Introduction

This report was published in coordination with BSI and the National Vehicle Crime Intelligence Service (NaVCIS).

NaVCIS is a United Kingdom police unit that utilizes vehicle crime intelligence from regional U.K. police forces, as

well as European law enforcement agencies, to track freight crime incidents, report criminal trends, and produce

effective industry solutions. The U.K. cargo thefts and trends report, created in partnership with BSI and NaVCIS,

seeks to highlight major areas of concern, targeted modalities and commodities, and theft tactics utilized

throughout the United Kingdom. Each organization has the goal of helping companies stay informed on cargo

theft risks in the country, and ultimately aiding the prevention of freight crimes.

Cargo freight crime prevention in the United Kingdom is a critical issue and BSI assesses that companies lost at

least an estimated £24 million ($31 million) during 2018. However, considering limitations in collecting data on

cargo crime, BSI anticipates that this loss value is likely much higher. BSI’s quarterly report analyzing nationwide

trends, hot spot locations, and criminal tactics helps shippers and law enforcement agencies establish and

implement strong measures to deter cargo crimes.

Nationwide TrendsBSI recorded 921 cargo theft incidents during the first quarter of 2019. The top five counties for cargo theft in Q1 were Northamptonshire, Kent, West Yorkshire, Leicestershire, and Buckinghamshire. BSI previously recorded all these counties as top areas of concern, with the exception of Buckinghamshire, primarily due to their presence along major freight transit routes and since many of these locations serve as central freight distribution locations. Cargo thieves in the United Kingdom often operate in repetitive and identifiable patterns, typically striking the same locations in multiple incidents. In accordance with previous quarters, thieves primarily utilized the slash-and-grab tactic to steal cargo across the country. The slash-and-grab tactic involves thieves cutting into the tarpaulins of soft-sided cargo trucks. Thieves used this tactic in approximately 45 percent of incidents. Following this tactic, thieves stole a substantial amount of goods directly from trucks, accounting for approximately 37 percent of first quarter thefts. These thefts typically involve criminals breaking the rear locks of trailers or stealing from unsecure trailers while drivers are occupied with deliveries. Although to a lesser extent, thieves also engaged in a variety of other cargo crimes, such as thefts of trucks and trailers at company sites, thefts from warehouses, and hijackings. It is important to note that thieves rarely conduct hijackings in the United Kingdom, and BSI only recorded one such incident this quarter.

Notable Police OperationsNaVCIS assists various U.K. police forces in improving security for freight transiting the U.K. and mitigating cargo theft risks. NaVCIS achieved several successes during the first quarter of 2019. The organization is a major part of Operation BARRIC, led by Northamptonshire police in collaboration with Leicestershire, Derbyshire, Nottinghamshire, and Lincolnshire law enforcement agencies, and Operation Hollow, involving Essex, Kent, and Suffolk police forces.

In Q1 NaVCIS collaborated with police forces in West Yorkshire, South Yorkshire, Cheshire, Humberside, Thames Valley, Leicestershire, Lincolnshire and Milton Keynes. These collaborative efforts had major successes in West Yorkshire after police caught several individual and gangs of cargo criminals. Additionally, police patrols at the Chievely motorway service area located in Berkshire were successful at arresting four thieves after officers witnessed the group stealing from a parked cargo truck. BSI assesses that police patrols and police presence at frequently used rest areas are crucial to deterring thieves and preventing cargo theft.

Greater London Area:BSI recorded nearly 100 incidents of cargo theft in the Greater London Area, which arose as a major hotspot for cargo theft over the course of 2018. In 2018, BSI observed highly targeted operations within this area in which thieves targeted specific commodities, primarily tobacco products, and employed several sophisticated tactics during their operations, such as fictitious pick-ups and moving truck thefts. BSI assesses that thieves continue to target tobacco products, and approximately 67 percent of thefts in the Greater London Area consisted of these commodities. However, thieves did not demonstrate the same sophistication in tactics.

Thieves continued to conduct in-transit moving truck thefts due to the presence of traffic lights along these routes, although these incidents occurred at a lesser extent than the previous year. In addition to in-transit thefts, thieves also stole cargo from unsecure trucks at delivery sites. Although incidents of air freight thefts are extremely rare in the United Kingdom, BSI recorded one incident in which thieves were able to access the air freight terminal at Heathrow Airport and steal a shipment of air purifiers.

