ELIGIBILITY OF 4-H AND FFA MEMBER EXHIBITORS

1. All animals to be exhibited must owned by the exhibitor and be pre-registered by the announced date for each species

2. FFA Exhibitors - register their animals with their Agriculture Education Teacher by the specified date. FFA Exhibitors must be a dues paying Mineral County FFA member in good standing with an approved supervised agriculture experience program and a completed business agreement for each animal in their SAE record book. The agreement should be made signed by the student, parent or guardian, and the FFA advisor. The FFA member shall include expenses and income records for each animal enterprise in their record book as well as a journal of FFA activities. FFA livestock exhibitors are required complete Quality Assurance Training.

3. 4-H Exhibitors - register with the Agriculture Extension Agent by the specified date. 4-H Exhibitors must attend a minimum of four 4-H meetings, one livestock workshop and the mandatory fair meeting to be scheduled in May/June. 4-H members must be enrolled with a project book and record guide on each species of animal they plan on exhibiting. 4-H exhibitors must attend the mandatory Quality Assurance Training.

4. A 4-H and/or FFA exhibitor may exhibit a maximum of three market animals at the Mineral County Fair. A maximum of one market animal per the three chosen species.

2017 Animal Husbandry/Quality Assurance Program Requirements

– Please contact your extension agent or FFA Advisor for further details

All WV youth participating in livestock projects will be required to complete this training according to the following:

1. If you are a first year livestock project participant, or

2. If you change into a different age group:Junior to Intermediate / turn 11 in 2017Intermediate to Senior / turn 14 in 2017, or

3. If your livestock project is a species that you have not previously taken

Those exhibitors who are required to complete the online QA training must do so no later than the Mineral County Fair in order to exhibit at any 2017 Fair, Festival or Show in the state of West Virginia.Visit the WV Youth Quality Assurance Training page for more information and a link to the official training site.

REGISTRATION DEADLINES

1. Small Animals (Feeder Calves, Market Lambs, Market Goats, Market Hogs)- Register by completing the registration form and return it to either the 4-H agent(If a 4-H project) or Ag Teacher (if a FFA Exhibit) by the specified date.

Animal Age Requirement – Market goats, feeder calves, market lambs and market hogs must be born on or after November 1 , 1016. Market Steers - Ownership by

January 1 Register by completing the registration form and return it to either the 4-H Agent ( If a 4-H project) or Ag Teacher (If a FFA exhibit)

Animal Age Requirement: Market steers must have been born on or after November 1, 2016. 

3. Breeding Animal Registration -Register with small animal registration form and return it to either the 4-H agent if a 4-H Project or Ag Teacher ( if a FFA Exhibit) by the specified date. All breeding animals to be registered for the Mineral County Fair must also be registered in advance and be a part of the members 4-H project or FFA Supervised Agriculture Experience Program Please turn in registration papers to the 4-H or FFA Advisor that the animal is being shown through. These are due at the same time as the small animal registrations. Please adhere by the Health requirements for the breeding animals as specified by the West Virginia Department of Agriculture.

EAR TAGGING – MARKET ANIMALS

1. Feeder calves, market goats and market lambs must be ear tagged by the Mineral County FFA Advisor or Extension agent on the scheduled ear May 20th tagging date in order to eligible for the rate of gain contest. Animals must be registered and tagged to be shown and sold at the 2017 Mineral County Fair. Market Steers will be scheduled to be tagged with the 4-H and FFA Advisor prior to the fair.  An exhibitor may have a maximum of two animals per species tagged in their name. However, only one animal per species may be shown and sold at the fair. Feeder calves, Market lambs, and Market Goats will be ear tagged 9:00 am until 12:00 noon at the fairgrounds on the announced tagging day May 20th. 2017 The portable scales will be available at the May tagging in order that you can weigh your animal

2. Market steers will be ear tagged by the 4H agent or FFA Advisor at the exhibitors home as arranged in order to be shown and sold at the 2017 Mineral County Fair. Exhibitors may tag a maximum of two market steers. 4-H exhibitor tagging will be scheduled with the extension agent. FFA exhibitor tagging will be scheduled by the agriculture education teachers.

