1. EXECUTIVE SUMMARY
1.1 INTRODUCTION
Meerut College is a premier Co-educational institute of Northern India celebrating its Quasquicentennialanniversary this year (1892-2017). Its 125 years of glorious past are full of academic stirring. It was establishedon 15.07.1892 and a Centennial Postage Stamp was released in 1992 by Department of Post & Telegraph tocommemorate this occasion.
Meerut College is located in the heart of Meerut City; 65 Kms. North of New Delhi. Its latitude and longitudeare: 28.99106 and 77.71439. The main campus of the College, spread over in 51 acres, has academicdepartments, laboratories, library, computer centre, moot court and administrative block. This campus also hasbuildings for professional courses, study centre of Indira Gandhi National Open University, NCC and NSSoffices. This campus has 4 boys hostel and a women hostel, health centre, students’ union building,gymnasium, residential accommodation for teaching and non-teaching staff, a stationary shop, a post-office andCBS branches of two nationalized banks.
The second Campus of the institution, known as Bhama Shah Park (earlier known as Victoria Park), is spreadover an area of 33 acres. It has an athletic ground.
The third campus of the institution, popularly known as Jafar Wala Bagh, is spread over an area of 18 acres. Ithas yet to take a definite shape. The total area of the college is about 102 acres.
Vision
Our vision is to keep the College at the forefront of Centres of teaching, learning and research. And our missionis to produce academically excellent students who are globally competitive and socially committed citizens ofthe country. The motto of the college is: “Utisthit Jagrat” (Arise, awake and stop not till the goal is reached).
Mission
The College has continuously monitored its all round progress in academics and its enetring into the IIIrd Cycleof NAAC with an accreditation status of Grade A institution is indicative of its potential for excellence. Ourmission is to not only maintain its status but to excel in all fields of higher learning. The college has alsoentered in the IIrd Phase of CPE of UGC and has been recognized with Heritage Grant of UGC. Our mission isto get it recognized amongst the top fifty colleges of the country excelling in academics and sports.

· Transparent Admission Policy based on a merit list prepared by CCS University for UG and PGstudents.
· Sufficient Infrastructure.
· Experienced and Qualified Faculty members.
· Runs regular UG (26) and PG (25) courses.
· 8753 regular students (2017-18), 164 permanent faculty members, 06 mandeya teachers, 20 facultymembers in the Self-finance programme.
· College has wonderful sports facilities at its Bhamashah Park where world class facilities for Cricket,Badminton, Swimming and Athletics etc. are available.
· Personality Development and placement is an integral part of Career & Guidance Cell.
Institutional Weakness
· All the classrooms do not have ICT access.
· In view of high number of regular students, maintaining discipline in the college campus as well asin the hostels is a constant cause of concern to the Proctorial board, college authorities and governing body.
· In view of number of regular students registered less resources are available.

New vocational courses need to be started soon.
Job oriented diplomas need to be started soon.

· To work with limited resources as the fees charged are very minimal.
· Maintaining Teacher - student ratio as per UGC/NAAC criterion is a challenge as the appointments arestill pending at UPHEC.
· To manage classes with insufficient number of faculties. Some help of retired teachers is being takenunder a programme of reemployment of Retired teachers. Under this programme around 13 retired teachers areworking in the college.
· Delivery of quality service and maintenance of the standards set in view of the increasing number ofstudents.
· Ensuring optimum utilisation of existing facilities (including ICT facilities).
1.3 CRITERIA WISE SUMMARY
Curricular Aspects
Meerut College is affiliated to C.C.S. University, Meerut. The curriculum designing, development andimplementation is done by the University. The College aims to inculcate the highest intellectual standardsthrough rigorous academic commitment and discipline. MCM Students are inspired to aspire to higher levels ofacademic achievement by mastering the subjects they have chosen. These are in tune with the goals andobjectives of the institution which are made available to its stakeholders through the College website, theCollege academic calendar and prospectus.
College has 22 subjects being offered as regular subjects duly approved by CCS University under five streams– Arts, Commerce, Education, Law & Science and 3 professional courses under self-finance scheme being runat UG level. Therefore, undergraduate students have a choice of wide range of subjects which they can chooseaccording to their interest, requirement and combinations allowed.
At post-graduate level, students can choose any one of the 25 subjects as per their eligibility and merit.
The Meerut College, Meerut is a recognized centre of Research for Ph.D. in 22 subjects.
Academic flexibility in core programmes is available only at post-graduate level. At undergraduate level,however, freedom of choice of subjects is available with restrictions.
College has an IGNOU study centre in the campus. The IGNOU study centre is activated for more than 40degrees, diploma and certificate courses. Students can choose one degree/diploma and a certificate course ofIGNOU along with their regular degree course of CCS University.

