IntroductionSEDIT (Social & Economic Dev. Initiatives of Tanzania) is a non-governmental,with the mandate of bringing social and economic development for thegrassroot Tanzanians in rural and urban areas.

SEDIT is one of SGs implementing UMATA programme in Kogwa district, with the role of increasing households and business access to finance to support improvement in sanitation and hygiene through VICOBA.

UMATA (Usafi wa Mazingira Tanzania) is a sanitation programme fundedby GSF which was established by WSSCC’s; it is executed by PLANInternational with supervision from URT’s Ministry of Health and socialwelfare implemented in Kongwa, Chamwino and Bahi.

IntroductionAbout VICOBAVICOBA falls within the informal financial services provision, in thefinancial strand. It provides financial services to over 12% to Tanzaniapopulation

StructureVICOBA model operates through self selected groups of people of 25-30members who are essentially in smaller groups of fives called collateralgroups (these acts like pressure groups in loans payments and guaranteesystems and now sanitation issues).

VICOBA’s major pillar is the training for capacity building to group membersthat takes place in about 4 months (weekly) as part of four phases of capacitybuilding

VICOBA’’s group fund is built through weekly members’ contributions fromgroup members interms of shares, health/sanitation fund, education fundand group operations costs fund

Each VICOBA group has collateral/pressure groups to has by laws topush sanitation agenda.

Each group has a health and sanitation committee that has been trained by other SGs on qualities of good latrines/improved.

Each group has health and sanitation fund where every member contributes equally on weekly bases, ranging from Tsh.500/= to Tsh.1000/=

Each groups assessed the number of households which need to build improved toilets in their group.

With support from artisans, calculations are done to see which costs needs to be incurred and which activities will be done by group members jointly.

Each member who needs to build a new toilets takes a loans and materials are bought in lump sum, toilets constructed, and gradually loans are reimbursed

As they meet weekly, group members are trained on sanitation and hygiene.

SUCCESS ReachedThe project has been introduced in all 22 wards

Already 44 trained Community based FTs are in the field

Currently 53 VICOBA groups have been formed with total number of 1244members; 417 Male (33.3%) and 836 Female (66.7%).

More than 150 million already accumulated by over VICOBA groups in Kongwa ofwhich Tsh.14,514,000 /= has been issued as loans for toilet construction

CHALLENGES ENCOUNTERED

Farmers becomes extra committed in agriculture as it rains

Limited business ventures for them to pay loans timely

Few artisans with competition tenders/jobs i.e. artisans areattracted more to other construction jobs like houses

Lessons learned

Total sanitation is being easily adopted by the communities asthey are interested in building a one extra room as a bath room

The spill over effect is being observed much quickly as nonVICOBA community members construct improved toilets aswell

Construction costs are lowered if done as a group

The way forward

Role out the lessons learnt to other wards and other projects

Collaborate with other SGs to get more artisans or train VICOBA FTs as artisans

Linkage of non VICOBA members to SEDIT VICOBA FINANCE to access loans forlatrines construction

For sustaining the intervention, associations will be formed for VICOBA groups atward and district level and link the sanitation committees at all levels