PORTABLE SCALES AND GROOMING CHUTE

1. Portable livestock scales are available to use prior to the fair. The small scales will weigh market lamb, goats, and market hogs. This is an excellent way to track your animals progress and calculate average daily gain in preparation for the fair. Feeder calves and Market steers can also arrange once halter broken to weigh in our aluminum

clipping chute with load bars for weighing. Please contact the agriculture department at 788 -4240 to arrange to use either scale.

2. Two livestock grooming chutes are available to use by exhibitors prior to the fair

SPECIES SPECIFIC CLINICS/WORKSHOPS

If you would like to see a specific clinic conducted in May or June please let us know your suggestions as soon as possible. Each year we try to conduct at least one or more hands on livestock workshops to assist exhibitors with their livestock projects/enterprises.

Lambs should arrive at the fair already shorn.

Quality Assurance Training is required prior to the fair for all 4-H and FFA livestock exhibitors.

Barn Superintendents are appointed by the 4-H Agent and FFA advisors for each barn are available to assist exhibitors. Please show you appreciation to them for volunteering to assist with livestock exhibits at the Mineral County Fair.

HEALTH REQUIREMENTS of ALL LIVESTOCK, HEALTH CERTIFICATION WV DEPARTMENT OF AGRICULTURE- UNLOADING OF ANIMALS AT THE FAIRGROUNDS

1. All animal must meet the health requirements for exhibition purposes as required by The West Virginia Department of Agriculture Fair & Festival Regulations. Please see these requirements listed in the back of this manual.

2. Animals, other than swine, may be unloaded Sunday after 2 pm. and until 7 pm in the presence of the animal health inspector from the WV Dept of Agriculture or Monday morning after 8 am but before the close of weigh in. The WV Department of Agriculture requires that to be unloaded each animal is checked and approved by the state official. A West Virginia Department of Agriculture inspector will be stationed at the fair gate to inspect animals as they come off the trucks. Any animal showing signs of an infectious or contagious

disease will not be able to stay within the fairgrounds. Any shipment containing an infected animal commingled with other animals will result in the entire shipment being rejected. Lambs also showing evidence of club lamb fungus will be WVDA inspected and may be asked to leave the fair.

3. Swine are to be brought to the fair for 2017 on Sunday from 2- 7 or on Monday before the close of weigh in. Hogs from out of state must have required documents. “All swine entering WV need to have the following statement on the ICVI or Health Certificate “To the best of my knowledge, swine represented on this certificate have not originated from a premise known to be affected by Porcine Epidemic Diarrhea virus (PEDv), and have not been exposed to PEDv within the last 30 days” The statement is to be on the HC and signed by owner as well as the veterinarian. ALSO: Pigs coming from a PEDv affected herd can come to WV with a PCR negative test for PEDv on the imported pig with the results listed and attached to the CVI

4. WEIGH IN

A. The scales will be in operation during the official weigh in. The official weigh in will be held on Monday morning beginning at 8am and will last until noon. A certified salesperson will conduct all weighing. Animals will be weighed in the following order: Market lambs, market goats, market steers, feeder calves and market hogs

B. Animals will be weighed once. If there is a question regarding weight/scales the owner may opt to immediately reweigh. The animal may not leave the weigh in area.

C. Under weight or over weight market animals will not be sold through the 4-H and FFA Youth Livestock Auction. The animal however may be kept at the fairgrounds, shown in showmanship class, and sold under private arrangements. 4-H and FFA members are welcome to keep their underweight or overweight livestock exhibit at the fair and display a for sale sign at its pen for sale by private treaty.

4. Weight Limits

Market Steers - must weigh 850 -1500 lbs

Market Hogs - must weigh between 200 lbs and 300 lbs (under and overweight hogs must remain at fair. The hog show is terminal)

Market Lambs - must weigh 85-140 lbs

Market Goats - must weigh between 50 lbs and 120 lbs.

Feeder Calves - must weigh between 350 lbs and 600 lbs.