The academic calendar and exam schedule is provided every year by the CCS University in the month of Junefor the next academic session. Faculty members are informed well-in-advance about the courses allotted tothem along with their departmental time tables by the departmental heads. The main teaching-learning methodadopted by the faculty members are lectures, experimental exercises and interactive sessions. At post-graduatelevel, seminars, projects, quiz and excursions are also part of the teaching and learning process. In severaldepartments faculty members use computer-assisted learning devices such as LCD projectors and interactiveboards in post-graduate classes. Thus the use of ICT tools is regularly being done by faculty members.However, more smart classrooms are needed in order to reach all our UG students.
The schedule for internal assessment is finalized at the College level, and is communicated to all students,faculty members and administrative staff. The academic calendar of the college is prepared in accordance withthe University admissions, external examinations and evaluation schedule.
Internal evaluation of answer books is done by the college faculty and the CCS University arranges centralevaluation of all answer books at the University Campus to expedite declaration of exam results
Research, Innovations and Extension
The College administration and College management always encourages research activities by teachers andresearch scholars. Faculty members are granted short and long term leave for their projects/research work, andare encouraged to attend national and international conferences and workshops.
A good number of national/international publications totalling about 378 (during last five years; 2012-17) areindicative of research potential of the College. Most of these research papers were published in peer reviewedjournals with ISBN/ISSN numbers and impact factors.
Some Grants from College Research Fund (created from the fee collected from research scholars)/UGC-CPE/CSIR/other nodal agencies, is made available to concerned departments for organizing internal seminarsand conferences. During the last five years, 48 faculty members had attended Refresher/Orientationprogrammes and 492 papers were presented by faculty members in National/International Conferences
Infrastructure and Learning Resources
The college ensures adequate facilities for teaching-learning. There are 87 classrooms, 31 laboratories, 10departmental libraries, one central library and more than 200 computers and laptops. The college has promotedthe use of ICT tools for teaching-learning processes.
The College has good infrastructure facilities in terms of building, class rooms, lecture theatres andlaboratories. The budget sanctioned under BSR, additional equipment grant and CPE schemes of UGC havebeen utilized in upgrading the laboratory facilities and computerization of central library. The funds have alsobeen utilized in setting up a Central Instrumentation Lab. Several CPE approved star departments have adoptedICT and other modern teaching methods including smart classrooms. The semester system and midterm internalevaluation of students have been adopted at the post-graduate level. Students are now well adapted to thesystem. Some departments have been successful in collaborating with foreign institutions/ agencies. Fourdepartments are also bringing out UGC recognized research journals. The common facilities available in thecampus include staff rooms, common room for students, a health care centre, gymnasium, two vehicle parking

areas, telephone, intercom, internet and purified drinking water facilities. Besides, there are CBS branches oftwo Nationalized Banks and a Post-office within the campus. Overall built up area of the college at presentis:38070.09 sq.mtr.
The college has taken care to make all its buildings accsessible to differently-abled users.
Student Support and Progression
The college ensures academic monitoring at all levels and ensures student progression in all regular and Self-Finance Courses. The enrolments done during last five years are indicative of the academic excellence ofMeerut College, Meerut. The following regular students were enrolled and the year-wise data are as follows:11223 (2013-14), 11042 (2014-15), 10406 (2015-16), 10738 (2016-17) and 8753 (2017-18).
The College has a Student Welfare Board and a Placement Cell which provides personal and professionalcounselling to the students and also help them in getting placement.
To develop entrepreneurial skills amongst the students, the College has started some job oriented coursessuch as B.Sc. Computer Science, B.Sc. Home Science, B.Sc. Biotechnology, M.Sc. Home Science and M.Sc.Computer Science.
Governance, Leadership and Management
Meerut College is a government aided institution. The State government gives only the salary component of thetotal institutional budget. Most of the funds for academic activities, augmentation of teaching-learning andinfrastructure development are made available by University Grants Commission under different schemes, suchas BSR, CPE, additional equipment grants, books grant and building fund, etc.
The management of the College makes effort to develop the institution as a seat of higher learning and alsoensures that the students of the institution become responsible citizens. The President, Hony. Secretary andmembers of the executive committee have vast experience of managing educational institutions and industrialestablishments. All the office bearers of the present Executive Committee are very well read, leading BusinessLeaders with National and International exposure in education scenario. One of the healthy practices of theinstitution is that the management does not directly interfere in the teaching-learning process.
Principal is the academic and administrative head of the institution who manages the teaching-learningprocesses receiving feedback from IQAC. .
At the beginning of the academic year, various departments and the members of administration scrutinize thework load and assess the need for infrastructural requirements. This is further scrutinized by the Principal. Allsuch activities lead to skill sharing across departments and in creating conducive academic environment.

Institutional Values and Best Practices
The institution has the practice of incorporating students in the academic and administrative bodies. This,besides creating a healthy academic environment in the campus, also helps in organizing annual cultural andsports events. Student’s representation in administrative bodies have been very helpful in maintainingdiscipline in the campus. It has also been instrumental in controlling ragging and eve-teasing.