During a handful of incidents, thieves utilized violence or threatened drivers to steal goods. This primarily involved criminals threatening or assaulting cargo truck drivers with weapons, such as knives or metal bars, to coerce them to remain silent and allow thieves to steal goods. Cargo thieves in the United Kingdom occasionally implement sophisticated or violent methods to steal goods from cargo facilities or vehicles. For instance, thieves in the United Kingdom occasionally conduct moving truck thefts. Thieves primarily approach the rear of trailers while trucks are temporarily stopped at traffic lights and break open trailer doors to steal goods. In rare sophisticated incidents, thieves use passenger vehicles to surround cargo trucks to slow them down, as well as a vehicle tailing cargo trailers to allow thieves to approach the vehicle’s rear and enter the trailer to steal goods while in motion. BSI reports that cargo criminals using this tactic are overwhelmingly targeting tobacco products, suggesting that industry members should be aware of these risks and plan security accordingly. However, these incidents experienced a substantial decrease since 2018.

Thieves frequently target major transportation routes in the United Kingdom, and BSI assesses that the M1 motorway continues to be the top route for cargo theft in the United Kingdom. Approximately 30 percent of cargo thefts that occurred on highway routes were along the M1 motorway. Cargo truck drivers tend to favor this motorway due to its convenience for distributing freight north-south through the United Kingdom and the substantial number of rest areas needed to meet legal rest requirements. Thieves also typically target rest areas along the M1 motorway. Other notable routes for cargo theft include the A1, M40, M20, M25, and A14. While this route was not a major hotspot for thefts during Q1, BSI previously recognized the M62 motorway, which runs east-west from the port city of Liverpool in Merseyside County to the port city of Hull in East Yorkshire, as an area of concern. A significant portion of incidents along this route occurred in West Yorkshire, which is situated near where the M1 and M62 motorway intersect. The M62 was a major hotspot for cargo theft throughout the previous year, and BSI recommends that transporters continue to exercise caution when transiting the M62 due to the large presence of thieves operating along this route.

Consistent with 2018 trends, most cargo theft incidents that BSI recorded in the first quarter of 2019 occurred at highway rest areas, followed by unsecure off-road locations such as laybys. The top rest areas for cargo theft include Northampton, Newport Pagnell, Leicester Forest East, Wetherby, and Gillingham. However, BSI also recorded decreases at some rest areas, such as the Castle Donington in Leicestershire and the Toddington motorway service area in Bedfordshire.

Secure parking remains one of the greatest challenges to mitigating the risk of cargo theft in the United Kingdom. The insufficient quantity of secure parking locations often forces cargo truck drivers to utilize insecure areas, such as service areas, laybys and industrial estates, exposing vehicles to both opportunistic and organized criminals. BSI recommends that transporters should, at a minimum, rely on motorway service rest areas or secure parking lots for overnight rest rather than laybys or industrial estates. It is important to note that using motorway service areas does not guarantee that trucks are safe from cargo theft, as many of these locations also lack basic security measures such as fencing or CCTV cameras. However, these locations are generally lit and populated with other transporters, leaving trucks slightly less vulnerable than unsecure off-road sites which leave trucks completely exposed to cargo criminals.

BSI’s Advisory Tips For Shipping With Soft-Sided TrailersBSI’s advisory team has several recommendations for shippers utilizing soft-sided trailers to help mitigate the threats of cargo theft. BSI’s analysis identified the use of soft-sided trailers as a key vulnerability throughout Europe. Since soft-sided trailers are one of the most common freight modalities for ground shipments, it can be challenging for shippers to utilize more secure hard-sided trailers. It is important to compare the value of goods to the risk of cargo theft, as it could be cost effective to utilize hard-sided trailers for high-value shipments despite the increased cost and likely difficulty in identifying a service provider.

BSI’s advisory team suggests that shippers use the following methods to improve the security of soft-sided trailers:

• Using slash-resistant tarpaulins

• Using cables to secure tarpaulins

• Using padlocks on soft-sided trailers

• Installing light sensors inside trailers to alert drivers’ of potential thefts

• Checking the tarpaulins before and after each stop

• List and agree upon secure stopping locations en-route

The top commodities stolen in 2019 were agriculture and prepared products, namely food and beverage products and alcohol and tobacco goods. This was followed by consumer products, apparel and footwear, electronics, and automotive goods. Although not a top commodity stolen, BSI recorded an uptick in pharmaceutical thefts compared to previous quarters. There were eleven incidents of pharmaceutical theft. Most of these incidents occurred at rest areas along the M1 motorway in which thieves relied on the slash-and-grab tactic to access and steal shipments. Companies should refer to BSI’s tips on how to improve their cargo’s security when utilizing soft-sided trailers to transport cargo.