West Virginia Sheep Rectal Prolapse Policy for 4-H and FFA Sponsored Exhibits (NEW – Effective January 1, 2017)Lambs’ tails are docked for cleanliness and to minimize fly strike, but cosmetic, excessively short tail docking can lead to an increased incidence of rectal prolapses and is unacceptable for the welfare of the lamb. We recommend that lambs’ tails be docked at the level of the distal end of the caudal tail fold. Beginning January 1, 2017 market lambs or breeding sheep entered in 4-H/FFA sponsored youth fair exhibits will be observed by Extension and/or FFA personnel for evidence of rectal prolapse. Any lamb exhibiting any signs of rectal prolapse will be disqualified from the event, any official tags removed, and the animal removed from the premises.

Other Important Sheep InformationUSDA regulation states that you must have an official Scrapie ID tag in your market lambs or breeding sheep.

REQUIRED LIVESTOCK EXHIBITOR MEETING

There will be a required livestock exhibitor meeting on Monday, at 1 pm/following weigh in at the show arena.  All livestock exhibitors/families member representatives should attend this meeting. During the meeting the extension agents, FFA Advisors, barn superintendents and other volunteers will review the upcoming week activities, rules, and answer any exhibitor questions. At the conclusion of the meeting complimentary fair passes will be passed out to exhibitors.

FAIR PASSES

The number of fair passes given per exhibitor is determined by the fair board.

Weekly passes if desired will be on sale at the extension office and fair offices

CAMPING

Camping is allowed at the fairgrounds with permission of the Fort Ashby Fire Department for livestock exhibitors and their families. A fee for camping and water and electrical hookup is collected by the Fort Ashby Firemen, Saturday morning prior to the fair

An exhibitors/county fair board meeting is held each July to go over camper rules and regulations. All exhibitors and their parents are encouraged to attend.

A parent or guardian over 18 is required to be with livestock exhibitors staying all night

Parents/guardians have responsibility for the conduct of their children while camping.

BEDDING

A shavings mixture will be provided Wheelbarrows come in handy. Exhibitors are responsible to bring their own feed hay. It might be helpful to get calves started on chlorinated water. Many of the calves resist water the first days at the Mineral County Fair

BREAKFAST

Breakfast will be provided each morning for free at the 4-H food booth for 4-H and FFA exhibitors and families.. Please show our appreciation to our volunteers who make this possible.

CLIPPING/SHEARING

All sheep entries should be shorn when coming to the fair as requested by the WV Department of Agriculture for health inspection.

Market steers and feeder calves should also be clipped before fair week for their conformation and showmanship classes

Touchup clipping and shearing may be done fair week

If you need assistance with shearing/clipping PLEASE let an Agriculture Education teacher or extension agent know prior to the fair

CHECKING ANIMAL HEALTH

Please keep a close watch on your animal fair week. Report if you notice any changes in your animal’s appetite, feces, and/or behavior. If problems arise the 4-H agent or Agriculture Education teacher and barn superintendent know.

Mineral County Fair General Rules and Regulations:

1. All animals must be exhibited in the name of the owner, all products of the soil in the name of the producer, and articles of craftsmanship must be the handwork of the exhibitor.

2. All persons may exhibit in any department free of charge except where otherwise specified.

3. Ribbons will be awarded for first, second, third and fourth place prices cash awards where specified.

4. The judges may pronounce any exhibit unworthy of first, second, third, or fourth prize, whether there be competition or not.

5. In any class where there is no competition, a blue, red, or white ribbon will be awarded (if worthy). No exhibitor may make more than on entry in a class or competition.

6. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during or after events is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them. Judges may remove from competition, any exhibitor attempting to interfere during the judging.

7. Judges will be announced at the time of the show.8. No cash awards will be given on any exhibit which is not on the premium list.9. Ribbons will be awarded for the most interesting relics or antiques exhibited.10. Entries (other than animals) will be accepted from 9:00 a.m. until 8:00 p.m.

Monday, June 19th. All entries must be in place by 8:00 p.m. on Monday.11. No exhibit may be removed from the grounds before 7:30 p.m. on Friday, August

1 , unless given permission by the Fair Chairman, except marketAnimals which are to be removed by the buyer immediately following the auction, June 23rd.

