Establish a shared political control by the major players in the ESR, offering services to all communities irrespective of their status.
Create new models and economic balance between public and private stakeholders in scientific publishing.
BSN consists of 8 segments for which actions have been initiated by different operators (documentation specialists, research laboratories ...). The infrastructure is designed to mount BSN quality, give coherence to these actions (networking) and improve the cost-effectiveness ratio. Its realization requires a repositioning of various traditional operators of STIs. The choice was made not to make this relocation a prerequisite for any action, but that it stems from policy choices.

National purchases by mutualization
Couperin will propose a new procedure for the acquisition of e-books, which aims to coordinate purchases by aggregating spending to obtain a national license for selected titles..
The peculiarity of the model is to obtain a national license acquisitions without the contribution of central funds, and without requesting specific contribution to schools outside their current acquisition policy.
Originality is to aggregate individual needs and expenses that were allocated to the purchase of certain resources to benefit all communities potentially interested.

National purchases by mutualization
Principle Price of a resource = P Resource price in national license = N x P
If at least N libraries buy the resource, the whole country benefits. The goal is to have a factor N as low as possible.
Success factors A willingness to share Acceptance of the model by publishers

NegociationA slight decrease in the amount of resources negotiated: The number of negotiators dropped 13% this year. Despite
the success of the call for negotiators and the establishment of specific training and support tools, some resources are orphans
Unequal distribution of resources by negociator (particularly evident in SVS) and within the network
Difficulties in setting up new groups of orders (a hope for IEEE 2012), and even to perpetuate them (Springer, NRC)