Areas of ConcernThieves repeatedly target many of the same areas in Northamptonshire, and the city of Northampton continues to be the top area of concern. Northampton experienced approximately 40 percent of the cargo theft incidents within the county. Other major areas of concern include Towcester, Kettering, and Watford Gap. These areas are frequently targeted due to their presence along major roadways that experience high volumes of freight traffic. BSI reports that approximately 70 percent of incidents that occur in Northamptonshire occur along motorways or roadways. Most incidents occurred along the M1 motorway, followed by the A14 and A5.

Northamptonshire is a key location for logistics transportation due to the county’s large domestic logistics sector and its proximity to several major transportation routes. Northamptonshire is located within the U.K.’s ‘Golden Triangle,’ an area where a large concentration of logistics and freight distributors are present. The large volume of cargo moving through this county provides organized criminals with ample opportunity to carry out thefts and exemplifies why Northamptonshire is a particularly high-risk area of the United Kingdom for cargo theft.

Methods and Locations of TheftsUnlike last year where the slash-and-grab tactic served as the overwhelmingly most utilized theft tactic, accounting for nearly 76 percent of incidents, this tactic was only used during about half of the incidents in Northamptonshire in the first quarter. This shift is largely due to an increase in thefts directly from trucks’ rear trailers, which accounted for approximately 48 percent of incidents. It is unclear as to what specifically is driving this trend. One potential factor is that shippers may be shifting away from using soft-sided trailers to more secure hard-sided trailers, which could be forcing thieves to try to steal cargo by breaking the rear locks. Remaining incidents primarily consisted of thefts from trailers and in one incident thieves stole from a warehouse.

Rest areas experienced the highest number of cargo theft incidents during Q1, accounting for approximately 52 percent of theft incidents. Most incidents occurred at the Northampton and Watford Gap motorway service areas along the M1 motorway, and the Thrapston service area along the A14 roadway. Laybys had the second greatest amount of thefts, and thieves primarily targeted various roadways throughout Northamptonshire for these thefts. Other

locations thieves targeted include logistic centers, industrial estates, and warehouses.

Targeted CommoditiesThe top commodities stolen in Northamptonshire during Q1 were consumer products, food and beverage, alcohol and tobacco, and apparel and footwear goods. There is little evidence to suggest that most of these incidents were targeted offenses unlike many other areas in the United Kingdom during this quarter. Northamptonshire has a notable footwear industry and many well-known brands manufacture goods in this county, which thieves may have specifically targeted in some of these incidents. For instance, in a particularly high value theft, thieves threatened a driver with a knife in order to steal £220,000 ($286,000) worth of footwear products.

incidents in Northamptonshire, and thefts in this

county accounted for thirteen percent of all incidents

in the United Kingdom during the first quarter.

Northamptonshire is repeatedly among the top five

counties for cargo theft in the United Kingdom. Companies

lost approximately £2.8 million ($3.6 million) due to cargo

theft, accounting for eleven percent of the total cargo theft

losses recorded this quarter.

Areas of ConcernThe top area of concern in Kent was the city of Gillingham. This is largely due to its presence along the M2 motorway and large number of business parks and industrial estates, which cargo truck drivers frequently use for overnight rest. BSI reports that these locations often lack sufficient security and recommends that companies and transporters utilize an agreed upon list of locations for overnight rest to prevent cargo losses. Other areas of concern in Kent include Folkestone, Dartford, Maidstone, and Ashford. The top highway targeted for thefts in Kent involve the M20, A2, and M2 highways.

Kent, in part, has high cargo theft rates due to the large volume of freight transiting the county to and from seaports. Kent contains both the port of Dover and Folkestone Harbour, two major ports for incoming freight from mainland Europe. Although Kent has some locations with secure parking available, there is not enough secure parking to meet the demand of the volume of transporters operating in the county, contributing to the high degree of theft that occurs throughout Kent.

Methods and Locations of TheftsThe slash-and-grab was the top tactic for cargo theft during Q1, and approximately 70 percent of incidents in Kent involved this method. The second most frequent tactic involved thieves cutting the rear lock of parked trailers to steal goods. In a trend that remains consistent since 2017, Kent experienced a high rate of incidents involving fuel theft in the United Kingdom. Kent is a notable hotspot where thieves siphon off fuel from parked cargo trucks.