12. Exhibit building will close on Monday evening at 9:00 p.m. and close at 10:30 p.m. Tuesday thru Saturday.

13. Entry stubs must be presented when picking up entered exhibit.14. Due care will be taken of all exhibits, but the Association will not be responsible

for any breakage or loss which might occur.15. Any entry in the 4-H and FFA classes are eligible to compete in the open adult

class.16. All premium awards must be picked up by the exhibitor within 30 days of the

Fair.17. While it is the desire of the Mineral County Fair to pay all premiums in full,

should any contingency arise by reason of unfavorable weather or any other unfavorable cause whereby the receipts of the fair are insufficient to do so, then the right is reserved to pay pro rata in all exhibition classes after deducting expenses and the amount so paid shall discharge the obligations of the fair for the current year.

18. Soliciting on Fairgrounds is prohibited, except by special permission given by the Fair Board.

19. Pets are not allowed in the exhibit building

BARN AND LIVESTOCK EXHIBIT CARE/HERDSMANSHIP

Herdsmanship is designed to help young people practice good citizenship principles withthe animals and public. This results in humane treatment of animals, care of their welfare, and the development of an ethic of responsible interaction between youth and animals. Herdsmanship has an additional benefit of providing neat, attractive exhibits for public viewing and for potential buyers.

If proper care of the animal (s) is not maintained and there is a neglect situation, the 4-H extension and FFA Advisor has the right to dismiss the animal. Premium money will be forfeited, and participation in future fairs will be questioned. (Example: Not enough water, filthy unpresentable pens, animals left unfed)

Cleanliness of alleys, stalls, pens, and animals

1. Bedding – adequate, clean, dry, in place.2. Animals securely tied or penned.3. Feed boxes, show boxes, and containers clean and neatly arranged4. Manure hauled out, sorted by trash and manure, and deposited in proper place.5. Alleys kept clean.6. Animals clean with grooming apparent.7. Project Identification – Exhibitor Signs -The name of each the exhibitor and club/chapter is well marked and easily identified. Stall cards readable, clean, complete, and neatly arranged. 8. Each exhibitor is responsible for cleaning the area where his/her livestock has been stalled as well as maintaining the cleanliness of wash racks, the barn area, show ring, and grooming chutes.

HERDSMAN AWARDS –Will be selected based upon following herdsmanship procedures listed. Awards will be presented at the livestock auction.

MOST COOPERATIVE EXHIBITOR

Exhibitors will vote to determine the Most Cooperative Exhibitor

FITTING AND SHOWING LIVESTOCK EXHIBIT GUIDELINES

1. Animals must be brought to the fair must be halter broken to show and safe for the exhibitor to handle and for other exhibitors and individuals be in contact with. If there is a safety concern the animal may be sent home by the extension agent and/or FFA advisor.

2 To ensure the opportunity for exhibitors to finish fitting their project animals on their own, a Professional Fitter HANDS OFF policy is in place for livestock projects. (An outside professional fitter is one who volunteers or makes part of their income grooming or fitting and professionally fits animals at fairs and livestock exhibitors to enhance their performance in the show ring). Family members/friends can assist in instructing the youth with grooming however the youth needs to be doing the majority of the grooming. Exhibitors in violation of this rule will be disqualified from the show. Should questions arise contact the 4-H agent and/or FFA advisor.

3. Adults and/or other exhibitors assisting are encouraged to involve the exhibitor in the animal preparation thus providing a "learning by doing" experience.  Adults and/or other exhibitors should serve as mentors and the exhibitor should be actively participating in all grooming. Animals should be cared for by the exhibitor with adults acting as mentors and only assisting the exhibitor when the need arises.

4. Grooming products may be used by the exhibitor on beef cattle and market lambs to assist in the exhibitors in learning about fitting. However, these products should be used in moderation and not as a means of altering conformation. Artificial/False hair, other artificial pharmaceuticals /fillings added solely to hide conformation flaws or change structure are prohibited. All animals are subject to inspection.

