The professional certificate is designed to empower course participants with applied working and practical knowledge of the fundamentals

of taxation that will secure the course participant the license to practice as a registered tax practitioner with SARS and professional

membership with the South African Institute of Tax Professionals (SAIT).

The course covers the entire field of taxation (including value-added tax) and will enable the course participant

to calculate the tax of individuals including farmers, partnerships, sole traders as well as the taxation of

companies, close corporations and trusts.

This course will benefit beginners as well as practitioners who need to update their

knowledge on the fundamentals of taxation.

DURATION OF THE COURSE 12 months (one calendar year).

REGISTRATION REQUIREMENTS A senior certificate or equivalent qualification or appropriate experience in tax.

COURSE DELIVERY The course is divided into two semester modules. The first module, Taxation of Individuals, covers the fundamentals of taxation, salaried employees’ income tax, self-employed individual taxes (including farming) and payroll taxes. It also covers basic elements of international taxation, donations tax, retirement fund savings and capital gains tax. The outcome of this module is to ensure participants are able to submit individual tax returns without errors including the ITR12, IRP6, EMP501 and EMP201 returns.

The second module, Corporate Taxes, will cover VAT, corporate income tax, key tax administrative procedures and gives participants’ guidance on practice management, ethics and responsibilities.

The skills gained in this module will ensure that theoretical knowledge can be practically applied in the completion and submission of tax returns without errors namely the ITR14 and VAT2017 returns as well as the IT14SD.

cover VAT, corporate income tax, key tax administrative procedures and gives participants guidance on practice management, ethics

The course is divided into a theoretical knowledge and a practical simulation component. The simulation component

will ensure that theoretical knowledge can be practically applied in the completion and submission of tax returns

The purpose of this professional certificate is to develop the critical research, problem solving and writing skills to draft TAA compliant tax

opinions that will mitigate SARS penalty risk.

It will equip participants to effectively respond to SARS letter of audit findings, prepare technical sound SARS objections and

appeals.

The course covers areas of tax research and internal issue memoranda, advisory opinions and controversy.

REGISTRATION REQUIREMENTSA minimum of BCom or LLB degree. Completed three years structured work experience in tax, accounting, law or five years unstructured experience.

Fundamentals of tax research: Successful tax professionals need to understand the various sources for research as generated by the various arms of government, such as National Treasury (tax legislation and policy), SARS (interpretation and administration) and case law.

Tax opinions: Developing a position and principles of opinion writing. Course participants will learn how to write in terms of assessing risk as opposed to definitive conclusions.

Controversy writing:This process starts with the phase of initial queries and responses. These queries and responses often escalate in assessments, objections and appeals. Writing of this nature is as much about procedure as about substance. Both the relevant portions of the Tax Administration Act and the Promotion of Administrative Justice Act will be considered.

Each part will contain an initial lecture via The Tax Faculty virtual classroom, two practical assignments and two reflective virtual classrooms to develop critical thinking skills. COURSE PROGRAMME

The programme consists of two moduleswhich are completed over a two yearperiod.

The first module (ADVT116) consists ofcourse work (24 credits, 240 hours) and iscompleted in the first year of study.

The second module (ADVT128) consistsof a written dissertation of limited scope– research project – (12 credits, 120 hours)and is completed in the second year ofstudy. Candidates need to pass year one inorder to gain access into year two which isa written research project.

The occupational tasks of a Tax Technician include the demonstration of the following competencies:

KAREN VAN WYK

Karen is a chartered accountant (SA) and senior lecturer in taxation. Karen has extensive experience as tax lecturer at the University of Johannesburg, Wits University, Forbes Lever Baker, CA Academy, Monash SA, Varsity College and Milpark Business School. We are proud to have her as a core part of the Tax Faculty team.

PROF PIET NEL

Piet is a chartered accountant with more than 25 years’ experience. He formerly lectured taxation at Unisa and the University of Pretoria where he acted as study supervisor on postgraduate level and is a visiting professor at Wits University. Over a period of more than a decade, Piet has presented numerous tax seminars and workshops to tax practitioners in South Africa and regularly publishes articles in professional journals.

ANNELIE LAAGE

Annelie is the programme director for the Professional Certificate in Tax, The Tax Technician and Tax Professional qualifications and responsible for management and assessment of the content. She obtained extensive experience in auditing taxation on a multi-disciplinary basis and performed tax compliance services while being part of KPMG’s tax management services team. She was a member of the SAIT Assessment Committee and was involved in setting, moderating and marking of EISA examinations prior to joining The Tax Faculty. She holds a CA(SA) and MCom (Tax).

PROF KEITH ENGEL

Keith is the chief executive of the South African Institute of Tax Professionals (SAIT). As chief executive, he is heavily engaged in tax at a policy, legislative and interpretative level by liaising with, among others, National Treasury, Parliament, South African Revenue Service, the Davis Tax Committee and the private sector. Keith is an honorary adjunct professor at the University of Cape Town, North-West University and Rhodes University – he has also lectured at various international universities. Keith is well-known for his leading roles in the formulation of tax legislation at the National Treasury from 2000 to 2013. He obtained his Masters in Laws of Taxation at Georgetown Law and holds a professional doctorate (J.D) from Georgetown Law.

CHRISTO THERON

Christo is a recognised specialist in the field of indirect taxes. As a technical expert, Christo is responsible for the quality of all VAT and customs and excise opinions issued by TradeTaxPlus. Christo is a chartered accountant and holds a Master’s degree in Taxation at the University of Pretoria. Christo has been involved in the Unisa Advanced Course in VAT for many years and has assisted to build the programme as a leading educational tool in South Africa.

BEATRIE GOUWS

Beatrie has extensive experience in the tax industry and is an expert in employment-related taxes. Beatrie has in-depth knowledge on tax policy, legislative interpretation, practical implementation and operational structures and interacts frequently with National Treasury and the South African Revenue Service. Beatrie recently joined SAIT and will lead the Certificate Course in Payroll Taxation: Cross-Border in conjunction with Wits University.

MIKE BENETELLO

Mike has a broad range of tax experience gained over a period of 24 years including general corporate tax matters, merger and acquisition transactions, debt restructure and financing transactions, mining tax, international tax and treaty interpretation, dispute resolution as well as the structuring of BEE transactions. He is also a past chairperson of the South African Institute of Chartered Accountants National Tax Committee and a guest lecturer on a number of tax masters courses offered by tertiary institutions in South Africa.

COR KRAAMWINKEL

Cor has experience in the application and interpretation of tax treaties, holding company regimes, withholding taxes, permanent establishments, international tax structuring for both in-bound and out-bound clients, exchange control regulatory matters and South African corporate tax. He has worked with clients across numerous industries and sectors, including agriculture, finance and banking, manufacturing, mining, entertainment, e- commerce, retail, insurance, energy and private equity houses.