4. ICT based teaching-learning in Under-graduate and Post-graduate classes.

7. Decentralized administrative set-up.
8. Representation of all sections of employees in the executive committee of the College Management.
9. Representation of students in several administrative and academic committees such as Proctorial Board, Anti-ragging Committee, Hostel Committees, Sports Council, Cultural Societies and Departmental academiccommittees.
10. Career Counselling and Placement cell.
11. Women Cell.
12. Faculty wise departmental meetings of students to know their problems and speedy redressal.
13. Teachers appraisal filled by students and regularly being submitted to IQAC. These appraisals areconstantly being reviewed internally by IQAC and the outcomes are discussed with the Principal.
14. Self-appraisal by faculty which is used for CAS etc. This is duly evaluated by IQAC for API etc. and IQACensures regular CAS meetings of the faculty.

Meerut College is affiliated to C.C.S. University, Meerut. The curriculum designing, development andimplementation is done by the University. The College aims to inculcate the highest intellectual standardsthrough rigorous academic commitment and discipline. MCM Students are inspired to aspire to higherlevels of academic achievement by mastering the subjects they have chosen. These are in tune with thegoals and objectives of the institution which are made available to its stakeholders through the Collegewebsite, the College academic calendar and prospectus.
College has 23 subjects being offered as regular subjects duly approved by CCS University under fivestreams – Arts, Commerce, Education, Law & Science and 3 professional subjects under self-financescheme being run at UG level. Therefore, undergraduate students have a choice of wide range of subjectswhich they can choose according to their interest, requirement and combinations allowed.
At post-graduate level, students can choose any one of the 25 subjects as per their eligibility and merit.
The Meerut College, Meerut is a recognized centre of Research for Ph.D. in 22 subjects.
Academic flexibility in core programmes is available only at post-graduate level. At undergraduate level,however, freedom of choice of subjects is available with restrictions. A student is not allowed to opt thefollowing combinations of subjects at UG level:
Hindi and Urdu, Economics and Philosophy, Defence studies and Home Science,
Political Science and Statistics, Psychology and Geography, Sociology and Drawing & Painting

Physical activity isan outlet for releasing tension and anxiety. It also helps in strengthening peer relationships and reduces therisk of falling into the traps of anxiety and depression. It also helps the students to understand the environment in which we live in a better way. It makes themaware of the renewable and non-renewable natural resources and how to use them judiciously. It gives thestudents a better understanding of the natural disasters and their management, the problem of pollution andhow it can be reduced. This subject also addresses various socio-environmental issues like pollution,nuclear hazards, solid waste management, sustainable development, water conservation, populationexplosion and wild life protection etc. Besides this it also inculcates in them a feeling to become aresponsible citizen by observing solid waste management, recycling, observing and green chemistry issuesetc.
Bhartiya Sanskriti & Rashtriya Gaurav: This foundation course was conceived for UG classes in orderto impart knowledge about Indian Culture, Social structure, respectable position of Indian women in oursociety, basis of Indian philosophical thoughts including the coverage of our classical epics like:Ramayana, Mahabharata, Buddhist and Jain literature, important Indian philosophers and thinkers. It alsocovers the ancient Gurukul system, various ancient Universities as seats of learning. Ancient art andarchitecture is an integral part of this curriculum. Old Indian contributions in the field of astronomy,mathematics, metallurgy, agriculture sciences, economics, medicine, surgery, Ayurveda and Yoga. The academic calendar and exam schedule is provided every year by the CCS University in the month ofJune for the next academic session. Faculty members are informed well-in-advance about the coursesallotted to them along with their departmental timetables by the departmental heads. The main teaching-learning method adopted by the faculty members are lectures, experimental exercises and interactivesessions. At post-graduate level, seminars, projects, quiz and excursions are also part of the teaching andlearning process. In several departments faculty members use computer-assisted learning devices such asLCD projectors and interactive boards in post-graduate classes. Thus the use of ICT tools is regularly beingdone by faculty members. However, more smart classrooms are needed in order to reach all our UGstudents.

The College administration and College management always encourages research activities by teachers.Faculty members are granted short and long term leave for their projects/research work, and areencouraged to attend national and international conferences and workshops.
A good number of national/international publications totalling about 378 (during last five years; 2012-17)are indicative of research potential of the College. Most of these research papers were published in peerreviewed journals with ISBN/ISSN numbers and impact factors.
Grant from College Research Fund (created from the fee collected from research scholars) is madeavailable to all the departments for organizing internal seminars and conferences. 2.5 Evaluation Process and Reforms 2.5.1 Reforms in Continuous Internal Evaluation(CIE) system at the institutional level

Reforms in CIE
All the evaluated answer books of Internal semester exams are usually Shown to the
PG students to enable them to grasp their shortcomings. All the related suggestions
regarding their performance are instantly given by the faculty to improve their performance
in the subsequent exams.Since only P G regular courses are being run under semester
system (besides the ones under self-finance in UG system; i.e. B.Sc. Computer Science,
Biotechnology and Home Science), by the CCS University with whom college is affiliated;
all attempts are made to complete the Unit wise syllabi of PG students to enable them to
appear in internal exams. The internal exam answer books of PG students are kept in the
department for three years in order to address discrepancies, if any. PG students are now
required to submit their tutorials, assignments, seminar summaries, project work for internal
assessment etc. to respective mentor/faculty teaching that paper/course to complete the
requirement of evaluations of internal exams as was assigned to them in the beginning
of the semester.

