    Introduction

    The Ship Energy Efficiency Management Plan(SEEMP) is an operational measure thatestablishes a mechanism to improve theenergy efficiency of a ship in a cost-effectivemanner.

    As per the IMO regulation, a SEEMP must beprepared for each ship.

    The SEEMP is not just another paper on

    board but a tool, for ship energyoptimisation, and therefore becomes an idealopportunity for the operator to cut fuel costsby increasing the energy efficiency of theship.

    Introduction

    The SEEMP urges the shipowner andoperator at each stage of the plan toconsider new technologies and practiceswhen seeking to optimize the performance ofa ship.

    Done properly it should significantly reducefuel consumption.

    The SEEMP also provides an approach for

    shipping companies to manage ship and fleetefficiency performance over time using, forexample, the Energy Efficiency OperationalIndicator (EEOI) as a monitoring tool.

    Application

    The SEEMP was made mandatory by theInternational Maritime Organization (IMO)for all ships over 400GT on internationalvoyages from 1 January 2013 at the firstrenewal or intermediate survey after this

    date.

    SEEMP will not be subject to approval byFlag States or Recognized Organizations, butwill be part of chapter 4 of MARPOL Annex VIregulations and be required under theInternational Energy Efficiency Certificate(IEEC).

    Application

    The SEEMP is a softregulation and there isno mechanism to force or even incentiviseship operators to implement the measureslisted in their SEEMPs.

    Monitoring and enforcement is limited tosimply verifying that the SEEMP exists onboard, as a part of the official shipsdocument.

    Thus the SEEMP may be required to bepresented to Port State Control.

    A plan is essential

    The way in which an SEEMP is implementeddetermines whether it is successful or not.

    Planning is identified by the IMO Guidelines

    as the most crucial stage of the SEEMPprocess.

    Each ship specific plan should bemonitored, updated and improved upon

    frequently throughout the life of the vessel.

    Energy Efficiency OperationalIndicator (EEOI)

    The EEOI enables operators to measure thefuel efficiency of a ship in operation and togauge the effect of any changes in operation

    Like improved voyage planning or morefrequent propeller cleaning, or introductionof technical measures such as waste heatrecovery systems or a new propeller.

    The Ship Energy Efficiency OperationalIndicator, set out in IMO MEPC.1/Circ.684

    SEEMP in conjunction withISO standards

    The mandatory SEEMP must be preparedand tailored for each ship.

    Many Classification Societies offer such

    services as turn-key solution, oftendeveloped in conjunction withimplementation of ISO 14001 or ISO50001.

    BIMCO in association with Fathom has issuedtheStep-by-Step SEEMP Manual.

    The regulation is so open-ended, and the

    spectrum of potential measures to improveenergy efficiency is so broad that it can bedifficult to know where to begin.

    Provides the ship-owners and operators a

    one-stop solution that allows them to easilycreate ship specific plans in-house at lowcost.