5. Good sportsmanship should prevail at all times. Exhibitors of animals at livestock shows shall at all times conduct themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. Unsportsmanlike conduct will result in forfeiture of premiums and dismissal of the exhibitor from further competition in the livestock show and sale. This code applies to all livestock offered in any event at a livestock show.

6. The use of showing and/or handling practices or devices such as striking animals to

cause swelling, icing, using electrical contrivance, or other similar practices are notacceptable and are prohibited. . Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural contour, conformation, or appearance is prohibited.

7. Each exhibitor is responsible for having his/her animal presented ready to show and clean and well groomed before entering the show ring

8. Exhibitors should dress appropriately for judging and showmanship classes. Dark pants, collared shirt and boots, 4-H attire, or official FFA dress for FFA exhibitors are suggested. Open toed shoes and athletic shoes present a safety hazard. Shorts and hats are discouraged.

9. Animals shall be presented to show events where they will enter the food chain free of volatile drug residues.

10. Mineral County 4-H and FFA endorses the International Association of Fairs and Expositions National Code of Show Ring Ethics as printed in the State Fair Handbook.

CLASSES

Exhibitors must show their own animal. If there is a medical reason that keeps the exhibitors from showing another exhibitor may show only with the special advanced permission of the 4-H agent or FFA advisor.

Market classes will be divided according to weight and will be posted in advance.

Breeding classes will be shown according to breed classification

In the livestock classes, Grand and Reserve Champion awards will be given.  The first place individual in each class will show for Champion and Reserve Champion unless otherwise designated by the judge.  Second place animal in class will stand by for Reserve Champion. The Grand Champion followed by the Reserve champion and other first place animals will sell at the beginning of that particular species in the Livestock Auction.

PICTURES

Pictures for market animals and their owners will be taken on Tuesday morning at the show ring. . Picture taking will occur in the same order as weigh in. Exhibitors should be dressed in show ring attire for pictures.

LIVESTOCK EXHIBITOR T SHIRTS

Each year we get sponsorship of a Youth Mineral County Fair T-shirt from a generous donation of business. Each exhibitor will receive one shirt following their class. Extra T-shirts may be available for sale to families or may be preordered through the extension office.

MISCELLANEOUS

NO Intact male animals/stags in market classes

Dogs are not allowed in the barns/ show grounds Only animals that are to be shown at the 2017 fair can be housed IN THE BARNS during the current fair week (No companion animals)

ANIMAL SCIENCE SKILLATHON & other Livestock Educational Activities.

Participation in 4-H and FFA activities that promote animal science knowledge is strongly encouraged for all 4-H and FFA exhibitors.

Opportunities exist year round for youth to study practice and compete in events such as the State sheep skillathon, livestock judging,

West Virginia Beef Expo Stockman’s Contest, etc… Please contact your agriculture teacher or extension agent for addition informational on

these opportunities.

PICNIC

An exhibitor’s picnic for all exhibitors and their families will be held Monday evening. The meal is covered dish.

AG FIELD DAY

Mineral County FFA will sponsor an Ag Field Day for exhibitors and their families following the picnic on Monday. Three divisions will be held including for Middle School and Under, High School, and Adult categories. A sign up will be held beginning Thursday for events such as egg toss, nail driving, hay bale toss, etc…. This is a great opportunity for fellowship and fun at the end of fair week.

LIVESTOCK SHOWMANSHIP

Each Exhibitor is required to show in the Showmanship class for each species they exhibit.

The exhibitor must show their own animal.

Showmanship Judging Criteria includes:

A. Skill, handling, and response of the animal to the contestantB. Use of equipment by contestant during the contestC. General appearance of the contestant and their animalD. Display of courtesy, showmanship, and sportsmanshipE. Ability to follow instructions and answer questions during the contest

There will be two divisions

Junior-

Senior-

Winners from the previous junior showmanship will show in the Senior Division the following year in the species that they won.

Winners from the previous year Senior Showmanship will be required to set out from showmanship for one year in the species in which they won.

4-H and FFA LIVESTOCK AUCTION – Friday, June 23rd 6 pm

1. 4-H and FFA members should contact buyers in advance.