The University examination committee of which our College Principal is a Member, meets beforeplanningthe semester and annual examinations at University level. For handling all examination relatedgrievances the heads of various evaluation centers constitutes a subject experts committee that based on thereports of Senior Suprintendent / invigilators / flying squads deals with the UFM cases. All other casesrelated to non-evaluation of answer books , scrutiny , re-evaluation etc are dealt by Secrecy department atUniversity level as per Univresity examination rules. In some of the RTI cases University respondsaccordingly.

and they are inturn felicitated on the College Day function by awarding them: Merit Certificates, Trophies
and Cash awards. It is ensured that all other students also attend this function where the achievements
of various sports persons and academic outcomes of the Institution are shared.

3.4 Extension Activities 3.4.1 Extension activities in the neighbourhood community in terms of impact and sensitising

Extension activities in neighbourhood communities:
The college runs two units of NCC (2nd Armoured and 70 UP Bn.) admitting 204 cadets and three units ofNSS admitting 300 students.
It is an integral part of their co-curricular activities to actively take part in extension activities in theneighbour community to promote societal services with regard to: Environmental awareness, Greening ofsurrounding environs, Tree plantation in and around the sports facility at Bhama Shah Park and in theCollege campus, Drug abuse, Ban on the use of plastics, Mosquito eradication, Gender sensitization, Savethe Girl Child, AIDS Awareness, Promotion of Organic farming and checking of degradation of Agro-ecosystems, Traffic Awareness Exercise and Adult Education etc.
They have also taken up rallies for: Swacchch Bharat Abhiyan, Awareness about harmful effects of E-wastes and Human Rights Rallies.
Besides this the NSS and NCC students have also been active in taking part in Blood donation campsorganized by the college involving doctors and authorities from LLRM Medical College, Meerut.
In an event in 2015, held at the Department of Geography and jointly held by NCC units of MeerutCollege, Meerut and RAM (Army - Meerut Sub Area) around 756 units of blood was donated underthe able supervision of qualified Doctors.One rally on Human Rights was organized by NCC cadets on 10th, December, 2017 in which about200 cadets took part.

4.1 Physical Facilities 4.1.1 The institution has adequate facilities for teaching- learning. viz., classrooms, laboratories,
computing equipment, etc.
Response:
The college ensures adequate facilities for teaching-learning. There are 87 classrooms, 31 laboratories, 10departmental libraries, one central library and more than 200 computers and laptops. The college haspromoted the use of ICT tools for teaching-learning processes.The College has good infrastructurefacilities in terms of building, class rooms, lecture theatres and laboratories. The budget sanctioned underBSR and CPE schemes of UGC has been utilized in upgrading the laboratory facilities and computerizationof central library. The funds have also been utilized in setting up a Central Instrumentation Lab. SeveralCPE approved star departments have adopted ICT and other modern teaching methods including smartclassrooms. The semester system and midterm internal evaluation of students have been adopted at the post-graduate level. Students are now well adapted to the system. Some departments have been successful incollaborating with foreign institutions/ agencies. Four departments are also bringing out UGC recognizedresearch journals.The common facilities available in the campus include staff rooms, common room forstudents, a health care centre, gymnasium, two vehicle parking areas, telephone, intercom, internet andpurified drinking water facilities. Besides, there are CBS branches of two Nationalized Banks and a Post-office within the campus. Overall built up area of the college at present is:38070.09 sq.mtr.

4.2 Library as a Learning Resource 4.2.1 Library is automated using Integrated Library Management System (ILMS)
Response:
The Central Library of Meerut College uses SOUL 2.0 system and it houses about 181000 books. TheLibrary is being run in a Heritage Building. The college has about 10 departmental libraries. Of them five libraries are issuing and returning booksusing barcodes. The library is per day being used by around 115 students and various faculty members.To monitor the functioning of the library, there is a library committee headed by a Professor-Incharge. Themajor responsibilities of the library committee are: (i) to monitor the services and functioning of the library, (ii) to consider and implement the suggestions made by management, faculty members andstudents (especially regarding procurement of new text books, automation and maintenance, etc.) Library has entered all its titles and accession numbers, etc., on a computer software that enablesoffline searching of the books, journals, etc. The vigilant staff of the library ensures that no cases of booktheft occur. The library has also started a Best Library User Award for students (one each for male andfemale students). The INFONET Centre in the library has ten computers with internet facility. The library also has aphotocopier, an added facility for readers. The institution is a member of the INFLIBNET services (in themultiuser category). Students and faculty have access to e-literature. All library purchases are centralized. The heads of the departments are informed about the librarybudget of their departments. The HODs, in consultation with departmental colleagues prepare the list ofbooks and journals to be sent to the library committee. The same are purchased after inviting quotationsand the payment is made from the departmental library grant budget from UGC. The library staff remains acquainted with the latest arrivals so that they can locate and display thesame for the benefit of users. They also help the faculty and students in physically locating thebooks/journals in the almirah/book shelf, after finding the same on computer. Some of the other servicesprovided by central library to its users include display of newspapers, clippings and cuttings of variousemployment related advertisements and research positions (JRFs, RAs, etc). Some of the new arrivals ofthe text books and reference books are also displayed.

