SEEREN2 objectives

SEEREN2 aims at:

o creating the next generation of the southeast Europeansegment of GÉANT

o easing the “digital divide” that still separates most of thesoutheast European countries from the rest of the continent

o assisting the incubating NRENs to fully establish themselves inthe European Research Area (ERA) and be integrated in therelated European-wide organisations and initiatives (TERENA,CEENet, e-IRG, EUGridPMA, etc)

Definition of “Digital Divide”

o First and foremost, the digital divideis an infrastructure divide. There arenot enough connections and accesspoints in the world for everyone toconnect their video, voice andcomputing devices;

o optical networking is emerging rapidly

o very demanding scientific applications(i.e. Grids) demand solid and highbandwidth infrastructure

o Research networks are a national asset

o Evidenced by numbers:o 4/5 of the world’s population

give or take a fewpercentage points, lackaccess to dependable, reliable and affordable publiccommunications networks

The SEEREN2 initiative

“… to consolidate the network and

services into the pan-European e-

Infrastructure and the NREN end-

users into the European Research

Area …”

SEEREN2: A “small” step for the SEENRENs, a big leap for the region…

o The South Eastern European segment of themulti-gigabit pan-European Research andEducation network GÉANT

o Interconnects the Research and EducationNetworks of AL, BA, BG, MK, CS, HU, RO andGR among them and to GEANT2

o Launched on October 2005o Distributes the Network Management &

Operations to competent Academic Groups inthe Region (the Virtual Network OperationsCenter – VNOC concept developed byGRNET) – All NRENs of the region areresponsible for part of Network Management &Operations

Means of easing the DD: UpgradingInfrastructure

o SEEREN2 aims at creating the next generation of the southeast Europeansegment of GÉANT, that intends to make leading-edge technologies andservices available to the entire R&E communities and all sectors withoutdiscrimination between users and sites in southeast Europe in an attempt tofurther ease the “digital divide” that still separates most of the southeastEuropean countries from the rest of the continent.

Means of easing the DD: Assist theNRENs

o SEEREN2 continue assisting theincubating and existing NRENs insoutheast Europe to fully establishthemselves and to integrate withrelated European-wide organisationsand initiatives (TERENA, CEENet,etc) and eventually become fullmembers of the GÉANT communityby the end of the project.

Key lessonso Any worldwide effort can benefit by studying “best-practices” as well as “bad-

practices” followed in more advanced, eInfrastructure-established regions andcountries

o There is no unique “success reference model”: alternative technical roadmapsmust be made available to fit to the needs and available infrastructures ofeach region

o There is also no “silver bullet” to guarantee long-term growth of the deployedeInfrastructures; sustainability can only be achieved by persistentlyundertaking several complementary and well-coordinated actions

o Establishing a “web of trust” that brings human capital together must be a keypriority since the sociological element in the deployment of eInfrastructures isas challenging –if not more so- as the technological one

How this was achievedo Defined a regional and national VISIONo Work with a REGIONAL & a LOCAL champion to drive things per

region/countryo Executed the plan with professional partnerso Try to achieve a success story and become a CREDIBLE national &

international partnero Reassess our priorities and take special actions to keep EVERYONE at the

same speed

The secret of success: The Human factor

The SEEREN2 Infrastructure provides asignificant increase in the networkcapacity available for communication andexperimentation among end users of theresearch and education community insoutheast European countries and of therest of the world with an objective tostrengthen the human network in the areaof eInfrastructures in SE Europe

SEELight: The lambda facility for SEE R&E

South-East European Lambda Network Facility for R&E

o Proposal for the deployment of an advanced regional networkinfrastructure (lambda network facility) for R&E, under theHellenic Plan for the Economic Reconstruction of the Balkans(HiPERB).

o SEELight is the response to the need of SEE for high-qualityresearch and education. The project will

o help create a viable economy-of-scale model for the regionto reduce networking costs per country,

o support the evolving needs of SEE R&E communities in thefields of domestic and international data communications,

o provide the foundation for network-based informationexchange and co-operation towards a SEE RegionalInformation Society

o serve as a testbed for development of new services, andallow the SEE R&E community to participate in internationalnetworking activities

o assist the SEE countries to achieve their developmentgoals, support the growth of their National Research &Education Networks (NRENs), accelerate research, fuelnational and regional economic growth, and aid theirintegration with the rest of Europe.
