IRU Model Highway Initiative (MHI)

1. Institutional reforms - Join international conventions, facilitate border crossings & tackle bribery, road building procedures…

1. Political objective: To change the perception of buses and coaches in society, starting with decision and opinion-makers (favourable and appropriate legislation)

Society’s interest to promote collective bus and coach transport – safe, green, affordable, efficient

Bilateral agreements create a complicated framework & a burden for authorities and operators

Non preferential treatment of coaches at borders & waiting times

a multilateral OmniBUS agreement will facilitate these services considerably:

• by creating a harmonised and fairer legal framework, control documents and, ultimately, enforcement procedures across the board

• whilst at the same time reducing the administrative burden and costs for both authorities and operators