Since its conception in 1892 initial four Principals of Meerut College, Meerut were Britishers. Thefounder Principal Mr. W. K. Bonnoud served the College from 1892 to 1895. Our first Indian Principalwas Dr B R Chatterji (1942-52) who himself was an author of some famous works. Thus Meerut College

There are set procedures for maintaining and utilizing physical, academic and support facilities includinglaboratories, library, sports complex, computers and classrooms.
· There is a standard skeleton of time-table adopted by college having a detailed planning of utilizationof classrooms showing classroom numbers. Various departments are given freedom to prepare their owntime-table following the slots given to them in the skeleton. This is looked after by the Time-tableCommittee and ensures smooth sharing of classroom/laboratory resources.
· Library has chalked out various working days to issue books to various faculties and this has enabledthe staff in division of labour and has reduced overcrowding in the library. The library is centrally locatedin the College and opens from 10 AM to 5 PM on all working days and about four hours on all exam days.
· All academic and support facilities are made available to the faculty willing to use ICT tools forlectures, PG student seminars, Research scholars Pre-Ph.D. seminars, Ph.D. Viva-Voce, for invited talks,and for various Seminars, Symposia, Workshops and FDPs. A prior permission to use the same is requiredfrom Principal Office.
All departments have computer access either in their own departments or in the Central Computer lab.Separate computer labs also exist in: Maths department, Statistics, Physics and Self Finance Departments.
Sports complex has a very large campus away from the main campus. This in turn allows the sportspersons to practice sports of their liking in a very well maintained sports arena called : Bhamashah Park.This is about one kilometer from the main campus.

6.1 Institutional Vision and Leadership 6.1.1 The governance of the institution is reflective of an effective leadership in tune with the vision

The management of the College is being run by Meerut Collegiate Association and it makes a dedicatedeffort to develop the institution as a seat of higher learning. The President, Hony. Secretary and membersof the executive committee have vast experience of managing educational institutions and industrialestablishments. All the office bearers of the present Executive Committee are very well read and areleading Business Leaders with National and International exposure in education scenario. One of thehealthy practices of the institution is that the management does not directly interfere in the teaching-learning process and in the functioning of the Principal.
The adequacy, maintenance and plans for development of infrastructure and resources are regularlymonitored by various committees and management.The mangement meets at regular intervals and all theminutes of meetings are noted down. It gives approval to all maintenance work, construction of newclassrooms, laboratories etc. All the academic requirements i.e. books, instruments and other paraphernaliaare first approved in departmental committees and subsequently an approval is taken from the Principaland Hony. Secretary before any such purchase is done.
Representation of faculty members, employees in the executive Committee of Meerut CollegiateAssociation by virtue of seniority and rotation makes this body and its functioning transparent.
The management ensures quality education by promoting teaching-learning process at the college andensures highest standards of commitment by its employees.
The College administration and College management always encourages research activities by teachersand research scholars. Faculty members are granted short and long term leave for their projects/researchwork, and are encouraged to attend national and international conferences and workshops.

6.1.2 The institution practices decentralization and participative management
Response:
The institution practices decentralization of academic and administratice duties by assigning differentworks to different committees. The Non-teaching staff also cooperates in Admission, examination andmaintaining student data related to classes, class sections, time-table, fees/dues, TC/Chacacter certifictes,fellowships etc. All these committees are supervized by a senior faculty member as a Coordinator of thatcommittee. All these committees are mentioned in the Prospectus so that the students concerned can get intouch with them. The decentralization of power through Chief Proctor, Proctor and DSW enables thePrincipal in smooth functioning of the College activities.
The College ensures taking up strategic development and deployment in its duly constituted committees asper the guidelines of UGC. The college was granted a development fund by UGC in XI plan and Rs.1,34,78,000/- under the Heritage Grant (UGC).
One very good example of deployment of Heritage Grant project includes examples of all papers of variousmeetings attended by learned members of Building committee. This includes the following projects that areeither completed or still undergoing:
1). Zoology Museum has already been renovated utilizing the Heritage Grant.
2). The construction work of History Museum (for preserving Historical articles etc.) is underway.
3). Projects/ Field trips/ Study tours by PG students to study Heritage areas and structures have alreadybeen taken up.
4. Renovation of Dr P.N. Banerjee Lab of Dept. of Chemistry is underway.