2. Buyers from the previous year should receive a complimentary pass.

3. Livestock sold by the auction are sold by incoming weights taken during the official weigh in on Monday

4. Resales are limited to one resale per species and are limited to benefit 4-H and/or FFA

5. Livestock trucking will be available to livestock auctions for buyers

8. All beef sale animals will have a serviceable rope halter on the animal, to be left on the animal after the sale. 

9. An exhibitor may show and sell one of each species exhibited that made weight ( a maximum of three market animals) during the 4-H and FFA Livestock Auction. 

10. Exhibitors draw for sale order at the conclusion of their judging class to determine sale order.

11. A letter of proxy is required for buyers who cannot be present during the auction but still want to buy. Letters of proxy can be found at the Mineral County Extension office website. http://mineral.ext.wvu.edu/

Volunteers Needed

Volunteers are needed to assist in many way to make the fair a successful one for youth. Please consider volunteering to assist with the auctions, market hog show, picnic… etc….

HEALTH REQUIREMENTS FOR SHEEP

USDA regulations states that you must have an official Scrapie ID Tag in addition to your fair ear Tag. These tags should be provided by the person you purchase your market lamb from. Every sheep producer should have a unique id assigned o their flock

In order to properly inspect market lambs they must be skin clipped prior to their arrival at the fair.

BREEDING SHEEP – In addition to the above requirements breeding sheep must also have a honor flock certificate. This can be obtained by contacting the WV Department of Agriculture in Moorefield. Please allow sufficient time before the fair for processing of this request

HEALTH REQUIREMENTS FOR GOATS

SCRAPIE REQUIREMENTS FOR GOATS-All goats for exhibition require scrapie tags or tattoos.-All animals must be tagged prior to leaving the farm.

Out-of-state goats must be accompanied by an official CVI.TB and Brucellosis Requirements for Goats(No test required)NOTE: Goats from other states with disease outbreaks may be required to secure aspecial permit from the Director of Animal Health Division, West Virginia Departmentof Agriculture, Charleston, West Virginia 25305, Phone: (304) 558-2214, before beingadmitted into West Virginia.

HEALTH REQUIREMENTS FOR SWINE All out-of-state swine must be accompanied by an official CVI.From West VirginiaAny swine born in West Virginia, and have never left the state, will no longer requirepseudorabies testing prior to being shown at any fair or festival in West Virginia.From Other StatesAll swine must be accompanied by a Certificate of Veterinary Inspection for entryinto West Virginia. Swine from a pseudorabies-free state need no testing. “All swine entering WV need to have the following statement on the ICVI or Health Certificate “To the best of my knowledge, swine represented on this certificate have not originated from a premise known to be affected by Porcine Epidemic Diarrhea virus (PEDv), and have not been exposed to PEDv within the last 30 days” The statement is to be on the HC and signed by owner as well as the veterinarian. ALSO: Pigs coming from a PEDv affected herd can come to WV with a PCR negative test for PEDv on the imported pig with the results listed and attached to the ICVI.”

The 4-H and FFA Member selects their method of exhibition. It is the responsibility of the member to register and complete all requirements of their selected exhibition organization by directly working with them and following their rules/ regulations/deadlines.

Note Weigh in for Market Lambs, Goats and Feeder Calves will be held on Saturday, May 20th from 9 – 12 pm. There is not a rate of gain contest this year.

A picture of the exhibitor with their fair hog market lamb market goat with the ear tag in it’s ear should be sent to the 4-H extension agent or FFA Advisor by Saturday, May 27th 4-H members should email Stacey Huffman FFA members with livestock exhibits should email or text the picture to their ag teacher.

The Mineral County Fair Meeting will be held June 8th at the fairgrounds at 6 pm

State Fair ExhibitorsNeed to go to statefairofwv.com to register. Please check this site for registration deadlines and required tagging information. If the member chooses to complete at the State Fair they need to see the Extension Agent or FFA Advisor of the organization they are representing for approval. The animals should be in their AET with a business agreement or in the 4-H Record guide
