SCWI Background

• Since 1997, SCWI’s mandate has been to fund projects and forums focused on providing students with a seamless transition from secondary school to college and apprenticeship programs by:– Aligning secondary and college curriculum– Articulating pathways to college and

apprenticeship programs

– Increasing understanding of education and career opportunities for students through college and apprenticeship programs

– Linking secondary teachers and teacher-candidates to college faculty.

SCWI 2005-06• All 24 colleges and 72 school boards are

participating in Phase 9 through 15 Regional Planning Teams.

• Beginning in 2005-06, SCWI mandate was expanded to include dual credit and dual program projects.

SCWI and Phase 3 of Student Success Strategy

• In December 2005, the government announced priorities for Phase 3 of the Student Success Strategy.

• One component of the comprehensive plan for high schools includes “new dual credit programs to be available to students so they can earn several credits toward their diplomas through college, apprenticeship and university courses.”

SCWI and Reaching Higher• SCWI also supports the government’s

Reaching Higher plan for postsecondary education including improving access for students to college and increasing college participation levels.

• Student Success Strategy and the access and opportunity strategies within Reaching Higher are “mutually reinforcing” initiatives.

SCWI- Student Success and Reaching Higher

• SCWI aligns directly with Ontario’s Student Success Strategy for Grade 7 to 12 students and Reaching Higher Plan for postsecondary education:

– Supports regional planning teams which link board, college and community sectors

– Provides program pathways to engage student interest and increase opportunities for graduation and successful transition to college and apprenticeship programs.

SCWI - Student Success and Reaching Higher

– Provides a seed bed to pilot dual credits and dual programs through funded projects.

– Provides learning opportunities in a college setting for students, including the disengaged and underachieving with the potential to succeed, as well as high achieving students who may already have chosen a postsecondary destination.

SCWI - Student Success and Reaching Higher

– Provides student-teachers and their associates with opportunities to expand their horizons through experience in college and apprenticeship programs.

– Increases student, parent, teacher and administrator awareness of broad range of education and career opportunities provided by college and apprenticeship programs.

RFP Phase 10: Context

• A key priority for Phase 10 is to expand participation in dual credit and dual program pilot projects to all colleges and boards.

• 2006-07 is an experimentation year to support a limited variety of dual credit and dual program models from which we can learn as we move forward.

• The Ministry of Education and the Ministry of Training, Colleges and Universities are working together, along with education stakeholders, to develop the policy, program and operational procedures for dual credit programs consistent with the government’s decision to implement dual credit programs in 2007.

• The goal is to move from a limited project basis for dual credits and dual programs in 2006-07 to a broader provincial implementation in 2007-08.

Regional Planning Teams

• Role of the 15 RPTs is to be responsible for overall coordination of activities approved through Phase 10 (forums and major projects).

Part A Projects

• Part A Projects include activities and projects related to:– Curriculum alignment and program pathways– Teacher preparation (e.g., preservice programs

involving faculties of education), teacher staff development and teacher internships

– Awareness of college programs, beyond college outreach programs currently in place. (e.g., outreach to grade 7/8 students and parents).

Part B Projects

• Students who may benefit include a broad range of students including the disengaged and underachieving with the potential to succeed as well as high achieving students.

• Will offer dual credit courses, dual programs and/or courses for which advanced standing will be offered. See Appendix A for definitions.

Part B Projects …

• It is intended to have all school boards and colleges involved in Part B Projects in 2006-07.

• RPTs will decide at the local level the model(s) appropriate to meet the education and career planning needs of students in the region.

Part B Projects …

• Recognition of dual credits for college courses and apprenticeship training toward the OSSD will be limited to projects approved by the SCWI Co-Management Team for 2006-07.

• The intent is to experiment through ‘on the ground’ projects in a limited way by testing out a variety of models to see what the two sectors and the government can learn.

Project B guidelines• Dual credit instruction is to be provided by

a secondary teacher or a college faculty member, or a certified journeyperson where required.

• Some courses for dual credit may be team-taught; other courses for dual credit may not be.

• Some dual credits may be delivered at colleges; some at secondary schools.

• Some courses for dual credit may include matched curriculum; some may not.

External Review

• In 2006-07, an external review will be conducted to assess effectiveness of SCWI in promoting collaboration and innovation between the secondary and college systems.

• Review will be based on Phase 8 and 9 project proposals and outcomes achieved

• Goal is to identify specific proposals that are sustainable and should be considered for replication.
