A, MW-27A, and MW-28A from the monitoring and sampling regime. Reduction of analyses in MW-14C to chlorinated compounds only was also approved. In total, 33 monitoring wells were sampled. Indoor air samples were collected using Summa canisters and tested via EPA Method TO-15 on November 20, 2014. Air samples were collected in the Cresting and Office areas at locations previously utilized. This report presents the groundwater elevation, water quality and indoor air quality data obtained during the recent monitoring event and compares it to the long term trends seen across the Site. Conclusions are presented and recommendations are made regarding performance of the fall 2014 monitoring event.

2.0 GROUNDWATER MONITORING Groundwater elevations were measured on October 16, 2014 and passive diffusion bag samplers were installed in the wells to be sampled (due to its 0.5 inch diameter size, no diffusion bag was inserted into AS-02, and was sampled using a bailer). The depth to groundwater measurements have been converted to relative elevations presented on Table 1. Groundwater elevations across the Site averaged 2.49 feet lower than in April 2014. The effect of spring recharge is evident in wells east of Town Road 47. These wells show an average groundwater elevation decrease of 4.35 feet since April 2014. However, groundwater elevations on the west side of Town Road 47 average 0.52 foot gain in elevation since spring 2014. The spring high water elevations are even more pronounce in the “B” and “C” series wells screened in the deep portion of the aquifer. These wells averaged a 7.75 foot decrease since the spring 2014 high water period. Groundwater elevation trends are shown for select monitoring wells in Appendix A. Overall the fluctuations seen in groundwater elevations are typical of those observed historically. The historical highs seen adjacent to the Connecticut River in the spring of 2014 were dissipated by the time of the fall sampling event. Groundwater elevations across the Site show a general increasing trend since 2002. Groundwater elevation contour maps were generated for the “shallow” aquifer (A-series) monitoring wells (Figure 1) and for the “deep” aquifer (B and C-series) monitoring wells (Figure 2). The groundwater contours and flow directions shown on Figure 1 mimic those seen previously. Groundwater flows to the southeast beneath the Maska building and swings to the east as it approaches the Connecticut River. The groundwater gradient averages 0.018 ft/ft beneath the Site building, increases to 0.071 ft/ft under Town Road 47 and decreases to nearly zero near the Connecticut River. There appears to be flow out of the Connecticut River to the west due to the high runoff volume. These gradients are similar to those previously measured during high water conditions in the Connecticut River. Groundwater elevation contours for the “deep” B and C series monitoring wells are shown on Figure 2. Flow directions and gradients have returned to typical without impact from high water levels in the Connecticut River. Overall gradients are flatter than usually seen beneath Route 25 and east towards the Connecticut River. Flow out of the river into the groundwater is evident.

3.0 GROUNDWATER QUALITY
3.1 Sampling Methods
Groundwater quality samples were collected using passive diffusion bag sampling techniques from all wells except AS-02 which was sampled using a bailer due to its small diameter (0.5 inches) precluding passive diffusion bag usage. Diffusion sampling was conducted by installing a one-foot long diffusion bag sampler in the center of each well’s screened section on October 16, 2014. On October 30, 2014, the diffusion bags were retrieved and slit open. Samples of the water within each bag were placed in 40 ml vials, preserved with hydrochloric acid, stored on ice and delivered under chain of custody to Endyne, Inc. laboratory in Williston, Vermont.
Groundwater samples were analyzed using EPA Method 8260B; however, the results of the analyses are reported as either EPA Method 8010 (chlorinated) and/or 8021B (petroleum) compounds depending upon the requirements of each individual well sample. The compounds reported for each of the wells sampled is summarized in the following tables.