Unlike previous quarters in which laybys and industrial estates were top locations for thefts, rest areas were most targeted in Q1. Thieves primarily targeted the Medway motorway service area along the M2 in Gillingham, in addition to the Roadchef motorway service area along the M20 in Maidstone. Thieves also targeted laybys, and to a lesser extent industrial estates.

Targeted CommoditiesThe top commodities stolen in Kent were agriculture and prepared products and electronics. Besides being able to easily resell these types of goods, there is little evidence indicating that thieves are specifically targeting these commodities. Rather, criminals are more likely conducting thefts at random due to the large volume and high variation of cargo moving through Kent, driven by the county’s major shipping facilities and proximity to the Greater London Area.

Kent ranked second in the United Kingdom in

the first quarter for cargo theft, representing

nine percent of the total number of thefts. This

is largely driven by a spike in incidents at the

beginning of the quarter. Companies lost

approximately £1.4 million ($1.8 million) due

to cargo theft in Kent, accounting for six percent

of all thefts in the United Kingdom during the quarter.

Areas of ConcernThe city of Leeds experienced the greatest number of cargo theft incidents and BSI assesses that this city will likely continue to be targeted by thieves. Leeds is a substantial commercial city with a diverse economy. The city is also one of the largest manufacturing cities in the United Kingdom. This combination of factors serve as key contributors to the high volume of cargo theft incidents occurring in Leeds. Other areas of concern include Brighouse, Castleford, and Wakefield. These areas are heightened risk for cargo theft since these cities lie along major motorway routes and rest areas. The M62 was most frequently targeted for cargo theft operations, followed by the M1 motorway.

West Yorkshire is centrally located in the United Kingdom and contains part of the M62 motorway. This motorway is a critical route for freight transportation as it runs east-west from the port city of Liverpool in Merseyside County to the port city of Hull in East Yorkshire. Additionally, the M62 and M1 motorway routes intersect the county east-west and north-south, respectfully. This provides thieves with ample opportunity to conduct thefts due to the flow of cargo to and from these port facilities through West Yorkshire, as well as to other locations

in the United Kingdom. Additionally, West Yorkshire contains various industrial and manufacturing sites, particularly in the city of Wakefield, which further adds to the cargo risk environment and makes the county a location with ample opportunity for thieves to steal cargo.

Methods and Locations of TheftsThieves frequently used the slash-and-grab tactic to steal goods, and this tactic was used in approximately 69 percent of incidents in West Yorkshire. In addition, approximately 29 percent of incidents involved thieves stealing directly from cargo trailers by breaking rear locks. Remaining incidents involved thieves stealing cargo trucks and stealing parked trailers at logistic sites.

Following trends from 2019, rest areas continued to be the top location for cargo theft in West Yorkshire. Thieves targeted several rest areas throughout the county, but primarily concentrated their operations at the Hartshead Moor, Wooley Edge, and Wetherby motorway service areas. BSI records that these rest areas generally lack sufficient security measures, and transporters should exercise caution when utilizing these locations for overnight rest. Other locations

of concern include industrial estates and logistic centers. While cargo thefts do occur at laybys in West Yorkshire, these incidents are uncommon and BSI only recorded a few incidents occurring at laybys.

Targeted CommoditiesConsumer products were the top commodity stolen in West Yorkshire, followed by agricultural and prepared products. Thieves typically do not target specific goods in West Yorkshire. Perpetrators are more likely conducting opportunistic thefts due to the large volume and high variation of cargo transiting the county.

West Yorkshire

West Yorkshire ranked third for cargo theft in Q1 2019

and accounted for eight percent of all thefts from this

period. West Yorkshire was the number one county

for theft in 2019, and BSI reports that this county

continues to be an area of concern for theft despite

other counties having more incidents of cargo theft.

Companies lost approximately £2 million ($2.7 million)

due to cargo theft within this area, representing eight

percent of the total losses that occurred this quarter.

Areas of ConcernThe city of Leicester was the greatest area of concern, and approximately 46 percent of incidents in Leicestershire occurred in this city. This was followed by Lutterworth, Bardon, and Markfield. BSI reports there was a significant decrease in incidents in Castle Donington, which was previously a high-risk area for cargo theft due to incidents at the Castle Donington motorway service area. BSI routinely records cargo thefts at these locations due in part to the high volume of cargo trucks that tend to utilize the rest areas off the M1 motorway in these locations. The M1 motorway is a major area of concern in Leicestershire, and approximately 78 percent of highway cargo thefts occurred along this route.