The Strategic Plan of the College is discussed in the Management Committee meetings in presence of

Principal. All the stakeholders especially IQAC is informed about the developmental aspects ofinfrastructure facilities in the College. All academic requirements of various departments are invitedthrough Heads. All such requirements are at first considered by the Principal and afterwards the same aresent to the Hony Secretary for final approval.
All construction work related tenders are at first considered by College Building Committee as per theguidelines of UGC, and by Management Committee and the required papers are also displayed on theCollege website in order to bring transparency in functioning.
In order to centrally execute all maintenance work and resource mobilisation the college has anengineering department. All deployment documents related with construction, books, equipment relatedpurchase and audit related papers are available at the office of the Bursar.
6.2.2 Organizational structure of the institution including governing body, administrative setup, andfunctions of various bodies, service rules, procedures, recruitment, promotional policies as well asgrievance redressal mechanism
Response:
The College executive committee is the supreme planning body of the institution to develop theperspective institutional plans. The EC in it meetings takes up the developmental issues of the institutionwhich are also discussed in the Development and Building Sub-Committee of the executive in presence ofthe Principal. The participation of five senior teachers and one non-teaching staff members in the ECmeetings is also ensured. Implementation and execution of developmental plans is supervised by theCollege Engineer along with charted architect. Help of PWD/Govt. engineer is also taken for supervision.
Functions of Various Bodies:
Various administrative and academic committees including IQAC, UGC Committee, Sports Council,Cultural Committee, etc. have well defined duties and previleges that are assigned to them by thePrincipal. The details of these committees are printed in the College Prospectus each year in order to makethe faculty and students aware about them.
Service Rules: The College Faculty and Principal are goverened by UPHEC, Allahabad, rules and that ofthe Affiliating U.P. Universites Act and all UGC guidelines that are time to time directed by the AffiliatingUniversity

Meerut College, Meerut has a cooperative society in its campus for financial assistance to teaching and non-teaching staff members. This society is functioning under Cooperative Bank and provides an easy loan ofRs. 8,00,000/- to the teaching faculties and Rs. 4,00,000/- to the non-teaching staff members.
In the college the residential facility is also available. The staff quarters are well maintained and they havebeen allotted to the teaching and non-teaching staff members.
The college has sufficient infrastructure, and majority of departments have provided separate chambers tothe faculty members and joint staffrooms for the non-teaching staff members.
The college is also sheltering health facilities in the campus, available to all faculty members. A wellequipped gym is being run in the physical education department which is freely available to the teachersand non-teaching staff members. The IQAC takes interest in preparing and submitting its Annual Quality Assuarance Report (AQAR) toNAAC.
The IQAC at Meerut College, Meerut has been instrumental in assessing the API scores of 76 facultymembers for Career Advancement Scheme (CAS).All these faculty members were assessed based on APIscores as per the guidelines of UPHEC and had attended their screening/selection committees to get theirCAS approved by the govt.
The IQAC also does regular monitoring of student feedbacks received from PG students and the outcomesare discussed with the Principal. The students are encouraged to give feedbacks about teaching-learningpractices. Review of teaching learning process
Initially before conducting NAAC Cycle first in 2006 we were using basic pedagogical tools for teaching-learning processes that included the lectures, chalk and duster methods etc. However, with theadvancement in technology and teaching-learning aids we are striving forward towards imparting ICTbased education. The faculty members at the college are now using Power Point presentations, variousmodels, animations and videos in theory as well as practical classes. Still, in view of our intake ofstudents, we have not been able to make all of our classrooms ICT enabled. Sincere attempts are on tomobilize resources to increase the use of modern technology to cover a greater number of students.
Methodologies of operation
At the initial level various curricular aspects are discussed at the Department level, after which they arediscussed in the IQAC. And all relevant suggestions are given to the Department concerned.
Learning outcomes at IQAC
The IQAC ensures filling up of the student appraisal at regular intervals by announcing prior dates (eitherby student’s name or anonymously) in order to evaluate the various courses taught in the College. TheIQAC internally monitors all such appraisals and the subsequent actions are taken by the Principal. Allthese exercises have proved to be useful in establishing a sound methodology of functioning and inenhancing quality education.
This has not enabled the college administration in maintaining our teaching-learning standards but has alsoearned a good name for the institution.