In total, 33 monitoring wells were sampled. The order in which the samples were obtained from wells was random, since potential cross contamination from a sampling pump is not a concern

due to diffusion bag sampling. Appropriate duplicates and other Quality Assurance/Quality Control (QA/QC) samples were collected throughout the sampling process (four duplicate samples and two trip blanks). Equipment blanks are not required since sampling pumps are not utilized.
3.2 Groundwater Quality Results
Laboratory reports for the October 30, 2014 sampling event are included in Appendix B. The data for: tetrachloroethene (PCE); trichloroethene (TCE); cis-1,2–dichloroethene; benzene, toluene, ethyl benzene, total xylenes (BTEX); and unidentified chromatographic peaks have been summarized and are presented in Table 2. Graphic representations of PCE concentration trends are included in Appendix A for select wells.
3.2.1 Shallow Groundwater PCE Plume The following table presents historic PCE data for several key A-series wells arranged from high to low groundwater elevation (generally along the direction of groundwater flow within the plume). These wells are screened in the shallow aquifer.

As indicated by the data above, PCE concentrations generally remained stable in the shallow aquifer at the Site. The VGES of 5 ppb was exceeded for PCE in 7 of the 22 A series wells sampled. The PCE concentration results from shallow A-series wells have been utilized to

generate the isoconcentration contour map included as Figure 3. The center of the shallow PCE plume is located surrounding UVP-02A and UVP-05A. The extent of the dissolved phase PCE plume has remained relatively stable over the past several years but is diminishing.
3.2.2 Deep Groundwater PCE Plume The following table presents historic PCE data for several key B and C series wells arranged from high to low groundwater elevation (generally along the direction of groundwater flow within the plume). These wells are screened in the deep aquifer.

Results indicate that deep aquifer PCE concentrations have both increased and decreased compared to previous levels. The increases near the Connecticut River are likely due to the high groundwater levels during the sampling event. The VGES of 5 ppb was exceeded for PCE in 4 of the 9 B and C series wells sampled. The distribution of PCE in the deep aquifer shown on Figure 4 extends westward beneath the Maska building. This is likely due to the lower water levels seen in the Fall of 2014 compared to the Spring of 2014.
3.2.3 PCE Degradation Products PCE degradation products TCE and/or cis1,2-DCE continue to be intermittently detected in MW-15D, MW-30B, CTW-01C and CTW-02C. The VGES of 5 ug/L is currently exceeded for TCE in CTW-02C only. The concentrations of TCE and cis1,2-DCE reported in October 2014 are within historic ranges and remain relatively low.
3.2.4 BTEX Plume
Total BTEX concentrations have been mapped and isoconcentrations developed representing the October 2013 sampling results on Figure 5. The heart of the BTEX plume remains in the former underground storage tank (UST) area at the Upper Valley Services building (UVS-3A). BTEX concentrations at the center of the plume are approximately 14,870 ug/l (UVS-3A). No other BTEX compounds were detected at the Site during the May 2014 sampling event.

3.3 Sampling Decision Tree
In May 2003, proposed changes were made to the sampling decision tree presented in the CAP for determining whether wells should be removed from the routine sampling schedule. Instead of a single decision tree, each well would be evaluated first based on chlorinated hydrocarbons and then based on BTEX concentrations. This distinction was necessary as the costs for monitoring PCE contamination are borne by Maska, U.S. while the Vermont Petroleum Cleanup Fund (PCF) is responsible for petroleum contamination costs. The revised sample decision trees were approved by the VTDEC and are presented in Appendix C. After reviewing the October 2014 water quality data, Weston & Sampson recommends the following changes to the sampling plan:

4.0 WELL MAINTENANCE PLAN At the request of the VTDEC, a Well Maintenance Plan was initiated to ensure that all monitoring wells are periodically inspected and repaired, as needed. Inspections are performed during each semi-annual groundwater sampling event, whereby each well is visited by the sampling crew and evaluated for repairs. The wells at the Site were inspected by Weston & Sampson during the October 2014 monitoring round and were found to be in good repair with a couple of exceptions. Bolts and the holes for the bolts on the curb box are missing from UVS-03A. This well will continue to be monitored since several BTEX compounds exceed VGES. The road box for this well should be replaced during the spring 2015 sampling event or during well abandonment activities, whichever occurs first.