Leicestershire generally experiences high levels of cargo theft due to its strategic location along the major M1 motorway, as well as its close proximity to the East Midlands Airport, which is the second greatest air freight recipient in the country. The county hosts several major retail and cargo distribution companies, and these sectors make up a significant portion of Leicestershire’s economy. This industrial environment contributes to the significant amount of cargo that flows through the county, increasing opportunities for theft.

Methods and Locations of TheftsThieves primarily relied on the slash-and-grab tactic to steal cargo in Leicestershire. While most of these incidents are conducted at random and may only result in pilferages, these incidents can lead to major cargo losses. For instance, in one incident, thieves stole approximately $479,700 of clothes using the slash-and-grab to target a truck loaded with a soft-sided trailer in Leicester. The second greatest cargo theft tactic involved thieves breaking the rear locks of cargo truck trailers.

Like most counties in the United Kingdom, the top location for cargo theft in Leicestershire was rest areas. Thieves most frequently targeted the Leicester Forest East and Markfield motorway service areas, both of which are along the M1 motorway. BSI recorded a substantial drop in incidents at the Castle Donington motorway service area, which was one of the top rest areas of concern in 2018. Despite this decrease, transporters should continue to exercise caution and implement strong security measures at this location. The remaining incidents occurred at laybys followed by industrial estates.

Targeted CommoditiesThe most frequently stolen commodities in Leicestershire during Q1 were agricultural and prepared products and apparel and footwear goods. There are several food producers and clothing manufacturers present in Leicestershire, likely contributing to the high trend of these products being stolen.

The fifth greatest county for cargo theft

was Buckinghamshire and cargo theft in

this county accounted for approximately six

percent of first quarter incidents in the United

Kingdom. Companies lost approximately £1.4

million ($1.8 million) due to cargo theft in this

county, representing six percent of the total

losses in the United Kingdom during Q1.

Areas of ConcernThe greatest area of concern for cargo theft in Buckinghamshire was Newport Pagnell. This is largely due to its presence along the M1 motorway, which hosts a major rest area frequented by cargo truck drivers for overnight rest. Although Buckinghamshire has not previously been among the top five counties for cargo theft, BSI reported this county as an area of concern due to the large presence of thefts at the Newport Pagnell rest area along the M1 motorway. Another area that thieves targeted, although to a much lesser extent than Newport Pagnell, involves trucks parked at laybys along the A404 roadway.

There are number of factors that contribute to the cargo theft risk environment in Buckinghamshire. Buckinghamshire has several major motorways that run through it, including the M1, M40, M25, and M4 motorway. Additionally, Buckinghamshire is positioned just above the Greater London Area, which typically experiences naturally high levels of cargo flowing into and through London. These factors create a substantial amount of cargo transiting through Buckinghamshire. Additionally, Buckinghamshire possesses some industrial manufacturing sites which also may be

targeted by thieves looking to steal specific goods, such as agricultural products and pharmaceuticals.

Methods and Locations of TheftsThieves primarily stole cargo by using the slash-and-grab tactic, which accounted for nearly 65 percent of theft incidents in this county. This was followed by theft from trucks and a single incident of a theft from a warehouse. Thieves may utilize this tactic for a variety of reasons, but primarily due to the ease and speed in which goods can be removed from cargo trucks. Perpetrators can cut into multiple soft-sided trailers with knives in a short amount of time and choose which high-value loads to steal.

Most cargo thefts occurred at the Newport Pagnell rest area along the M1 motorway. BSI records that rest areas often lack sufficient security measures, and transporters should not rely on these locations for overnight rest. Thieves targeted laybys in some instances, primarily operating along the A404 roadway. However, BSI does not assess this to be highly targeted by thieves for cargo theft operations.

Top Commodities StolenThe most stolen commodities in Buckinghamshire were consumer products, electronics, and pharmaceutical products. While most pharmaceutical thefts occurred at rest areas in which thieves used the slash-and-grab tactic, Buckinghamshire hosts some pharmaceutical manufacturing sites which likely contributes to the trend of these products being stolen within this county. The lack of incidents occurring at pharmaceutical manufacturing sites demonstrates the strong security measures in place to prevent thefts.