Meerut College, Meerut undertakes the responsibility towards upkeeping the campus neat and clean besideminimal damage to the environment and hence checking the carbon footprint. Though, our institution isprimarily non-residendial in nature in terms of students while offering housing facility to teaching and non-teaching staff partially. This in turn eliminates the need of waste management on large scale. The requiredwaste management of institution is mainly related to 1) Main campus - academic block and 2) Residentialarea.
1) Main campus: a) Solid waste: This is primarily due to plants and tree foilage, which is geathered anddumped in designated pits for decomposing and reutilized as mannure. Other types of waste is collected inbins kept at various points near higher footfall areas and regularly dumped in to muncipal bins outsidecampus. b) Liquid waste: There is little need of liquid waste management except for toilets and urinals,which is dealt with attached waste pits in most cases. c) e-waste: There is hardly any e-waste generation atthe institution hence rare need of its management. Meerut College, Meerut boasts its huge campus of 102 acres, which is endowed with a large number ofever green trees, fruit plants, ornamentals and seasonal flowering plants of various species. The maincollege campus has five landscaped lawns and most of the trees and plants in the campus have been labeledwith Botanical names and common names. The department of Botany is maintaining an Arboretum wheremedicinal plants are grown and available to the public free of cost. The lush green campus facilitatesenvironmental conservation as a large number of birds and animals find shelter and food on these trees. Weare also proud to mention that the number of national bird “Peacock” is also increasing in eco-friendlyenvironment. One of our celebrity Banyan tree is almost 75 years old, it was planted to commemorateMahatma Gandhi’s historic fast of 21 days which ended on March 03, 1943.
To ensure pollution free environment and discourage the use of vehicles within the campus, parking hasbeen made near the entry of the College. This large campus has pedestrian friendly connectivity whichpromotes the healthy habit of walking. The College discourages the use of polythene carry bag. Thecampus is free from smoke and pollutants due to large number of oxygen emitting plants and naturalenvironment.
Architectural design of the college is such that the majority of the buildings are cross ventilated and lightefficient therefore the electricity consumption is reduced to minimum. College has also installed receptorsof solar radiation with total capacity of generating 26KVA of electricity. Moreover, 15% of lightingrequirement of the College is met by LEDs. Efforts are also being made to shifts towards a paperlessoffice.

All sub-admission committees are present at the admission venue and the merit lists arealso displayed there. The students procure their application forms and the College Prospectus from themain office. They are required to submit this application form along with self-attested copies of allcertificate. Once their name is displayed on a merit list, they become eligible to be considered foradmission till the seats are vacant in a particular category.
The income certificate, reservation certificate and domicile etc. also need to be verified online by takingout an e print of their online verification. All Physically handicapped students require a medical certificatefrom CMO. The 10+2 marksheets of students are also checked online for cross examination from approvedSr. Secondary Boards of the Country. The Prospectus as well as University website publishes name of fakeboards whose students are not considered for admission at the College.
All students are required to submit a DD of the fees to be paid at the time of admission. The fee structurefor boys and girls are separate; and girls get some discount in tuition fees as per govt guidelines. Theamount to be paid is nominal for all UG & PG students. It is mentioned in the prospectus. Keeping in viewthe digital initiative by MHRD; the College is planning to start collecting all fees by online transactionssoon.
As a requirement of admission into any HEI; the college ensures filling of an affidavit duly signed by thestudent and their parents ensuring that their ward will not take part in any form of ragging as per theguidelines of Hon’ble Supreme Court. They are also asked to comply with the Student Code of Conductavailable in the Prospectus and also on college website.
The girl students’ venue for admission is different where all female faculty members look after theiradmission procedure. This allows them to take admission in a friendly environment.
All the admitted students get a College ID that is unique to them and their course in which they areadmitted. They also get their I Card duly signed by the admission authorities for which they need to bepersonally present at the time of admission. The same is then signed by the Proctors after checking thefees/dues to be paid.
d. Evidence of Success
The success of the above procedure can be imbibed from the fact that about eight thousand admissions aredone each year by observing this. This procedure has resulted in minimum errors. The merit lists thusreleased are available in public domain, on college website as also on CCS University website. This resultsin students calculating their admission formula; based on reservation rules etc., and calculating theirposition in the merit.
The admissions in the PG departments are supervised by the HODs and the admissions are done followingthe same procedure against the number of seats available in different categories.
This procedure has reduced the time of admission and has introduced a transparency into the functioning ofthe University and the College.

In certain cases, where either the data input was inadvertently wrong or in cases of malafied intentions theoriginal merit gets altered. These cases are only caught when they come to take admission by bringing theirmarksheets. All such marksheets are checked online from respective Sr Secondary Board websites anddecisions taken.
At times certain combination of subjects that are not allowed to be admitted come to notice. All suchstudents are referred to College Prospectus to rectify mistakes.
Certain students don’t follow the fee guidelines and bring DDs in categories meant for girls/ boys & vice-versa.
Admissions are usually not granted in absentia unless some medical condition hinders a student frompersonal appearance. Some students also wish to be considered without personally being present; butusually they are not considered. In order to admit a large number of students; entire faculty and non-teaching staff need to exert quite long.
II> Decentralized Administrative Set-Up.
a. Objective:
A decentralized administrative set-up and representation of all faculty members in several administrativeand academic committees such as: IQAC, Proctorial Board, UGC Committee, Research AdvisoryCommittee, Women Cell, Anti-Ragging Committee, Grievance Cell, Career Counselling Committee,Hostel Committee, Sports Council, Library Committee, Medical Committee, Cultural Society andMagazine Committee etc. has enabled Meerut College, Meerut to function as a unique institution of highereducation. The objective behind this kind of functioning is to incorporate independent decision making indifferent teams in the interest of the College. It has inculcated a culture of responsibility and sense of duty.
b. The Context
In order to undertake various activities of the College, it becomes inevitable to organize all such activitieswithout decentralization of power. Our college has a long standing tradition of appointing variouscommittees incorporating various faculty members to execute various academic and administrative tasks.
c. The Practice
Various academic committees: i.e. IQAC, UGC Committee, Research Advisory Committee, CareerCounselling Committee, Library Committee, Magazine Committee etc. take their respectiveresponsibilities. The IQAC especially takes care of Teaching-learning practices and ensures qualityeducation being imparted to our students as per our academic standards.
All faculty members are appointed in respective academic and administrative committees and their In-charges are given freedom to act as per the dates given the academic calendar.
Some administrative committees that are very helpful in maintaining discipline in the Campus include:Proctorial Board, Women Cell, Anti-Ragging Committee, Grievance Cell, Hostel Committee, etc.