5.0 INDOOR AIR QUALITY MONITORING Ambient indoor air samples were collected from the former Cresting area and the former Office area of the Maska facility. Collection of samples from the former Dunnack Residence and UVS Register Area were discontinued in 2012 with approval from the VTDEC. The air samples were collected utilizing individually certified 6 liter Summa canisters and analyzed via EPA Method to-15 on November 20, 2014. Compounds reported are limited to PCE, TCE, and BTEX. A duplicate sample was collected form the Cresting area. Sample set up and collection logs and laboratory results are included in Appendix D. The table below summarizes the indoor air PCE concentrations collected over the past several years at the Maska Site.
-- No Sample Collected The data indicate that indoor air concentrations of PCE are similar to previously collected data. As the building is currently vacant no risk of impact to occupants from PCE exists. TCE was not quantified in either sample. BTEX was observed at low levels well below each constituents RSL and IROCPP levels.

6.0 SUMMARY AND CONCLUSIONS Weston & Samson offers the following summary and conclusions regarding the data gathered during the October 2014 monitoring event: Groundwater depths in the shallow aquifer remained fairly constant but deep aquifer levels
decreased significantly between April and October 2014. Flow directions and gradients are generally consistent with historic flow directions and gradients.
The concentrations of PCE, PCE degradation by-products and BTEX in groundwater are similar to concentrations previously measured.
The distribution of PCE is similar to that previously measured in the shallow aquifer.
The distribution of PCE in the deep aquifer is similar to that previously observed.
BTEX compounds were not identified outside of the former UST source area..
The distribution of PCE degradation by-products was similar to previous monitoring results.
PCE, TCE and benzene concentrations continue to exceed VGES at the Site.
Indoor air quality in the Maska facility are similar to past sampling events
Based on the data collected to date the following recommendations are offered: 1. Change Site groundwater monitoring and sampling frequency to an annual schedule in the
fall of each year.
2. Perform ambient indoor air monitoring annually in the fall.
3. Perform the next groundwater sampling event utilizing diffusion bags in October 2015 making adjustments to the sampling plan if approved by the VTDEC.
4. Remove MW-14C and MW-21A from the monitoring and sampling regime.
5. Change the required analysis for MW-01A and AS-02 to EPA Method 601.

A "W" designates the Williston, VT lab under NELAC certification ELAP 11263; "R" designates the Lebanon, NH facility under certification NH 2037 and “N” the Plattsburgh, NY lab under certification ELAP 11892. “Sub” indicates the testing was performed by a subcontracted laboratory. The accreditation status of the subcontracted lab is referenced in the corresponding NELAC and Qual fields.

The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation
or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report.
Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet all of the requirements of
NELAC, for all NELAC accredited parameters. The data presented in this report is organized by parameter (i.e. VOC, SVOC, etc.). Sample
specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample,
followed by the Laboratory Batch Quality Control at the end of each parameter. If a sample was re-analyzed or re-extracted due to a
required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is
designated with an "R" or "RE", respectively. When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the
associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific %
recovery or RPD value that is outside the listed Acceptance Criteria is bolded in the report. All specific QC information is also incorporated in
the Data Usability format of our Data Merger tool where it can be reviewed along with any associated usability implications. Soil/sediments,
solids and tissues are reported on a dry weight basis unless otherwise noted. Definitions of all data qualifiers and acronyms used in this
report are provided in the Glossary located at the back of the report.
In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some
quality control failures to occur and still be within method compliance. In these instances the specific failure is not narrated but noted in the
associated QC table. The information is also incorporated in the Data Usability format of our Data Merger tool where it can be reviewed
along with any associated usability implications.
Please see the associated ADEx data file for a comparison of laboratory reporting limits that were achieved with the regulatory Numerical
Standards requested on the Chain of Custody.
HOLD POLICY
For samples submitted on hold, Alpha's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days
from the date the project is completed. After 21 calendar days, we will dispose of all samples submitted including those put on hold unless
you have contacted your Client Service Representative and made arrangements for Alpha to continue to hold the samples. Air canisters will
be disposed after 3 business days from the date the project is completed.
