DEFINITION
There are 2 available data sets for Labour Cost Index reporting and these are listed in the
section Data Sets. To report this information, one Data Structure Definitions (DSD) is used
called ‘LCI’.

A Data Structure Definition (DSD), also named ‘Key Family’, is a set of dimensions, measures and
attributes that gives all information necessary to fully describe the data transmitted. The DSD used
for LCI purposes is described in the following tables.

INPUT FILE FORMAT
This section provides some guidance to design the input CSV format to be used for conversion to SDMX-ML with the SDMX Converter
Tool.

OUTPUT FILE FORMAT
There are two options to generate the SDMX-ML files to be sent to Eurostat:
Generate SDMX-ML files directly from the production system.
This can be done by respecting the appropriate structure of the SDMX-ML file as specified by the DSD.
Generate SDMX-ML files from files in other formats (e.g. CSV).
The conversion from CSV to SDMX-ML can be done using Eurostat’s SDMX Converter.
In order to obtain SDMX-ML files, the conversion will be done from CSV format into COMPACT_SDMX format.

The first part of the data message contains the instructions on where to find the code list information for the data in the file. This is indeed one of
the main advantages with an XML-based message that all the information needed to decode the message is contained with the message itself.
The second part contains general information on the ID of the dataset, production date and the sender id of the institution providing the data.
Finally the third part contains the actual data. The above shown messages are heavily truncated compared to a real datasets: the first example
only shows four quarters of data for NACE section B for the three main indicators; the total (LCI_T) and its two components (LCI_WAG and
LCI_O). The first indicator is not adjusted (N) and free for dissemination (F) whereas the other two are calendar adjusted (W) and not for
publication (N). The second example shows annual time series of total weights (WGT_T) for NACE section B. As it can be seen the only real
difference between both examples is in the data part of the messages, therefore it can also be envisaged to include both in the same message. An
important difference to the SDMX-EDI (previously known as GESMES/TS) format is the fact that all items have a description with them,
whereas is SDMX-EDI (or indeed in csv) the order of the items indicates what it is.