A Proctorial Board comprising of a Chief-Proctor and about sixteen Proctors ensure the law and order inthe Campus. This discipline maintaining committee ensures the enforcement of discipline in the campus.They are duly authorized to check I-Cards of all bonafide students. All outsiders and others entering thecampus for loitering or vandalism are dealt strictly. Their teams also act as an Internal flying squad duringexams that checks all attempts of using unfair means. Their keen interest in this work had made MeerutCollege, Meerut free of Cheating in exams. Still others who come to their notice are dealt as per Examrules of CCS University and are booked under UFM.
UGC committee ensures applying to UGC for grants, proper utilisation of funds thus received andsubmission of timely utilization of grants. The College receives BSR, CPE and other grants
by UGC.
Detailed functions of Women Cell and their achievements are described elsewhere. But they not only planyear round activities for them but also execute them.
Anti-Ragging monitors the campus to make it a safe and Ragging free campus.
Grievance Cell is open to complaints made by students, if any. And it also ensures timely redressal of allcomplaints thus received.
Research Advisory Committee encourages all faculty members to submit major and minor projects tovarious funding agencies and guides research scholars for NET, RET and PDFs for various nodal agenciesand fellowships.
Still other Committees that help us attain our Sports achievements, Creative pursuits include: SportsCouncil and Cultural Council.
All student fellowship related activities are governed by Dean Student Welfare (DSW) office headed by aDean and Asst. Deans. They represent various faculties and help the students in filling their scholarshipforms. These scholarship forms are then uploaded at the Samaj Kalyan Vibhag website. All thescholarships are directly transferred into the respective bank accounts of the students directly.
d. Evidence of Success
The decentralization of power in terms of various academic and administrative committees has proved tobe very successful for smooth functioning of the college. All they need to do is to fit in their activities asper academic sessional calendar. IQAC especially ensures quality Teaching-learning and timely filling ofstudent appraisals. IQAC also ensures collection of data pertaining to various parameters and timelysubmission of AQAR. IQAC also ensures fulfilling the academic and infrastructure requirements. Theannual report of various committees and academic report of departmental committees are also published inCollege magazine: “Abhivyakti”. The magazine also publishes activities and achievements of Sportscouncil, Cultural Committee and Career counselling committee. Their individual inputs have kept thesebodies lively and the cohesive teams keep working to achieve annual targets. A separate sports council is amust in a College like ours where we conduct Inter-Collegiate tournaments by inviting several colleges.Under its guidance the college sports scenario has changed over the years.
It has enabled the college to do all its co-curricular activities on time involving all faculty members. The

representation of students in various committees have made them transparent and a larger number ofstudent participation is ensured through student representative.
e. Problems Encountered and Resources required
All faculty members have to devote extra hours besides completing their syllabi. All working committeesfind out their means and ways of functioning after getting directions from the Principal. Usually themeetings are either convened by the Principal or their Coordinators to execute the planned activity. Thecollege decides the resources to be made available to various committees to keep them functional. But forconducting all co-curricular activities it is a must to incorporate students. In order to do activities, it is amust to ensure the participation of all students and non-teaching staff. At times it is a challenge toincorporate students besides academics.
Coordination amongst various committees with regard to dates of activities, ensuring student participation,and the funds and resources thus required are amongst some challenges that the administration tackles.Fortunately, the role of management is very positive; in view of funds and paraphernalia required byvarious committees.

In accordance of motto of the College: Uttisthit Jagrat , the College has excelled in Sports. The SportsCouncil at the College takes keen interest in the year round sports activities of the students. MeerutCollege, Meerut being a noted Sports Hub, we are simply proud of our students performing at variouslevels: University , Inter-University, State , National and International levels.
Our sports facilities are unparallel and in the field of Cricket and atheletics, as the College has producedNational and International sportspersons. Praveen Kumar and Anju Rani are two noted names in Cricketand Javelin Throw. The College Cricket Pitch has witnessed many Ranji matches and CK Naidu Trophymatches. The Meerut College, Meerut is also an organization that is mostly given the task of organizingvarious Intercollegiate Sports Meet by the CCS University.
